Nowadays, Mountain Resort StakeHolders face a common challenge in coping with climate change effects on the socio-economic fabric, while often feeling isolated, due to a lack of frame of reference for action. Given the strong dependence of the winter tourism industry on climatic conditions and the effects climate change on mountains, the TranStat project aims to facilitate the adoption of co-constructed transition processes in Mountain Resorts (MR), understood as ski resorts and their territory. It aims to promote the implementation of new touristic, economic, social and environmental development models to enhance a lively future in alpine mountain areas, with the aim of sustainability. TranStat will address this overall issue through the development of a physical & digital network of resorts in transition (comprising a diversity of ski resorts, including small (vulnerable) and large MRs) to share knowledge and experience and to reduce the isolation of resort managers and local StakeHolders (SH). This original project will bring Academics and StakeHolders, including citizens, to work together in a few MRs, called Living Labs (LL) in a participatory approach in order to identify the challenges to be addressed, and to elaborate scenarios and co-constructed solutions. In each LL, we will build future development scenarios based on economic evaluation, ecological solutions, social behaviour analysis, climate change monitoring and implement and test solutions. We will also create new tools and methodologies adressing the needs of MR in transition as well as reproducible processes of transition for other mountain regions.Having a holistic vision of the Alps, this transnational project will propose policy briefs at local and at alpine scale. It will support the adoption of policies at regional and national levels to foster the implementation of transition processes in order to integrate economic diversification and quality of life for the population. Actual Achievements (EN):

P1 was characterized by the launch and set-up of the project's structural organization. After taking part in the AS Kick-off in Salzburg on 15 and 16 /11/2022, which provided the LP with the administrative and managerial elements to manage the project, the LP organized a steering committee made up of the WPs managers, which met in remote mode on 7/12/2022 to prepare the project launch. - The TranStat Kick-off took place on January 11 and 12, 2023 in Grenoble and achieved several objectives: i) detailed presentation of the tasks of the 3 Wps, ii) fine-tuning of actions with Living Labs and events to be planned, iii) face-to-face meeting of partners and convivial exchanges. It brought together all the PPs, with the TSS representing the AURA region and the ANCT communications manager also invited; representatives of the 2 French LLs, Saint Pierre de Chartreuse (SPC) and Megève, took part by presenting their resorts and their main transition challenges, and the whole group was welcomed on the afternoon and evening of the 11th at SPC. Subsequently, in terms of managing project roadmap, INRAE organized monthly Steering Groups in remote mode. From an organizational standpoint, LP and PPs achieved : - the 1st on 15/02/23, which included the PPs responsible for the WPs, but our Austrian colleagues asked that it be opened up to all PPs, which was subsequently done. The meeting's content concerned: validating contacts in each LL, validating communication tools, preparation of dissemination events (Webinar for Observers) and the launch of the in person meetings in the LLs. - the 2nd on 22/03/23 which was dedicated to: the presentation of A 1.1 on the state of the art on the factors of change in Mountain Resorts, the setting up of A 1.2, the setting up the SNA approach in the LLs, the checking of the presentation for the Webinar which took place the same afternoon on line. - the 3rd meeting on 24/04/23 which was devoted to: the progress on activities A 1.1 and A 1.2, with active contribution to corrections based on feedback from the PPs, the presentation of WP2’s process (tasks and objectives), the validation of the program, content and logistics of the 1st International LLs Workshop, which was scheduled to take place in Megève at the beginning of May, with 35 participants (PPs and representatives from each LLs). The logistics of the workshop, defined in March and April, were entirely managed by the LP with the support of contacts in the Megève LL, the Town Hall and the Tourist Office. From a communication standpoint: The Communication manager and the LP, UMIL (UniMont) and INRAE worked closely to assure the followed up on planned activities and deliverables, their communication and their dissemination. As an exemple, UMIL created and is currently managing the TranStat’s official website and the social media accounts (Twitter, Facebook, Instagram and Linkedin). In order to disseminate the project’s activities UMIL collected material from all the PPs in order to show main transitions