- Alpine Drought Observatory, ADO (EUTC Alpine Space) (EN) | X-RISK-CC benefits from experiences gathered in the ADO project (EURAC: LP; PPs: GSA, ARSO) in setting up an Alpine-wide platform of data and impact-oriented indices for drought. In addition, X-RISK-CC further develops data, methods and guidelines for improved risk management and governance policies for drought in the Alps based on future scenarios and in the context of compound impacts and risks. (EN), TransAlp (DG-ECHO) (EN) | X-RISK-CC exploits data and analyses on past transboundary storms in the Tyrol, South Tyrol and Veneto area (e.g. Vaia) from TransAlp project (EURAC: LP; GSA: PP). In particular, the framework for a cross-border trend and risk assessment of storms in the Alpine context represents a crucial starting point, which is further developed and transferred to the five pilots. (EN), GreenRisk4Alps (EUTC Alpine Space) (EN) | Experiences and methodologies from GreenRisk4Alps are taken up and put forward (PPs: EURAC, WLV), in particular participatory approaches to assess risk management practice (rapid risk management appraisal), modelling tools for gravity-driven natural hazards and strategies for identifying actionable and accepted risk management priorities by accounting for eco-system based approaches, such as protective forest. (EN), RiKoST (EUTC IT-AT) (EN) | The results of RiKoST (AFBS: LP; EURAC: PP) are exploited as good-practice examples to improve target-group-oriented risk communication. (EN), RAREmergencies (Research fund Autonomous Province of Bolzano) (EN) | X-RISK-CC benefits from experiences gathered in RAREmergencies (Recognizing and addressing new emergencies, PPs: AFBS, Free University of Bolzano, University of Trento) aiming to develop frameworks and tools to identify, classify and improve the management and awareness of new emergencies. (EN), ClimOpt (EUTC IT-CH) (EN) | ClimOpt (Optimization of climate risk management, PPs: AFBS) aimed at updating the existing natural risk forecasting systems taking into account the effects of CC on the resulting risks. The experiences from the ClimOpt are taken up in X-RISK-CC and further developed and transferred to the pilot areas. (EN), OPS21 (national programme financed by ARSO) (EN) | OPS21 (Climate Change Assessment for Slovenia in the 21st century; ARSO: LP) aimed to assess average and extreme meteorological conditions over the 21st century in Slovenia, together with the impact of CC on agricultural and hydrological conditions. Experiences, methodologies and data gathered within OPS21 are used in X-RISK-CC to improve the knowledge on weather extremes and trends under CC for the Slovenian pilot area. (EN), CROSSRISK (EUTC SI-AT) (EN) | The project aimed to pool expertise and foster joint development in the field of forecast and warning of rain- and snowfall-related risks in order to better protect population and infrastructure in the SI-AT target region (GSA: LP; ARSO: PP). X-RISK-CC uses the experience in developing new and improved flood and snow risk forecasts and warnings as well as better awareness and preparedness through improved communication, training and education. (EN), FRANCA (LIFE programme) (EN) | Realizing that complete safety cannot be guaranteed, LIFE FRANCA promoted a culture of environmental risk prevention in the Alps by anticipating disasters and improving the safety (PAT: PP). The project aimed to prepare the population for flood events in Trentino through a participatory process that involved the public, experts and administrators. X-RISK-CC builds upon the legacy of LIFE FRANCA about communication of acceptable risk levels and enhancement of community resilience. (EN), GoApply (EUTC Alpine Space) (EN) | By focusing on adaptation policy processes and governance systems in Alpine countries, GoApply (EAA: LP) has generated a comprehensive knowledge of horizontal and vertical governance approaches, good practices, stakeholder interaction formats and innovative policy options. X-RISK-CC capitalises on these results and make use of the liaison mechanisms established between Alpine adaptation policy makers and working bodies of EUSALP (AG8) and AlpConv (ACB, PLANALP). (EN), C3-Alps (EUTC Alpine Space) (EN) | By building upon a cluster of AS climate adaptation projects, C3-Alps was a transnational capitalization project (EAA: LP; EURAC: PP) aiming to synthesize, transfer and apply the knowledge and outputs generated by the single projects. C3-Alps adopted a target group-oriented knowledge transfer concept and its durable achievements included the CAPA portal and the Alpine network of adaptation policy makers. X-RISK-CC builds upon these results and benefits from C3-Alps experiences and networks. (EN), CLISP (EUTC Alpine Space) (EN) | CLISP delivered ground-paving pioneer work on climate-proof spatial planning approaches (EAA: LP; EURAC: PP). Results had strong and traceable national policy impacts. Key achievements, like a multi-step guidance for planners, a transferable toolbox, enhancement options for climate-proofing planning instruments, and guidelines for spatial vulnerability assessment, still serve as valid groundwork for practitioners until today. X-RISK-CC builds on methodologies and solutions