reIMPULSE transférera à de nouvelles régions et villes, les produits développés lors du précédent projet MED IMPULSE. Cela comprend la fourniture d'outils de soutien pour l'élaboration de plans de rénovation progressive et la planification financière pour des solutions optimales en coûts pour le parc immobilier public. L'outil d'évaluation du schéma financier, y compris l'outil d'aide à la décision PLUG-IN KPIs-processor pour la hiérarchie automatisée des bâtiments publics, seront révisés/adaptés de manière transnationaux pour aider les territoires à atteindre les nouveaux objectifs fixés par l'UE en la stratégie Green Deal et Renovation Wave. Ces derniers visent à doubler les taux annuels de rénovation énergétique et à rendre compte de la nécessité de rénover en profondeur les bâtiments à grande échelle. Le processus permettra, d'étendre le champ d'application dans certains des pays précédemment impliqués (Espagne, Grèce et Italie) des petites / moyennes municipalités aux grandes villes (comme Valence en Espagne), mais aussi, de l'échelle locale à l'échelle régionale (Région Émilie-Romagne en Italie et Grèce occidentale). En revanche, les résultats seront transférés vers un pays qui n'était pas impliqué auparavant dans IMPULSE (Slovénie). Il permettra à d'autres municipalités/régions de Slovénie d'utiliser les outils. Enfin, reIMPULSE permettra d'améliorer et d'adapter les outils aux exigences établies dans la nouvelle période de programmation de l'UE.

Description (EN):

reIMPULSE will effectively transfer to new regions and cities the main outputs developed during the previous MED project IMPULSE. This includes the provision of support tools for the development of gradual renovation plans and financial planning for cost-optimal solutions for public building stocks. The Financial Scheme Evaluation tool, including the decision-making support tool PLUG-IN KPIs-processor for automated hierarchy of public buildings, will be revised and adapted under a transnational and cooperative way to help territories to meet the new targets set by the EU in the Green Deal and Renovation Wave Strategy, which aim to double annual energy renovation rates in the next ten years and report on the need to renovate buildings deeply on a massive scale.The transferring process will allow, on the one hand, to scale the scope of application in some of the countries previously involved in IMPULSE project (Spain, Greece and Italy) from small/medium municipalities to bigger cities (such as Valencia in Spain), but also, from the local to the regional scale (Emilia Romagna Region in Italy and Western Greece). On the other hand, results will be transferred to a country that was not involved previously in IMPULSE (Slovenia). It will enable other municipalities/regions in Slovenia to make use of the tools taking the Municipality of Koper as a reference. Finally, reIMPULSE will permit to improve and adapt the tools to the requirements established in the new EU program period.

Achievements (EN):

IMPULSE PLUS project activities include those linked to management, communication issues, and the activities related to the transferring of the IMPULSE tools and methodology.The main results expected are: adaptation and improvement of Energy renovation planning tool and Financial assessment schemes tool, adaptation and/or development of typologies / KPIs databases to regional/local contexts, training materials on the new tools, MoUs in participating territories (including Energy renovation plan for Public-buildings stock, Financial schemes alternatives associated to the plan, and the protocol followed to obtain both of them).During the 1st term of the project an International Webinar was held, participated by all partners, with the objective to present to new territories IMPULSE methodology and the main functionalities of the already available tools. After that, givers and receivers’ partners respectively designed and filled a survey to identify the needs for improvement in the IMPULSE tools, to adapt them to the specific regional/local contexts and to the requirements linked to the new EU programmatic period. The update/improvement of energy renovation and financing planning tools are ongoing and foreseen deadline is the end of December. Receivers’ territories are working to obtain representative databases (typologies/KPIs) of their public building stock, and foreseen deadline is by the end of January. Both activities were initially planned to be finished by the end of November, but there had been some delays mainly related to external services subcontracting procedures. Corrective actions (some tasks are being brought forward AMAP) and new deadlines have been set to make up for lost time and avoid further delays.Regarding communication activities, partners fulfilled the following commitments: project poster produced&showed, IMPULSE PLUS website updated and translated in all national languages (IT and SLO pending to be uploaded), project info available in partners’ corporative websites, 1st newsletter produced (pending the latest additions and launch), project Facebook page updated&promoted, and production of a storytelling video (pending on the national languages subtitles). In addition, all the partners have actively participated in the committee meetings and technical meetings, which are held alternately every 2 months with the aim of continuously monitoring the project activities developed by all partners.
