As preliminary research has shown, the economic crisis has severely hit the border area and no complete recovery has been taken place yet. Density of operating enterprises is low, weak level of internationalisation is a key hindering factor: cross-border cooperation is below its potentials, due to several barriers (language, isolating border, depressed socio-economic situation, weak entrepreneurial skills). In order to improve the situtation, initiating cooperation to neighbouring Croatia could be a relevant first step, however project generation support has to be accompanied. Contacts between local SMEs exist, however they rarely go beyond low-scale and sustainable cooperation. Although trade and investment cooperation is dominated by larger companies from the state capitols, cooperating SMEs may generate real added value for the border area. Enhancing competitiveness of small and medium size enterprises (SMEs) is defined as Priority 1 of the Hungary-Croatia Cross-border Cooperation Programme (CP), being in line with TO 3 and IP 3c of the ERDF regulation. Overall objective of the project is to enhance the competitiveness of SMEs, creating and extension of advanced capacities for product and service development through generating value-added business cooperation between SMEs of Hungary and Croatia. Specific objectives include raising awareness about internationalisation as key factor of innovation; creating operating linkages between SMEs; providing support to joint SME development projects of the SMEs; providing technical assistance to SMEs in project generation and coping with cross-border business cooperation technicalities. "Direct target groups are business support institutions of the border area and the cooperating SMEs. Indirect target groups include county and local governments of the border area, chambers and further business support institutions, employment institutions, private business service providers and the local population. LB of the project is HAMAG-BICRO from Croatia. Beneficiaries (Bs) are regional business support institutions (county development agencies and entrepreneurship centres) from the 7 directly bordering counties. SMEs from the border area shall joint the project as Light Partners upon 2-step open calls. The project’s main output are the 80 SMEs directly funded and non-financially supported by the project, 31 events organised in the border area, 11 718 000 EUR of total costs allocated for the implementation of the PP Light Scheme." "Foreseen results are an increase in gross value added per capita in the industry and service sector to 5 500 EUR by 2023. 40 business cooperation agreements are envisaged to be generated between Light Partners with third parties for selling commonly developed new or upgraded products. Altogether 11 counties shall be involved in cross-border business cooperation. The project is expected to have a significant cross-border impact, going beyond the impact of previous SME development actions. Cooperation of SME support institutions will be institutionalised for 5 years and extended to the whole border area. As 80 SMEs are expected to cooperate, that may facilitate a more intensive and sustainable cooperation on a longer run, generating benefit for the whole border area. The project may serve as a role model of cross-border SME cooperation for the future programmes."
