Despite the highly differentiated biogeographical areas in CE, urban areas face similar challenges. Growing urban sprawl turns green into grey areas, leaving the urban areas more prone to the adverse effects of extreme weather events and climate change, intensifying the effects and occurrence of urban heat islands and urban floods, and leading to air pollution, health challenges, biodiversity loss, and growth in energy demand. GreenScape CE paves a way for integrating nature-based solutions (NBS) and green infrastructure (GI) in the grey infrastructure in 5 CE urban areas, significantly affected by aggravating urban heat island effect: Milano Metropolitan Area, Ptuj, Szegedin, Warsaw and Zagreb through peer-to-peer learning, transnational capacity building and participatory decision-making. GreenScape CE will utilize the initiated transnational cooperation between 33 organisations to jointly develop 5 NBS/GI action plans, followed by 3 pilot actions using 3 jointly developed solutions, and 2 CE-wide strategies. The main beneficiaries of the project results are local governments and citizens. Both groups will benefit from know-how exchange, strengthened multi-level governance, tailored capacity building events, as well as the initiated NBS pilot actions that contribute to the well-being and social inclusion. These results will be accomplished through the transnational cooperation of 12 PPs (AT, HR, HU, IT, PL, SI). Together they will promote structural cooperation between public authorities and stakeholders and work on strengthening capacities for holistic and efficient planning of GI. The GreenScape CE results will support the development of NBS projects beyond the pilot areas through active engagement of potential replicator cities during the project and disseminating findings to improve policy learning. Transnational collaboration is essential for the exchange of knowledge and ideas that will lead to mainstreaming climate resilience solutions in urban areas.

Actual Achievements (EN):

Most of the work within the project's first year was related to implementing activities within WP1 - Sowing the seeds. The specific objective of this WP is to support local governments in participatory planning and developing Action plans related to the implementation of NbS in CE countries that will trigger pilot actions in five countries. In order to accomplish that, the first set of activities was focused on setting the ground and analysing challenges, needs and opportunities to use NBS as an answer to adverse effects of climate changes in urban areas that will work on pilot actions. Typology and criteria for planning CCI/GI/NbS on the local level and Gap analysis of barriers and opportunities in deploying NbS/GI on the local level were prepared, and launch events were organized to communicate the basic idea, the project scope, objectives and set of outcomes. The first set of capacity-building events was organized, and the NbS/GI curriculum with an overview of best practices was prepared. The partners also developed an engagement roadmap that will be used throughout the project to shape each pilot area's participatory approach process. One of the project's milestones, which is accomplished, was the Visual mapping platform, which will provide an overview of the current situation of existing green/blue infrastructures and NbS in five CE urban areas, primarily using environmental and spatial planning existing and open data. Two outputs were delivered within the first project period: - Joint Strategy on strengthening NBS implementation in CE which was jointly developed by partners and outlines the strategic framework and first step in developing Action plans - Organisations cooperating across borders in the form of a signed Partnership Agreement between 12 partners who will work jointly on implementing the project activities and outputs. Within the WP2, the specific objective is related to jointly developing and implementing 3 NbS local pilot actions to develop a set of citizen co-creation, technical and funding solutions to capture multiple benefits of implementing NBS in urban areas. The first step to accomplish this was preparing the Gap analysis of existing financing mechanisms in partner countries to be used for GI investments through a critical review of scientific and grey literature on possible financing mechanisms to implement GI and NBS in the urban context. The review aims to determine each financing mechanism's possible strengths and weaknesses. The WP3 specific objective is to