Description (EN):

For the Alpine Region to become “greener and smarter” and be at the forefront of the transition towards carbon neutrality and climate resilience within the EU, innovative transnational cooperation & harmonized decision-making processes are crucial. EUSALP decision-makers need reliable macro-regional energy data to define, implement & monitor the effectiveness of their energy policies in order to meet the relevant 2030&2050 EU targets. CERVINO will focus on facilitating energy data exchange within the Alpine territory to support the decision-making process, by setting-up a stable & reliable system that will enable better collection, management, update and use of Alpine energy data. To do so, CERVINO will leverage an already existing activity developed within EUSALP’s AG9, the “EUSALP Energy Survey”, implemented in 2017 & updated in 2019. Taking that past experience as a starting point, it will: 1) reshape, upgrade and improve the existing Energy Survey structure/framework based on the lessons learned; 2) develop a simple, user-friendly energy data tool allowing for automated management of the Survey (data entry & processing, visualization of results, etc.); 3) conduct the reshaped Survey using the new tool and validate the developed solutions; 4) develop a Roadmap for the durability of the new energy data management tool, ensuring the regular update of the Survey and ultimately leading to the establishment of an Alpine Energy Observatory (AEO) in the mid-term; 5) implement dissemination activities to create momentum & raise awareness about the developed tool and features among EUSALP stakeholders, to maximise its use and usefulness. To ensure shared project ownership and the quality & usefulness of the developed solutions, a relevant group of observers from the EUSALP territory (AG9 members & regional authorities) is involved to provide expertise & support throughout project duration, playing the roles of multipliers, policy makers and/or local implementers.

Actual Achievements (EN):

EUSALP needs reliable consolidated energy data in order to facilitate the decision-making process at macro-regional level. The Alpine Macro-region benefits from important energy flows among its regions, which can lead to the development of transnational energy projects that can greatly contribute to reach the 2030 & 2050 EU energy and GHG emissions targets. Several challenges need to be addressed in order for this to happen. Energy data at different spatial and temporal scales need to be collected and analysed; they also need to be reliable and updated on a regular basis in a cost-effective way. Moreover, results need to be visualised in a modern, appealing way that is easily understandable by all EUSALP stakeholders, who also need to be made aware of the existence and usefulness of such a tool. The project tackled all the above challenges, facilitating energy data exchange at EUSALP level in away that will enable decision-makers to implement evidence-based regional and macro-regional energy strategies and measures. Taking as a starting point the EUSALP Energy Survey developed by Action Group 9 in the framework of the Interreg AS “AlpGov1” project, CERVINO tackled the identified challenges by: - reshaping, upgrading and improving the existing Energy Survey structure/framework based on the lessons learned, to ensure optimal data homogenization, reliability and consistency; - developing a simplified, user-friendly and open source tool for energy data collection, management and visualization; - testing the tool by conducting the reshaped Energy Survey and validating the developed solutions; - developing a Roadmap that will create the conditions for the durability of the tool, allowing for the regular update of the Energy Survey and ultimately leading to the establishment of an Alpine Energy Observatory; - raising awareness about the developed tool with all its features to EUSALP decision-makers. An important role has been played by EUSALPs AG9 members (as either PPs or Observers) and by national and regional statistical offices, providing direct or indirect expert input and/or data throughout project duration. This strong involvement, realized also through dedicated meetings, ensured the quality and usability of energy data and facilitated the ownership and durability of the developed solutions. For the first time in the Alpine Macro-region, a new system was set-up allowing energy data exchange among regions thanks to creation of a modern, automated, cost-effective and regularly updatable tool. Transnational cooperation activities has been essential to effectively manage energy data at a macro-regional level. These data needed to be harmonized across geographical levels and years (different spatial and temporal scales) for comparability and decision making purposes. Each PP covered part of the EUSALP and was able to update the respondents to the Survey. The cooperation among diverse Alpine regions brought invaluable benefits: Knowledge Sharing (Exchange of best practices and lessons learned in energy management); Resource Efficiency (Pooling resources and expertise to develop cost-effective solutions. To ensure durability of the tool, PPs actively liaised with and involved the most relevant stakeholders on the principle of energy data collection & sharing for decision making. This happened through invitation to meetings or by directly approaching them. PPs commited to maintain the dedicated server for the tool for at least 3 years after project. Possible future challenges in the field of the content our project was dealing with could be: 1) Updating and Maintenance: Keeping the system up-to-date and ensuring it remains compatible with future technological and regulatory developments could pose an ongoing challenge. 2) Financial Resources: Securing sufficient funding for the long-term maintenance and evolution of the system could be a challenge, especially after the initial project funding ends. One future opportunity could be promoting the adoption of the system by other macro-regions or similar transnational initiatives could present an opportunity to broaden usage and improve standardization of energy data at the European level.

Interreg AS Alpgov 1 - EUSALP “Energy Surveys” (2017, 2019) (EN) | Alpgov1 financed the 1st Energy survey in 2017 (2019 update) and will constitute the starting point of the project. Knowledge & inputs from workshops organized by AG9 in Bolzano, Innsbruck and Chamonix between 2018-2020 and highlighting the need to implement an Eusalp Energy Observatory to support the identification of energy objectives to monitor contribution to EU goals and stimulate energy transition in the Alps, will also serve as a basis to further involve stakeholders on this topic. (EN), IEE “Data 4 Action” (EN) | The project produced a Data Access Guide for Sustainable Energy Action Plans, which provided the tools to produce accurate energy data for Public Authorities. Its results will inform project activities in particular regarding the reshaping and upgrade of the Energy Survey. (EN), Interreg IVC CLIMACT Regions “ENERGee Watch” (EN) | This project created a European network of regional GHG emissions and energy data Observatories, currently coordinated by Fedarene. Through this network the project will be able to gain access to more than 30 data centres and available instruments. These diagrams show the flow of a given resource from their primary state to the consumer. This survey may serve as an example to build on in order to showcase data. Contribution to wider strategies and policies:

EUStrategyAlpineRegion CERVINO contributes to EUSALP AG9’s mission to “make the EUSALP territory a model region for energy efficiency and renewable energy”, also complying to AG9’s strategic objective to facilitate data sharing at macro-regional level and establishing an energy observatory covering the EUSALP territory.
It does so by facilitating energy data exchange to support decision-making in the AS, thanks to the establishment of a system enabling regular collection, update and use of consolidated data.
Other The project will support the implementation of the “EU Green Deal” and of the “EU Clean Energy for all Europeans” package, contributing to reach the long-term vision of a climate neutral Europe by 2050. It will achieve this by developing and testing a tool for energy data sharing and management at Alpine level, which will ultimately generate more harmonized, efficient and sufficient energy plans and strategies in the AS.
Other By publishing and making regional and macro regional energy data available for general public and public organisations, CERVINO project will contribute to the implementation of the "INSPIRE" directive, which aims to share environmental spatial information among public sector organisations.
