Description (EN):

Main challenges of circular bioeconomy in CE are poorly developed bio-based value chains, low level of consumer awareness and uneven policy progress along East-West divide. Project will take circular bioeconomy forward by designing bioeconomy value chains, changing consumers behaviour and supporting policy transformation. Significant policy impact is expected due to strategic partnership, actively involved in high-level inter-ministerial BIOEAST Initiative composed of 11 East European Agriculture Ministries and supporting institutes. Besides policy and business sector, civil society will benefit from lower dependency on fossil-based products and improved use of bio-based products. WP1 will transnationally test, develop and upscale solutions for bio-based value chains design. WP2 will change behaviour of citizens to use, produce and validate bio-based products in contrary to current use of fossil-based products. WP3 will analyse CE bioeconomy policy measures, develop strategy and action plan, propose and mainstreams effective bioeconomy measures within Common Agriculture Policy 2023-2030 (CAP). Project will develop: - Intersectoral cooperation procedures for transnational bioeconomy value chain design; - Protocol for human-centred valitation of bioeconomy products; - Bioeconomy Strategy and Action Plan with proposed measures for CAP. Outputs will result in new transnational bioeconomy value chains, bioeconomy products validated by end users and bioeconomy measures integrated in policies of Eastern CE countries. Durability of project results and lasting policy change will be ensured by high level policy partners and associated partners (6 national Ministries and 5 policy advisors to ministries). Transnational cooperation is crucial because BIOECO-UP will complement BIOEAST Initiative with bioeconomy experiences from Austria & Italy and provide transnationally tested solutions including policy measures ready to be uptaken by Agriculture Ministries.

Actual Achievements (EN):

The project team mapped bioeconomy potential in BIOECO-UP countries and collected many quantitative data, provided comparative review of bioeconomy-related strategies, demand trends for bio based products, implications for further growth of biobased sectors. We paid attention to residues and by-product to involve them in added-value creation. In Activity (A) 1.2 Focused Interviews has been conducted and Quadruple Helix Round Tables have been organised on national level. On base of them the team identified barriers to intersectoral cooperation (challenges, existing bottlenecks, regulatory issues), but also potential areas of collaboration. Project partners involved 41 stakeholders in Focused Interviews and gathered 69 participants during Quadruple Helix Round Table events. 5 national reports have been elaborated summarizing the information from the Focused Interviews, and 2 national reports from Round Table events have been written. Bioeconomy related infosheets covering 17 topics have been elaborated (A2.1) which function as an educational material. The lion part of them are translated into PL, IT, SI, CZ, CR, HU. The topics were presented to 405 citizens on workshops/online webinars. For the implementation of A2.2 Project Partner 12 (HPK) conducted in-person workshop for 11 citizens on how to make biobased products at home. A tutorial video was also made. The preparation of draft methodology for transnational testing of biobased products A2.3 has begun. Work package 3 focuses on the synergies between Common Agricultural Policy (CAP) and bioeconomy. An online policy workshop (A3.1) was organized and a questionnaire was elaborated which supported the development of bioeconomy policy recommendations (D3.1.1) for BIOECO-UP countries in the context of the CAP framework. On the event policy experts could network, compare their national contexts and approaches regarding the bioeconomy and share practical experience regarding policy development and implementation. The project implementation continued as planned in the 3rd and 4th period. Our tasks planned for both the 1st and 2nd project year made relevant contributions to the achievement of our three main objectives with new milestones. (WP1) In the 1st year we assessed the potential of the BIOECO-UP countries in the bioeconomy (A1.1) for the development of cross-border and cross-sectoral bio-based value chains. Special attention was paid to secondary biomass flows such as agricultural waste and processing industry by-products. In the 2nd year the obstacles and opportunities for cross-sectoral cooperation have been examined that fed the deliverable of Draft procedures for bioeconomy intersectoral cooperation (A1.2). The procedure was evaluated with the involvement of external experts (3-5 experts per country). The research team will prepare the final version by the end of the 3rd year (A1.3). We have made steps for further dissemination of project results. The National Agricultural and Food Exhibition and Fair 2025 to be organised in Hungary seems to be an ideal place (A1.4) for these purposes.The BIOECO-UP team developed also a concept to create Central and Eastern Europe (CEE) Bioeconomy Stakeholder Forum that is planned to be both an online and offline platform in order to communicate more effectively the project results in the BIOEAST and BIOECO-UP regions (related actions: A1.4, A1.5, A2.3, A2.4, A3.3, A3.4) The review of the concept by representatives of BIOEAST Initiative is in progress. (WP2) Training and awareness raising materials have been developed both in English and in national languages to shape the attitudes of economic actors and citizens as well as to empower them to produce own bio-based products (D2.1.1 and D2.2.1) To increase the effectiveness of communication of project results a professional designer have been involved make D2.2.1 more citizen-friendly, and a communication campaign was organised with the involvement of a media company to promote the results on social media platforms. The final English brochure using D2.2.1 have been translated into Hungarian, as well as translation into Czech is in progress. The public reception of the bioeconomy topic via communication campaign exceeded our expectations, and we considered it a great success. After the elaboration of methodology for transnational testing innovative bio-based products using living lab approach we started consumer product testing based on it. For this purpose, innovative bio-based products have been selected which have already been launched on the market or are about to be launched. (A2.3). The poject partners made the initial steps for organizing site visit of citizens in Italy in order to see good bioeconomy practices (A2.4). (WP3) In the interest of mainstreaming of circular bioeconomy policies with a particular focus on channelling common agricultural policy (CAP) resources in order to promote the bioeconomy, national level CAP measures and experiences related to the development and implementation of the CAP strategic plan were collected (A3.1) from BIOECO-UP countries in the 1st year. Conclusions have been made to feed the strategy and action plan (A3.2). In the 2nd project year, the methodology for preparing strategic proposals was finalized, and events supporting the implementation of the activity were held in Poland. In order to capitalize on project learning to BIOEAST Initiative, joint thinking has begun. (A3.3)

