Description (EN):

Climate change (CC) is undeniably responsible for the increase in climate-related disasters. The EU Environment Agency states that the EU region experienced substantial economic losses (1980-2020: € 460 billion) and fatalities (1980-2020: 89525) from climate-related extremes. These phenomena are often the result of compound events, a combination of multiple climate-related hazards that contribute to socio-ecological risks. This innovative concept integrates small- to large-scale events for fully assessing CC induced risks to support adaptation actions and policies. Forests provide essential ecosystem services that support human well-being and play a critical role in the mitigation of CC, but their health and stability are also threatened by CC. Therefore, hazard-resilient and sustainable forest management is key for managing climate-related risks. In the Alpine region, forests are a key element for protecting people and assets against natural hazards. However, to be effective as an Ecosystem-based solution for Disaster Risk Reduction (Eco-DRR), forests need to be resilient to CC requiring action rather than reaction plans. As climate-related disasters do not stop at national borders, an Alpine-wide harmonised framework is needed. Action plans therefore require that: 1) atlases and data on historic and current Alpine climate-related disasters are collected, harmonised, shared, 2) trends in climate-related events including forest disturbances (e.g., forest fires, storms, pest outbreaks) are quantified for evaluating the future along most probable IPCC scenarios, 3) natural hazard risk models integrate effects of climate-related compound events on forests, and 4) awareness among foresters, risk managers, decision makers and the public is increased through an Alpine network of forest living labs. These are the objectives of the MOSAIC project (€ 2.71 M total budget) based on transnational experiences and data sharing for supporting Alpine climate action plans.

Actual Achievements (EN):

During this first period of MOSAIC project, and in accordance with the project schedule described in the Application Form, only the activities associated with WP1 have been initialized. Consequently, all the activities carried by the project's consortium were within the framework of this WP and its future connection with WP2 and 3. With regard to management and communication activities, which are distributed across all the 3 thematic WPs, the actions carried out were as follows: - Revision of the application form, taking account of the JS's requests; - Setting up project governance tools (roadmap, agenda for meetings of the various project committees, timetables for reporting information to the LP/WP leaders/JS, explanation of partners' rights and duties, logistics for internal exchanging data/documents/information); - Structuring initial (setting up the project website and mirror sites on those of the partners, publishing the poster, taking part in meetings of the action groups of the Alpine Convention and EUSALP, opening a Linkedin page) and future communications actions (identifying congresses/conferences at which the project can be promoted, strategy for publishing future results, deciding on active communication via newsletters and flyers once the initial results have been acquired and validated); - Preparing and holding the project’s kick-off meeting; - Preparing the necessary reporting actions for the first period, subject to 1) project's launch date (Nov. 1st, 2022), 2) the opening of the project, of the reporting module (Aug. 1st, 2023), 3) the partners' internal accounting procedures and 4) the operating procedures of the financial controllers; - Preparation of the RP2 tasks: roadmap, to do list, preparation of the second face to face project plenary meeting to be held in Laxenburg May 23rd-25th 2023. In parallel and within the other WP1 activities (Activity 11: Data collection and assessment, Activity 12: Data harmonization), the draft of the roadmap for fulfilling in time the associated outputs has been set up. The workplan and responsibilities between partners have been defined. The data mining activity has been launched, where Climate Change and Disaster Reduction data in EU/national/regional databases and atlases relevant for the AS will be collected, selected and assessed. A particular attention has been paid to 1) the capitalization of spatially explicit results from previous Interreg projects, e.g., AlpES, STARTitUP, ALPTREES, ROCKtheALPS, MANFRED; 2) EU Copernicus: Climate Change Service (C3S authoritative information about the past, present and future climate in Europe), Land Monitoring Service (CLMS geospatial information on land cover and its changes, land use, vegetation state, water cycle), Atmosphere Monitoring Service (CAMS data and info) on atmospheric composition, European Flood Awareness System (EFAS overviews on ongoing and forecasted floods), Forest Fire Information System (EFFIS near real-time and historical information on forest fires and forest fire), European Drought Observatory (EDO drought-relevant information and early-warnings for Europe; and 3) national and regional data bases in each PPs’ country (e.g. for France: NGI, NFI, Climessence, géoportail, géorisques, BDIFF). Requests for authorization to access and use these European data sources were made by LP1 on behalf