issues for the LLs (website section “Pilots”) The official poster and the project roll up was made up too. A main event took place on March (22/03/23) : the Introducing TranStat to Observers webinar: where the project was presented to 60 people. At international level, TranStat was presented at the AS Italian Presidency Final meeting (11/25/22), at the Euromontana webinare on mountain sustainable tourism (8th December 2022), at the EUSALP Action Group 1st meeting (9th February 2023). These actions helped to raise awareness of the project and its consortium, both internationally and locally in each alpine country. From a structural standpoint: The launch of the project marked the start of WP1 headed by ÖAW/IGF. For Act 1.1, ÖAW/IGF delivered input, editing and feedback for report D1.1 that was designed by the sub-contractor and finalized in P2. It has also been in contact with the project partners of WP2 to discuss D.1.1 as input for WP2 activities. For Act 1.2, AlpS and ÖAW/IGF, relying on the support and feedback of all the PPs, provided guidance, input and feedback on Act 1.2: (1) Social network analysis, including interview guide, manual and online survey, and (2) implementing a living lab guidelines. For Output 1.1, the ÖAW/IGF is designing, reviewing literature, structuring and drafting text and materials and thus working towards Output 1.1. WP2 was also presented by INRAE and detailed on several occasions (Steering Groups and Kick-off), in order to anticipate and prepare the work of P2. Preparing P2 was a decisive phase in these first months of the project: contacts with resource persons in the mountain resorts were intense and took different forms (interviews, meetings, presentations), the PPs and stakeholders have assessed the respective interests, expectations and implications of working together on TranStat, opening the way to the co-construction of the Living Labs. This second period was initiated by a major workshop held in Megève on 4th and 5th May 2023 and organized by the LP (see the programme in Workplan progress). The workshop brought together the representatives of all the LLs and the PPs for a total of 30 people, for two days of meetings that enabled the LLs to get to know each other (A 2.1 Building the network) and PPs to work on finalising activity A1.1, launching A1.2 and launching WP2, by describing its approach. For WP1, INRAE, UGA, UNIMIL, ZRC SAZU, RAGOR, Alps and USA Grisons continued to work closely with the PP responsible for WP1 and WP1’s activities to monitor progress. Activity A.1.1 facilitates a thorough understanding of mountain resort transitions, aiming to identify change drivers in the Alpine space across governance, society, economy, environment, and technology sectors. ÖAW/IGF led the report preparation ("State of Art of Drivers of Change" -D 1.1.1), with the LP and other project partners reviewing and suggesting improvements.A1.2 focussed on the identification and characterization of stakeholders that are key to a successful transition process, and beyond that on the formation of core groups of key stakeholders. WP2 aims to raise awareness on the global changes occurring in MRs underlining the need to develop new co-constructed strategies involving local stakeholders. Transnational LLs workshops are organised (in France, Slovenia & Italy) involving territorial stakeholders (public actors, ski resorts operators, hotel managers, local population) with the aim to promote the experiences and best practices to be replicated. Specific dissemination videos are created and disseminated via the project website. INRAE is in charge of this WP and is responsible for its management in terms of methodological and organizational protocol. In P2, WP2 was launched during the 1st Internationa Living Labs Workshop at the Novotel,in Megève. This was the first step towards the creation of LLs (considered as working groups mobilized in a given area to reflect and act on the transition), and also its first practical showcase (A 2.1). INRAE organized the logistics and content of the workshop, in consultation with for ÖAW/IGF WP1 activities and Unimont for communication activities. For the Wks working sessions, INRAE provided templates for presentations and material for the collaborative sessions. INRAE and all the PPs succeeded in mobilizing the relevant people (from political and socio-professional spheres) and getting them to meet within our international network: these people present in Megève are the preferred contacts in the LLs and ensure the continuity and expansion of the work at local level in a more consolidated way. For WP2 (A 2.2) INRAE developed a diagnostic framework focussing on : economic development & business models, ecosystem health, human-environment interactions & biodiversity, practices & representations of locals & tourists. This framework is implemented in each TranStat LL, discussed in participatory seminars and combined with social perceptions of change factors should allow a shared understanding of