Partners and territories that represent the maximum geographical coverage, including territories from the southern shore of the MED, as well as relevant initiatives, have been engaged on effective political leverage for demand driven and territorial evidence-based policy change on green growth thematic coherent with the Mediterranean and EU policy framework. The project, through its project coordinator, entered as a member of the Coordination Group of the European Circular Economy Stakeholder Platform. It builds on the experience gained by the predecessor projects: “Sustainable Water Integrated Management and Horizon 2020 Support Mechanism” (SWIM-H2020 SM; 2016-2019), Capacity Building/Mediterranean Environment Programme (CB/MEP; 2009-2014), and “Sustainable Water Integrated Management Support Mechanism (SWIM SM; 2010-2015). It is based on the UfM Environment and Water priorities, the results of the Horizon 2020 Initiative for a Cleaner Mediterranean and supports the objectives of the Barcelona Convention. The project links and contributes directly to the core objectives of the Union for Mediterranean agenda, in particular the 2014 Ministerial on Environment & Climate Change and the under-preparation 2020 Ministerial on Environment & Climate Action. - Plastic Busters CAP aims to facilitate decision-makers and stakeholders in effectively tackling the problem of marine litter by integrating EbM (Ecosystem-Based Management Approach) into ICZM (Integrated Coastal Zone Management) planning towards good environmental status. It shares common objectives and territorial challenges, such as to promote economic and social prosperity and growth in the regions by improving its competitiveness and connectivity.
- Special relevance with Commmunity4Innovation needs to be highlighted with its pillars: 1 “Blue Growth”, 2 "Connecting the Region" and 3 "Environmental Quality". Innovation in blue economy sectors, ensuring sustainable and resilient practices in blue technologies as well as fisheries and aquaculture, which are included as thematic areas of interest for EUSAIR, are among the expected results of the activities within this priority. Besides this, Commmunity4Innovation will cooperate with EUSAIR in terms of better coordination and cooperation between the countries and regions to address the common challenges.
- EUSAIR authorities will be targeted by WP3 coordination, in particular regarding synergies and advocacy activities but also mainstreaming (WP2 Transfer).
- EUStrategyAlpineRegion Community4Innovation is geographically linked with the Alpine Space macro-regional strategy, since it involves partners from France and Italy. It shares common objectives such as strengthen cooperation between countries and regions to address common challenges, such as the balancing of development and environmental protection, the enhancement of competitiveness, and the reduction of territorial disparities. This project shares the same philosophy concerning innovation and low-carbon strategies.
- The macro regional strategy EUSALP will benefit from Community4Innovation, in particular the Alpine Space Priority 2 S.O. Promoting the transition to a circular economy.

- Other WestMED
- This initiative aims at defining and implementing the Mediterranean Sea basin strategy. It is the result of years of dialogue between ten countries in the western Mediterranean region involved in the “5+5 Dialogue”: 5 EU Member States (France, Italy, Portugal, Spain and Malta), and 5 Southern partner countries (Algeria, Libya, Mauritania, Morocco and Tunisia). Several key areas from the Blue economy are covered through national hubs and dedicated working groups. More specifically, the priorities from WestMED are covered by the Interreg EURO-MED programme:

- - Sustainable Consumption and Production

- Community4Innovation and WestMED can mutually benefit from activities that will be developed from both, in particular when dealing with innovation and blue economy aspects:

