Injuries are leading public health issue worldwide. Efficient injury management in public hospitals is critical for patient recovery and significantly reduces further health implications caused by trauma injuries. TELE.DOC project contributes to improving current public health care state-of-the-art in three hospitals covering the area of 1468 patients located in southern parts of cross border area of Croatia (Dubrovnik), BiH (Mostar) and Montenegro (Kotor) by introducing innovative work methods (telemedicine) and practices (medical protocols) realted to trauma and major injury treatment. Main target group, medical professionals in 3 hospitals in trauma departments, will be improving current capacities in injury management in order to provide quicker and more efficient treatment, as all hospitals involved face professional insufficiencies. Overall objective of the project is to contibute to improved quality of health services in Programme area. The specific objective of the project is to implement innovative healthcare practices for improved treatment of patients with trauma by investments in existing physical and human capacities for improved trauma patient care backed with ICT communication solutions to ensure knowledge sharing and networking of medical staff. The project tends to balance level of services in three hospitals involved - Kotor hospital being the least equipped and not having a proper trauma department at all. Expected project's outputs are newly established network of trauma departments in hospitals connected through IT tools that will ensure audiovisual communication, exchange of medical information, consultation of medical staff, educational activities, pilot projects in medical institutions introduced and network of general hospitals created in CB area, the latter being also cross border added value of the project.

Achievements (EN):

Project TELE.DOC organized a thematic conference on telemedicine: Project TELE.DOC organized a thematic conference on telemedicine that was held in Dubrovnik on 2 February 2022. The aim of the project is to improve the application of telemedicine in the care of trauma patients through the acquisition of specialized medical equipment and capacity building. The conference was a good opportunity to promote various telehealth programs and examples of good practice in trauma management. One of the good practice examples, project Heart Net was presented that is funded through the 2nd CfP of Interreg IPA CBC Croatia Serbia 2014 – 2020. Although in a hybrid edition, the conference enforced regional cooperation within this important field of medicine. Modern medical equipment procured within project TELE.DOC: As a part of project TELE.DOC – “Innovative Trauma and Injury Management Practices for Improved Patient Care in Cross Border Area”, Public Institution Canton Hospital „Dr. Safet Mujić” Mostar procured modern medical equipment for the treatment of traumatic patients in the total amount of EUR 202.000,00. Modern anaesthetic device with specific characteristics and performances is the first device of this type installed in Bosnia and Herzegovina. Anaesthetic device creates the high-quality ventilation for individual strategy of ventilation to continuously ease and support patients’ spontaneous breathing. This type of device contains the turbine which creates the emission of mixed gases providing minimal circulation of the gas that can help in the treatment of Covid-19 and other respiratory diseases. Public Institution Canton Hospital „Dr. Safet Mujić“ Mostar has also procured: one transport respirator for children and adults, one patient monitor for vital functions, one portable biphasic defibrillator, one 12-channel ECG device, one resuscitation trolley with accessories, six different sets for traumatic orthopaedic surgery, one orthopaedic saw for bone treatment and other equipment intended for care and transport of patients in the state of trauma. Hospital staff has received the practical training on use of medical equipment on 15 and 16 March 2021. Considering current situation with Covid-19 pandemic, mentioned equipment will greatly contribute in treatment of Covid-19 patients and other hospitalized patients.

Expected Results (EN): The level of accessibility and availability of the services within public health care sector

Expected Outputs (EN):

TELE.DOC project introduces modernization in the existing public healthcare system aiming to more efficient and responsive healthcare up to contemporary needs. Proposed activities extend to the implementation of efficient investments into the hospital’s trauma departments parallelly with strengthening the human capital. TELE.DOC activities will lead to the following results: 1) 36 key medical trauma staff (medical doctors and nurses) trained and improved capacities in team performance and injury management through a 3 day certified course, 2) 3 telemedical systems with accompanying devices installed and in function in three trauma departments of the 3 hospitals involved, 3) 40 sets and additional individual instruments necessary for improving trauma departments performance towards patients acquired, 4) Trauma specialists connected and sharing knowledge via virtual platform, 5) Telemedicine in trauma services presented to general public and professionals, 6) 3 new hospitals approached into regional network by signing Joint Memorandum of Understanding, 7) Improved healthcare for 1468 patients in the programme area achieved. Foreseen results directly contribute to realization of programme indicators, especially the ones with underachieved target value: number of participants in joint education and training schemes (36) and population covered with improved health services or facilities (1468). The project also contributes to output related to number of jointly developed and implemented tools and services that enable better quality of health services (joint hospital telemedical system and network of regional telemedical hospitals). The achievements towards indicator realization can be measured through number of persons attending education (participant lists, surveys, reports), number of patients who are using improved hospital services (survey, hospital statistics) and by number of medical staff using new telemedical devices (Telemedical internal system records).