the local situation. To support the analysis of quantitative and qualitative data relating to each LL, INRAE designed and supplied a database, metadata and data grid and an interwiev grid for the PPs to implement. From a methodological point of view, and to help PPs get to grips with the protocol and analysis grids, INRAE organized a webinar on October 5th, 2023. In order to interlink the activities of WP1 and WP2, ÖAW/IGF established a participation monitoring system from the start of the process until the end. The five Steering Groups organized during this period (24/04, 3/05, 23/05, 21/06, 11/09) enabled the progress of the setting up of the LLs and the diagnostic protocol/framework to be monitored with the PPs responsible for the LLs. The LP and UNIMIL contributed to disseminate the participatory approaches, interviews and workshops on the website and social media . The LP with UGA PP communicated at the 62dn Congress ERSA (August 2023, Alicante, Spain) with the article The challenges of carrying out community design for transition projects in mountain resorts - the example of the TranStat project (E. George, R. Balzarini, V. Reynier and T. Speigelberger) ; INRAE took part in the "Territoires et Montagnes" Day: workshop on change factors and presentation of TranStat, organized by the Scènes Obliques cultural association ( 28 September 2023) ; INRAE and the UGA PP were speakers at the Day : Sports and ecological transitions: realities and outlook? organized by the Université Grenoble Alpes and the USE in Grenoble on October 6th, 2023 with the communication: National and European perspectives, the Alpine Space TranStat project . OAW/IGF, UAS Grison, Ecoplus and ZRC Sazu also published articles on TranStat Interreg website all along this P2. P3 was a seminal period in which PPs implemented their participative approaches (WP1) in the LLs and consolidated their scientific methods (WP2). From a management-coordination standpoint, LP and PPs achieved : the setting up of 5 Steering Groups meetings (14/11/23, 12/12/23, 7/02/24, 18/03/24, 8/04/24) to ensure the most effective coordination for the diagnostic phase in the LLs and to prepare their final outputs at the 2nd International LLs Workshop in Italy. Every SG meeting marked a validation stage for the diagnostic process and the February SG particularly focused on the assessment of the final diagnostics and SWOT of all the LLs : this provided the basis for the activities to be undertaken at the workshop in Italy. Tools for monitoring WP1 and WP2 activities in each LL were made on hand led by OAW/IGF and INRAE and shared on the Inrae Cloud platform. Data management plan file has also been designed. From a structural workplan standpoint : WPS work in progress - For WP1 a key action achieved in P3 by the consortium was the promotion and use of D 1.1, by organizing the 2nd International Observers Webinar: « how do you trigger change ? » on December 11th 2023, which aimed to make the D1.1 user-friendly and transferable to local contexts. The webinar drew 65 participants: it made participants be actif, being involved in a collaborative session in which they explored a figurative version of the D1.1 and handled the complex nature of the driving forces and of their related main effects in their social and professional contexts. The output of this activity will be able to provide concrete and practical material for the WP2 road map and the transition cookbook. Another success for WP1 was the involvement of various stakeholders in all the LLs and the setting up of working groups (with very different sizes and intensities but in line with the needs of the territory), as well as interviews, public seminars and local workshops. - For WP2, P3 has been devoted to the territorial diagnostic : all the PPs responsible of a LL were able to treat quantitative statistical data describing various features of the terriroy, as well as qualitative data collected from interviews getting insights about the perceptions of the local people. The follow-up of the diagnostic and SWOT protocol was a common thread running through all the SGs during the period, and the February SG Meeting particularly focused on the assessment of the LLs’ diagnostics and SWOT : this provided the basis for the activities to be undertaken at the 2nd International LL Workshop in Italy, organized in Chiesa Valmalenco (8th -10th April 2024). 