In recent years, the Alps have been affected by unprecedented weather extremes such as heatwaves, heavy rains and storms with severe impacts on the environment, humans and the economy. The Alpine territories involved in the project report that such events overstrained their risk management capacities. The unexpected magnitude and intensity of these extremes can in fact cause ‘compound’ impacts and domino effects (more than one impact happening simultaneously or subsequently) that turn into complex, long-lasting or even irreversible consequences. While there is recent scientific evidence of climate change (CC) attribution to the increasing intensity and frequency of such events, knowledge and management of their cascading impacts and risks are still insufficient. On the regional level, such events are not considered in current Disaster Risk Reduction (DRR) mechanisms. Climate Change Adaptation (CCA) plans, if they exist, often underestimate domino effects and compound risks related to extreme events and miss concrete solutions. X-RISK-CC helps risk managers and policy makers across the AS to address the compound risks of CC-related extremes by developing local actions and transnational guidelines. They are based on newly generated and harmonized Alpine-wide data and knowledge on past and future extremes. The actions for upgrading current risk management instruments are designed with risk managers in five pilot areas in the AS (incl. two cross-border areas). The project outputs are co-developed by and disseminated through EUSALP AG8 and PLANALP of the Alpine Convention (AlpConv). X-RISK-CC partnership includes regional risk managers, national authorities, members of EUSALP and PLANALP/ACB of AlpConv and scientists. It explicitly responds to the need for common knowledge, actions and solutions for managing extremes under CC that will be expressed in the EUSALP AG8 2023-24 work programme.

Actual Achievements (EN):

During the first reporting period of the X-RISK-CC project and despite the sudden start of the project, partner organizations made significant contributions and achieved key milestones, establishing a robust framework for addressing extreme weather events and their cascading effects in the Alpine Space. EURAC, as the project lead, played a central role in orchestrating the project's activities while being actively supported by all partners. EURAC ensured compliance with program rules and controls and established internal project management structures and processes. EURAC also facilitated organizational, collaborative, and coordination efforts essential for a successful project kick-off. This included hosting the first in-person partner meeting, which fostered face-to-face interaction, allowed to further develop methodical frameworks, and discussions to identify early challenges. Across WP1 and WP2, partners actively engaged in developing methodological frameworks. ARSO (WP1 lead), EURAC and Geosphere Austria (GSA) defined data requirements and analysis methods for meteorological analyses while also initiating meteorological data collection. GSA began collecting large-scale data crucial for synoptic-scale weather analysis. The efforts on the meteorological drivers are crucial for assessing impacts and risks related to extreme weather events. TUM, as the WP2 lead, effectively coordinated WP2 activities, developing and presenting methodical frameworks to assess hazards and risks. These frameworks are instrumental in quantitatively assessing risks related to past and future weather extremes. Partners collaborated on data collection for both WP1 and WP2. ARSO prepared metadata collection tables for meteorological data, while AURA-EE organized the subcontracting with Pôle Alpin des Risques Naturels for data collection (finalized in RP2). Some preparatory work has been started for the WP3 by EURAC and AFBS. They worked on a methodical approach called "sequential impact chains" for each pilot area, a valuable tool for conceptualizing the sequence of events that happened in the pilots. In this context, the pilot responsibles AFBS/PAT, SLF/AURA-EE, WLV, TUM and RAS collected associated information and presented their compiled impact chain drafts at the partner meeting in Bolzano. These drafts provide entry points for further quantitative analyses in WP2 and WP3 while also providing a basis for risk management improvements in each pilot area. Furthermore, communication and dissemination activities were a priority for the project. Under the lead of RAS (and the subcontractor SORA), all partners actively engaged in promoting project objectives and achievements (see single partner reports for details). This included press releases, social media engagement, and project presentations at key events like the Virtual Alpine Observatory and the 15th EUSALP Action Group 8 (AG8) Meeting. These efforts increased project visibility within the scientific community and among stakeholders. EAA, as the WP4 lead, contributed with structuring WP1 and WP2 activities so that the subsequent results can be taken up by this overarching work package while also involving transnational bodies like ACB and EUSALP AG8. In summary, the first reporting