In the case of floods, but also for traditional operations in the water sector (e.g. water pollution, search for missing persons in water, securing nautical events, etc.), civil protection units must have adapted resources to recover, eliminate water pollution and ensure environmental protection and nautical events. At the same time, logistical support for residents and emergency services must be ensured. On both sides of the border there are already several operational units with operational forces and resources. Pooling of expertise and sharing of specialised resources would improve cross-border operational capability in the event of floods. An amphibious vehicle as well as a coordination mechanism for its cross-border specific use is missing in order to be able to provide appropriate assistance in the event of floods in or in waters. For the first time, a wide variety of structures and organisations will work together for the first time and develop practical solutions for the emergency. Operational plans will be developed that can structure cooperation in the long term and serve as a pilot example of civil protection in numerous border regions. The THW formally assumes responsibility for the vehicle’s operational readiness at all times (stationing, maintenance, maintenance). This approach is based on the different performances of the THW and the Protection Civile (Personal & Finance) and ensures a continuous, cross-border operational capability of the amphibia in the field of operation (see map in the Annex). The project partners cooperate closely in the development of operational and alarm plans and are equal users when required. Upon request, the vehicle will also be available for other facilities.

En cas d’inondation majeures, mais aussi face à des interventions courantes en milieu nautique difficilement accessible (pollution aquatique, recherche de personne disparue en milieu aquatique, sécurisation préventive d'activités nautiques, etc.), les forces de sécurité civile se doivent de disposer de moyens adaptés pour porter secours, protéger l'environnement ou assurer un soutien logistique et technique aux habitants et aux autres intervenants. Il existe des moyens humains et matériels de sécurité civile de part et d’autre de la frontière. La mise en commun des compétences et des moyens spécialisés permettrait d’augmenter la réponse opérationnelle transfrontalière en cas de catastrophe. Toutefois, pour assurer pleinement des interventions en milieu aquatique, il n'existe pas de moyen d'intervention amphibie, ni de mécanisme de coordination permettant un usage transfrontalier spécifique. Par ce projet, pour la première fois, des organismes de secours de natures différentes coopèreront et mettront au point des solutions pratiques en cas de crise. Les procédures d'intervention mises en place pourront servir à long terme d'exemple pour le développement de la réponse de sécurité civile dans de nombreuses régions frontalières. Le véhicule amphibie sera affecté en permanence auprès du THW de Germersheim, d'où il sera déployé pour les interventions en Allemagne et en France. Le THW garantira la disponibilité de ce moyen. Le THW prendra également à sa charge l'entretien et la maintenance du véhicule, incluant l'ensemble de l'équipement. La Protection Civile est incluse dans le plan de mise en alerte de l'engin, et peut, en cas de nécessité, l'utiliser. Les équipages seront formés de manière adéquate à son utilisation, ce qui implique également des formations transfrontalières.

Im Fall von Hochwasser, aber auch für klassische Einsätze im Gewässerbereich (z.B. Wasserverschmutzung, Suche nach vermissten Personen in Gewässern, Absicherung von nautischen Veranstaltungen, usw.) müssen Bevölkerungsschutzeinheiten über angepasste Einsatzmittel verfügen, damit eine Bergung, die Beseitigung der Wasserverschmutzung und die Sicherung des Umweltschutzes sowie nautischer Veranstaltungen erfolgen kann. Gleichzeitig ist die logistische Unterstützung der Einwohnern sowie der Einsatzkräfte zu gewährleisten. Beiderseits der Grenze gibt schon mehrere Einsatzeinheiten mit Einsatzkräften und Einsatzmittel. Eine Bündelung von Fachwissen sowie die gemeinsame Nutzung von spezialisierten Einsatzmittel würde die grenzüberschreitende Einsatzfähigkeit im Hochwasserfall verbessern. Um bei Hochwasserlagen in oder an Gewässern entsprechende Hilfe leisten zu können, fehlt bis jetzt ein amphibisches Fahrzeug sowie einen Koordinierungsmechanismus für dessen grenzüberschreitende spezifische Nutzung. Damit werden zum ersten Mal grenzüberschreitend unterschiedlichste Strukturen und Organisationen zusammenarbeiten und für den Ernstfall praktische Lösungen erarbeiten und erproben. Es werden Einsatzpläne erarbeitet, die die Zusammenarbeit langfristig strukturieren und als Pilotbeispiel für den Katastrophenschutz in zahlreichen Grenzregionen dienen können. Das THW übernimmt formell die Verantwortung der jederzeitigen Einsatzbereitschaft des Fahrzeugs (Stationierung, Wartung, Pflege). Diese Vorgehensweise ist in der unterschiedlichen Leistungsfähigkeit des THW und der Protection Civile (Personal & Finanzen) begründet und gewährleistet eine durchgehende, grenzüberschreitende Einsatzfähigkeit der Amphibie im Einsatzgebiet (siehe Karte im Anhang). Die Projektpartner kooperieren eng bei der Entwicklung der Einsatz- und Alarmpläne und sind bei Anforderung gleichberechtigte Nutzer. Auf Anfrage wird das Fahrzeug auch für andere Einrichtungen verfügbar sein.