pioneered in CLISP. (EN), PLACARD (Horizon 2020) (EN) | PLACARD (EAA: PP) established an EU-wide coordination and exchange platform for CCA and DRR delivering specific outputs such as a connectivity hub, foresight methods for policy makers, and guidance for strengthening institutional cross-sector coordination. Being part of the PLACARD network enables X-RISK-CC to start out from, and go beyond, the state of the art in linking DRR and CCA in Europe. (EN), RIESGOS: Scenario-based multi-risk assessment in the Andes region (BMBF Germany) (EN) | RIESGOS (TUM: PP) develops methods and tools for evaluating complex and cascading multi-risk situations and transferring them into a web-based information system. X-RISK-CC adapts methods and tools developed within RIESGOS to the specifics of the Alpine region. Moreover, extensive experience gained with end users of multi-risk information within RIESGOS enriches risk communication in X-RISK-CC. (EN), AlpSenseRely: Alpine remote sensing of climate‐induced natural hazards (Regional programme of the Bavarian Environmental Ministry) (EN) | AlpSenseRely (TUM: LP) challenges anticipation and early-warning system reliability at high-risk sites in Germany, Austria and Italy by using remote sensing. X-RISK-CC profits from knowledge and expertise gained on risk management using remote sensing data. AlpSenseRely also provides data (background, event characteristics) on relevant extreme events for the pilot areas. (EN), AlpGov 2: Implementing Alpine governance mechanisms of the EU Strategy for the Alpine Region (EUTC Alpine Space) (EN) | X-RISK-CC capitalizes on studies elaborated by EUSALP AG8 in the frame of the AlpGov2 project (PPs: AURA-EE, PAT). The analysis of risk management gaps, the identification of policy entry points and the development of concrete actions at pilot and transalpine levels benefits from AlpGov2 analyses on risk governance, mainstreaming of CCA and DRR, integrated forest-fire management, and coping with cases of overload and residual risk. Contribution to wider strategies and policies:
- EUStrategyAlpineRegion X-RISK-CC contributes to the general objectives of AG8 to enhance governance mechanisms in natural hazard risk management and CCA, increasing policy coherence between both fields. AG8 is involved in the co-development of transnational project outcomes. The CAPA portal, operated under the umbrella of EUSALP, is used to disseminate and transfer project results. As upcoming co-lead of AG8, EURAC will co-develop the AG8 work programme (2023-24) and the project objectives will be central to it.
- EuropeanGreenDeal X-RISK-CC addresses several priorities highlighted in the EU Green Deal. In particular, the project provides knowledge and effective tools to integrate CC considerations into hazard and risk management practices. Thanks to the active involvement of international entities, it fosters EU’s preparedness and ability to manage impactful extreme events at multiple spatio-temporal scales in the Alpine region.
- TerritorialAgenda2030 With its practice-oriented approach, X-RISK-CC directly addresses several priorities spelled in the Agenda, particularly those outlined within the CCA and resilience section, such as integrating CCA and resilience for a better preparedness of extreme events and by establishing processes of stakeholder engagement at multiple levels.
- Other EU Adaptation Strategy: X-RISK-CC closely links to the principles of the EU Adaptation Strategy as it adopts a systemic perspective to assess risks and develop accessible transnational guidelines to cope with CC-influenced compound impacts and risks while paying particular attention to ecosystem-based approaches. EURAC has a major role in the first European Risk Assessment for the European Commission through EEA ETC/CA. The results of X-RISK-CC inform this risk assessment on Alpine risks.
- Other UN Sendai Framework for Disaster Risk Reduction: X-RISK-CC activities contribute to the priorities for action of the Sendai Framework by building upon a systemic perspective to increase the understanding of compound risks associated with extreme events, by strengthening related resilience and risk governance at transnational and regional level and by enhancing disaster preparedness for effective response.
- Other UN Sustainable Development Goal 13 (SDG13): X-RISK-CC responds to the need of taking urgent actions to cope with CC by building institutional capacities to manage the multifaceted impacts of weather extremes, by integrating CC impact measures into policies at different levels, by building a common knowledge on associated challenges and by developing shared strategies to mitigate and manage the negative consequences of increasing weather extremes.
- Other Alpine Climate Action Plan 2.0: By explicitly considering risk management under CC at transboundary scale, X-RISK-CC takes major steps to implement priority pathways for natural hazard and spatial planning sectors of the ACAP 2.0 of the AlpConv. Results will especially feed into an Alpine-wide risk management framework for cross-border risks and in integration of adaptation needs into spatial planning practices. Close involvement of ACB and PLANALP assures transnational uptake of results.