period witnessed substantial progress in project organization, methodological framework development, data collection, communication efforts, and the initiation of pilot activities. Partners' collaborative efforts have positioned the X-RISK-CC project for success in addressing extreme events in the Alpine region, benefiting both the scientific community and stakeholders. During the second reporting period (RP2) of the X-RISK-CC project, partner organization continued to provide significant contributions, based on the established framework in RP1, and achieved key milestones in the assessment of extreme weather events, cascading effects and risk management analysis in the Alpine Space. EURAC, as the project lead, played a central role in orchestrating the project's activities while being actively supported by all partners. EURAC ensured compliance with program rules and controls and established internal project management structures and processes. EURAC also facilitated organizational, collaborative, and coordination efforts essential for a successful development of the project. In particular, EURAC supported TUM with the preparation of the agenda for the second in-person partner meeting (12th-13th October 2023), hosted by TUM. The meeting was important to ensure the alignment of on-going activities and shape together the subsequent outcomes. During RP2, work package 1 (WP1), WP2 and WP3 made progresses towards the planned outputs and deliverables. The successful implementation and harmonization of activities were facilitated by a continuous interaction among WP contributing partners through online and in-person meetings. ARSO (WP1 lead), EURAC and Geosphere Austria (GSA) actively engaged in implementing WP1 activities. In particular, they coordinated and finalized the data collection for the pilot areas with the contribution of all pilot responsible partners (AFBS, PAT, WLV, RAS, AURA-EE). Based on this database and the activity protocol defined during RP1, all analyses of meteorological drivers at pilot level started. Moreover, crucial decisions regarding the climate model data to use in WP1 to integrate observations and assess future changes on both pilot and Alpine Space level were achieved. GSA performed a preliminary evaluation of a convective indicator as proxy for extreme weather events not fully captured by observations, while the Alpine-scale data preparation based on the internal agreements was continued. TUM, as the WP2 lead, coordinated and undertook key activities in WP2, further implementing and tuning the methodology to assess hazards and risks through quantitative and semi-quantitative analyses. TUM coordinated the metadata and data collection needed by WP2 for all pilot areas and several bilateral meetings with pilot responsible partners were organized for an in-depth understanding of local hazard and risk characteristics and available data. TUM fostered the exchange on methodology for hazard and risk analysis among WP2 partners, GSA and EURAC, and promoted the alignment with WP1 and WP3 activities, also thanks to the WP2 in-person meeting in July 2023. Preliminary outlines of WP2 deliverables were drafted. Concurrently, in order to complement the pilot-scale analyses, GSA started the development of a large area space-time impact model for the Alpine Space using a data-driven approach within a risk framework. WP3 activities were successfully initiated under AFBS coordination as WP3 lead. In particular, the sequential impact chains for each pilot were finalized with the contribution of all pilot responsible partners. Moreover, ABFS and EURAC worked closely to establish the Rapid Risk Management Appraisal to assess the risk management procedures and gaps. This method will be used to guide the workshops with local risk managers in each pilot area scheduled for the RP3. A particular attention was dedicated to the alignment with WP2 activities so that the needs of local practitioners are reflected in the final X-RISK-CC risk manual as WP2 output. EEA as WP4 lead anticipated the start of activities in RP2 with respect to the scheduled workplan. EAA identified and elaborated a first draft set of overarching a-priori risk management gaps and needs, based on analysis of available literature, previous transnational studies, policy documents, existing expert recommendations, and interim findings of WP1-2 from the pilot areas. Communication and dissemination activities continued to be a priority for the project. Under the lead of RAS (and the subcontractor SORA), all partners actively engaged in promoting project objectives, activities and achievements. This included press releases, project newsletter, social media engagement, and project presentations at key events like the meetings of Alpine Climate Board (ACB) and the EUSALP Action Group 8 (AG8). These efforts strengthened the project visibility within the scientific community and among stakeholders. In summary, RP2 witnessed substantial progress in project implementation, WP interactions and communication efforts. During RP3, partners provided significant contributions and achieved key milestones in the assessment of extreme weather events in pilot areas, cascading