- N/A (FR), PANORAMED (Interreg Med Program) (EN) | PANORAMED supported the wider use and transfer of available knowledge and demonstrated new solutions, going beyond existing practices in the tourism sector or adapted already developed solutions.
- PPs/APs of Dialogue4Tourism that participated in Panoramed (REGSUD-PP, MRDEUF-AP) have the ability to distil the projects’ results and point out the tools/strategies and lessons learnt from the project that are transferable and ready to use in the new Euro-MED Programme context. REGSUD was responsible for the experimentation & formalisation of the transfer and mainstreaming methodology in the framework of the project and the support for the implementation of this methodology for the horizontal and strategic projects of the Interreg MED 2014-2020 programme.
- Tools/solutions/strategies to be capitalised and synergies:
- The KPP delivered at the beginning of the covid-19 pandemic identified the main issues: seasonality & weak cooperation between actors as the major developmental challenges in the majority of the Mediterranean, outlining specific recommendations for future policies with a view to offering a tool for policymakers, helping them shape and implement improved solutions to mitigate or solve the existing issues in coastal and maritime tourism.
- Roadmap providing essential information and tools for SHs in need to construct innovative and effective governance schemes on tourism or to reinforce their existing tools,
- the “Gaps and Growth Opportunities Report (GGOR) on Sustainable Coastal and Maritime Tourism”,
- the policy papers generated by PANORAMED Dialogues on “Improving Governance in the Mediterranean in three thematic fields: Innovation, Maritime Surveillance, Sustainable Coastal and Maritime tourism”.
- Dialogue4Tourism will participate in the already established WG5 of the Sustainable Tourism Community Project & Panoramed, related to “Sustainable Tourism” and will capitalize on the WG’s results. Active dialogue will continue and will be reinforced. (EN), N/A (FR), N/A (FR), Bleu Tour Med (Interreg Med Program) (EN) | Built on a transnational partnership with strong knowledge and experience on integrated coastal management and sustainable tourism policies, BleuTourMed aimed at supporting and ensuring synergies between the modular projects selected under the Specific Objective 3.1 of the Interreg Med Programme 2014-2020.
- Specific Objective 3.1 focused on creating a cluster of projects able to enhance jointly solutions for the protection and promotion of natural and cultural resources in the Mediterranean area, through a coherent strategy of Community Building, Communication and Capitalisation. This Community is composed of the 17 following projects: ALTER ECO, BLUEISLANDS, BLUEMED, CASTWATER, COASTING, CO-EVOLVE, CONSUME-LESS, DestiMED, EMbleMatiC, HERIT-DATA, INHERIT, MEDCYCLETOUR, MEDFEST, MITOMED+, ShapeTourism, SIROCCO, TOURISMED.
- The synergy with Bleu Tour Med consists of receiving previous re-usable results and spreading them beyond the Euro-MED scale, using their content to feed the Sustainable Tourism Policy labs as examples to be followed and multiplied. (EN), N/A (FR), BESTMED Project (Interreg MED Program) (EN), N/A (FR) | N/A (FR), BEST MED contributed to the objective of enhancing Mediterranean Governance. Main challenges seasonality and lack of effective cooperation among main tourism actors, including the citizen active participation on the policies design were addressed. BESTMED aimed to have a new integrated and sustainable touristic planning, mitigating seasonality in the MED area. The joint approach on “green” planning as well as other projects outputs cane be capitalised. The project aimed to connect coastal regions to inland regions, such as a path-route method.
- Tools/solutions/strategies to be capitalised and synergies:
- Med S&C Path Model. The model aims to achieve an integrated planning and management of cultural routes in Mediterranean destinations, based on sustainability principles. The joint model can be transferred and capitalised as well as the toolkit and DATA indicators updated.
- The info Hub can be capitalised as well. Best Med Open Platform gathers data for coastal tourist destinations and for internal areas where the MED S&C Path Model is implemented.
