Les pressions du tourisme en MED sont un défi majeur pour son avenir durable en raison de sa saisonnalité et de son impact sur des zones géographiques limitées, qui entraînent une augmentation du besoin en ressources en eau et une augmentation de la production de déchets qui dépasse les limites de capacité de charge des destinations touristiques. De plus, Covid-19 impose d'autres restrictions. Si le tourisme peut contribuer à l'amélioration des conditions sociales et économiques locales, il peut également accroître les pressions environnementales et compromettre la préservation de l'identité et du patrimoine locaux. Therefore, improving tourism management is essential as well as improving understanding of the pressures in order to build concrete strategies towards a more sustainable and responsible tourism model for the MED area. ALTER ECO PLUS soutiendra des «processus d'intégration» pour améliorer les politiques publiques liées à la gestion du tourisme. Le point de départ est l'outil de calcul «Carrying Capacity Limit», outil / méthodologie pleinement opérationnel et fonctionnel, qui soutiendra le processus de décision et les mécanismes relatifs aux politiques de facilitation de l'absorption territoriale. L'objectif est d'intégrer l'outil en équilibrant les effets du développement touristique en termes de CCL, même au-delà du niveau de la destination locale.L'outil CCL fournira également des valeurs seuils sur le risque d'infection touristique à Covid 19.

The pressures of tourism in MED are a major challenge for its sustainable future due to its seasonality and impact on limited geographic areas, which lead to an increase in the need for water resources and an increase in waste generation that exceeds carrying capacity limits (CCL) of tourist destinations. While tourism can contribute to the improvement of local social and economic conditions, it can also increase environmental pressures and jeopardize the preservation of local identity and heritage. Moreover, due to the Covid-19, social distancing imposes further limits on the CCL.Therefore, improving tourism management is essential as well as improving understanding of the pressures in order to build concrete strategies towards a more sustainable and responsible tourism model for the MED area. ALTER ECO PLUS will support "mainstreaming processes" to improve public policies related to tourism management. The starting point is the “Carrying Capacity Limit” calculation tool, a fully operational and functional tool/methodology, which will support the decision-making process and the mechanisms relating to policies to facilitate territorial absorption. The aim is to facilitate the integration of the tool which aims to balance the effects of tourism development taking into account the CCL and expanding the focus of tourism development beyond the local destination level. Our CCL tool will also provide threshold values on the risk of tourism Covid 19 pandemic contagion.

Achievements (EN):

The activities of the period January-June 2022 aimed, particularly at calibrating and using the tool for calculating the tourism carrying capacity of the Alter Eco project in the destinations involved in the project as partner receivers (RPs); at the same time we operationally implemented the final mainstreaming process necessary to facilitate the use and integration of the tool in daily management of tourist flows in the MED area. The objectives, main steps and contents of mainstreaming were defined by each RPs in accordance with a realistic and feasible plan given their specific preparation and needs and that of the additional local territories that were involved in the application of the Tool during the second part of the project. Each RPs of the AlterEco project has in fact identified and involved 3 local destinations in the process, allowing to extend the mainstreaming process to a network of 12 destinations in the MED area. Each of them was trained in the use of the Tool through multilingual online courses held between Giver-Receiver partners, local workshops between RPs and stakeholders of the 12 destinations. For each destination it has trained a local contact person who guarantees dissemination and application of the Tool even after the end of the project. The training was followed by the development of a set of necessary supporting documents, including technical descriptions and tailored or customized methodologies, assisting the RPs and the other stakeholders of the 12 destinations to develop policy modifications and programming acts in the field of tourism flows management and TCC in accordance with the general objective of the project. The transnational approach and cooperation adopted has facilitated access and sharing of data, information, and practices otherwise difficult to obtainCooperation allowed us to implement recommendations and responses to flow management problems according to a broader vision of MED space. Cooperation has been materialized in 4 Memorandums of Understanding with which 3 MED coastal regions and 1 IPA country signed the proposals for a commitment to modify regional and local plans and policies on the basis of the analyzes and recommendations of the AlterEco project. These MoUs represents one of the two main outputs of the ALterECOPLus project together with the Tool for calculating the TCC.Outputs are available and usable by MED community in the official website of the project