32 people attended the workshop. They shared LL's territorial diagnosis, experience and existing solutions in thematic group sessions, where cause-and-effect links between drivers of change and diagnostics were established. Also, a session was devoted to practical techniques on how to design the desired futures. The outcomes of the workshop are currently being processed and will be used for the scenario-building phase planned for P4. For the valorization of WP2 insights, INRAE, in collaboration with Unimont, is designing a roadmap outlining the process of analysis and implementation of the transition process. - In WP3, the WP Leader supported by INRAE, has started mapping the state of art of transition pathwys at the international scale (A3.1) and the collection of actions already implemented in our LLs (A3.2), which will be complemented by a broader analysis of actions identified on an Alpine scale and beyond. ZRC SAZU started to collect relevant policies and scientific literature on sustainable transition, urban transformation, and other literature related to the adaptation to climate change in mountain areas. From a communication standpoint: 21 articles have been published in TranStat website in this period. D 1.1 was promoted by organizing the international 2nd Observers Webinar: « how do you trigger change ? » which took place on December 11th 2023. TranStat is EUSALP AG2 flagship initiative, thus the first results of the project were presented and appreciated at the Mountain Planet AG2 meeting held in Grenoble on April 16th 2024. At the Mountain Planet round table ‘futur of ski resorts’ involving local councillors, representatives of the economic world and associations, INRAE contributed to the sharing of knowledge and inspiring experiences issued from TranStat to encourage the rethinking of the ski resorts of tomorrow. Region AURA produced a video with Fabrice Pannekoucke, AURA Region Vice-President in charge of agriculture and Espace Valléens. TranStat was keynote at the 'Green Mountain Pioneers’ (SATI) film screening event held on February the 22nd 2024 in Grenoble and in Kaprun on January 18th 2024. ÖAW/IGF introduced TranStat’s endeavors at “Tourism valorization of cross-border EU projects in the Alpine region” in Salzburg on November 11st 2023. In P4 PPs processed the lessons learnt from the 2nd International Workshop, actively disseminated the mid-term outcomes and started preparing the second half of the project. P 4 focused on laying the foundations for sustainable transitions in mountain resorts through stakeholder engagement, scenario-building workshops, and policy analysis. The work completed during this period sets the stage for further collaborations in the coming periods, with a strong emphasis on involving stakeholders at all levels and ensuring that the results of the project are widely disseminated throughout the Alpine Space. WP1, led by OAW/IGF's was dedicated to the monitoring of all co-creative processes, carried out through surveys and collective discussions on the progress of work in the LLs. PPs completed two tasks related to work in progress in WP1, providing 1) responses to OAW/IGF's LLs participatory monitoring survey, whose preliminary results are to be used as input for the cookbook 2) comments and corrections to the Cookbook (O1) and redaction (V1) of thematic chapters (for the concerned PPs). The findings not only contribute to O1.1 but also e.g. to policy recommendations (A3.3). The planning and preparation of the Living Lab workshops were done during this period by PPs. In WP2 PPs finalised the protocol activities, with a focus on 3 structural elements: - the design and implementation of booklets for each LL (A2.2/A2.4): LP encouraged the PPs to formalize a narrative description of the LLs territorial diagnoses and SWOT. - the progress to the scenario-building phase : UAS Grison LP provided templates to manage this activity and PPs commented and modified the animation grid (A2.3). - the roadmap’s mock-up (O2), designed by INRAE and Unimont. The LP, in collaboration with ZRC SAZU and RAGOR have drawn up the content of the 3rd International LL Workshop in Slovenia (A2.1), in Spring 2025 (P5) : setting out the visions of the future developed in each LL and putting policy recommendations into practice at different level (WP3). For WP3, LP and WP3 leader had many exchanges about A 3.1 and A.3.2 which are linked to the results from A1.1 and A 2.1 : this concerns the design of 3 formulaires (Q/questionnaires) for PPs, one to describe the main factors of change and their impacts on the LLs, the second one to list well-known best practices at the level of each LL (A3.2) and the third one to describe public policies at the territorial levels of LLs (A3.3). Meanwhile, ZRC has been working on i) an inventory of the transition trajectories of resorts on an international scale and ii) on transition solutions in resorts and areas. LP has initiated the preparation of a final event and a Observers Webinar aimed at local and regional policymakers. 