- WestMED will be targeted by WP3 coordination mainly, in particular regarding synergies and advocacy activities, but also in WP2 Transfer to transfer solutions developed by Thematic Projects to WestMED stakeholders.
- Other UNEP/MAP Medium Term Strategy 2022-2027
- The UNEP/MAP Medium Term Strategy 2022-2027, supporting the implementation of the Barcelona Convention and adopted at COP22 in Antalya, December 2021 is structured around 7 strategic programmes, 2 of which are very relevant for the TCP:
- - Programme 1: Towards a pollution and litter free Mediterranean sea and coast embracing circular economy
- - Programme 3: Towards a climate resilient Mediterranean
- - Programme 4: Towards the sustainble use of coastal and marine resources including circular and blue economy
- Activities of the TCP will be considered for inclusion during the next biennial programme of work 2024-2025 and promoted among Contracting Parties.
- During the COP22 of the Barcelona Convention, celebrated in Antalya last December 2021, Contracting Parties adopted a Set of “Regional Measures to Support the Development of Green and Circular Businesses and to Strengthen the Demand for more Sustainable Products” (Decision IG 25/18). This set of regional measures will contribute to a number of strategic objectives of the Mediterranean Strategy for Sustainable Development (MSSD) and the Regional Action Plan on Sustainable Consumption and Production (SCP) in the Mediterranean, as well as UNEA-4 resolution nº1 on “Innovative pathways to achieve sustainable consumption and production” and nº4 on “Addressing environmental challenges through sustainable business practices” and UNEA-5.2 resolution on “enhancing circular economy as a contribution to achieving sustainable consumption and production” (UNEP/EA.5/L.17).
- Actions planned under Community4Innovation will boost the implementation of those regional measures. Strong cooperation is ensured through UNEP/MAP Regional Activity Centers or observers in the partnership: ARC, MIO-ECSDE and CENER21.
- Other Mission Ocean
- As part of the Horizon Europe programme, the EU has set “missions”, which are commitments to solve some of the greatest challenges facing our world. One of this mission, named “Mission Starfish 2030: Restore our Ocean and Waters by 2030” aims at protecting our oceans by setting 5 key objectives and related measurable indicators:
- - Filling the knowledge and emotional gap
- - Zero pollution
- - Regenerating marine and freshwater ecosystems
- - Decarbonising our ocean, seas and waters
- - Revamping governance.
- The Mission will be implemented in two phases:
- - In the first ‘development and piloting’ phase (2022-2025), research and innovation will lay the foundations for implementing the three Mission objectives and enabling actions, paving the way to further citizens participation and engagement. Research and innovation activities will support transformative and innovative solutions to be tested, piloted and validated. Enabling activities will generate new knowledge, observation and monitoring data
- - In the second ‘deployment and upscaling’ phase (2026-2030), the solutions will be further deployed, replicated and scaled up.
- The first calls concerning the Mediterranean Sea Basin (launched in 2022 and waiting for the results announcement by the end of the year) concerns actions to prevent, minimize and remediate pollution from excess nutrients and chemicals.
- Community4Innovation project will create links with the selected lighthouse projects and activities and have an open dialogue to identify potential joint activities and mutual dissemination.
- Other UfM Environment Agenda – 2030 GreenerMed Agenda
- Following the approval of the UfM Ministerial Declaration on Environment and Climate Action in October 2021 in the Cairo, the 2030 GreenerMed Agenda provides a regional structured framework that, based on the coordination of existing and future programmes and projects, creates political and operational convergence to accelerate the transition of the Mediterranean region towards a green, circular and inclusive economy. It calls for a shift to sustainable consumption, management and production patterns; increasing resource efficiency; promoting nature-based solutions; and moving towards a circular approach. This is essential to address environmental degradation and climate change and shape a new future in harmony with nature.
- The 42 UfM countries are committed to promoting a green, circular and socially inclusive economy, thus meaning providing real-life opportunities for preserving natural resources, facilitating job creation, improving the quality of life for all, and ensuring a sustainable future for the whole Mediterranean region.
- Community4Innovation is totally aligned to the 2030 GreenerMed Agenda objectives and will particularly contribute to the Axis 1 “Support the transition towards a green, circular and socially inclusive economy”. Capitalising on the experience of the UfM labelled Green Growth community, the partnership will thus participate to UfM Working Group on Environment and Climate Change (gathering the UfM Environment Task Force and the Climate Change Expert Group of the Mediterranean) by providing operational tools and solutions (for instance A1.8 - Catalogue of actionable knowledge) as well as Policy recommendations (A3.3 - Synergies with other programmes and initiatives and A3.4 - Advocacy activities).
- Other Smart Specialisation Strategies
- Smart Specialisation Strategies contribute to the objectives of smart, sustainable and inclusive growth by enhancing EU regional and national potential in research and innovation. Smart Specialisation is an innovation policy concept that aims to boost regional innovation, contributing to growth and prosperity by helping and enabling regions to focus on their strengths. Smart Specialisation is based on partnerships between businesses, public entities and knowledge institutions.
- Community4Innovation, in cooperation with Mission 1 IDP, will support the existence of a sound governance configuration which is considered an important enabling condition for the effective implementation of the Smart Specialisation strategies. At the same time, Interreg Euro-MED governance projects will work to increase the institutional capacity of organisations through their capacity building programmes along with improving vertical and horizontal coordination mechanisms, which are also objectives of the Smart Specialisation policy.
- Community4Innovation will also provide information, methodologies, expertise and advice to national and regional policymakers, as well as promoting mutual learning and transnational cooperation, contributing to debates to support policymakers developing its smart specialisation strategies and identifying priorities.

- The 2nd UfM Ministerial Declaration on Sustainable Blue Economy adopted in February 2021, is an ambitious Declaration on shared goals with an expanded scope in terms of areas of cooperation, principles and common actions to address the joint challenges for the future of the Mediterranean Sea and its region. It calls for a number of relevant actions to be implemented across the Mediterranean region related to Blue Economy with a number of priorities, including some sectoral ones (fisheries and aquaculture; maritime transport and ports; coastal and maritime tourism; marine litter; maritime safety and security) and others of a more cross-cutting nature (governance and sea basin strategies; research and innovation; skills, careers and employment; maritime spatial planning and integrated coastal zone management; sustainable investments).
- The Roadmap for the implementation of the UfM Ministerial Declaration on Sustainable Blue Economy produced and approved by the UfM Blue Economy Focal Points through an iterative procedure in 2022, reviews the proposed actions under the various priorities identified by the UfM Ministerial Declaration and, on this basis, provides a clear indication and prioritisation of the way forward towards its full implementation. It does so by offering an overview and analysis of the joint needs, gaps and opportunities for future support, with the final ambition of offering a clear Roadmap for the implementation of the thematic priorities set by the UfM Ministerial Declaration.
- Community4Innovation is aligned with the Ministerial objectives and will seek to participate in the UfM Working Group on Blue Economy by providing operational tools, thematic priorities and solutions (for instance A1.8 - Catalogue of actionable knowledge) as well as Policy recommendations (A3.3 - Synergies with other programmes and initiatives and A3.4 - Advocacy activities).