effects, risk management analysis and developing suitable methodologies. EURAC played a central role in coordinating project activities while being actively supported by all partners, and continued to facilitate organizational, collaborative, and coordination efforts. It supported AURA-EE with the preparation of the agenda and running of the 3rd in-person project partner meeting (26th/27th March 2024) in Lyon, crucial to ensure the alignment of already achieved and planned results, coordinate ongoing activities and agree on next steps towards achievement of upcoming project outputs. All WPs made progress towards planned outputs and deliverables. The successful implementation and harmonization of activities were facilitated by continuous interactions among WP-contributing partners through regular online meetings and the in-presence project partner meeting. ARSO (WP1 lead), EURAC and GSA engaged in implementing WP1 activities. All required past and future climate data for pilot areas were collected and analysed to identify past and future weather extremes. The work was carried out as planned. First results were discussed in an online meeting with WP2 lead (TUM) and presented during the 3rd project partner meeting. WP1 results are an important basis for WP2 analyses of impacts and risks and identification of actions in pilot areas (WP3). For this reason, attention was dedicated by WP1 partners to the synthesis and sharing of results with WP2 and pilot responsible partners. ARSO, EURAC and GSA summarized key results in WP1 pilot reports, which will be provided to all partners during RP4 and will be part of O1.1. In the context of WP1 climate data was also collected for the Alpine Space (AS) by GSA. Alpine-wide analyses have begun. As the outputs of the AS analysis will be visualized and made available in WebGIS, WP1 partners started discussing which outputs to include. In RP3 Eurac started setting up the WebGIS. TUM (WP2 lead), coordinated and undertook key activities in WP2, implementing and tuning the methodology to assess hazards, impacts and risks in the pilot areas. TUM finalized metadata and data collection for all pilot areas and developed the first version of a risk toolbox (RT) and risk questionnaire (RQ) to guide the pilot partners through the local risk analysis. The RQ and RT were discussed with other WP2 partners and presented during the 3rd partner meeting. The approach will be fine-tuned in the next RPs based on the feedback from WP3. GSA continued the implementation of the data-driven impact model for the AS by preparing input data, spatial units and model settings. The integration of the model results into local risk analyses was discussed during WP2 online meetings with the contributions and timeline for the WP2 deliverables. WP3 activities continued successfully under AFBS coordination as WP3 lead. AFBS with the support of EURAC established a common framework for the Rapid Risk Management Appraisal (RRMA) workshops in each pilot area. All pilot workshops took place in all pilot areas during RP3 with the participation of local practitioners and risk managers. AFBS collected and systematized results to identify common gaps in risk management practices and entry points for the next WP3 activities. AFBS presented a summary of the findings during an online WP3 meeting and the 3rd project partner meeting. Further efforts were made by the WP3 lead to ensure alignment and integration of WP2 methodologies and outputs with the upcoming pilot action development task. WP4, led by EAA, provided a top-down analysis of generic policy gaps in existing policy frameworks for disaster risk reduction and climate change adaptation considering mostly higher ranking policy levels in the AS, based on the review of literature and policy documents. EAA developed schemes and procedures to categorize detected gaps, to add region-specific information on policy entry points and responsible risk owners as well as to conduct a qualitative risk preparedness rating from the perspective of the pilot areas. The first results and workflow were presented and discussed during the 3rd partner meeting. EAA organized a coordination process to support WP3 activities on pilot action plans and to steer co-benefits of WP4 and WP3. Communication and dissemination continued to be a priority for the project. Under the lead of RAS (and the subcontractor SORA), all partners actively engaged in promoting project objectives, activities and achievements. This included press releases, project newsletters, social media engagement, and project presentations at key events like the meetings of Alpine Climate Board and the EUSALP Action Group 8 meeting. The scientific WP1 and WP2 results and achievements were also presented at several international scientific conferences such as EGU24. During the fourth reporting period (RP4) of the X-RISK-CC project, partner collaboration was strengthened, activities were implemented as scheduled, and key results were achieved in the understanding of extreme weather, cascading effects and risk management in the Alpine Space (AS). EURAC, as the project lead, played a central role in orchestrating the project activities