of the consortium. The drafting of the methodological approach for selecting and using the relevant data according to their Alpine Space dimension has been launched as well as the specifications for building and feeding the project's future harmonized database. A specific attention has been also paid on the options available for the storage of this database within the consortium (nextcloud of LP1, specific application to be developed by PP7 or PP8…). In parallel with these actions, the development of a new mapping tool, based on European satellite data, of forest areas impacted by abiotic and biotic disturbances has been initiated. This will make it possible to identify and map any new disturbed forest areas, to study the past spatio-temporal evolution of the consequences on forest ecosystems of disturbances such as forest fires/gales/insect attacks/droughts, to help define forest hot spots within the Alpine Space, and to propose projections by cross-referencing with data from the data mining results. Particular attention has been paid to in situ data acquisition protocols and the construction of datasets for calibrating models and tools for running the project's future forest living labs. This last activity was initiated in close collaboration with the partners responsible for the future actions of WP2 and WP3 concerned. In conclusion, this first period was a 'running in' phase for the consortium, from an administrative, financial and technical point of view. During this second period of MOSAIC project, & in accordance with the project schedule described in the Application Form, in addition to the actions required to implement WP1, the first activities associated with WP2 & WP3 have been initialized. With regard to management & communication activities, which are distributed across all the 3 thematic WPs, the actions carried out were as follows: - Improvement of project governance tools (roadmap, agenda for meetings of the various project committees, timetables for reporting information to the LP/WP leaders/JS, explanation of partners' rights & duties, logistics for internal exchanging data/documents/information); - Preparing & holding the Project Management Meeting 1 (Laxenburg 23-25 May) & 2 (Innsbruck 7-9 Sep.); - Ensuring the project RP1 & RP2 reporting (technical & financial) & certification. The PR1 process was used to test the PPSs' understanding of the procedure, its timetable & its main steps, as well as to identify areas for improvement in the consortium's administrative operation. Most of the weak points were remedied for PR2 (10 on 12 PPs were able to obtain their certification in time). - Putting in use the project communication plan with specific promotion actions among stakeholders & in particular to EUSALP (Action Groups 2,6,8) & the Alpine Convention (WG Soil & WG Planalp), setting up of the project linkedin page, drafting & editing the article “Mountain protective forests under threat? In-depth review of global change impacts on their protective effect against natural hazards.” (DOI 10.3389/ffgc.2023.1223934), drafting of the article “Forest-based solutions for reconciling natural hazard reduction with biodiversity benefits” submitted to the Nature based Solutions journal, proposal & acceptance of 1 session on forest fires in the next IUFRO world congress ( June 2024), 2 sessions for EGU 2024: 1 on “Treeline patterns” & 1 on “Patterns, projections & specific challenges of forest fires”. - The project has been also promoted by each PPs during many regional & national events: working group session, seminar, workshop, public events (see Target Group description below). In parallel to these project’s management/communication tasks, the draft of the roadmap for fulfilling in time the associated outputs to each WPs has been updated for the WP1 & set up for WP2 & 3. The workplans & responsibilities between PPs have been defined for WP2 & 3 (done for WP within the RP1). For each of these 3 WPs, the following technical key actions have been conducted: - A1.1 data mining: The data mining about CC- & DR-related data currently available in EU/nat./reg. databases & atlases relevant for the AS has been achieved. New/updated data sources monitoring has been set up. - A1.2 data harmonization & processing: Formalization of results from A1.1 in the first project’s deliverable (catalogue of currently available data). The inventory about the data & models available from PPs has been also achieved & integrated in this deliverable which has been produced in time. The data processing task has been launched (e.g.: tree species distribution maps according to the different IPCC scenario, forest disturbances map of the AS based on remote sensing data, testing models for predicting erosion hazards). - A1.3 Potential hotspots definition: Initial discussions & planification of a workshop to define terms & establish a common set of terminology & setting up a baseline method to define individual hazard hotspots. It has been agreed that the definition may need to be adjusted as the project progresses, especially in future scenarios vs current conditions. Launching the initial work to define likely hotspots of disturbance in the distribution of tree species. - A1.4 Platform design: Several online meetings have been held to establish platform needs & delve further into hosting options. Identification of the key members