eliminate citizens' negative preconceptions about NbS/GI and advocate for the urgency of connecting single NbS projects into a coherent GI network to prevent further landscape fragmentation. The first activities were related to familiarising the general public and stakeholders with project activities through social media and presentations on events. The first discussion on the inputs for the event's organisation (within the framework of the regular project meetings) also took place. Most of the work within the project's first year was related to implementing activities within WP1 and setting the ground and analysing challenges, needs and opportunities to use NBS as an answer to adverse effects of climate changes in urban areas that will work on pilot actions. Typology and criteria for planning CCI/GI/NbS on the local level and Gap analysis of barriers and opportunities in deploying NbS/GI on the local level were prepared, while the first set of capacity-building events was organized, and the NbS/GI curriculum with an overview of the best practices was prepared. The partners also developed an engagement roadmap that will be used throughout the project to shape each pilot area's participatory approach process. Within WP2, the Gap analysis of existing financing mechanisms in partner countries to be used for GI investments was developed. The first steps within WP3 were made in terms of to familiarising the general public and stakeholders with project activities through social media and presentations on events. One milestone and two outputs were accomplished in the first year of the project. Most of the activities conducted in the project's second year were focused on the preparation activities related to pilot activities and project implementation. WP1's goal is to provide support to local governments in participatory planning and developing action plans related to the implementation of NbS in CE countries. In that regard, besides the organisation of the second part of Train the trainers on participatory approach (the first one was organised in the first year of the project), hackathons aiming to connect cities and local stakeholders in co-creating ideas and NbS suggestions were organised. Pilot cities developed their action plans that contain many measures outlining the potential projects in this field as well as the potential NbS pilot actions. The plans were promoted through the organisation of dedicated events in each pilot city. Outputs/milestones delivered within the second year of the project: - NBS/GI action plans in pilot areas (both output and milestone) WP2 is focused on the development and implementation of pilot actions. As a set of preparation activities, two deliverables were developed. A summary report on good practice examples of NbS/GI financing in the EU serves as a foundational resource for decision-makers by providing a comprehensive overview of financial instruments for implementing NbS/GI in urban areas. An overview of socio-economic long-term benefits of GI/NbS provides a comprehensive set of evaluation indicators to assess the benefits, co-benefits, and potential drawbacks that NbS can provide in urban areas. Pilot actions outline and roll-out plan were developed for each pilot city. The plans outline the details about the selected pilot actions, as well as the roll-out plan for the development of the pilot actions, and the drafting of specifications was supported by visual maps and GVMP. An overview of best practices in the tendering process for implementation of the NbS/GI was prepared as a collection of good-practice examples for procuring and tendering the NBS projects in the piloting cities (plus Vienna). Milestones delivered within the second year of the project: - Pilot actions outline and roll-out plan WP3 aims to eliminate negative preconceptions of citizens about GI/NbS and advocate the urgency to connect single NbS projects into a coherent GI network to prevent further landscape fragmentation. Here, the two activities related to GreenScape CE DIY were conducted. Two (in Milan three) awareness-raising events for citizens to spark the interest in GI per pilot were organized, and five national GreenScape CE Your Community: a how-to guide for citizens on implementing and funding NBS/GI were developed (plus the one in English). As a first step deriving from the Local Action plans, pilots identified 7 most viable potential NbS projects in each pilot area to be implemented after the project ends in order to ensure the lasting effect of the project.