- The basic element that will be revitalised in Dialogue4Tourism will be the Network for Sustainable Tourism Observatories (NSTO) developed in BESTMED, giving birth to a whole Activity (A2.4. “Expansion of the Network of Sustainable Tourism Observatories (NSTO)”) that will be linked with the training of Regions that want to launch Observatories or wish to replicate good practices from existing ones (Lazio Region). (EN), SMARTMED (Interreg Med Program) (EN), N/A (FR) | The SMARTMED project addressed key MED region challenges, such as high seasonality and lack of cooperation among key stakeholders, in the development of smart, inclusive and sustainable tourism. SMARTMED empowered multi-level stakeholders to develop and deliver integrated tourism policies and innovative solutions for SMARTMED destinations through a new business model, supported by a permanent collaborative stakeholders platform for cross-sectorial cooperation.
- The project’s overall objective was to promote the MED area as an attractive, smart and inclusive destination, through empowering the public and private actors of the tourism sector by establishing Mediterranean tourism cooperation as a common platform for joint action and strengthening the capacities of all SHs in tourism business and policy making to reinforce the competitiveness and the attractiveness of Euro-MED area destinations through the development of a transferable and sustainable SMART Tourism Business Model, taking into account worldwide tourism trends. This aimed to support innovative entrepreneurship and intensive cross-sectoral cooperation in the entire tourism value chain as well as capacities and tools for multi-level participatory initiatives.
- Tools/solutions/strategies to be capitalised:
- Tools and solutions like the SMART Tourism Business Model, the Smart Tourism Hub or the platforms for cooperation will be capitalised. Collective advocacy activities could be organised (including networking) with decision-makers of the Euro-MED area and beyond for amplification and integration of the above mentioned specific measures. (EN), N/A (FR), “Climate Change Impacts on Natural and Cultural Heritage” global Initiative of the Hellenic Republic in cooperation with UNFCCC, UNESCO and WMO. (EN), N/A (FR) | The “Initiative was endorsed by the UN General Secretary in 2019 and adopted by over 100 UN members that face important challenges in regards to heritage due to climate change.
- A Network of National Focal Points has been established within the states that support the initiative. The Focal Points are usually the staff in charge of Heritage, Tourism and Climate matters within the Ministries of Environment, Climate Change, Cultural Heritage and Civil Protection (depending on the governments’ structure).
- The vast majority of (South & North) Mediterranean countries are members of the Initiative. The Initiative is implemented by the Hellenic Republic in collaboration with UNESCO, UNFCCC and WMO, while EPLO belongs to the Technical Secretariat. Relevant milestones realised until today:
- - Global catalogue of good practices of adaptation & mitigation of climate impacts on Natural and Cultural Heritage
- - Questionnaire and analysis of results of a study regarding types of risks that Natural and Cultural Heritage sites face at national level due to climate change, prioritisation of risks and mitigation and adaptation approaches
- - Advocacy activities in world renown fora such as: G20 Ministerial (participation), COP26 (own organised hybrid event).
- In the forthcoming COP27 the Initiative will be represented within the UfM pavilion, organising 1 Ministerial session.
- PP (EPLO) Circular Economy and Climate Change Institute is part of the Technical Secretariat of the Initiative, while its President, Mr Kremlis, chairs the Initiative overall.
- Synergies:
- - Include policies that derive from the Thematic Projects into the Global Catalogue of Good Practices
- - Build on the outcomes of the Focal Point Survey, focusing on the input provided by the Mediterranean FPs.
- - Participate & co-organise open advocacy events or/and the preparatory expert panel meetings.
- - Networking with important actors such as: Focal Points, Initiative supporters like: ICOMOS, Europa Nostra, UfM etc. (EN), N/A (FR), Restart Med! (ENI CBC MED Program) (EN), N/A (FR) | N/A (FR), RESTART MED! aims at revitalizing the tourism economy after the COVID-19 pandemic, by building on and learning from previous experiences and practices, using this moment to boost sustainability together with the economic recovery of this key industry. The project ends in August 2023 and it supports tourism providers to work alongside public and civil society SHs for a better and resilient recovery, by creating more sustainable policies and products. Reset of basic tourism principles where the diversified, sustainable offer and common branding were used to re attract tourists. Best practices and results of at least 8 sustainable tourism projects were used. Reinforcement and extension of SHs’ networks of at least 5 capitalizable projects with a common brand and platform took place.
