Description (EN):

Climate change together with human use and change of landscapes increases the pressure on groundwater and soil resources in the NSR. The internal and external factors controlling groundwater and soils are connected in a complex way and may have amplifying negative repercussions. EU Climate Change Adaptation strategy, the UN Sustainable Development Goals, the EU directives for Groundwater, for Water and for Soil all call for faster and systematic change to ensure enough good-quality water at any time. The project targets a systemic change, a "Blue Transition", by an integrated water and soil management in times of climate change. A BT balances often-disconnected activities in urban, agricultural or natural areas, considers a transition in land-use and fosters political structures and governance. Thus, BT accounts for the complex and crosscutting relationships between climate adaptation and water management. 16 pilots in Denmark, The Netherlands, Sweden, Belgium, France and Germany gain knowledge about the complexity and develop in three crosscutting WPs transnational solutions for water boards, farmers, authorities and the society to: enable land-use change in forests, farming land, wetlands, peatlands or nature protected areas both short and long term to secure and improve groundwater resources; integrate, connect and balance activities in agricultural, natural and urban areas; ensure the future availability of good-quality water while helping to revitalise natural habitats and reduce CO2 emissions. The BT consortium has been set up with selected 24 partners from six countries to cover the necessary variety and similarities which allow to develop compressive strategies and policy recommendations both at local and at pilot level (see Annex). This large consortium links science, government, industrie, stakeholder and sociey to fosters implementation, to upscale measures by transnational discussion, and includes innovative dissemination and capacity building.

Actual Achievements (EN):

Highlights in the third reporting period include: Pilot level: continuation of acquiring data while activities are shifting towards modelling strategy development, etablishing contacts to stakeholders. Project level: transnational exchange on methods and approaches contributed to increased capacity, and improved partnership relations. A brochure showing all project progresses was developed. Project activities: In all pilots data acquisition continuous, the second peer review online meetings to foster technical discussion and exchange (WP1) took place in January 2024. In close cooperation between WP2, WP3 and the project-lead, online meetings with pilot subgroups were initiated to foster exchange and jointly progress with pilot strategy development. The third transnational partnership meeting took place in March 2024 in Assen/NL. Under the headline How effective is 'water and soil' as a guiding principle for climate-change policy? a policy event hosted about 30 external stakeholders. At a panel discussion representatives from the Provincial Executive Board of Drenthe, the Executive Board Water Authority Hunze en Aa's, Ministry of Infrastructure and Water Management TBC and Dutch Agricultural Youth Association, showed that the central stakeholder agree on the need for a participatory approach to change, and, at the same time policy representatives are too wrapped up in the interests of their own group to be open enough for discussion. The importance of developing positive visions on the results of change was highlighted. Further, intensive technical discussions and exchange, and a workshop to continue the process of joint strategy development took place. Pilot Activities: Partners invested in generating necessary data, establishing contacts to central stakeholder to support and extending their network. Geophyiscal measurements on fields were implemented. Here, in particular in DK and D, wet weather conditions caused delay. Further, equipment for monitoring was set up.

Deliverables:

Pilot's impact discussion / In each pilot, external stakeholders and pilot partners discuss the impact of climate change and potential for action is discussed, building on the generated field knowledge. This will help to develop tailored and supported local strategies.
Shared Governance Issues / During the kick-off meeting, partners will identify specific issues of transnational interest and prepare a process leading to a number of governance workshops, and leading to policy recommendations.
Data preparation & Field Work / Each pilot reviews/generates new geophysical data, using geological, water sampling methods and/or models. Geophysical & geological fieldwork includes e.g. ground based, airborne and borehole methods or drillings/direct push, (ground)water sampling.

Innovative techniques / Selected pilots will demonstrate new and innovative (geophysical) techniques that provide data to broaden or extend the field knowledge significantly. In particular, fast mapping technologies providing high spatial resolution will be applied.
Stakeholder Workshops: Connecting pilots to life / To increase awareness and improve support, the pilots are linked to life by inviting communities, stakeholders, and citizens at pilot level through stakeholder events. Urban-rural linkage is strengthened by cooperation between authorities.

Pilots linked to virtual reality - Digital twins / Selected pilots implement this innovative approach to make the invisible water and soil visible. Real world areas are linked to virtual realities displaying field knowledge to disseminate new insights to the public, stakeholders and citizens.
Testing and implementing optimized measures / Selected pilots will test and implement new measures for better climate resilience in land use. Results will be summarized in a short report with regard to their contribution to climate resilience in land use and groundwater management.
Models and Analyses: Long-Term / LONG TERM perspectives on land use for agricultural, urban or natural areas will be reflected during partner workshops on the use of the new field knowledge and modelling to assess the impact of climate change.
Training for Future Soil/Water Managers: “Summer Schools” / Summer/winter schools for graduated and PhD students take place with different focus on improving climate resilience in long term groundwater management.
Models and Analyses: Uncertainties / The third partner workshop will be on dealing with uncertainties of climate change and geological knowledge regarding the short- and long-term perspectives of land-use change for different areas.

Contribution to wider strategies and policies:

The EGD holds 8 benefits and 8 actions. Among others, clean water, healthy soil and biodiversity as well as climate action (e.g. wetlands), agricultural action (environmental footprint, organic farming) and environmental action (reducing air, water and soil pollution, protecting ecosystems) are important. BT contributes to these actions by developing 16 strategies for a sustainable use and provision of water to farmers, natural areas and urban industrial areas.
Soil, water and groundwater management play a key role in conflicting environments and conflicts increase with climate change. BT pilots include five Nature 2000 areas, four degraded ecosystems such as drained wetlands and included organic farming reducing nutrient. Actions and solutions, such as land transition, in the pilots address the conflics and therefore contribute the restoration of ecosystems and in particular concerning wetland also as CO2 sinks.