of the consortium, who can best support website development at this early stage. - A2.1 Field & lab experiments: an inventory of field surveys, potential experimental sites & experiments planned &/or carried out by PPs has been conducted. An open & shared harmonized dataset that will be part of the future platform (A2.3) has been set up. The set-up of the protocol for providing pull & release tests on trees has been achieved & successfully tested on 19 trees. - A2.2 Calibrating & validating models: the development of the terms of reference & methodological approach has been conducted. Identification of the different models & data collection for the models to be used in the project. The first tests of a selection of these models have been achieved. - A3.1 Network of FLLS: PPs identified their FLL s, test sites &/or case studies, locations of Marteloscope plots & started to prepare the data for D3.1.1. - A3.2 Promising integration forums: setting up interviews & observations templates regarding FLL’s & the identification/description of integration forums. This 3rd reporting period is characterized by the simultaneous execution of the 3 WPs. With regard to management & communication activities, which are distributed across all the 3 thematic WPs, the actions carried out were as follows: * Ensuring the project RP2 & RP3 reporting (technical & financial) & certification including RP4 provisional effort planning (PPs & project scales). The remediation of the weak point, getting PPs’ certification in time, is still under improvement; * Identification & management of deviations & theirs causes; * Preparing the Project Management Meeting 2 & 3 ; * Launching the improvement of the communication tools (as requested by the JS project officer) for an implementation within the RP4. At the end of the RP3 the first results that could be disseminated have been produced & will be so used in the RP4 for feeding the project website & its LinkedIn page. The promotion of the project LinkedIn page among the project’s consortium has been done. * Preparing the session on forest fires in the next IUFRO world congress (June 2024), preparing & holding the 2 accepted sessions of EGU 2024: “Treeline patterns” & “Patterns, projections & specific challenges of forest fires”; * Finalizing, by a PPs author team, the publication of the article "Editorial: Impacts of Global Change on Protective Forests in Mountain Areas” (https://doi.org/10.3389/ffgc.2024.1375285); * Setting up the preparation, by an editor team (PP7 & LP1), of a special Issue "Remote Sensing Data for Modeling, & Managing Natural Disasters" of the journal Remote Sensing (IF 5.0, ISSN 2072-4292); * As during the two previous RPs, promoting of the project by each PPs during many regional & national events: working group session, seminar, workshop, public events, articles, podcast & instragram accounts . WP1: The main focus was on establishing a working definition of hotspots, with talks guided by data availability, similar or previous Interreg projects & project partner experiences. The data catalogue has been updated based on ongoing data provisioning by PPs. A secondary focus was on the development of a web application, as part of the objective to provide a webGIS atlas for the project. A web editing committee has been set up among the PPs. The outline of the website display has been achieved & the technical work on establishing the website has been launched. The website structure has been produced & a website domain & hosting have been chosen. In addition, a processor is being set-up to help process & visualize data on the website. A first prototype has been set up. A hotspot definition has been chosen & a methodology to handle & produce hotspot maps has been developed (D1.3.1). First hotspots maps about forest tree species distribution for the entire Alpine Space (AS) have been produced, according to the scenario of IPCC & using IKS model. The first forest disturbance map of the AS based on remote sensing data has been produced & refined with 30-m spatial resolution (Landsat time series 1985-2021). A brand-new unsupervised algorithm for automating the detection of forest dynamics (HIL&YN) has been developed. WP 2: The 2 mains tasks were 1) to organize the field surveys & in situ tests/experiments & 2) to launch the associated activities by the concerned PPs. An open & shared harmonized dataset has been created. The first campaign of field surveys in post-disturbance environments, has been carried out in protective forests & also first modeling experiments. At the end of the RP3 a total of 100 trees (12 different species) have been tested using a pull & release protocol. A common protocol to collect & share data on post-disturbance regeneration has been set up for analyzing patterns of natural post-disturbance recovery for the whole AS. WP3: The project’s Forest living labs & the locations of the future marteloscope plots have been achieved. The 3 first marteloscopes have been set up & are ready to be used. The WP3 leader developed & presented to the PPs the first draft version of the deliverable 3.1.1 (Report on FLLs network equipped with virtual tool & solutions for knowledge transfer). All PPs continued to prepare & update the info about their FLLs to be later added to D 3.1.1. A cooperation with the European Forest Institute (EFI) has been set up for 1) developing