- Tools/solutions/strategies to be capitalised and synergies:
- These lessons learnt especially in the Resilience and Recovery parts of the tourism sector will be used. It can exploit the network of the project with South MED countries (Lebanon, Jordan, Tunisia) and important SHs (i.e Tourism businesses such as guides, hotels, restaurants, farmers and winemakers, Tour operators and travel agencies, Public Authorities with a regulatory and policy-making role in tourism, Civil society actors in the fields of wildlife, parks, heritage and sport).
- The online Sustainable Tourism Community platform enabled can also be exploited for purposes of capitalization of good practices (i.e. topics of research and synergies of the Re-use phase). (EN), N/A (FR), Med Pearls (ENI CBC MED Program) (EN) | N/A (FR), Med Pearls aims at internationally positioning the Mediterranean as a unique and integral destination to experience the Med lifestyle through SlowTourism (ST), inviting travellers to discover sustainably and responsibly new destinations while taking time to have direct contact with local communities. The project (till May 2023) will deliver a set of 26 new ST products created by local Destination Management Companies (DMCs) and ICT enterprises thanks to financial and technical support called Product Development and Innovation Facilities. The idea is to create similar experiences based on the typology of products and themes agreed among partners, therefore, visitors will live similar experiences, of the same quality, in any of the 13 areas targeted by Med Pearls. The project will address both local and international markets, like the USA, Canada, Northern Europe, Russia or Asia, organising a comprehensive commercialisation and marketing strategy.
- Tools/solutions/strategies to be capitalised and synergies:
- These lesson learnt will be used especially in the shift of the tourism sector to integrate into “business as usual” some paradigms of Slow Tourism. The network of the project with South MED countries (Egypt, Jordan, Palestine) and important SHs (Destination Management Companies, accommodation owners, transportation companies, sport and active tourism companies, ICT start-ups and public entities as well as
- Tourists and local communities). Slow Tourism products and 6 ICT solutions created, marketing and visibility initiatives to promote the developed tourism products and destinations and the Action plans for the implementation of Slow Tourism strategies in pilot areas can be used for capitalization among other projects of course of the Euro-MED Programme. (EN), N/A (FR), CityWalk (Interreg Danube Programme) (EN) | CityWalk project helped cities in the Danube Region to reduce emissions, noise and to become safer, better places to live, by increasing the role of more sustainable forms of mobility in the urban transport mix, especially active transport forms – like walking and biking. To do so the main focus of the project was to improve the key conditions of walkability. Increasing greenhouse gas emissions and congestion are negative side effects of urbanisation, resulting from inefficient and unsustainable local transport systems. A key challenge in cities is to improve transport systems and accessibility in an environmentally-friendly manner. CityWalk project resulted in improved urban mobility - while reducing emissions, noise levels and congestions, increasing safety and making cities more liveable places (and also contributing to a healthier population).
- Tools/solutions/strategies to be capitalised and synergies:
- PP Municipality of Varna was participating in the project. Contacts with a big number of SHs from the Danube Region that participated in CityWalk are maintained. These SHs will be mobilised in Dialogue4Tourism activities. Institutions from countries like Romania, Hungary, Chech Republic, Slovakia, Serbia that participated in the project will be involved in MV’s during the project. City Walk walkability Guide and Good Practice Catalogue will be capitalised. Links with the Danube Programme Authorities will be sought. (EN), N/A (FR), Tourism of Tomorrow Lab (NECSTour) (EN), N/A (FR) | Tourism of Tomorrow Lab is the department of NECSTouR (AP) which delivers services based on data. Its goal is to solve specific and real problems hand in hand with DMOs´ Technicians and to share learnings between the members of the net. The current core of the department is a team of three experts: Senior Data Scientist, Digital Tourism Consultant Expert and Senior Tourism Data Expert with the full support of NECSTouR team. The department is hosted in Andalucía Lab, Marbella, and managed by the Region with the support of Lapland. It provides ad hoc consultancy services directly to technicians at the DMO level who are in charge of implementing the results. It boosts network efforts and synergies by promoting collaborations between destinations with common issues. It matches public and private interests.
- Synergies will be related with their involvement as experts in the expansion of the Network of Sustainable Tourism Observatories and the training modules developed. The Interreg Euro-MED Programme has a focus on environment and climate in line with the European Green Deal.