while being actively supported by all partners. During RP4, EURAC supported RAS in preparing the agenda for the 4th in-person partner meeting (9th-10th October 2024), hosted in Škofja Loka (Slovenia). The meeting was important to ensure the common understanding, align ongoing activities, check the status of outputs and plan subsequent tasks. During RP4, all work packages (WPs) made substantial progress towards the planned deliverables and outputs. The successful implementation and harmonisation of activities were facilitated by continuous interaction among partners through online meetings. ARSO (WP1 lead), EURAC and GSA actively engaged in WP1 activities. They finalised the contents of pilot reports summarising the results of weather extreme analyses conducted in the pilot areas. The reports were edited by a professional designer and released in the Digital Library (O1.1). The archive of weather extreme indices for the AS based on reanalysis data and climate model projections was developed and used to assess the projected changes across AS. Results were described in a report as part of O1.1. The indices for the AS can be accessed by interested users and visualised interactively through the X-RISK-CC WebGIS along with technical documentation. The final version of the O1.1 was submitted in due time. TUM, as the WP2 lead, undertook key activities in WP2 towards developing a methodological framework for assessing future risks related to weather extremes. TUM, with inputs from EURAC, finalised a Risk Questionnaire (RQ), supported by a toolbox, for analysing and synthetizing the current and future risk elements in pilot areas. The RQs for each pilot area were compiled by pilot responsible partners and hazard and risk analysis approaches and results were described and also synthetized by EURAC and TUM in Deliverables 2.1.1 and 2.2.1. The hazard and risk analysis results in the pilot areas form the basis for WP3 discussions in the second round of workshops (in RP5) about future risk management actions. GSA continued the development of a data-driven model for assessing current and future mass-movement related impacts and analysing risk drivers covering the AS. The method and results were presented at the 4th project partner meeting. In RP4 EURAC, in collaboration with TUM, developed a climate risk storyline concept for X-RISK-CC. They also compiled guidelines to assist the partners responsible for the pilot areas in creating these storylines. The storylines depict potential consequences of an extreme event in a plausible future climate scenario in a specific area and facilitate a discussion about associated risks with local practitioners. Storylines for each pilot area were developed in close collaboration with pilot responsible partners and will be used in the second round of WP3 workshops. WP2 outputs D2.1.1 and D2.2.1 were finalised and submitted on due time. WP2 partners continued elaborating the outline of the X-RISK-CC manual (O2.1). Regular interaction with WP3 is already planned in RP5 to ensure that the needs of local practitioners are reflected in O2.1. WP3 activities under AFBS coordination continued successfully. ABFS and EURAC worked closely to establish the structure and goal of the second round of workshops, which were presented and agreed upon during the 4th partner meeting. The storylines were adopted as guidance for the discussion with local risk experts about their future needs, and a modified version of the Rapid Risk Management Appraisal was developed. The workshops were scheduled in each pilot area and invitations sent. In WP4, under the lead of EAA, significant progress was made in the identification of overarching gaps and needs in transnational policy frameworks for climate change adaptation and disaster risk management. The close collaboration with WP3 and EURAC resulted in the categorization of policy gaps and needs through a set of relevance criteria and improved usability of WP4 results by WP3 partners to develop pilot action plans. Results and further implementation plans were presented by EAA and agreed upon during the 4th partner meeting. Communication and dissemination remained a priority for the project. Under the lead of RAS and the subcontractor, all partners actively engaged in promoting activities and achievements. This included press releases, project newsletter, social media engagement, and project presentations at the meetings of Alpine Climate Board (ACB) and the EUSALP Action Group 8 (AG8). These efforts continued to ensure the project visibility within the scientific community and among stakeholders. During the fifth reporting period (RP5), activities were implemented as scheduled, outputs were finalized and key results were achieved towards the understanding of local and Alpine risks and the development of action plans for future risk management. During RP5, EAA organized the 5th in-person partner meeting (11th-12th March 2025) in Vienna (Austria). The meeting was crucial for aligning activities, checking the status of outputs and partner contributions, and coordinating the remaining tasks in the last project phase. During RP5, all work packages (WPs) contributed to ensure the implementation