There are no country borders for communicable diseases (CDs). Project partners have jurisdiction and responsibility to perform CDs surveillance, diagnostic, prevention and control, and to implement actions to protect human health. However, the institutions lack equipment and other capacities, enabling them to provide timely and adequate public health services. Project intends to improve anthropozoonoses and vector-borne diseases diagnostic services, which will enable the project partners to timely detect public health events. Given the public health importance of COVID-19, the focus of the project is on improvement of the PCR diagnostic services for COVID-19. Project will also provide training for health professionals on the anthropozoonoses and vector-borne diseases diagnostic and control and inform targeted groups and public on new and improved services. Project overall objective is to improve quality and accessibility of public health services in cross-border epidemics and emergencies . Partners will be able to share information and timely notify others about CD outbreaks and other confirmed events of public health concern. Main outputs are: (1) Population of 52.430 covered by improved diagnostic services for anthropozoonoses (including COVID-19) and vector-borne diseases and (2) 265 epidemiologists, sanitary engineers/technicians and doctors in public primary health care facilities trained in prevention and control of public health cross-border threats caused by anthropozoonoses/vector-borne diseases. Target groups are public providers of primary health care and veterinarian services, local public authorities, regional public authorities, national public authorities, and general public. Cross-border cooperation is necessary by the cross-border nature of CDs themselves. Where cross- border cooperation exists, coordinated efforts create both better results and synergy.

Expected Results (EN): The level of accessibility and availability of the services within public health care sector

Expected Outputs (EN):

Project’s main result will be improved population’s access to the diagnostic services and treatment of communicable diseases (CDs) outbreaks in cross-border areas, a result that will help to reduce harm to human health in affected areas. The result directly contributes to achievement of priority axis specific objective. Improved population’s access to the COVID-19 diagnostic services (target value: 90% of samples is tested within 24 hours) will be assessed on the basis of actual data on populations tested in project partner organizations. Baseline and target value will be calculated as ratio of samples for which COVID-19 testing is completed within 24 hours (source: project partner organizations’ databases) and total number of samples received for testing (source: project partner organizations’ databases). The baseline value will be calculated using the data for three months prior to project commencement (last quarter of 2020). Project’s main outputs (1) Improved anthropozoonoses and vector-borne diseases diagnostic services (2) Established operational framework for cross-border cooperation in dealing with selected CDs and (3) Trained health professionals and well-coordinated organizations prepared to jointly respond to public health threats and events in cross-border areas, directly contribute to achievement of targets for output indicators of the specific objective SO1.1. Project’s outputs contribute to improved access to CDs diagnostic services and treatment by networking and strengthening human resources providing the services and by using the new equipment in provision of diagnostic services.