- Dialogue4Tourism results deriving from an active dialogue in the Euro-MED area and beyond will contribute to the EU Green Deal. Several Actions of Green Deal are related and affect Sustainable Tourism as:
- - Biodiversity Strategy,
- - Circular economy action plan,
- - Blue economy strategy “developing green infrastructure in coastal areas will help preserve biodiversity and landscapes, while benefiting tourism and the coastal economy” or the key area of “Increasing the EU’s climate ambition for 2030 and 2050”.
- Dialogue4Tourism within the Sustainable Tourism Mission of the Euro-MED Programme is transversal and encompasses the fourfold objective: integrate tourism in a circular economy; contribute to environmental neutral tourism; improve sustainability of ecosystem services; and preserve natural resources and cultural heritage.
- To achieve these objectives Dialogue4Tourism will:
- - integrate tourism policies into Europe’s new green policies to achieve the European Green Deal’s objectives. This view will take into account the regenerative tourism approach “an emergent, evolutionary and dynamic understanding, which includes sustainability within the framework of living systems and emphasises the relationship of man with himself, with the other and with the earth”.
- - take of a forward-looking, ecosystem-based management approach that will reduce the adverse impacts of tourism activities.
- - link tourism strategies with Local Green Deals. (NSTO, STPLs).
- TerritorialAgenda2030 Dialogue4Tourism will sustain a place-based approach and as such will contribute to strengthening the territorial dimension of the tourism policies, promoting an integrated & multi-level approach to the common challenges of all the Mediterranean regions.
- The project will contribute in the overarching objectives of the Territorial Agenda 20230 for a Just and Green Europe being aligned with foreseen actions i.e. cooperation between territories; territorial cohesion at cross-border; transnational, inter- and intra-regional level and the following priorities:
- - Easier living and working across national borders: Dialogue4Tourism enhances transnational cooperation to address common challenges by exploiting valuable synergies and encouraging exchanges with other projects/Programmes/Initiatives to facilitate cooperation between different administrative areas.
- - Better ecological livelihoods, climate-neutral and resilient towns, cities and
- regions.
- - Strengthening awareness and empowering local and regional communities to protect, rehabilitate, utilize & re-utilize their (built) environments, material and immaterial cultural assets.
- Specific traditions, needs, natural assets, skills & identities remain valuable development assets. Addressing the territorial needs and unlocking their potential in a sustainable manner requires the development of an explicit ‘place-based’ approach, underlining the territorial (rather than sectoral) dimension of development. Exploiting this potential means identifying & developing territories’ specific competitive advantages.
- Territorial approaches (fostered within Dialogue4Tourism NSTO and cross-synergies alliance) add value by applying a strategic, spatial lens that captures the specific combinations of social, institutional, economic and environmental challenges and potentials that influence the development of all types of territory.
- EUStrategyAdriaticIonianRegion Dialogue4Tourism involves PPs from EL/IT/HR/ME & many APs related with the area, it is geographically linked with the EU Strategy for the Adriatic & Ionian Region (EUSAIR). NTOMNE is a member of the Adriatic Ionian initiative Working Group so common initiatives with the Programme will be pursued. The project objectives are also in line with the EUSAIR’s Mission “Connecting people and institutions to build a common understanding of cooperation for a harmonised, integrated & sustainable region” & vision for “Joint multi-level solutions for common challenges towards a stronger Adriatic and Ionian region”.
- The project's approach falls under EUSAIR’s Priority 1, pillar 4 “Sustainable Tourism”, contributing to the objective “Improving the quality and innovation of tourism offer across the macroregion”. It addresses the development of sustainable tourism as a transversal issue: fostering tourism integrated in circular economy, using innovative technologies or promoting the preservation of natural resources. Re-usable results and practical solutions developed by the Thematic Community Projects responding to common challenges like i.e. the creation of a water-saving culture connected to sustainable tourism or addressing risk management & transition to green living areas could be complementary to sustainable & responsible tourism management, which is part of the Priority 4 of EUSAIR strategy.
- It is important to state that under various liaising activities a collaboration and exchanges between the EUSAIR Managing Authorities & Dialogue4Tourism are foreseen.