the protective forest marteloscopes in the EFI database (dissemination & capitalization of MOSAIC marteloscopes & associated models) & 2) improved the graphical user interface of the virtual training tool. The RIU-model has been applied to the A3.2 objectives: the Flls approach’s first results, were compared with the RIU-model’s methodology (evaluation of actor’s power. The identification of decision & responsibility structures that have influence in the FLLs continued. Data has been collected by desk research & expert interviews in regard to the FFls & to the subject of compound events, CC & protective forests, using a specific guide developed by PP12. The RP4 is a significant milestone in the life of the project, as the consortium has reached its cruising speed in terms of operations. Major challenges have been identified; solutions proposed & implemented. Transnational cooperation is effective, demonstrated by staff exchanges between partners (LP1-PP4, PP2-4-3, PP3-4-6, PP4-11, PP6-10-11, PP6-12, PP3-4-12), joint supervision of students, data/model exchanges, effective cooperation for the establishment of the marteloscopes network & the associated training tools, contributions to the development of the Web Atlas prototype, among other activities. Management/ communication: * Ensuring the project RP3 reporting including RP4 provisional effort planning (PPs/project scales). The remediation of the weak point, getting from the FLCs the PPs’ certification in time, is still under improvement * Following up the Identification/ management of deviations & theirs cause * Preparing the Project Management Meeting 3 (IT May. 27/28/29 2024), PMM4 (AT Nov. 18/19/20 2024) & the project midterm review * As during all the previous RPs, put in use of the project communication plan with specific promotion actions by each PPs among stakeholders during many regional, national & transnational events *Updating of the project website. Since the end of the RP4, the project’s 1st results are available via it & the development of a project’s Facebook page has been launched *The first contact with the working group on Climate Action of the Partnership for European Environmental research (PEER) has been taken *An author team organized 2 scientific sessions at the XXVI IUFRO World Congress 2024 in Stockholm. A proceedings paper has been published & presented at the International Snow Science Workshop 2024 in Tromsø, Norway. Additionally, the outcomes of this ongoing collaboration were showcased in an invited keynote presentation at the INTERPRAEVENT 2024 congress Vienna, Austria * Following up the editorial process, of a special Issue on “Remote Sensing Data for Modeling, & Managing Natural Disasters” of the journal Remote Sensing: launch of the call for papers & analysis of the first responses. WP1: Under the guidance of the WP leader soliciting data from PPs & open-source locations for use in models across the project, as well in designing the project’s web atlas. Ongoing communications & requests have been maintained to ensure the inclusion of the most recent & up-to-date datasets. The relevant data have been harmonized, preprocessed & catalogued. Literature reviews & discussions were held to define & improve upon the terminology of hotspots related to natural disturbances, including how the concepts is addressed & used within MOSAIC. A methodological development was outlined for how the terms will be used on the platform & for dissemination of knowledge. Ongoing communications have been conducted to capture relevant inputs, insights with a specific attention paid to processing data to be uploaded & used on the platform. The developers shared the prototype of the web atlas, developed & distributed a survey on potential storylines for it. Initial storylines have been constructed as examples. The platform development included identifying & purchasing a domain name, establishing hosting rights & developing the initial code to bring the website online. A prototype website was first conceptualized via other means before being brought "online" for private viewing by PPs until the website & associated data is ready to be made publicly available on the web atlas. Semi-monthly meetings are being held & a Teams chat established to facilitate collaboration & development of the web atlas. WP 2: Under the guidance of the WP leader achievement of the inventory of field surveys & experiments carried out by each PPs. The fulfilling of the open & shared WP2 harmonized dataset has been carried on. The second campaign of field surveys/experiments in post-disturbance environments, has been conducted (tree mechanical properties, wood decay kinematic & consequences, regeneration). One of the focuses has been set on recovery dynamics of protective forests in post-disturbance environments. Through the data collected, the 1st analysis of natural post-fire regeneration patterns (coming, among other sources, from the project’s 4 selected study sites) at the extent of the Alpine Space have been launched to identify restoration needs. WP3: Each PP has already identified its Forest Living Lab, suitable case studies, as well as Marteloscope (MTL) plot locations. The implementation phase of the MTL has been achieved within this RP with 4 new ones. In total, the size of the MTL network is 7. All PPs continued preparing/updating information about these different