of planned activities in a timely manner, which was facilitated by the continuous partner interaction through online meetings. The steering committee agreed to ask for a three-month project prolongation to have enough time for the dissemination of the outputs on a local level. ARSO (WP1 lead), EURAC and GSA finalised the WP1 output (O1.1), i.e., the Digital Library and embedded WebGIS, and published all relevant data in Zenodo. O1.1 was submitted in due time (January 2025). TUM (WP2 lead), EURAC and GSA also reviewed the WP2 deliverables (D2.1.1 and D2.2.1). They collected and integrated the feedback and final version of the Risk Questionnaire from all pilot responsible partners. GSA refined the large-scale data driven model for mass movements whose results were integrated in the final version of the deliverables (submitted in January 2025). TUM ensured the finalization of WP2 activities and coordinated partner contributions through online WP2 meetings. In A2.3, all pilot responsible partners elaborated the Climate Risk Storylines in preparation for the 2nd WP3 pilot workshop following the instructions elaborated by Eurac and AFBS (WP3 lead). TUM and Eurac developed the outline, structure and contents of the X-RISK-CC Risk Manual (O2.1) also considering the feedback received from partners during the meeting in Vienna. A professional designer was hired to work on the O2.1 layout. O2.1 was submitted in due time. As regards WP3, AFBS provided pilot responsible partners with instructions to prepare the material and conduct the 2nd pilot workshop in respective pilot areas. The goal of the workshops was to identify the future risk management needs under climate change. A similar group of experts as in the 1st workshop round was invited and the climate risk storylines (from WP2) and a modified Rapid Risk Management Appraisal were used. All pilot workshops were conducted within RP5, and AFBS provided guidelines on how to summarize and report the workshop results. Pilot responsible partners presented them during the WP3 session of the 5th partner meeting. AFBS and Eurac elaborated the outline and structure of the WP3 pilot dossiers (O3.1) and initiated to develop contents. Roles and contributions were also clarified during the partner meeting. AFBS elaborated an adaptable concept to define the pilot action plans (O3.2) in each pilot area aligned with ISO 31000. The proposal was presented during the 5th partner meeting. Based on the partner feedback, AFBS developed instructions on how to conduct the 3rd pilot workshops for identifying solutions (planned for RP6). AFBS and EAA reviewed and aligned WP3 and WP4 workplans for the last phase of the project. All partners participated in this discussion during the 5th partner meeting. In WP4, led by EAA, the mapping of policy gaps and entry points was completed (A4.1). The updated repositories of policy gaps are intended to support partners in developing the WP3 pilot action plans (O3.2) and to help the elaboration of transnational policy recommendations (O4.1). EAA also developed a web-based ‘policy gap explorer tool’ to facilitate prioritization of policy needs. EAA designed the concept and structure of the X-RISK-CC Digital Sourcebook (O4.1) with the contributions of all partners involved in the WP4 core group and in the WP4 discussion in the 5th partner meeting. The joint transnational expert workshop with EUSALP AG8 and ACB was scheduled for RP6 (A4.3 and D4.3.1). Based on the results of the CAPA user need survey, in cooperation with AG8, EAA started to elaborate the design and user functionalities of the new thematic module on the climate risk management of extreme weather events (A4.4). Under the lead of RAS and the subcontractor, all partners actively engaged in promoting activities and achievements. This included press releases, project newsletter, social media engagement, updates of the project website, and project presentations at meetings of ACB and EUSALP AG8. Moreover, the official project videos were released on YouTube and promoted through social media and institutional channels. Scientific results were also presented in several international conferences and workshops.

Alpine Drought Observatory, ADO (EUTC Alpine Space) (EN) | X-RISK-CC benefits from experiences gathered in the ADO project (EURAC: LP; PPs: GSA, ARSO) in setting up an Alpine-wide platform of data and impact-oriented indices for drought. In addition, X-RISK-CC further develops data, methods and guidelines for improved risk management and governance policies for drought in the Alps based on future scenarios and in the context of compound impacts and risks. (EN), TransAlp (DG-ECHO) (EN) | X-RISK-CC exploits data and analyses on past transboundary storms in the Tyrol, South Tyrol and Veneto area (e.g. Vaia) from TransAlp project (EURAC: LP; GSA: PP). In particular, the framework for a cross-border trend and risk assessment of storms in the Alpine context represents a crucial starting point, which is further developed and transferred to the five pilots. (EN), GreenRisk4Alps (EUTC Alpine Space) (EN) | Experiences and methodologies from GreenRisk4Alps are taken up and put forward (PPs: EURAC, WLV), in