- EUStrategyAlpineRegion The Alpine region faces several major challenges most of them common to Euro-MED area:
- - Economic globalisation requires the territory to distinguish itself as competitive and innovative
- - Demographic ageing and migration
- - Climate change and its negative impacts on the environment, biodiversity and living conditions of the inhabitants.
- EUSALP foresees 3 priorities for the next programming period 2021-27:
- - Priority 1: “Climate-resilient and green Alpine region”
- - Priority 2: “Carbon neutral and resource-sensitive Alpine region”
- - Priority 3 “Innovation and digitalisation supporting a green Alpine region”.
- These priorities are close with the thematic objectives covered by Euro-MED Mission 4, mostly Priority 1 and 2. At programme level, they are aligned with its overall focus on the environmental and climate issues. Priorities 2 and 3 will offer support for innovative solutions as well as concrete pilot actions that foster sufficiency-oriented-post-carbon lifestyles as well as cross-sectoral approaches for different types of territories specifically for the tourism sector. Besides, they aim at improving skills and competencies of policy-makers and stakeholders at different policy levels.
- A PP from Dialogue4Tourism (REGSUD) is one of the 48 Regions actively involved in EUSALP. This link will bring Dialogue4Tourism close to the Executive Board, the Board of Action Group Leaders and the targeted Action Groups of experts (AG1-Research and Innovation, AG2-economic development, AG6-resources, AG8-risk governance) so as to plan for synergies. A better cooperation governance scheme that Dialogue4Tourism offers will help to find new solutions to common challenges. Sharing of results with the actors of the Alpine Macro-region EUSALP, can occur via the Technical Support Structure (TSS) operated by the Region Sud. They will be engaged also in the activities of Liaising-Active dialogue related to the/initiatives/ strategies/Programmes (cross-synergies alliance).
- MediterraneanSeaBasin It aims at defining & implementing the Mediterranean Sea basin strategy. 10 countries in the Western Mediterranean region are involved in the “5+5 Dialogue”: 5 EU MSs (FR/IT/PT/ES/MT) & 5 Southern partner countries (Algeria/Libya/Mauritania/Morocco/Tunisia). It pursues 3 main goals:
- -a safer and more secure maritime space
- -a smart and resilient blue economy
- -an improved maritime governance
- Dialogue4Tourism involves PPs from IT, FR & ES, The National Tourism Authority of Portugal-PT/AP, the Local Government Division within the Ministry for National Heritage & Arts-MT/AP & the Casablanca-Settat Chamber of Commerce, Industry & Services (MA/AP) thus it is geographically linked with WEST MED initiative. This project is related to 'Sustainable consumption & production'. Cooperation already exists by the Sustainable Tourism Thematic Community (2014-’20) with WEST MED & common work has occurred on sustainable production & consumption priority which includes maritime and coastal tourism.
- To conserve and sustainably use marine resources, the promotion of a multi-level, integrated & regional approach to sustainable consumption is needed, through the use of shared resources for sustainable economic development and the creation of new opportunities in the fields of sustainable coastal and maritime tourism/blue tourism/ innovation & support for entrepreneurship. Synergies with WEST MED priority referred to Sustainable Consumption (including maritime transport/ports/maritime/ coastal tourism/marine aquaculture) are crucial. The transferable results developed from the project, will be communicated to the WEST MED. Several key areas from the Blue economy are covered through national hubs & dedicated working groups with which the dialogue will be established. Dialogue4Tourism has dedicated the Activity “Liaising-Active dialogue with Initiatives/Strategies & other Programmes (in collaboration with Community4Tourism) for their reach.

- Other UNEP/MAP Medium Term Strategy 2022-2027
- The UNEP/MAP Medium Term Strategy is supporting the implementation of the Barcelona Convention. Adopted at COP22 in Antalya, December 2021 it is structured around 7 strategic programmes, 3 of which are very relevant with Dialogue4Tourism:
- - Programme 1: Towards a pollution and litter free Mediterranean sea and coast embracing circular economy
- - Programme 3: Towards a climate resilient Mediterranean
- - Programme 4: Towards the sustainable use of coastal and marine resources including circular and blue economy.