sites & fulfilling of the D 3.1.1 template (set up by the WP leader) has started. The coordination with the EFI team has been carried on focusing on upgrading the I+ application for training on thinning selection on MTL plots in protective forests. During RP5, coordination among project teams remained strong, facilitated by regular meetings (2 Project Management Meeting, Bimonthly WPs meeting), data exchange, joint fieldwork, and collaborative modeling. Tools such as the Web Atlas and I+trainer/SAMSARA continued to play a key role in knowledge transfer to stakeholders. Forest Living Labs and integration forums further enhanced engagement and uptake of project findings. All Work Packages (WPs) reported notable progress: WP1 focused on refining methodologies through continuous literature and data review. The Web GIS Atlas was enriched with thematic narratives on climate hotspots, rockfall hazards, and protective forest roles. A new high-resolution Digital Terrain Model (DTM) of Europe was integrated, improving spatial analysis. Forest disturbance mapping was enhanced with better classification of both natural and anthropogenic agents. Updated species distribution models for 22 tree species under current and future climates supported adaptive forest management. Additional narratives explored deadwood dynamics, post-disturbance recovery, and restoration. Spatial datasets on natural disturbances and regeneration were processed and will be made accessible via the online platform. Technical progress was also substantial: the Web Atlas backend was deployed using Kubernetes, supported by robust hosting solutions and collaborative coding workflows through GitLab. These advancements strengthened the platform’s capacity for data visualization, interactivity, and multi-user engagement. Bi-monthly coordination meetings ensured technical and thematic coherence. Conceptual frameworks for compound natural events and their impact on protective forests were refined, advancing integrated risk assessments. These developments contributed to ongoing efforts to advance integrated risk assessment methodologies within the AS. WP2 achieved key advancements in modeling, particularly in the FlowPy chain for landslide and avalanche susceptibility mapping. The POSTALE avalanche database was updated to include over 79,000 profiles. A calibration module automated FlowPy parameter settings, allowing the first regional mapping of snow avalanche protection forests. A revised vulnerability model for climate-threatened forests was developed. Experimental work progressed, including mechanical resistance tests on climate-affected trees, with groundwork laid for two data paper publications. Work began on how to integrate models and data into the Web Atlas, prioritizing interoperability. Harmonized datasets on post-wildfire forest recovery were compiled across Alpine regions, enabling cross-national comparisons. Standardized protocols and data on seed predation and regeneration enhanced ecological understanding. Modeling of compound event impacts—such as concurrent windthrow and fire—was refined, with preparations underway to scale these models to larger geographic areas. Additional efforts focused on monitoring forest responses using advanced field techniques, including Terrestrial Laser Scanning and camera traps. Research also continued on key ecological processes such as deadwood decomposition, snow accumulation, and the persistence of biological legacies. High-resolution climate datasets were integrated into vulnerability models for windthrow-prone forests, improving the precision of hazard assessments under future climate scenarios. Collectively, these activities in WP2 contributed to the project’s overarching goals of enhancing risk modeling, improving forest resilience assessment, and supporting ecosystem-based adaptation strategies. When copying and pasting the RP5 text from Word into JEMS, the section related to WP3 was omitted. It has just been copied and pasted into JEMS, and here is the full version: WP3 advanced the integration of a forest protection module into the I+trainer digital app, improving the SAMSARA model’s interface and functionality. This included the refinement of the SAMSARA model’s interface and functionality within the app. New indicators were developed to assess the protective function of individual trees. An internal training session using marteloscope plots built user capacity. A subcontract was prepared with the EFI for further software development. A validated marteloscope database was established, with new plots linked to the project’s virtual training environment. These plots provided a foundation for experiential learning and practical forest management training. Public engagement activities were also prioritized, including a series of online lectures addressing forest-related themes, designed to increase accessibility to scientific knowledge for broader audiences. Efforts to identify/characterize science-policy integration forums continued across the AS, with a particular focus on AT and CH. Field visits and a targeted stakeholder survey were conducted to examine the role of researchers in facilitating knowledge transfer. T

European Climate Data Explorer (ECDE): The European Climate Adaptation Platform Climate-ADAPT is a partnership between the European Commission and the European Environment Agency (EEA).
