Circulaire economie (CE) zal de komende jaren veel nieuwe werkgelegenheid opleveren. Het huidige CE-opleidingsaanbod in de grensregio is echter niet voldoende, waardoor bedrijven geen mogelijkheid hebben om barrières in kennis te doorbreken of knelpunten op te lossen teneinde de transitie naar CE in gang te zetten. C-4CE wil inzetten op het versnellen van de ontwikkeling richting circulaire economie (CE) door inzicht te krijgen in de benodigde en gewenste competenties (nu en in de toekomst) voor CE. Hiertoe worden barrières, knelpunten en behoeften die organisaties ervaren op het gebied van CE geïdentificeerd. Zodoende kunnen de competentienoden op de arbeidsmarkt en het beschikbaar CE-opleidingsaanbod in kaart worden gebracht. Tijdens de eerste 6 maanden van het project werd het opleidingsaanbod bij verschillende opleidingsactoren (academia, sectorale opleidingsinstellingen, opleidingscentra, etc.) in kaart gebracht. Hieruit blijkt dat de bestaande opleidingen veelal eng zijn (vaak louter een technologische focus of materiaalfocus) en zelden gericht zijn op circulaire businessmodellen of andere niet-technologische aspecten van CE. Een begeleidingsgroep werd samengesteld met relevante stakeholders uit Vlaanderen en Nederland bestaande uit vertegenwoordigers van bedrijven, overheidsorganisatie en academia. Zij dienen als klankbord voor het verkrijgen van input alsook validatie van diverse projectactiviteiten. Een eerste kick-off meeting met deze groep werd reeds georganiseerd en ook buiten de meeting om is er contact met individuele leden van klankbordgroep geweest. Tevens werd een literatuurstudie uitgevoerd naar competenties voor de CE. Deze literatuurstudie geeft de stand van zaken rondom dit thema weer en heeft diverse competentieraamwerken geïdentificeerd. Uit deze studie bleek echter dat er nog geen concrete, specifieke competenties voor de CE zijn geformuleerd, zeker niet als het gaat om circulaire businessmodellen en andere niet-technologische aspecten van CE. De resultaten van deze literatuurstudie geven aanleiding tot het wijzigen van de volgorde van het kwantitatieve en het kwalitatieve onderzoek; op basis van de literatuurstudie kan namelijk nog geen kwantitatief onderzoek worden uitgevoerd. Eerst zal het kwalitatieve onderzoek worden uitgevoerd teneinde beter zicht te krijgen op competenties voor CE. De inzichten die uit het kwalitatieve onderzoek komen zullen derhalve ook worden gebruikt voor het uitvoeren van het kwantitatieve onderzoek. Ondertussen is ook aan de website voor het project C-4CE gewerkt. De ontwikkeling van deze website, inclusief alle materialen die daar op komen te staan, is een afrondende fase aanbeland. De opgedane inzichten zullen worden gebruikt voor de ontwikkeling van een CE-competentie- en opleidingstool enerzijds gericht op bedrijven (KMO’s/MKB’s) ter identificatie van de vereiste CE-competenties en hen begeleidt naar geschikte opleidingen om die competenties te ontwikkelen en anderzijds op opleidingsaanbieders zodat ze op basis van de ‘missing links’ in het opleidingsaanbod hun eigen opleidingen kunnen aanpassen en uitbreiden of totaal nieuwe opleidingen kunnen voorzien. De verwachting is dat dit project er uiteindelijk toe zal leiden dat (op korte en middellange termijn) meer bedrijven de transitie inzetten naar CE doordat ze een beter zicht hebben op wat CE kan betekenen voor hun bedrijf, op de competenties die zij daartoe nodig hebben zodanig dat zij beter in staat zijn geschikte profielen op de arbeidsmarkt in de grensregio vinden.

Circular economy (CE) will generate many new jobs in the coming years. However, the current CE training offer in the border region is not sufficient, so that companies do not have the opportunity to break through barriers in knowledge or solve bottlenecks in order to initiate the transition to CE. To remedy the lack of competences for students and employees, C-4CE strives for a better match between the required competences and the effective competences with which professionals are trained. The existing courses are often too narrow because they only have a technological orientation or materials focus and are not focused on circular business models or other non-technological aspects of CE. Gaining insight into other training providers can lead to the formation of partnerships that develop new courses or adapt existing courses to new target groups. The market for training will be brought together via the CE competence and training tool to be developed and these training courses can be 'matched' with organizations that want to develop further. By gaining a better understanding of what CE can mean for their company and the competences they need to do so, companies will be better able to find suitable profiles on the labor market in the border region and initiate the transition more smoothly.