- The Contracting Parties adopted a Set of “Regional Measures to Support the Development of Green and Circular Businesses and to Strengthen the Demand for more Sustainable Products” (Decision IG 25/18). This set of regional measures will contribute to a number of strategic objectives of the Mediterranean Strategy for Sustainable Development (MSSD) in the Mediterranean, as well as UNEA-4 resolution nº4 on “Addressing environmental challenges through sustainable business practices”. Dialogue4Tourism will boost the implementation of those regional measures.

- Other Transition Pathway for Tourism
- The transition pathway is a plan jointly created with actors of the tourism ecosystem detailing key actions, targets and conditions to achieve the green and digital transitions and long-term resilience of the sector. Dialogue4Tourism is in line with the described ambitions and desired objectives for twin transition and is totally embracing several proposals and prioritising topics like:
- Smart and sustainable tourism strategies
- Guidance and best practice exchange for strategy development on national, regional and local level
- Collaborative governance of tourist destinations
- Circularity of tourism services
- Green transition of tourism companies and SMEs and others.
- “Following the publication of this report, the European Commission will invite tourism SHs to present their commitments to the transition pathway for tourism, and it will establish collaboration processes for the co- implementation and monitoring of the work. The follow-up of the transition pathway will be facilitated by an online SH collaboration platform”. The technical platform “that provides a central point of support for SHs”, a key task for DG GROW will invite SHs to form 3 task forces(TFs): Green/Digital Transitions & Resilience. The measures set out in the transition pathway will then be allocated to these TFs to follow. Dialogue4Tourism targets to be involved in the co-implementation process of the Transition, presenting Mission’s 4 Euro-MED commitments. We plan to participate in the plenary meetings for SHs & provide feedback in the yearly conclusions of progress on the transition pathway.
- NECSTouR (AP) has a link with the the coordination responsibles for the Tourism Transition Pathway in the EU Commission and they can act as amplifiers of the activities of the project. NECSTOUR is already committed to promote actions related to the implementation of the TTP among its members and this project will take part in that effort of replying to the call for commitments.
- Other UfM Environment Agenda – 2030 GreenerMed Agenda

- The agenda is a living document and was built on the conclusions and results of the H2020 Initiative for a Cleaner Mediterranean, the SCP programmes and other relevant programmes; it is also linked to the Agenda 2030 and the Sustainable Development Goals. The 2030 GreenerMed Agenda provides a regional structured framework that, based on the coordination of existing and future programmes and projects, creates political and operational convergence to accelerate the transition of the Mediterranean region towards a green, circular and inclusive economy.
- The 42 UfM countries are committed to promoting a green, circular and socially inclusive economy, thus meaning providing real-life opportunities for preserving natural resources, facilitating job creation, improving the quality of life for all, and ensuring a sustainable future for the whole Mediterranean region.
- Dialogue4Tourism is embracing the 2030 GreenerMed Agenda objectives.
- The partnership will use its PPs connections with the UfM policy dialogue platforms such as Working Group on Blue Economy (technical group composed of representatives designated by the UfM countries), the UfM WG on Environment & Climate Change providing them with transferable results/ solutions/ strategies developed by the Mission’s projects and it will maintain a regular policy dialogue offering Dialogue4Tourism outputs into the UfM framework. The WG’s will be actively engaged in the project’s advocacy activities as primary TG.
- Other 2nd UfM Ministerial Declaration of Sustainable Blue Economy
- The 2nd UfM Ministerial Declaration on Sustainable Blue Economy adopted in February 2021, deriving from the first UfM Ministerial Declaration on Blue Economy, of 17 November 2015 supports an expanded scope in terms of areas of cooperation, principles and common actions to address the joint challenges for the future of the Mediterranean basin. It calls for a number of relevant actions to be implemented across the Mediterranean region related to Blue Economy with a number of priorities, including some sectoral ones (maritime transport and ports; coastal and maritime tourism; marine litter; maritime safety and security) and others of a more crosscutting nature (governance and sea basin strategies; research and innovation; skills, careers and employment; maritime spatial planning and ICZM etc.). The Roadmap for the implementation of the UfM Ministerial Declaration on Sustainable Blue Economy (BE) offers an overview and analysis of the joint needs, gaps and opportunities for future support, with the final ambition of offering a clear Roadmap for the implementation of the thematic priorities set by the UfM Ministerial Declaration.