particular participatory approaches to assess risk management practice (rapid risk management appraisal), modelling tools for gravity-driven natural hazards and strategies for identifying actionable and accepted risk management priorities by accounting for eco-system based approaches, such as protective forest. (EN), RiKoST (EUTC IT-AT) (EN) | The results of RiKoST (AFBS: LP; EURAC: PP) are exploited as good-practice examples to improve target-group-oriented risk communication. They are used by risk managers and authorities at different levels for developing hazards maps and intervention plans. Moreover, outcomes of RiKoST support the definition of X-RISK-CC communication strategies for extreme events, their cascading effects and their uncertainties. (EN), RAREmergencies (Research fund Autonomous Province of Bolzano) (EN) | X-RISK-CC benefits from experiences gathered in RAREmergencies (Recognizing and addressing new emergencies, PPs: AFBS, Free University of Bolzano, University of Trento) aiming to develop frameworks and tools to identify, classify and improve the management and awareness of new emergencies. (EN), ClimOpt (EUTC IT-CH) (EN) | ClimOpt (Optimization of climate risk management, PPs: AFBS) aimed at updating the existing natural risk forecasting systems taking into account the effects of CC on the resulting risks. The experiences from the ClimOpt are taken up in X-RISK-CC and further developed and transferred to the pilot areas. (EN), OPS21 (national programme financed by ARSO) (EN) | OPS21 (Climate Change Assessment for Slovenia in the 21st century; ARSO: LP) aimed to assess average and extreme meteorological conditions over the 21st century in Slovenia, together with the impact of CC on agricultural and hydrological conditions. Experiences, methodologies and data gathered within OPS21 are used in X-RISK-CC to improve the knowledge on weather extremes and trends under CC for the Slovenian pilot area. (EN), CROSSRISK (EUTC SI-AT) (EN) | The project aimed to pool expertise and foster joint development in the field of forecast and warning of rain- and snowfall-related risks in order to better protect population and infrastructure in the SI-AT target region (GSA: LP; ARSO: PP). X-RISK-CC uses the experience in developing new and improved flood and snow risk forecasts and warnings as well as better awareness and preparedness through improved communication, training and education. (EN), FRANCA (LIFE programme) (EN) | Realizing that complete safety cannot be guaranteed, LIFE FRANCA promoted a culture of environmental risk prevention in the Alps by anticipating disasters and improving the safety (PAT: PP). The project aimed to prepare the population for flood events in Trentino through a participatory process that involved the public, experts and administrators. X-RISK-CC builds upon the legacy of LIFE FRANCA about communication of acceptable risk levels and enhancement of community resilience. (EN), GoApply (EUTC Alpine Space) (EN) | By focusing on adaptation policy processes and governance systems in Alpine countries, GoApply (EAA: LP) has generated a comprehensive knowledge of horizontal and vertical governance approaches, good practices, stakeholder interaction formats and innovative policy options. X-RISK-CC capitalises on these results and make use of the liaison mechanisms established between Alpine adaptation policy makers and working bodies of EUSALP (AG8) and AlpConv (ACB, PLANALP). (EN), C3-Alps (EUTC Alpine Space) (EN) | By building upon a cluster of AS climate adaptation projects, C3-Alps was a transnational capitalization project (EAA: LP; EURAC: PP) aiming to synthesize, transfer and apply the knowledge and outputs generated by the single projects. C3-Alps adopted a target group-oriented knowledge transfer concept and its durable achievements included the CAPA portal and the Alpine network of adaptation policy makers. X-RISK-CC builds upon these results and benefits from C3-Alps experiences and networks. (EN), CLISP (EUTC Alpine Space) (EN) | CLISP delivered ground-paving pioneer work on climate-proof spatial planning approaches (EAA: LP; EURAC: PP). Results had strong and traceable national policy impacts. Key achievements, like a multi-step guidance for planners, a transferable toolbox, enhancement options for climate-proofing planning instruments, and guidelines for spatial vulnerability assessment, still serve as valid groundwork for practitioners until today. X-RISK-CC builds on methodologies and solutions pioneered in CLISP. (EN), PLACARD (Horizon 2020) (EN) | PLACARD (EAA: PP) established an EU-wide coordination and exchange platform for CCA and DRR delivering specific outputs such as a connectivity hub, foresight methods for policy makers, and guidance for strengthening institutional cross-sector coordination. Being part of the PLACARD network enables X-RISK-CC to start out from, and go beyond, the state of the art in linking DRR and CCA in Europe. (EN), RIESGOS: Scenario-based multi-risk assessment in the Andes region (BMBF Germany) (EN) | RIESGOS (TUM: PP) develops methods and tools for evaluating complex and cascading multi-risk situations and transferring them into a web-based information