Climate-ADAPT is maintained by the EEA with the support of the European Topic Centre on Climate Change Impacts, Vulnerability and Adaptation (ETC/CCA). Climate-ADAPT aims to support Europe in adapting to climate change, helping users to access and share data and information on:
1) Expected climate change in Europe
2) Current and future vulnerability of regions and sectors
3) EU, national and transnational adaptation strategies and actions
4) Adaptation case studies and potential adaptation options
5) Tools that support adaptation planning
The platform includes a database that contains quality checked information that can be easily searched.
(EN) | Data mining in the European Climate Data Explorer (ECDE) will be performed for extracting relevant data and information for the Alpine Space. The confidence interval of these data will be evaluated to determine the limits of their use for the Alpine Space. A specific attention will be paid to the Alpine-wide evaluation of past and projected trends. (EN), European Forest Fire Information System (EFFIS). The European Forest Fire Information System (EFFIS) supports the services in charge of the protection of forests against fires in the EU and neighbouring countries and provides the European Commission services and the European Parliament with updated and reliable information on wildland fires in Europe. (EN) | The same action will be conducted for EFFIS than for ECDE. The question of down-scaling EFFIS data to the Alpine Space will be addressed. These data will be used for providing Alpine-wide forest fire indices maps using models adapted to the geomorphology and forest types of the Alpine Space. The current forest fire propagation models used for evaluating forest fire risks are from North America or Australia, and thus, must be adapted for integrating Alpine forest characteristics. (EN), Copernicus Climate Change Service (C3S). It supports society by providing authoritative information about the past, present and future climate in Europe and globally. (EN) | C3S is a database regularly updated. Data mining with the same objective then for EFFIS and ECDE will be conducted. (EN), Interreg Alpine Space ROCKtheALPS : harmonised ROCKfall protection forest ecosystems service mapping in the ALPine Space (EN) | The ROCK-EU 2D and 3D rockfall propagation models will be updated for integrating the ecosystems mechanical properties of trees/forests impacted by climate-induced hazards (dead standing tree , infested tree, trees damaged by wind-throw, coarse woody debris, stump) as well as the rebound properties of soils in forest fire, drought, erosion and flooding areas. The Alpine-wide mapping of protective forest against rockfall risks will be used for identifying probable rockfall CC hotspots.
(EN), Interreg Alpine Space GreenRisk4ALPs: Development of ecosystem-based risk governance concepts with respect to natural hazards and climate impacts – from ecosystem-based solutions to integrated risk assessment. (EN) | The Flow-Py simulation tool will be updated with results from field studies to integrate & quantify the effect of CC-induced forest disturbances & changes to the forest cover on the protective effects of forests against snow avalanches. The information gathered & published in 2 books & numerous reports will be used as a basis for: i) providing elements to build an integrated/adaptive management of protective forest facing CC, ii) targeting relevant actors in already identified integration fora. (EN), Interreg Alpine Space ALPTREES : A Transnational Cooperation for Sustainable Use and Management of Non-Native Trees in Urban, Peri-Urban and Forest Ecosystems in the Alpine Region (EN) | The Alpine-wide climatic compatibility maps of native and non-native trees will be used in the diagnoses of the consequences of tree species shift and biodiversity erosion in Eco-DRR strategies. (EN), interreg Alpine Space AlpEs : Alpine Ecosystem Services - mapping, maintenance, management
(EN) | The AlpES-WebGIS provides Alpine-wide mapping of ecosystem service indicators and associated metadata. The layers of interest for MOSAIC will be used for supporting analysis at the municipal level. AlpEs results are not spatially explicit at lowest scale (slope, versant). (EN), Interreg Alpine Space MANFRED : Management strategies to adapt Alpine Space forests to climate change risk (EN) | The MANFRED protective forest marteloscope concept (in situ forest plot dedicated to forest managers training using forest dynamics models) will be used as a basis for developing forest living labs dedicated to training and promotion of adaptive protective forest management to foresters, decision and policies makers and the public raising awareness about CC impacts and protective forest ecosystems services. (EN), Interreg Alpine Space Links4Soils : Linking Alpine Soil Knowledge for Sustainable Ecosystem Management and Capacity Building (EN) | Soils are an important component of forest ecosystems’ services. The soil