BIOEAST Initiative (EN) | Exploitation of project results, transfer of good practice to the BIOEAST macro region, through Lead partner (Hungarian Ministry of Agriculture), 3 Associated partners and 4 project partners who are members of BIOEAST Initiative or its working groups. (EN), BIOEASTsUP (H2020 project) (EN) | The main aim of the project is to support the BIOEAST Initiative in the implementation of its Vision for 2030 and Action Plan. Two main document will be prepared as part of the project, a BIOEAST Strategic Research Innovation Agenda, which includes the region's research priorities, and a Foresight Study, which outlines the opportunities ahead for decision-makers. Synergies will be ensured by 4 partners who are also partners in BIOEAST-UP project. (EN), RefreSCAR (EN) | The project aims to increase the coordination of national bioeconomy research and innovation programmes in the European Research Area by strengthening the activities of the SCAR working groups. (EN), Regional platforms to support rural actors in the implementation of small-scale bio-based value-chains (RURABIO, Horizon Europe (EN) | The objective of RURABIO project is to raise awareness and empower local rural actors towards bio-based solutions implementation and provide them with sustainable small-scale business models pathways to do so. This aim complements well the first aim of BIOECO-UP project, i.e. creating new transnational bio-based industry value chains. Findings of RURABIO will support the activities of BIOECO-UP in order to support actions for development of regional bioeconomy value chains. (EN), H2020 FIRST2RUN (EN) | Flagship demonstration of an Integrated bioRefinery for dry crops Sustainable exploiTation TOwards biobased materials pRodUctioN. UNIBO will take care for information exchange and mutual learning process. (EN), DRIFT-FOOD H2020 (2020-2026) (EN) | To fill the gaps in food production 'from field to fork', an interdisciplinary Centre of Excellence will be created at the Czech University of Life Sciences, which will focus on advanced technologies for high-quality, safe and sustainable food production. The EU-funded DRIFT-FOOD project will aim to facilitate research in advanced food technologies at the University. Moreover, it will enhance scientific excellence in the fields of food processing and food quality, safety and nutrition by promoting scientific cooperation and integration. The project also aims to improve the accessibility of innovative technologies to regional stakeholders through the cooperation of an ERA Chair holder and their international contacts. (EN) | Agrobiodiversity is a vital subset of biodiversity and is the result of the interaction between the environment, genetic resources and management systems used by culturally diverse people. It is a crucial prerequisite for ecologically and economically sustainable agricultural systems and is an important tool for ecological intensification. The aim of CROPDIVA is to reinforce agrobiodiversity on different levels and along distinct geographic and socio-economic areas. The activities of CROPDIVA are clustered around five connected research work packages and three pillars, each with a set of specific objectives: i) promotion of six key underutilised arable crops: oats, hull-less barley, triticale, buckwheat, faba bean and lupin; ii) creation of value chains for selected underutilised crops ; and iii) study of the socio-economic impact of project results. The concept of CROPDIVA is an innovative challenge driven approach based on the promotion of underutilised crops in sustainable cropping systems and new regional value chains. Project activities will focus on the following major challenges: improved resilience of cropping systems, alignment of the economic and social needs of farmers with ecological goals as well as marketing of new food/non-food products meeting consumer demands. The results gathered in CROPDIVA will not be descriptive, but will be used for innovative solutions along the entire food and non-food chain to enable biodiversity management on all levels, including diversifying the use of genetic resources, crop production systems, new food/non-food products, market opportunities while satisfying producers and investigated consumer requirements. (EN), HORIZON-CL6-2021-GOVERNANCE-01 (EN) | The overall objective of this project is to empower the 12 beneficiary countries in Central Eastern Europe and beyond to develop bioeconomy strategies and action plans, through knowledge transfer and innovative governance models enabling sustainability and resilience, to achieve better informed decision-making processes, societal engagement and innovation. In so doing, the project will help CEE countries to make the transition to climate neutrality. Ensuring the active participation of decision makers and public administrators in different ministries will be crucial, as well as the involvement of relevant stakeholders such as knowledge providers, universities, investors, industry, primary producers and NGOs, and general public. (EN), Pathways for transitions to sustainability in livestock husbandry and food systems – PATHWAYS
Programme H2020-EU (EN) | As a member of a strong consortium, IUNG-PIB is carrying out tasks in the PATHWAYS project in the period 2021-2026. Both agriculture, in particular livestock production and food production are important economic activities of the bioeconomy. The PATHWAYS project will deliver co-developed transition pathways that directly address societal demands for increased resilience in the provision of safe, nutritious, affordable livestock-based food, whilst reducing environmental impacts, and supporting the economic sustainability of the European livestock sector. The assumptions and results obtained in the PATHWAYS project are complementary to the planned Interreg project. (EN), UIA – Urban Soil 4 Food (EN) | Urban Soil 4 Food project has tackled the issue of coherently connecting local producers of bio-products in Maribor, Slovenia. ICE personnel has been directly privy to the results of creating such a community and will use this knowledge to further this project’s results. (EN), Horizon 2020 - Upsurge (EN) | ICE and ISD are participating as a stakeholders in Upsurge projects, in which the city of Belfast will establish urban gardens in historically divided areas in the city with the aim to implement agro-ecology for citizens and foster cooperation. (EN), Horizon Europe ShapingBio 2022-2025 (EN) | The overarching objective of ShapingBio project is to strengthen and deploy innovation in bio-based sectors, including food systems, across Europe - by ensuring an inclusive and sustainable growth at local level, thus contributing significantly to the bioeconomy strategy and Action Plan, the Farm to Fork strategy, the EU Green Deal policy priorities and the EU's Climate ambition for 2030 and 2050.
ART is partner in the project and will transfer knowledge in both directions for desigining of transnational bioeconomy value chains. (EN), Horizon Europe RuralBioUP (EN) | RuralBioUP project is focused on supporting innovators to scale-up inclusive and small-scale biobased solutions in rural areas contributing to regional, urban and consumer-based transitions towards a sustainable, regenerative, inclusive and just circular economy and bioeconomy across all regions of Europe at local and regional scale.

