There are 2 common issues in countries of Danube macro-region.1st is lack of employees or self-employed entrepreneurs who can provide specific simple digital services for SMEs(e.g. basic system administration of Windows workstations,3d printing,digitalcampaign admin or digital graphic design).The other issue is the ageing of population and employability difficulties of the elderly population.At the EU level is concluded that workforce of 51 years or higher is affected.Is it possible to turn such workforce to the digital self-entrepreneurs and address thus both challenges?Many studies(i.e.Training older workers for technology based empl.By C.C.Lee, S.J.Czara)shows that yes. eDigiStars project builds on this.Therefore,the objective of the project is to develop sustainable ecosystems which successfully turn older workers to the digital self-employed entrepreneurs. This is going to happen through development, pilot and assuring of sustainability of the eDigiStars Innovative system. The system consists of 3 modules–POWERYOU to empower elderly for digital self-employment,CAMPUS to adjust relevant courses to specific needs of Elderlies and LABEL to certify those Elderlies, who demonstrate enough digital skills.To demonstrate the impact, the project will pilot the whole eDigistar System.The pilot will deliver measurable impact in territories in terms: i)40 elderlies with employability difficulties,primarily representing MINORITIES,MIGRANTS or other VULNERABLE groups(320 together)empowered and engaged;ii)1 selected “digital” course adapted per territory (8 together);iii)20 Elderlies build the digital competences (160 together);iv)At least 15 of them (120 together)certified by eDigiStar LABEL.To make it happen,the partnership of 4 employment offices,3 industry representatives,4 innovation centres,2 public administrations,2 education and training centres,1 university and 2 institutions working with Elderlies from 8 countries of Danube macro-region have joined forces.

Achievements (EN):

The eDigiStars Project aims to develop three innovative tools: POWERYOU Tool, CAMPUS tool and LABEL tool. The LABEL tool will function as a guideline for project partners: How to set up an eDigiStars LABEL System in each territory. Within our project we developed the LABEL tool in several intensive working group workshops that focused on different aspects regarding the definition of the eDigiStars LABEL. Very early on it became clear that CAMPUS and LABEL are very closely linked. In order to define the targeted competence levels you need to know which skills and competences are developed specifically within the eDigiStars CAMPUS training programme. Originally, the eDigiStars LABEL was targeted at an intermediate level of skills. The pilot implementation of each tool, however, showed that there is also a big need for beginner level trainings on the labour market. Based on this learning the partnership concluded that LABEL should remain open for both beginner level courses as well as intermediate level courses. The level of skills should always be adapted to the needs of the labour market as well as the needs of the participants. Nonetheless it is encouraged that the participants should have at least a basic set of digital skills, on which the eDigiStars programme can built on. The eDigiStars LABEL will then serve as proof for their acquirement of a higherlevel set of skills.

Expected Results (EN): Intensity of cooperation of key actors in the programme area in order to increase competences for business and social innovation (survey based composite indicator)

Expected Outputs (EN):

At the strategical level, the project result is the built sustainable ecosystems in participating territories, which successfully turn older workers (51+) with employability difficulties to the digital self-employed entrepreneurs. In practical terms, the measurable result of the project is the number of such workers, who were empowered and educated inside eDigiStars system and thanks to that, they get contracted by the employer to provide digital services. To achieve it, the project will build components inside the territorial ecosystems and ensure their sustainability. These main result components are: i) change of attitude of key actors to believe that the elderly people can provide digital services as self-employees to employers; ii) system for continuous empowering of elderly people; iii) adjustment of relevant courses to specific needs of elderly; iv) continuously build trust among employers, and v) increased cooperation of multiple key target groups. By doing it, the project will intensify cooperation of all relevant stakeholders through their engagement in eDigiStars tools development, piloting, evaluation and Action Plan developments. It will engage 16 employment offices, 10 educational and training centres, 18 business and industry actors, 9 associations representing elderly and 37 policy actors on various levels responsible for employment, social or education domains. A sample of such cooperation will deliver good practice exploitable to other territories of Danube macro-region. In practical terms, the project will pilot the whole eDigiStars system. The pilot will deliver measurable impact in territories in terms: i) 40 elderlies with employability difficulties (320 together) empowered; ii) 1 selected “digital” course adapted per territory (8 together); iii) 20 elderlies build the digital competences (160 together); iv) 5 elderlies per territory (40 together) get contracted by the employer to provide digital services.