Via een bevraging van Vlaamse en Nederlandse bedrijven werd duidelijk dat bedrijven circulaire economie vooral zien als recyclage en materiaalselectie (m.a.w. direct inzetbare kennis) met weinig focus op de vereiste businessmodellen. Een grote barrière die de implementatie van CE in de weg staat is het vormen van de volledige waardeketen met klanten en leveranciers. Voor kennis- en competentieontwikkeling gaat de voorkeur naar praktijk- en praktijkgerichte vormen van leren, in het bijzonder naar “learning-on-the-job”. Op basis van het kwantitatief onderzoek kan algemeen gesteld worden dat het ontbreekt aan aansluiting tussen het aanbod aan CE-gerelateerde opleidingen en trainingen enerzijds en de behoefte van bedrijven om CE-gerelateerde competenties te ontwikkelen anderzijds. Bedrijven beseffen dat ze over onvoldoende CE-kennis en competenties beschikken. Ze richten zich vooral naar technische kennis en hechten weinig belang aan businessmodel- en verandercompetenties. Omwille van bovenstaande bevindingen werd voor een andere tool geopteerd dan initieel gedacht. Bedrijven hebben immers een sterke voorkeur voor andere vormen van leren. Vandaar dat de focus werd verlegd naar leerprocessen om in de behoefte van bedrijven aan CE-gerelateerde competentieontwikkeling te kunnen voorzien op manieren en met accenten waar bedrijven een voorkeur voor hebben. De bedoeling is tevens een signaal te geven naar aanbieders van opleidingen en trainingen in Nederland en Vlaanderen over deze voorkeur. De online tool is georiënteerd op challenge-based learning; die dichtbij de bedrijfspraktijk staat en waarin het leren over bestaande en acute uitdagingen in de praktijk centraal staat. Daarnaast zal in de tool aandacht zijn voor train-the-trainer-aspecten teneinde bedrijven in staat te stellen leerprocessen zelf en gezamenlijk vorm te geven. Hierdoor blijft het leerproces in ‘eigen beheer’ van bedrijven, waardoor zij eigenaar van hun eigen leerproces kunnen blijven.

Achievements (EN):

C-4CE aims to accelerate the development towards CE by gaining insight into the required and desired competences (now and in the future) for CE. To this end, barriers, bottlenecks and needs experienced by organisations in the field of CE are identified. In this way, the competence needs in the labour market and the available CE training offer can be identified. The training offered by different training actors (academia, sectoral training institutions, training centres, etc.) was identified. This shows that the existing training courses are often scary (often merely a technological focus or material focus) and rarely focus on circular business models or other non-technological aspects of CE. The guidance group, composed with relevant stakeholders from Flanders and the Netherlands such as representatives of companies, government organisation and academia, serves as a sounding board for obtaining input and validation of various project activities. Several meetings with this group were organised and also outside the meeting there was contact with individual members of sounding board group. A literature study was conducted on competences for the CE. This literature study reflects the state of play on this topic and has identified various competency frameworks. However, this study showed that no concrete, specific competences for the CE have yet been formulated, especially when it comes to circular business models and other non-technological aspects of CE. Through a survey of Flemish and Dutch companies, it became clear that companies see circular economy primarily as recycling and material selection (i.e. directly deployable knowledge) with little focus on the required business models. A major barrier that hinders the implementation of CE is to form the entire value chain with customers and suppliers. For knowledge and competence development, preference is given to practical and practical forms of learning, in particular ‘learning-on-the-job’. On the basis of quantitative research, it can generally be argued that there is a lack of connection between the provision of CE-related training and training on the one hand and the need of companies to develop CE-related competences on the other. Companies realise that they have insufficient CE knowledge and competences. They focus mainly on technical knowledge and attach little importance to business model and change competences. Because of the above findings, a different tool was chosen than initially thought. After all, companies have a strong preference for other forms of learning. That is why the focus was shifted to learning processes in order to meet the needs of companies for CE-related competence development in ways and with accents that companies have a preference for. The aim is also to send a signal to providers of training courses in the Netherlands and Flanders about this preference. The online tool is oriented towards challenge-based learning; that is close to business practice and in which learning about existing and acute challenges in practice is central. In addition, the tool will focus on training-the-trainer aspects in order to enable companies to shape learning processes themselves and jointly. As a result, the learning process remains in ‘own management’ of companies, allowing them to remain the owner of their own learning process.