Contribution to wider strategies and policies:

EuropeanGreenDeal EU Green deal recognizes bioeconomy for minimizing environmental impact, safeguarding biodiversity and achieving rural development.
Project will support Green Deal goals with promoting bioeconomy, generating news knowledge and establishment of multistakeholder collaborations. Green Deal has goal by 2030 to develop a regulatory framework for bio-based plastics. Project will with creation of value chains also contributing to development of innovative bio-based materials.
TerritorialAgenda2030 Territorial Agenda 2030 encourages development of local strategies for bioeconomy and recognizes new development opportunities, for example bioeconomy.
Project will support development of bioeconomy industry and cross-sectoral integration of bioeconomy in different policy domains. Project will support BIOEAST initiative with recommendations on practical implementations of bioeconomy measures as result of bioeconomy strategies and common agricultural policy.
EUStrategyDanubeRegion EUSDR supports of BIOEAST initiative - Central and Eastern European initiative for knowledge-based agriculture, aquaculture and forestry in the bio economy as one of strategic objectives. Project will be complementary with BIOEAST having 5 partners who are also active in BIOEAST initiative. Project will tackle topics, that are currently neglected in BIOEAST initiative: citizens, value chains and bioeconomy measures in different national policies, especially CAP.
EUStrategyAdriaticIonianRegion EUSAIR recognizes bio-technology as important development potential. BIOECO-UP will support bio-technology development with creation of international bio-based value chains and thus contribute to EUSAIR goal.
EUStrategyAlpineRegion EUSALP recognizes bio-based products in the bio-economy sector as one of important topics, specifically focusing to alpine forestry and wood products sector. Project will contribute to generate value chains also in the field of bio-based wood products.
Other European Union Bioeconomy Strategy:
EU Bioeconomy Strategy supports international cooperation, adopting national bioeconomy strategies and action plans, creation of bio-based value chains and empowerment of citizens to become more active in decision making and consuming bio-based products.
Project directly contributes to all upper mentioned goals of EU Bioeconomy Strategy and goes even beyond with supporting transnational bio-based value chains and promoting bioeconomy prosumers.
Other BIOEAST Initiative:
Mission of the BIOEAST Initiative: through the Initiative established in 2016, 11 Central and Eastern European (CEE) countries, represented by their agricultural ministries, set the common vision for 2030: to develop knowledge and cooperation based circular bioeconomies, which helps to enhance their inclusive growth and to create new value-added jobs especially in rural areas, maintaining or even strengthening environmental sustainability.
Project will directly support BIOEAST initiative and complement it with bottom-up activities, including outputs and deliverables. Contribution will be ensures through lead partner, 3 associated partners and 5 research partners who are members of BIOEAST UP project.