system. X-RISK-CC adapts methods and tools developed within RIESGOS to the specifics of the Alpine region. Moreover, extensive experience gained with end users of multi-risk information within RIESGOS enriches risk communication in X-RISK-CC. (EN), AlpSenseRely: Alpine remote sensing of climate‐induced natural hazards (Regional programme of the Bavarian Environmental Ministry) (EN) | AlpSenseRely (TUM: LP) challenges anticipation and early-warning system reliability at high-risk sites in Germany, Austria and Italy by using remote sensing. X-RISK-CC profits from knowledge and expertise gained on risk management using remote sensing data. AlpSenseRely also provides data (background, event characteristics) on relevant extreme events for the pilot areas. (EN), AlpGov 2: Implementing Alpine governance mechanisms of the EU Strategy for the Alpine Region (EUTC Alpine Space) (EN) | X-RISK-CC capitalizes on studies elaborated by EUSALP AG8 in the frame of the AlpGov2 project (PPs: AURA-EE, PAT). The analysis of risk management gaps, the identification of policy entry points and the development of concrete actions at pilot and transalpine levels benefits from AlpGov2 analyses on risk governance, mainstreaming of CCA and DRR, integrated forest-fire management, and coping with cases of overload and residual risk. (EN), CReIAMO PA – Skills and networks for environmental integration and improvement of Public Administration organizations (Ministry of Ecological Transition - MITE, Italy) (EN) | Thanks to the participation of PAT (PP) in CReIAMO PA “L5 Strengthening administrative capacity for climate change adaptation”, X-RISK-CC network and results will be capitalized by e.g. organizing joint capacity building activities addressed to Italian regions to share risk analysis methodologies (such as “impact chains”) for adaptation in the hydrogeological risk sector and by integrating X-RISK-CC outcomes in the CReIAMO PA L5 guidelines for regional adaptation strategies development. Contribution to wider strategies and policies:

EUStrategyAlpineRegion X-RISK-CC contributes to the general objectives of AG8 to enhance governance mechanisms in natural hazard risk management and CCA, increasing policy coherence between both fields. AG8 is involved in the co-development of transnational project outcomes. The CAPA portal, operated under the umbrella of EUSALP, is used to disseminate and transfer project results. As upcoming co-lead of AG8, EURAC will co-develop the AG8 work programme (2023-24) and the project objectives will be central to it.
EuropeanGreenDeal X-RISK-CC addresses several priorities highlighted in the EU Green Deal. In particular, the project provides knowledge and effective tools to integrate CC considerations into hazard and risk management practices. Thanks to the active involvement of international entities, it fosters EU’s preparedness and ability to manage impactful extreme events at multiple spatio-temporal scales in the Alpine region.
TerritorialAgenda2030 With its practice-oriented approach, X-RISK-CC directly addresses several priorities spelled in the Agenda, particularly those outlined within the CCA and resilience section, such as integrating CCA and resilience for a better preparedness of extreme events and by establishing processes of stakeholder engagement at multiple levels.
Other EU Adaptation Strategy: X-RISK-CC closely links to the principles of the EU Adaptation Strategy as it adopts a systemic perspective to assess risks and develop accessible transnational guidelines to cope with CC-influenced compound impacts and risks while paying particular attention to ecosystem-based approaches. EURAC has a major role in the first European Risk Assessment for the European Commission through EEA ETC/CA. The results of X-RISK-CC inform this risk assessment on Alpine risks.
Other UN Sendai Framework for Disaster Risk Reduction: X-RISK-CC activities contribute to the priorities for action of the Sendai Framework by building upon a systemic perspective to increase the understanding of compound risks associated with extreme events, by strengthening related resilience and risk governance at transnational and regional level and by enhancing disaster preparedness for effective response.
Other UN Sustainable Development Goal 13 (SDG13): X-RISK-CC responds to the need of taking urgent actions to cope with CC by building institutional capacities to manage the multifaceted impacts of weather extremes, by integrating CC impact measures into policies at different levels, by building a common knowledge on associated challenges and by developing shared strategies to mitigate and manage the negative consequences of increasing weather extremes.
Other Alpine Climate Action Plan 2.0: By explicitly considering risk management under CC at transboundary scale, X-RISK-CC takes major steps to implement priority pathways for natural hazard and spatial planning sectors of the ACAP 2.0 of the AlpConv. Results will especially feed into an Alpine-wide risk management framework for cross-border risks and in integration of adaptation needs into spatial planning practices. Close involvement of ACB and PLANALP assures transnational uptake of results.