- Dialogue4Tourism is aligned with the Ministerial Declaration objectives and will seek to participate in the UfM Working Group on Blue Economy and will offer input in the new Roadmap.

- Other EU Urban Agenda Sustainable Tourism Partnership
- The Urban Agenda for the EU is an innovative multi-level governance initiative on urban policy, developed in the scope of intergovernmental cooperation on urban matters, and officially established by the Pact of Amsterdam in 2016. It enables cities, Member States, city networks, the European Commission, other EU institutions, the Union’s advisory bodies and other stakeholders to come together to jointly tackle pressing urban matters and deliver concrete outputs for the benefit of EU citizens. The sustainable tourism partnership is a new partnership working on tourism issues at local/regional level. It includes local and regional authorities: Génova (IT), Galati (RO) Andalucía (ES), Coimbra (PT), Rhine-Neckar (DE), Venice (IT), Šibenik (HR), Zadar (HR), Heraclión (EL), Lárisa (EL) Porvoo (FI), Narva (EE), a National authority (Estonian Ministry of Economic Affairs and Communication) and other stakeholders: Diputación de Barcelona (ES), National Center for Tourist Information and Promotion Bihor (RO), Visit Valencia Foundation (ES), Ljubljana Tourism (SI), Visit Brussels (BE).
- Among other issues this thematic partnership intends to tackle one especially related to Dialogue4Tourism: the environmental impact of the tourism industry in cities (the reduction of environmental footprint; Climate change and Circular economy).
- Activities like: “Sustainable Tourism Policy Labs for Tourism Transformation” will help to deal with those issues transferring knowledge and experiences from the Euro-MED area to the EU Agenda Sustainable Tourism Partnership. Activities like “Liaising-Active dialogue with Initiatives, Strategies and other Programmes” will align goals and strategies in both programs at local/regional level through valuable exchanges.
- Other Next Generation EU, Recovery and Resilience Facility (RRF), Just Transition Fund (JTF)
- NGEU has been created to boost the European Recovery from the pandemic and support its Transition towards a Green, Digital and Resilient EU. A total of €2.018 trillion will rebuild a post-COVID-19 EU. Grants and Loans are within the programs: RRF, REACT-EU (regional cohesion), Horizon Europe (research and innovation), InvestEU, European Agricultural Fund for Rural Development, Just Transition Fund (climate-neutral economy) and RescEU (disaster relief and emergency reserves). The grants and loans contribute to:
- 1. Single Market,
- 2. Cohesion, resilience and values,
- 3. Natural resources and environment.
- The success and impact of NextGenerationEU relies importantly on the capacities to plan and finance climate adaptation and carbon neutrality (related to Dialogue4Tourism). The project will increase PAs’ capacities at different governance levels, complementing the flagship investments of NGEU with sound plans for investments of different sizes. Dialogue4Tourism will support the -lagging behind- Mediterranean countries overcome barriers that involve the adoption of green and digital solutions in the tourism sector.

- Other EU 2050 long-term strategy for “Climate Neutral Europe” and the Mission of “100 Climate Neutral and Smart Cities by 2030”
- Through this Strategy the EU aims to be climate-neutral by 2050. It plans to introduce an economy with net-zero GHG emissions, in line with the Paris Agreement. For the acceleration of the realisation of this Strategy, the European Commision launched the Mission “100 climate-neutral and smart cities by 2030” so as to mobilise cities of different backgrounds and typologies acting as innovation paradigms to put all European cities in a position to become climate-neutral by 2050.
- Main elements of the Mission are:
- - the Climate City Contract and the Mission Label,
- - the Mission Platform (NetZeroCities),
- - the network of National Contacts.
- Dialogue4Tourism is related to the Strategy since it promotes a high level institutional dialogue and will increase the capacity of PAs in the touristic destinations (urban and rural areas). All territories will benefit from the MIssion. It covers multiple topics and typologies of solutions (Nature-based-solutions, energy efficiency, renewables etc). Moreover, the Mission Network of National Contacts can collaborate with the Dialogue4Tourism Mediterranean Hub and participate in the STPLs activities.
