Description (EN):

On 28 May 2019, the Council at the end of its 3694th meeting adopted conclusions on the future of European space policy. Recognising the role of space as an enabler for social and economic benefits and its importance in shaping a number of sectoral policies, the Council calls for greater coordination between the EU and member states in addressing the challenges posed by the transformation of the space sector. The Council underlines that space offers new opportunities to enhance competitiveness, innovation, entrepreneurship, skills and capacity building in all Member States and at regional level, with particular regard to small and medium-sized enterprises and start-ups and their inclusion in the existing value chains, and so it highlights the importance to strengthen cross-border international cooperation. The SkEye project aims precisely to follow this recommendations and foster collaboration among R&D (highly specialised universities and research centers), industries, SMEs and policy makers in order to exploit the existing technologies and maximise the innovation potential of future aerospace technologies for transport monitoring and spatial planning in the Cooperation area. This will be done by facilitating knowledge transfer and market uptake of aerospace technologies for transport monitoring and land planning (from environmental control and security to road monitoring. Moreover, SkEye project will favour the endorsement EU regulations on the use of space technologies (more precisely, data and technologies derived by Copernicus and Galileo systems) from EU to IPA Countries. SkEye project will also focus on business creation, by favouring the creation on start ups to complete the supply chain at cross-border level with innovative pilots/products.

Expected Results (EN): Agreements for cross-border passengers and freight sustainable transport systems and multimodal mobility solutions.

Expected Outputs (EN):

SkEye project foresees the draft of at least 1 Memorandum of Understanding (as suggested by the Programme results indicator) for developing cross-border industrial R&D projects in the field of smart and sustainable transport management, and the elaboration of a position paper to ease the harmonisation with EU space policy in Albania and Montenegro. In fact, SkEye project aims at achieving the following results: 1) Industrial R&D agreements in the field of smart and sustainable transport monitoring and spatial planning at cross-border level signed, resulting in a final activity plan leading to the test of space-based pilots/products in Grottaglie airport; 2) best fitting and most innovative business ideas exploiting space technologies identified; 3) political community and general public engaged in the promotion of the position paper at cross-border level, ensuring a more efficient and complementary approach among EU, ESA, Member States and IPA Countries to use of space-based solutions.