National Recovery and Resilience Plans (EN) | Building on the EU Green Deal and the Recovery and Resilience Facility, National Recovery and Resilience Plans chart the available funding for the GI and NBS projects in some participating countries. GreenScape CE consortium will support pilot areas in obtaining the funding for the NBS projects by extending the know-how that is needed to prepare a request for funding or project application, in the framework of the “Do No Significant Harm” principle. (EN), Green City Accord (EN) | GreenScape CE dissemination activities will support the Green City Accord movement as both initiatives share common goals to make cities and urban areas cleaner and healthier. Pilot areas as well as potential replicating areas will be introduced to the Green City Accord initiative during workshops and meetings (D3.4.2) and encouraged to become part of a community of like-minded cities driving the transition towards a clean and healthy Europe. (EN), CLEVER Cities (EN) | GreenScape CE will uptake inspiration and results from CLEVER Cities project, mainly about governance procedures useful for NBS incentive (community green areas, green roofs and walls, green infrastructures) and promotions. The CLEVER methodology will be a base for the proposal of a solid co-creation approach to NBS and will consider the Urban Labs practice for enhancing the dissemination‘s network dialogue. It could also be an asset for the setting up of a co-monitoring system and for the selection of monitoring indicators and tools addressed to citizens’ wellbeing and health quality monitoring, social and economic impacts of NBS on local communities and citizens’ engagement in NBS management. (EN), Metro Adapt (EN) | Metro Adapt LIFE project set up a multi-level and multi-disciplinary platform of knowledge sharing, addressed to both, stakeholders and citizens. The project put in place a methodology for mainstreaming climate change adaptation and NBS use in urban and regional masterplans and sectoral plans. The use of alternative and wide-target communication tools, such as theatre shows and interactive competitions (photo-contests, role plays) will inspire actions like hackathons or engaging activities for the local communities. Metro Adapt will also benefit from the workshops and pilot case in the Milan Metropolitan Area, that will contribute to its After LIFE plan. (EN), proGIreg: Productive Green Infrastructure for post-industrial urban regeneration (EN) | In this H2020 project City of Zagreb (project partner) is home to one of the living labs within the project, where NBS is used to tackle the challenge of post-industrial regeneration. proGIreg, like GreenScape CE, considers multiple aspects of NBS deployment: technical, social level and economic. GreenScape CE will use proGIreg findings to enhance the tools that will be developed within the project. (EN), Covenant of Mayors (EN) | Facilitating partners of GreenScape CE have a wide cooperation with local public authorities and support them in the development of Climate Action Plans. The knowledge gained from the project implementation would help to develop even more detailed and tailored action plans. (EN), CONNECTING Nature (EN) | The H2020 funded project co-developed the policy and practices necessary to scale up urban resilience, innovation and governance via NBS and brought together city governments, SMEs, academia and civic society to co-produce usable and actionable knowledge in all cities. GreenScape CE will capitalise on the results produced within the community of cities that fosters peer-to-peer learning and capacity building to deliver NBS projects. (EN), STRENCH - STRENgthening resilience of Cultural Heritage at risk in a changing environment through proactive transnational cooperation (EN) | An Interreg CE project that deals with the impact of climate change on natural and cultural heritage. The project proposed ready-to-use solutions (WebGIS tool, hazard maps, methodology for vulnerability ranking, strategies for disaster risk reduction) for the management of cultural heritage at risk exposed to extreme events linked to climate change by exploiting climate models, risk indexes, vulnerability assessment, and Copernicus services/products. These results will support the development of GreenScape CE Visual Mapping Platform. (EN), Nature4Cities (EN) | The H2020 project developed complementary and interactive modules to engage urban stakeholders in a collective-learning process about re-naturing cities, develop and circulate new business, financial and governance models for NBS projects, as well as provide tools for the impacts assessment, valorisation and follow-up of NBS projects. GreenScape CE will build on the developed set of innovative models for the deployment of NBS in urban contexts in CE countries. (EN), LENSES - Learning and action alliancEs for NexuS EnvironmentS (EN) | GreenScape CE will take inspiration from the results of LENSES, a PRIMA-funded project, as both the projects contribute to provide the methodological and practical foundations for the validation and the delivery of NBS projects. Specifically, it will contribute to validate the methodology developed in the LENSES context, which will be relevant for the identification of the most suitable NBS/GI funding scheme in each pilot area. EuropeanGreenDeal Green Deal recognises the potential of NBS to address societal challenges stemming from the changing climate and provides a framework to mobilise their implementation across the EU and to increase funding of such solutions.
NBS is perceived as an integral part of restoration efforts of natural capital and heritage and represents the building blocks for a sustainable future in urban areas. GreenScape CE builds on this premise and will work on strengthening the efforts on climate-proofing, resilience building, and climate adaptation in urban areas through joint action and cross-border cooperation to maximise the NBS impact.
