Description (EN):

For the Alpine Region to become “greener and smarter” and be at the forefront of the transition towards carbon neutrality and climate resilience within the EU, innovative transnational cooperation & harmonized decision-making processes are crucial. EUSALP decision-makers need reliable macro-regional energy data to define, implement & monitor the effectiveness of their energy policies in order to meet the relevant 2030&2050 EU targets. CERVINO will focus on facilitating energy data exchange within the Alpine territory to support the decision-making process, by setting-up a stable & reliable system that will enable better collection, management, update and use of Alpine energy data. To do so, CERVINO will leverage an already existing activity developed within EUSALP’s AG9, the “EUSALP Energy Survey”, implemented in 2017 & updated in 2019. Taking that past experience as a starting point, it will: 1) reshape, upgrade and improve the existing Energy Survey structure/framework based on the lessons learned; 2) develop a simple, user-friendly energy data tool allowing for automated management of the Survey (data entry & processing, visualization of results, etc.); 3) conduct the reshaped Survey using the new tool and validate the developed solutions; 4) develop a Roadmap for the durability of the new energy data management tool, ensuring the regular update of the Survey and ultimately leading to the establishment of an Alpine Energy Observatory (AEO) in the mid-term; 5) implement dissemination activities to create momentum & raise awareness about the developed tool and features among EUSALP stakeholders, to maximise its use and usefulness. To ensure shared project ownership and the quality & usefulness of the developed solutions, a relevant group of observers from the EUSALP territory (AG9 members & regional authorities) is involved to provide expertise & support throughout project duration, playing the roles of multipliers, policy makers and/or local implementers.

Actual Achievements (EN):

For the European Union to become a carbon-neutral economy by 2050, decision-makers need reliable energy data to define, implement, and monitor the effectiveness of energy policies. CERVINO facilitates the exchange and visualisation of energy data within the Alpine territory. It sets up a stable and reliable system that enables a better collection, management, update and use of Alpine energy data. There are various challenges in obtaining a reliable, transnational data basis: Energy data, which have a different spatial and temporal scale, must be collected and analysed. The data must also be reliable and updated regularly and cost-effectively. The results need to be presented in a way that is easily understood by all stakeholders in the region. And stakeholders need to know about the data platform and its usefulness. The CERVINO project addresses all these challenges. Starting from the Energy Survey conducted in 2017 and 2019 in the framework of the EU Strategy for the Alpine Region (EUSALP), in these first 9 months, the project partners, leaded by EURAC, reshaped, upgraded and improved the existing Energy Survey structure, based on the lessons learned. The result of this activity is described in the deliverable 1.1.1 “Reshaping, upgrading, and improving the existing Energy Survey structure based on the lessons learned”. The Deliverable is structured in different sections: 1) analysis of the previous Energy Surveys, 2) outputs of the questionnaire for selected members of EUSALP AG9 on the current energy data collection and storage in the EUSALP regions, 3) process to select the energy data requested in the reshaped Energy Survey, 4) instructions for the inclusion of energy data in the developed data collection platform. In the meantime partners worked with AURA-EE on developing the CERVINO Alpine Energy Data Platform. To ensure the quality and usefulness of the new platform, CERVINO is involving stakeholders from the Alpine region in its development. Among them, there are regional authorities as well as members from EUSALP’s Action Group 9, an Action Group focused on Energy in the EU Strategy for the Alpine Region (EUSALP). In May 31st, the platform was launched and all the relevant stakeholders were invited to join an online meeting. The conduction of the reshaped survey using the new tool has started thank to the coordination of KSSENA, who prepared a plan and a timeline on how to implement this activity. The roadmap for the durability of the new energy data management tool, that IRE is developing with the support of all partners, will ensure the regular update of the Survey and ultimately leading to the establishment of an Alpine Energy Observatory. Communication activities of all partners, leaded by EWO, makes the Energy Data Platform known among the stakeholders in order to maximise its use and usefulness

Contribution to wider strategies and policies:

EUStrategyAlpineRegion CERVINO contributes to EUSALP AG9’s mission to “make the EUSALP territory a model region for energy efficiency and renewable energy”, also complying to AG9’s strategic objective to facilitate data sharing at macro-regional level and establishing an energy observatory covering the EUSALP territory.
It does so by facilitating energy data exchange to support decision-making in the AS, thanks to the establishment of a system enabling regular collection, update and use of consolidated data.
Other The project will support the implementation of the “EU Green Deal” and of the “EU Clean Energy for all Europeans” package, contributing to reach the long-term vision of a climate neutral Europe by 2050. It will achieve this by developing and testing a tool for energy data sharing and management at Alpine level, which will ultimately generate more harmonized, efficient and sufficient energy plans and strategies in the AS.
Other By publishing and making regional and macro regional energy data available for general public and public organisations, CERVINO project will contribute to the implementation of the "INSPIRE" directive, which aims to share environmental spatial information among public sector organisations.
