Description (EN):

Cross-border communication of crisis forces in the event of a crisis or disaster is of existential importance. The current means of communication of these crisis bars are not fail-safe, e.g. in the event of a nationwide long-term power outage. However, fail-safe communication between crisis rods is essential to deal with crises. Since such a fail-safe, independent and unified communication system between the various crisis forces does not exist, cooperation between national administrations and institutions is severely hampered in the event of a partial or total failure of the other means of communication or comes to a complete halt. This means that coordinated, cross-border crisis management is limited or no longer possible. This threat to the communication infrastructure in the event of a crisis must therefore be assessed as very critical. Especially in the event of a power outage, it is also of great interest to the neighbouring countries whether the nuclear power plants of neighbouring countries are in a safe state. Through the procurement of satellite communication technology and the development of a communication concept, a tool is to be created for the crisis rods to make communication safer in the event of a crisis.

La communication transfrontalière des cellules de crise est primordiale en cas de crise ou de catastrophe. Les moyens de communications actuellement mises à disposition de ces cellules de crises ne sont pas aptes à répondre aux besoins en cas d'une panne d'électricité généralisée de longue durée, car ils ne sont ni fiables ni sécurisés. Néanmoins, une communication sure et fiable entre les cellules de crise est primordiale afin de bien gérer la crise. Etant donné que les différentes cellules de crises ne disposent pas d’un tel système résistant aux défaillances, indépendant et unique, la coopération transfrontalière des autorités et institutions nationales sera entravée massivement dans le cas d’une panne partielle ou totale des moyens de communication ou elle sera complètement interrompue. Une gestion de crise coordonnée et transfrontalière sera alors très difficile voire impossible. Cette menace qui pèse sur les infrastructures de communication en cas de crise doit être considérée comme très critique. En cas de panne d’électricité, il est important pour les pays riverains de savoir si les centrales nucléaires des pays voisins sont en bon état. Grâce à l’acquisition d’un système de communication par satellite et l’élaboration d’un concept de communication, les cellules de crise disposeront d’un outil qui permettra d’assurer la communication en cas de crise.

Die grenzüberschreitende Kommunikation der Krisenstäbe im Falle einer Krise oder Katastrophe ist von existenzieller Bedeutung. Die derzeit vorhandenen Kommunikationsmittel dieser Krisenstäbe sind, z. B. im Falle eines flächendeckenden langanhaltenden Stromausfalls, nicht ausfallsicher. Jedoch ist eine ausfallsichere Kommunikation zwischen den Krisenstäben zur Bewältigung von Krisen unerlässlich. Da bisher ein solches ausfallsicheres, unabhängiges und einheitliches Kommunikationssystem zwischen den einzelnen Krisenstäben nicht besteht, wird die Zusammenarbeit der nationalen Verwaltungen und Institutionen im Falle eines Teil- bzw. Totalausfalls der übrigen Kommunikationsmittel massiv behindert oder kommt komplett zum Erliegen. Damit ist ein koordiniertes, grenzüberschreitendes Krisenmanagement nur noch begrenzt oder gar nicht mehr möglich. Diese Gefährdung der Kommunikationsinfrastruktur im Krisenfall ist somit als sehr kritisch zu bewerten. Gerade bei einem Stromausfall ist es zudem für die angrenzenden Länder von großem Interesse, ob sich die Kernkraftwerke der Nachbarländer in einem sicheren Zustand befinden. Durch die Beschaffung von Satellitenkommunikationstechnik und der Erarbeitung eines Kommunikationskonzeptes soll für die Krisenstäbe ein Instrument geschaffen werden, um die Kommunikation im Krisenfall sicherer zu machen.
