Le zone portuali rappresentano aree di rilevanza economica sottoposte a forti pressioni ambientali che rendono necessarie misure di tutela ambientale e sanitaria. La sfida condivisa è promuovere la riduzione delle emissioni inquinanti derivanti dalle attività portuali ed in particolare, dalle navi. L’obiettivo generale del progetto è contribuire a preservare o migliorare la qualità dell’aria nelle aree prospicenti i porti dell’area di cooperazione favorendo al contempo la crescita sostenibile delle attività portuali, nel rispetto della normativa vigente e delle politiche ambientali europee. Il progetto realizzerà un osservatorio transfrontaliero per il monitoraggio della qualità dell’aria nei porti attraverso un approccio innovativo basato sul confronto fra gli strumenti impiegati, sull’analisi e l’implementazione dei modelli previsionali, sull’armonizzazione delle metodologie di indagine e sulla condivisione dei dati. I possibili percorsi di mitigazione delle emissioni saranno definiti anche tramite coinvolgimento degli stakeholder. Le autorità portuali, le compagnie di navigazione, le capitanerie di porto e i decisori politici beneficeranno di uno strumento di supporto decisionale innovativo, specifico per le aree portuali per attuare azioni preventive di tutela ambientale in linea con le normative vigenti e in un’ottica di crescita sostenibile. Il miglioramento delle condizioni ambientali avrà effetti positivi sulla salute e sulla qualità di vita delle popolazioni residenti e sullo sviluppo delle attività economiche legate alle risorse naturali marine e al turismo. A causa della natura intrinsecamente transnazionale del trasporto marittimo e considerato che le emissioni derivanti dalle attività di un porto influenzano il territorio su scale spaziali molto grandi, il carattere transfrontaliero del progetto risulta fondamentale per individuare le linee di intervento prioritarie garantendo la massima ricaduta su tutto il territorio ammissibile.

Les zones portuaires sont des zones d'importance économique soumises à de fortes pressions environnementales qui nécessitent des mesures de protection environnementale et sanitaire. Le défi commun est de promouvoir la réduction des émissions polluantes provenant des activités portuaires et en particulier, des navires. L'objectif général est de contribuer à l'amélioration de la qualité de l'air dans les alentours des ports tout en favorisant la croissance soutenable des activités portuaires, conformément à la législation en vigueur et aux politiques environnementales européennes. Le projet réalisera un observatoire transfrontalier pour le suivi de la qualité de l'air dans les ports à travers une approche innovante basée sur l’implémentation de modèlisation et de prévision, la comparaison et l'harmonisation des méthodologies de suivi et sur le partage des données. Les stratégies possibles d'atténuation des émissions seront également définies avec les parties prenantes. Les autorités portuaires, les compagnies maritimes, les capitaineries de port et les décideurs politiques bénéficieront d'un outil d'aide à la décision innovant, spécifique aux zones portuaires, pour des actions préventives de protection de l'environnement qui visent à la croissance soutenable et conformes à la réglementation en vigueur. L'amélioration des conditions environnementales aura des effets positifs sur la santé et la qualité de vie des populations résidentes et sur le développement des activités économiques liées aux ressources naturelles marines et au tourisme. En raison de la nature intrinsèquement transnationale du transport maritime et compte tenu du fait que les émissions provenant des activités d'un port affectent le territoire à très grande échelle spatiale, le caractère transfrontalier du projet est essentiel pour identifier des lignes d'action prioritaires garantissant un impact maximal sur l'ensemble du territoire eligible.

Description (EN):

Port areas are important to the economy and have to withstand strong environmental pressures, making it necessary to protect the environment and people’s health. The shared challenge is to promote a reduction in polluting emissions deriving from port activities and, in particular, from ships. The general goal of this project is to contribute to preserving or improving air quality in the areas overlooking ports within the cooperation area, at the same time as promoting the sustainable growth of port activities, in compliance with current legislation and European environmental policies. The project will create a cross-border centre to monitor air quality in ports, through an innovative approach based on a comparison between the various tools used, on the analysis and implementation of predictive models, on the harmonisation of survey methodologies and on the sharing of data. The possible ways to mitigate emissions will also be defined by involving the relative stakeholders. Port authorities, shipping companies, harbour master’s offices and policymakers will benefit from an innovative tool to support the decision-making process, designed specifically to help port areas implement preventive actions to protect the environment, in line with current regulations and with a view to achieving sustainable growth. The improvement in environmental conditions will have positive effects on the health and quality of life of local residents and on the development of economic activities linked to natural marine resources and tourism. Due to the fact that shipping is intrinsically transnational, and considering that emissions deriving from port activities affect the territory on very large spatial scales, this project needs to be cross-border in order to identify where to intervene as a priority, ensuring maximum impact on all of the eligible territory.