3 Steering Groups meetings (17/05/24, 26/06/24, 17/09/24) were organized by the LP to process the lessons learned from the 2nd International LLs Workshop in Italy, to prepare reporting documents, preliminary outputs and the start of WP3 activities. The May SG was devoted to the design of reporting documents such as the booklet and raodmap (WP2), as well as on WP3 tools (questionnaires for A3.1 and A3.2). The June SG was devoted to analyzing the progress of productions (booklets-WP2/WP3, roadmap all WPs, cookbook WP1), the progress of activities A3.1 and A3.2 and the planning of the last LLs international workshop (WP2-WP3). The September SG was dedicated to organizing the 3* Workshop and sharing feedback from the mid-term review carried out on September 12 with our JS. The WP leaders made a major contribution to the success of this review, which produced a positive assessment and encouraging results for the pursuit of the project. In P4, PPs were involved in international and national events and publications and contributed to the dissemination activities : in October 8th, LP was keynote in a panel of the European Week of Regions and Cities (Bruxelles,BE) : Tourism regions addressing climate change risks, in October 10th, LP held a webinar for Unimont Cycles of Webinars (Edolo, IT) : La transizione del turismo invernale, cenni storici, teorici e presentazione di“TranStat”, in October 17th, LP presented TranStat French LL at the XIII European Mountain Conferences Euromontana, (Puigcerdà, ES): Shaping the future of mountain economies in October t 10th, LP participated as guest speaker in a panel on sustainable tourims at the 40th ANEM symposium (national association of elected mountain representatives) in October 17th, LP was keynote in a panel of the cultural association Scène obliques : Inventer des nouveaux savoirs sur la montagne. in October 22th, ZRC presented the talk « Challenges to be addressed for a sustainable transition of mountain ski resorts in the Alps: the case of Kranjska Gora », The future of tourism in the Alpine-Adriatic region International Symposiumin, (Hermagor, AT). In P4 PPs published 16 articles on TranStat web pages (Project News). In P5 PPs have essentially achieved these key tasks: consolidating the finalisation of the Cookbook (O.1), setting up the milestones of the roadmap (O.2), launching and monitoring policy recommendations draft (O.3). - In WP1, considerable progress was made by OAW with the Cookbook (01.1) : while LP and PPs actively contributed to the structure and content through back-and-forth comments and modifications proposed to OAW, which is in charge of the deliverable, the most important steps were covered, only revisions, formatting and the layout are missing. To strengthen the MRs network (A2.1, A3.4) and the dissemination of the approach, the ÖAW led the writing of a scientific article. The Cookbook was also discussed collectively at each SG during the period, and the agendas proposed by LP included, in each session, a dedicated time slot. - In WP2, LP and Unimont developped the roadmap (O.2): they provided a detailed work on the overall design of the mock-up, the articulation of content and its formats (audio, video, graphics, text), and organized the production of new material, whether text or video, for the PPs contributors. In the wake of A2.2 and A2.3, LP and the PPS have continued with the communication plan, providing articles at consortium level, illustrating the common activities carried out in each LL, despite the fact that the timing and conditions for implementation were specific to each site. For A2.3, all the PPs responsible for a LL have set up scenarisation and design fiction sessions to discuss, imagine and share a future vision of the territories and their environment. For instance, LP, in collaboration with PP UGA, organized a one-day workshop (March 22nd, 2025) on “What could life in the Chartreuse region look like at +4°C?” : Featuring talks by researchers on various aspects of CC adaptation, and design fiction workshops to imagine life, activities, landscapes and environmental conditions at +4°, the workshop involved approximately 70 participants. A synthesis of the insights from each LL was presented at the P5 flagship event: the 3rd and final International LLs Workshop, held in Kranjska Gora, Slovenia (April 15-17, 2025). During this final meeting, the PPs and LLs representatives shared the current status of their activities and reflected on how to turn shared challenges and critical issues into future strategies. The insights will be used to develop local action plans in each LL. - For WP3, the WP3 leader, ZRC SAZU, led the preparation of the draft report "Diversity of Transition Processes at the Alpine Scale" (D.3.1.1), which introduces a typology of transition pathways (a diagram representation in 2 axes) where the 9 LLs have been located with respect to their degree of transition and actions implementation. To achieve the report, a survey was distributed to PPs to collect their workshop-based data on sustainable practices, future visions, and ongoing actions, organised around five change factors: economy, society, climate/environment, technology, and policy. In addition to this typological work, ZRC SAZU collated good practices and solutions from world-wide examples. All the PPs analyzed their political framework for sustainable development in MRs on a national, regional and local level. In this sens, ZRC SAZU was also responsible for coordinating the development of the draft TranStat Policy Recommendations (O3.1). The development of these