Die funktionale Stadtregion Bratislava-Umland erstreckt sich über die Grenzen der Slowakei hinaus und umfasst auch Gemeinden in Niederösterreich und dem Burgenland. Das Projekt baum_cityregion wird einen weiteren Schritt zu einer Insitutionalisierung der grenzüberschreitenden Stadtregion leisten - Hauptziel ist die rechtliche und finanzielle Absicherung der Stadtregion. Außerdem soll eine weitere Vertiefung von institutioneller Zusammenarbeit durch regelmäßige Abstimmung regionaler Stakeholder erreicht werden. (Projektindikatoren: 2 gemeinsam entwickelte Produkte und Dienstleistungen im Rahmen der Förderung institutioneller Zusammenarbeit: Gründungsvereinbarung/-dokument sowie Organisationsstrategie 2023+ / Beteiligung von 29 Organisationen an institutioneller Zusammenarbeit) Die Gründungsvorbereitung für eine neu zu schaffende Organisation bzw. Organisationseinheit steht im Mittelpunkt des Projekts. Begleitend werden die im Vorgängerprojekt baum2020 erfolgreich etablierten Vernetzungsformate weitergeführt, z.B. Bratislava Umland Konferenz. Thematisch werden die drei Aktionsfelder 1.) Mobilität, 2.) Raum & Umwelt und 3.) Kultur verfolgt. Mit dem Anlegen eines Grünpuffers an der Staatsgrenze beim Stadtteil Bratislava - Petržalka sowie der Attraktivierung des Dreiländerecks SK-AT-HU werden außerdem konkrete Umsetzungsmaßnahmen realisiert. Das gemeinsame Projektbüro in Bratislava wird weitergeführt (ohne Kofinanzierung der Betriebskosten aus dem vorgelegten Projekt)und erfüllt eine wichtige Funktion als Infodrehscheibe, Lobbyingplattform sowie als „Krisenfeuerwehr“ bei akuten grenzüberschreitenden Entwicklungen. 9 Stadtteile von Bratislava (neu dabei: Stadtteil Bratislava - Staré Mesto) und 15 österreichische Gemeinden in Grenznähe sind die Hauptzielgruppe des Projektes und stellen auch den örtlichen Schwerpunkt der Projektumsetzung dar. Die Projektpartnerschaft besteht aus der Stadt Bratislava (Lead Beneficiary), der NÖ.Regional.GmbH und dem Regionalmanagement Burgenland. Das Stadt-Umland Management Wien/Niederösterreich und der Landkreis Bratislava sind strategische Partner.

Description (EN):

The functional urban region of Bratislava-Umland extends beyond the borders of Slovakia and includes municipalities in Lower Austria and Burgenland. The baum_cityregion project will take a further step towards the initiation of the cross-border urban region — the main objective is the legal and financial protection of the urban region. In addition, a further deepening of institutional cooperation will be achieved through regular coordination of regional stakeholders. (Project indicators: 2 jointly developed products and services in support of institutional cooperation: Founding agreement/document and organisational strategy 2023+/participation of 29 organisations in institutional cooperation) Preparation for a new organisation or organisational unit to be created is the focus of the project. The networking formats successfully established in the previous project baum2020 will be continued, e.g. Bratislava Surroundings Conference. Thematically the three fields of action 1.) Mobility, 2.) Space & Environment and 3.) Culture is persecuted. Concrete implementation measures will also be implemented with the creation of a green buffer at the state border of Bratislava — Petržalka and the attraction of the tri-border corner SK-AT-HU. The joint project office in Bratislava will continue (without co-financing the operating costs from the project presented) and perform an important function as an information hub, lobbying platform and as a “crisis fire brigade” in acute cross-border developments. 9 districts of Bratislava (new: District Bratislava — Staré Mesto) and 15 Austrian municipalities near the border are the main target of the project and are also the local focus of the project implementation. The project partnership consists of the City of Bratislava (Lead Beneficiary), Lower Austria Regional.GmbH and Regional Management Burgenland. The Stadt-Umland Management Wien/Lower Austria and the district of Bratislava are strategic partners.

Funkčný mestský región Bratislava-okolie sa rozprestiera cez hranice Slovenska a zahŕňa aj obce v Dolnom Rakúsku a Burgenlandsku. Projekt baum_cityregion je krokom k inštitucionalizácii cezhraničného mestského regiónu: hlavným cieľom je právne a finančné ukotvenie mestského regiónu. Okrem uvedeného hlavného cieľa sa má pravidelnou koordináciou regionálnych zainteresovaných subjektov dosiahnuť ďalšie zintenzívnenie inštitucionálnej spolupráce. (Indikátory projektu sú: 2 spoločne vyvinuté produkty a služby v rámci podpory inštitucionálnej spolupráce: dohoda/dokument o založení a organizačná stratégia 2023+ / podiel 29 organizácií zapojených do ďalšej úrovne inštitucionálnej spolupráce). Centrálnou témou projektu je príprava založenia novej organizácie, príp. organizačnej jednotky. Doplnkovo budú pokračovať už etablované formáty, ktoré boli úspešne zavedené v predchádzajúcom projekte baum2020, napr. BAUM Konferencia Bratislava - okolie. Tematicky sa budú rozpracované tri akčné témy / oblasti pôsobenia. 1. mobilita, 2. priestor a životné prostredie a 3. kultúra. Vytvorením zeleného nárazníka na štátnej hranici pri MČ Bratislava - Petržalka a zatraktívnením územia na Trojmedzí (Trojhraničný bod SK-AT-HU) sa okrem toho realizujú konkrétne vykonávacie opatrenia. Ďalej bude prevádzkovaná (bez spolufinancovania prevádzky z projektu) Spoločná projektová kancelária v Bratislave, ktorá už teraz plní dôležitú funkciu platformy pri výmeny informácií, lobbingu a úlohu „krízového manažéra“ v cezhraničnom regióne. Hlavnou cieľovou skupinou projektu je 9 mestských častí Bratislavy (nové: účasť MČ Staré Mesto)a 15 rakúskych miest a obcí v blízkosti hranice, ktoré sú aj ťažiskovým územím realizácie projektu. Partnermi v projekte sú hl. mesto SR Bratislava (vedúci partner), spoločnosť NÖ.Regional.GmbH a Regionalmanagement Burgenland. Strategickými partnermi sú Stadt-Umlad Management Wien/Niederösterreich (SUM) a Bratislavský samosprávny kraj.

