The damage situation in the forests of the border region, which has now been going on for years, poses major problems and challenges for forest owners, authorities and stakeholders. In the course of the crisis management, it became clear, on the one hand, how strongly local measures to cope with the disaster influence each other across borders and, on the other hand, how the problems could be alleviated in the future through better information exchange. In the Czech Republic and Austria there is information from the current monitoring systems about drought as a predisposing factor and the spread of bark beetle infestation as a calamity factor, as well as many relevant results from recent research projects that focus on adaptation strategies in forestry under the influence of climate change. The climatic extremes, risks, possible solutions, etc. could, however, be similar in both countries. There is no cross-border exchange of information between CZ and Austria, which is considered to be very important by the various forestry institutions and forest owners due to the crisis situation. The primary project objective is therefore the joint development of important support mechanisms for efficient management of large-scale damaging events (crisis management) and for a future reduction in production and income risks (risk management) in forest management. For the first time, a common knowledge and information platform will be established through cooperation between various forestry institutions in the border region. The project is based on cross-border cooperation for risk assessment, development of suitable adaptation strategies and improvement of the monitoring systems for selected parameters that contribute to the fulfillment of diverse ecosystem services through sustainable, multifunctional forestry. The exchange of information between science, forest owners, managers, political decision-makers and the public and the use / expansion of best practice examples should contribute to solving current and future problems in forest management. Therefore, the main goals of the project are to cover these gaps and to link current scientific knowledge with implementation-oriented experience to develop tools and recommendations for a goal-oriented control of future forest development with reduced risks in the selected region. These should be communicated to forest owners, practitioners, political decision-makers, interest groups, the public and also students. Conversely, mutual contact and information transfer can begin to change the scientific focus on the most important or emerging problems in forestry practice.

Die nun seit Jahren anhaltende Schadsituation in den Wäldern der Grenzregion stellt die WaldbesitzerInnen, die Behörden und Interessenvertreter vor große Probleme und Herausforderungen. Im Zuge des Krisenmanagements wurde einerseits erkennbar wie stark sich örtliche Maßnahmen zur Bewältigung der Katastrophe grenzüberschreitend beeinflussen und andererseits wie zukünftig durch besseren Informationsaustausch die Probleme abgemildert werden könnten. In der Tschechischen Republik und in Österreich gibt es Informationen aus den aktuellen Monitoringsystemen über Dürre als Prädispositionsfaktor und die Verbreitung des Borkenkäferbefalls als Kalamitätsfaktor sowie viele relevante Ergebnisse neuerer Forschungsprojekte, die sich auf Anpassungsstrategien in der Forstwirtschaft unter dem Einfluss des Klimawandels konzentrieren. Die klimatischen Extreme, Risiken, Lösungsmöglichkeiten usw. könnten jedoch in beiden Ländern ähnlich sein. Ein grenzüberschreitender Informationsaustausch zwischen CZ und Österreich fehlt, was infolge der Krisensituation von den verschiedenen forstlichen Institutionen und Waldbesitzern jedoch als sehr wichtig eingeschätzt wird. Die vorrangige Projektzielsetzung liegt daher in der gemeinsamen Entwicklung wichtiger Unterstützungsmechanismen für eine effiziente Bewältigung von großflächig auftretenden Schadereignissen (Krisenmanagement) und für eine hinkünftige Verringerung der Produktions- und Einkommensrisiken (Risikomanagement) bei der Waldbewirtschaftung. Es wird eine gemeinsame Wissens- und Informationsplattform erstmalig durch Zusammenarbeit verschiedenster forstlicher Institutionen in der Grenzregion aufgebaut. Das Projekt basiert auf einer grenzüberschreitenden Zusammenarbeit zur Risikobewertung, Erarbeitung von geeigneten Anpassungsstrategien und Verbesserung der Monitoringsysteme bei ausgewählten Parametern, die durch eine nachhaltige, multifunktionale Forstwirtschaft zur Erfüllung vielfältiger Ökosystemleistungen beitragen. Informationsaustausch zwischen Wissenschaft, WaldbesitzerInnen, Managern, politischen Entscheidungsträgern und der Öffentlichkeit und Nutzung/Erweiterung von Best-Practice-Beispielen sollen zur Lösung aktueller und zukünftiger Probleme bei der Waldbewirtschaftung beitragen. Daher sind die Hauptziele des Projekts die Abdeckung dieser Lücken und die Verknüpfung aktueller wissenschaftlicher Kenntnisse mit umsetzungsorientierten Erfahrungen zur Entwicklung von Instrumenten und Empfehlungen zu einer zielorientierten Steuerung der zukünftigen Waldentwicklung bei verringerten Risiken in der ausgewählten Region. Diese sollen den WaldbesitzerInnen, PraktikerInnen, politischen Entscheidungsträgern, Interessenvertretern, der Öffentlichkeit und auch Studierenden vermittelt werden. Umgekehrt kann der gegenseitige Kontakt und Informationstransfer beginnen, den wissenschaftlichen Fokus auf die wichtigsten oder aufkommenden Probleme in der forstlichen Praxis zu verändern.