ecosystem services and soil monitoring approaches developed within the Links4Soils project will be used in the implementation of MOSAIC forest living labs for describing soil’s horizons and services. (EN), ESPON 2020 Cooperation Programme (EN) | Data mining in the webtool Map finder: a web application to search, display, zoom-in and -out, and download maps as well as to create a comparison list of maps produced by projects supporting ESPON initiative (e.g. Climate change typology provided by the project CLIMATE: Climate Change and Territorial Effects). (EN), UCPM-2020-PP-AG TRANS-ALP: Transboundary Storm Risk and Impact Assessment in Alpine Regions (EN) | The objective of TRANS-ALP is to provide an integrated multi-hazard storm risk assessment and impact forecasting methodology (tailored for Civil Protection authorities in cross-border mountain regions). The BFW’s Department of Natural Hazards established an experimental field site for developing methods to quantify protective effects of windthrow areas against snow avalanches. In MOSAIC these methods will be applied and refined to upgrade hazard and risk models. (EN), Interreg Alpine Space Alpine Forest Fire Warning System (ALP FFIRS) (EN) | The ALP FFIRS project aimed to improve forest fire prevention under a changing climate in the Alpine Space, by creating a shared warning system based on weather conditions. The concept used for modelling forest fire danger in the Alpine Region and the proposed Alpine Forest Fire Danger Scale will serve as one of the supports for defining and mapping hotspots of CC-related hazard. (EN), EUSALP AG8 : Forest Fire in the Alps - State of knowledge, future challenges and options for an integrated fire management. Whitepaper for policy makers. (EN) | AG 8 drafted (Feb. 2020) a white paper on forest fires in the Alps. AG8 proposed a framework for an integrated fire management aiming to mitigate fires negative impacts. MOSAIAC will directly support i) to overpassing some findings, e.g., the difficulty to compare statistics/results for the AS. according to the lack of harmonised processes and data, ii) recommendation e.g. for finding common fire patterns for different Alpine countries to create transnational fire severity maps. Contribution to wider strategies and policies:

EUStrategyAlpineRegion The goal of the project directly feeds the topics : "To improve risk management and to better manage climate change, including major natural risks prevention" and "to improve forest-based solutions for CCA and DRR". More specifically, it will contribute to 3 cross-sectoral initiatives dedicated to a common spatial development perspective for EUSALP regions: Study on climate resilient spatial planning, future proofing of transport infrastructure, enhancing an Alpine Green infrastructure network.
EuropeanGreenDeal The new EU forest strategy for 2030 is one of the flagship initiatives of the European Green Deal and builds on the EU biodiversity strategy for 2030. It is stating that "Forests are a natural ally in adapting to and fighting against climate change". MOSAIC will contribute to EU FS 2030 climate change mitigation action with a specific focus on the effect of forest biodiversity on the resilience of protective forest ecosystems services coping with climate compound events.
TerritorialAgenda2030 MOSAIC’s outputs will support the TA2030 in its willingness to take action to Strategy encourage neighbourhoods, communities, municipalities, counties, regions and Member States to cooperate on responses to global societal challenges. More specifically MOSAIC will contribute directly to the objective: “Climate change adaptation and resilience through landscape transition with a specific focus on forest fire risks”.
Other Implementation of the Alpine Convention. MOSAIC will directly support the development of the Alpine Climate Action Plan proposed by the Alpine Convention, in particular its actions A4 Natural hazards, A6 Spatial planning, A9 Mountain forest, A10 Ecosystems & Biodiversity. The MOSAIC consortium includes members of the Alpine Convention working groups e.g. Natural Hazards Working Group (PLANALP), Soil Protection Working Group, Spatial Planning and Sustainable Development Working Group.
Other International Commission for the Protection of the Alps - CIPRA. MOSAIC’s outputs will support the CIPRA activities dedicated to "mountain territories in the implementation of a development strategy adapted to the challenges of climate change".
Other ESPON2020 & 2030 prgms for supporting the reinforcement of the effectiveness of EU Cohesion. MOSAIC will contribute to the Priority Axis 1: Territorial Evidence, Transfer, Observation, Tools and Outreach, and to 4 of its specific objectives: enhanced production of territorial evidence through applied research & analyses, upgraded knowledge transfer & use of analytical user support, improved territorial observation & tools for territorial analyses, wider outreach & uptake of territorial evidence.