TerritorialAgenda2030 Linking to the Territorial Agenda 2030, the GreenScape CE project addresses the importance of spatial planning and the development of NBS and GI networks that link ecosystems and protected areas, all of which is aligned with the TA 2030 second overarching objective “A Green Europe”. Additionally, the TA 2030 supports the development of local and regional strategies for climate-neutral cities and regions, that will among others include activities related to preventing urban heat islands and implementing GI, which is also one of the GreenScape CE activities.
EUStrategyDanubeRegion EUSDR encompasses three countries of the GreenScape CE consortium (Croatia, Hungary and Slovenia) and outlines several actions that are congruent with GreenScape CE objectives and outputs. The EUSDR highlights the necessity to build capacities of national and local authorities for decision-making and integrating GI into planning documents, as well as to anchor the GI concept in the Danube region and develop the WebGis tool to improve the communication, knowledge and data sharing between environmental, transport and spatial planning sectors on spatial integration of GI. A visual mapping tool that will be developed within the GreenScape CE project is in line with the envisaged EUSDR actions.
EUStrategyAdriaticIonianRegion EUSAIR covers three countries of the GreenScape CE consortium (Croatia, Italy and Slovenia) and leans on promoting sustainable economic and social prosperity in the region while preserving the environment and ensuring healthy and balanced marine and coastal ecosystems. This will be achieved through cooperation between countries with shared history and geography. The GreenScape CE project shares the EUSAIR strategy objectives such as investing in GI and collaborating with cross-border stakeholders to restore natural capital and work together on common challenges in AIR and regions encompassed by other macro-regional strategies.
EUStrategyBalticSeaRegion The EUSBR calls attention to the vulnerability to climate change with potential impacts on human security, the environment and competitiveness in Baltic Sea region countries, one of which is Poland, where one of the pilot areas of the GreenScape CE project is located. To prevent the impact of climate changes and build resilient areas, the EUSBR outlines that interaction between countries is needed in spatial and urban planning, which is also encouraged through GreenScape CE objectives.
EUStrategyAlpineRegion Like other macro-regional strategies, EUSALP accentuates the commitment to develop ecological connectivity in the whole EUSALP territory – of which Italy and Slovenia are part – as well as to continue promoting GI and ecological corridors. The strategy and action plan outline the need to define GI at a regional level and to create stronger links between the core area and the surroundings through spatial planning and integrating the issue in a wider territorial scale and a cross-sectorial approach. The GreenScape CE projects build on this by advocating the inclusion of NBS and GI in spatial plans, better coordination across different sectors and applying a multi-level approach to ensure consistent implementation of EU policies.
Other EU Strategy on Adaptation to Climate Change sets out the pathway to prepare EU regions for the climate change impacts and adapt to it by multiple approaches. The systemic adaptation stresses the urgency to promote and implement NBS on a larger scale but also to better quantify their benefits, and to better communicate them to decision-makers and practitioners at all levels to improve take-up. The GreenScape CE project objectives are set in the same direction and through the project activities, it aims to leverage more investments in NBS by drafting funding options for various NBS typologies that will capture the benefits in economic terms and ensure the long-term viability of such investment.
Other The GreenScape CE project also contributes to the objectives of the Biodiversity Strategy. Most of NBS and GI use trees and shrubs as the main ecological elements to sustain such solutions (parks, urban forests, rivers, wetlands, etc.). The project, by promoting NBS and GI, will support the EU 3 billion trees pledge, promoting ecological connectivity, linkage with protected areas and more functional rivers.
Other The New Leipzig Charter emphasises the need to approach the green transformation of cities through integrated urban development, with a multi-level and participatory approach, as well as to use the NBS to accommodate extreme weather conditions. These recommendations are aligned with the GreenScape CE objectives to involve local communities in the identification of NBS projects and move towards more climate-resilient cities.