Situace poškození lesů v příhraničním regionu, která trvá již řadu let, je pro majitele lesů, orgány státní správy a samosprávy a další zúčastněné strany velkým problémem i výzvou. V průběhu řešení krizí se na jedné straně ukázalo, kolik místních opatření vedoucích k řešení kalamit ovlivňuje lesy i na druhé straně hranice, a jak by se krize mohly v budoucnu zmírnit lepší výměnou informací. V České republice i v Rakousku existují informace ze současných monitorovacích systémů o suchu jako významném predispozičním faktoru a o rozsahu napadení smrkových porostů lýkožrouty jako kalamitním faktoru. K dispozici je také celá řada relevantních výsledků nedávných výzkumných projektů, které se zaměřují na lesnické strategie a opatření na podporu adaptace lesního hospodaření na změnu klimatu. Jak vlastní změna klimatu (včetně klimatických extrémů), tak očekávaná rizika a možná opatření vůči nim mohou být v obou zemích podobné. Efektivní přeshraniční výměna informací mezi ČR a Rakouskem však neexistuje, což v současné krizové situaci lesnické instituce a vlastníci lesů velmi postrádají. Primární cíl projektu proto spočívá ve společném rozvoji důležitých podpůrných mechanismů pro efektivní řízení budoucích krizí a rizik v lesnictví. Rozsáhlé kalamitní události vyžadují krizové řízení s cílem střednědobého až dlouhodobého snižování výrobních nákladů a řízení rizik v příjmové oblasti lesního hospodářství příhraničních regionů. Z tohoto důvodu bude v rámci projektu vytvořena společná znalostní a informační platforma. Projekt je založen na přeshraniční spolupráci při hodnocení rizik, vývoji vhodných adaptačních strategií a zdokonalení monitorovacích systémů pro vybrané parametry, s cílem přispět k plnění ekosystémových služeb prostřednictvím udržitelného multifunkčního lesnictví. Cílem výměny informací mezi vědci, vlastníky lesů, správci, státní správou a samosprávou a širokou veřejností a využití/rozšíření příkladů osvědčených postupů je přispět k řešení současných a budoucích problémů při obhospodařování lesů. Hlavním cílem projektu je proto pokrýt tyto mezery a propojit současné vědecké poznatky se zkušenostmi zaměřenými na vývoj nástrojů a doporučení pro snížení rizik nežádoucího vývoje stavu lesa ve vybraném regionu. Tyto informace by měly být zpřístupněny vlastníkům lesů, odborníkům, státní správě a samosprávě, zájmovým skupinám, veřejnosti a také studentům univerzit BOKU a MENDELU. Naopak vzájemný kontakt a přenos informací může přimět vědecké instituce, aby změnily své vědecké zaměření na nejdůležitější nebo nově vznikající problémy v lesnické praxi.

Folgende Ergebnisse werden im Zusammenhang mit einer besseren Koordinierung und Harmonisierung des Wald- und Risikomanagements in den grenzüberschreitenden Regionen erzielt werden: - harmonisiertes und optimiertes System der adaptiven Waldbewirtschaftung zur Risikominimierung für grenzüberschreitende Regionen (Output T. 1.2) - Stärkung des Wissensstandes und des Bewusstseins von relevanten forstwirtschaftlichen und öffentlichen Einrichtungen (Output T. 1.1 und A.C. 2.3 sowie A.C. 3.3) - Instrumente zur Entwicklung von grenzüberschreitendem und unternehmensspezifischem Risikomanagement und -kontrolle (Output T. 1.3) - Gute Praxisbeispiele mit realisiertem adaptiven Management und Entwicklung eines grenzübergreifenden Handbuchs zum adaptivem Management (Output T. 1.2) - Bildung eines grenzübergreifenden Netzwerks zur Förderung des Informations- und Kommunikationsaustausches zwischen wissenschaftlichen Institutionen, den Behörden und den Waldeigentümern (Output T. 1.3)

Expected Outputs (CS):

V souvislosti s lepší koordinací a harmonizací řízení lesů a rizik v přeshraničních regionech bude dosaženo následujících výstupů: - harmonizovaný a optimalizovaný systém adaptivního hospodaření v lesích s cílem minimalizovat riziko v přeshraničních regionech (výstup T. 1.2); - posílení úrovně znalostí příslušných lesnických a veřejných institucí (výstupy T. 1.1, C. 2.3 a A.C. 3.3); - nástroje pro přeshraniční rozvoj specifického řízení a kontroly rizik v lesnických podnicích (výstup T. 1.3); - příklady dobré praxe s implementovaným adaptivním řízením a vypracování přeshraniční příručky o adaptivním řízení (výstup T. 1.2); - vytvoření přeshraniční sítě na podporu výměny informací a komunikace mezi vědeckými institucemi, orgány a vlastníky lesů (výstup T. 1.3).