recommendations was based on a comprehensive literature and policy review, as well as on national political meetings. A methodology for national political meetings was developed and disseminated among PP to support their sessions’animation. For A3.4, the preparations of final political event led by RL, LP and Unimont and a final webinar dissemination were launched. In P5, LP led 4 Steering Groups meetings (05/11/24, 03/12/24, 19/02/25, 17/04/25) to ensure the progress of deliverables (O.1 and O.2), the completeness of WP3 productions, and communication activities as the coordination of joint publications. LP continued its involvement and strengthened its links with EUSALP, in particular with AG2, where the workplan 2023-2025 of sub-group tourisme states that : The Transtat project will be the main project on the issue of tourism in transition, developing its own living labs . LP keeps on the links with Youth Council through shared activities with one of its members who is part of the consortium. LP and UGA wrote a paper accepted by Journal of Alpine Research : « La décroissance, une forme de transition des stations de montagne et de leurs territoires ? L’exemple de la station de Saint-Pierre-de-Chartreuse Le Planolet ». OAW led the joint paper « Co-creating sustainable futures: towards a culture of learning and participation in mountain resorts of the European Alps » accepted at the Mountain Research Development journal. In P5 broadcasting activity was vey rich with 14 articles published on the project web site by the PPs.

Smart Altitude (SA) (EN) | Smart Attitude has created a decision support tool dedicated to energy transition and we will be able to mobilise it for the MRs concerned by these issues. In case of success of Transtat and Novaltitude (whose topics will be water, waste, mobility and energy), we will organise the exchange between the two networks of territories. TranStat 4 & 6 partners involved in Novaltitude will facilitate this sharing and fertilisation between the 2 projects.
(EN), ClimAlpTour (CAT) (EN) | CAT focused on climate change and tourism, on a panel of many resorts. One of the recommendations of CAT was the need to mobilise all SHs, a point that underpins our participatory and collaborative approach implemented in the MR network. Similarly, CAT identified scenarios for moving towards sustainable tourism. This panel of scenarios will be mobilised and potentially updated in the process. Finally, CAT recalled the need for policy translations of the work, a point at the heart of our WP3 (EN), Initiative of Metabief's about touristic transition (EN) | The resort of Métabief in the French Jura is an observer of the TranStat project. We will mobilise its initiative to define and implement a breakthrough transition process, with the programming of the end of activity of the ski area. This mobilisation will be done in WP1 (approach implemented by Métabief) and in WP2 (in the diagnosis and scenarioisation approach of the LL). Finally, Métabief will benefit from the results of TranStat, particularly in territorial terms. . (EN)

Contribution to wider strategies and policies:

EuropeanGreenDeal The TranStat project will contribute to the shaping of the European Green Pact (2021), as it aims to propose policy initiatives (WP3) for the sustainable transition of Mountain Resorts. By focusing on the basic economy of mountain regions, the TranStat project aims to remove obstacles to the identification of sustainable and equitable economic models in the Alpine region and also seeks to propose diversified and sustainable development models, including the most carbon-neutral possible.
TerritorialAgenda2030 By focusing on the territorial level and identifying specific solutions for each Living Lab, TranStat will contribute to the Agenda 2030 objective of developing territorialised policies. Similarly, the creation of a network of MR will support the establishment of sustainable cooperation between European territories. In a second agenda, TranStat will be inspired by the results of SWD2021 and corresponds to and acts on the Transition pathway for tourism created for the EU industrial ecosystem.
Other By promoting transition approaches the TranStat project will contribute to protocols on Spatial Planning and Sustainable Development as well as Tourism promoted by the Alpine Convention (AC). The project will specifically engage with the AC delegates in order to embed the recommendations and tools developed in their own protocols.
EUStrategyAlpineRegion Several TranStat’s partners are members of EUSALP AGs: within the AG1, led by Lombardy Region, TranStat will be promoted as a model of synergy of research interaction & knowledge transfer in the AR Universities for green transition network’. TranStat will benefit from AlpGovII’s policy outcomes to supply its own implementation. TranStat will interact with the AG2 – tourism subgroup & with the AG6 with a transversal approach related to the environmental, economic and social aspects of tourism.