Expected Results (DE):

Die grenzüberschreitende Zusammenarbeit zwischen der Stadt Bratislava und den Regionen Niederösterreich und Burgenland (vertreten durch die Vorfeldorganisationen NÖ.Regional.GmbH und Regionalmanagement Burgenland GmbH) hat sich bereits im Rahmen des Vorgängerprojekts baum2020 bewährt. Insbesondere durch das 2017 etablierte gemeinsame Projektbüro wurde ein neuer Level in der Intensität der Zusammenarbeit erreicht. Dieses Projektbüro und die wichtigsten etablierten (und teilweise institutionalisierten) Vernetzungsformate werden auch im Projekt baum_cityregion weitergeführt: wir sind damit das einzige Interreg SK-AT Projekt, das ein gemeinsames Büro betreibt. Die Zusammenarbeit erstreckt sich thematisch auf die drei Aktionsfelder 1.) Mobilität, 2.) Raum & Umwelt und 3.) Kultur. Durch die neu erfolgte Einbindung der Kulturabteilung der Stadt Bratislava und die Eröffnung des neuen Aktionsfeldes „Kultur“ wird die tiefergehende Bearbeitung von grenzüberschreitenden Kulturthemen gewährleistet. Die Grenzüberschreitende Hauptwirkung wird durch die umfangreichen Bemühungen zu einer noch intensiveren Zusammenarbeit in der Stadtregion bewirkt: Ende 2022 liegen die Grundlagen vor, die für die Gründung einer neu zu schaffenden Organisation bzw. Organisationseinheit notwendig sind, sowie mit der Organisationsstrategie 2023+ ein Leitfaden für die nächsten Jahre. Außerdem wirkt das Projekt lokal und ganz konkret durch mehrere Umsetzungsmaßnahmen, exemplarisch seien genannt: das Anlegen eine Grünpuffers an der Staatsgrenze bei Petrzalka entschärft potenzielle Nutzungskonflikte zwischen Stadt und Land in dem Bereich der Grenze, wo das neue Stadtviertel Nesto entsteht. Die Pilotinvestitionen auf slowakischer sowie auf österreichischer Seite beim Dreiländereck SK-AT-HU werden außerdem zu einer Attraktivierung dieses grenzüberschreitenden Freizeitareals/Erholungsraums führen.

Expected Results (SK):

Cezhraničná spolupráca medzi hl. mestom SR Bratislava a spolkovými krajmi Dolné Rakúsko a Burgenlandsko (zastúpené organizáciami NÖ.Regional.GmbH a Regionalmanagement Burgenland GmbH) sa osvedčila už v rámci projektu baum2020. Najmä prostredníctvom spoločnej projektovej kancelárie etablovanej v roku 2017 bola dosiahnutá nová úroveň a intenzita spolupráce. Táto projektová kancelária a jej najdôležitejšie etablované (a čiastočne inštitucionalizované) formáty sú plánované ďalej aj v projekte baum_cityregion: tento projekt je jediným Interreg SK-AT projektom, ktorý prevádzkuje Spoločnú kanceláriu.Spolupráca partnerov sa tematicky týka troch akčných oblastí: 1. mobilita, 2. priestor a životné prostredie a 3. kultúra. Zapojením Kultúrneho oddelenia hl. mesta SR Bratislava a otvorením novej akčnej oblasti „kultúra“ sa zaručí hlbšie spracovanie cezhraničných kultúrnych tém.Hlavný cezhraničný dopad sa dosiahne ešte intenzívnejšiou spoluprácou v mestskom cezhraničnom regióne. Na konci roka 2022 budú existovať dobré predpoklady na založenie novej organizácie, príp. organizačnej jednotky, a v pripravenej organizačnej stratégii 2023+ budú zadefinované témy / stratégia na ďalšie roky. Okrem uvedeného bude projekt naďalej pôsobiť lokálne, a veľmi konkrétne vďaka plánovaným drobným investíciám a opatreniam, ktoré zahŕňajú: Výsadbu a zahustenie zeleného nárazníkového pásma na štátnej hranici pri MČ Bratislava - Petržalka, ktorá má zmierniť potenciálne konflikty v oblasti hranice, kde vzniká nová mestská bratislavská štvrť "Nesto". Pilotné investície na rakúskej a slovenskej strane hranice v Trojmedzí (Trojhraničný bod troch štátov SK-AT-HU) povedú k zatraktívneniu tohto cezhraničného areálu pre voľnočasové a rekreačné aktivity.
