JETforCE addresses the need for energy transition in Central Europe (CE), without disproportionate negative socio-economic impacts on certain vulnerable territories or demographics: Just Energy Transition. This common challenge affects multiple actors across CE. Public Authorities and Energy Agencies need new capacities and solutions to ensure that energy policies and investments achieve JUST Energy Transition. Citizens need the chance to contribute to measures affecting their life, work and opportunities, but this requires knowledge, understanding and equal access to appropriate digital tools. JETforCE harnesses digitalisation as a means to co-design and co-implement Just Energy Transition in CE. We support decision-making on energy technology investments. We promote increased citizen trust in policy and ownership of measures, with positive impacts on individual behaviour. We adopt a holistic approach, applicable to all energy sectors, governance levels and territorial types in CE. Our carefully selected partners share this need, bring complementary competences and represent different CE territorial types,including regions under the Just Transition Fund. We co-design and co-implement 2 transnational pilots to test and validate 2 novel digital solutions: 1 for digital citizen engagement in policy-making; 1 to evaluate energy technologies through a Just Transition lens. We build capacities of public authorities and stakeholders to apply them. Our work feeds into a joint Strategy for Just Energy Transition in CE, endorsed by the consortium, detailing measures taken up in JETforCE and planned for the mid/long term. JETforCE results in positive impacts on CE territories and citizens, with fairer policies and technologies, better digital skills, environmental benefits and behavioural changes already in project lifetime. In the long-term, it entails durable changes in policy and investments that guarantee that no person or place is left behind in the CE energy transition.

Actual Achievements (EN):

Year 1 saw active involvement of all partners at project and regional level, according to the project work plan. At project level, partners attended three in person meetings and several online meetings, that allow the group to start to work and achieve results. Thanks to participative sessions during the project meetings, and several online meetings organised during the year, partners exchanged knowledge on Just Energy Transition to consolidate project assumptions and discover local framework conditions, as basis for tackling current barriers and potential adverse effects resulting from energy transition. At regional level, all partners created local stakeholder groups, called JET Alliance (JETA), and started to involve them in the project activities. This experience resulted in a Joint Strategy for stakeholder engagement. During this year, local JETA have also started to work together in a Transnational Just Energy Transition Alliance (T-JETA). They met for the first time in Bologna and then again in Bautzen, being involved in the discussion over the project first achievements and next steps. Exchanges focused mostly on co-designing the two tools focus of the project: - JETforCE Digital Challenge Mapping tool: an app designed to allow citizens’ active participation and engagement in climate change action. Users can report a challenge, share it with other users, that can vote it. By casting their votes, users contribute to the communal decision-making process. - Digital technology-evaluation through a Just Energy Transition lens: a tool designed to provide indicators to evaluate investments and policies considering their economic, social & environmental impacts. The tools development requested a lot of exchange, first on the main issues partners would need to analyse, then on data necessary to evaluate policies. Partners tested together the tools and had intense exchange to optimise them. Partners also co-developed the monitoring and evaluation methodology that will apply during the pilot test of the 2 tools, that will start soon with Pilot 1, focusing on the JETforCE Digital Challenge Mapping tool. Following specific capacity building sessions, the test is running internally, to fix bugs and issues before the pilot launch events. JETforCE was presented during two open events: at the IAAI Digital Innovation Pavilion at the UN Climate Conference COP28 in Dubai, in November 2023 and at the 10th Annual Bautzen Energy Forum in Knappenrode, Germany, in February 2024. JETforCE first 2 years saw active involvement of all partners at project and regional level, according to the project work plan. During the project 1st year, partners co developed 2 tools: 1) JETforCE Digital Challenge Mapping tool: an app designed to allow citizens’ active participation and engagement in climate change action. Users can report a challenge, share it with other users, that can vote it. By casting their votes, users contribute to the communal decision-making process. It was developed in Autumn 2023; 2) Digital technology-evaluation through a Just Energy Transition lens: a tool designed to provide indicators to evaluate investments and policies considering their economic, social & environmental impacts, the beta version was finalised in March 2024; At regional level, all partners created local stakeholder groups, called JET Alliance (JETA), and started to involve them in the project activities (A1.1). This experience resulted in a Joint Strategy for stakeholder engagement (output 1.2). During this year, local JETA have also started to work together in a Transnational Just Energy Transition Alliance (T-JETA). During the 2nd project year, partners focused on piloting the tools: - JETforCE Digital Challenge Mapping tool (pilot 1): firstly, partners tested the tool internally (from March 2024), with their staff members, then they organised local events to present the tool to the citizens and wider stakeholders, and run local test campaigns to pilot the tool and collect energy transition related challenges; - Digital technology-evaluation through a Just Energy Transition lens (pilot 2): from September 2024 partners analysed policies and investments using the tool. This led to an intense exchange with the developers, to refine the tool questions and update it. Partners worked with the JETAs to select appropriate technologies to test, focusing on solutions related to challenges identified in Pilot 1 and aligned with local priorities for energy transition. The pilots allowed to update the two solutions, produced in the beta version in Year 1, that are now available in a revised version. The exchange also produced the JETforCE capacity enhancing kit, starting from exchange and capacity building activities carried out in Year 1. Partners exchanged about pilot results and challenges, also involving the T-JETA, in periodic Monitoring Committee meetings, online and in person, following the methodology defined in year 1. Partners kept discussing at interregional level during T-JETA meetings, continuing from Year 1, introducing the policy dimension to the exchange. From the project begin, partners gathered and exchanged updated information on national/regional JET framework. These efforts lay the groundwork for the successful development of action plans and strategies for Just Energy Transition. The methodology to develop the documents was shared and partners started to work locally to move from the pilot experiences to a longer-term prospective. JETforCE was presented during the ICE online workshop “Synergies Roundtable on Energy transition session, held on 9th of October.

JETforCE will contacts coordinators and invite them to share knowledge (particularly in A1.2) and form part of transnational engagement activities (A3.1). (EN), Just Transition fund in JETforCE regions (EN) | The Just Transition Fund (JTF) is designed to support territories most affected by transition towards climate neutrality. The fund comes from the EU’s 2021-27 budget and the European Recovery Instrument. Member States may transfer additional resources (ERDF / ESF).
JETforCE must link up to initiatives funded under the JTF in its relevant partner regions. Partners from DE, HR and PL will be responsible for this synergy in all project phases (developing, piloting and policy integration). (EN), Horizon Europe projects funded on call “Fostering a just transition in Europe - HORIZON-CL5-2021-D2-01-12” (EN) | Projects funded by Horizon Europe call “Fostering a just transition in Europe” should begin in 2022. Projects (Research & Innovation Actions) will provide better understanding of distributional repercussions of the transition to climate neutrality. Citizen engagement is part of this. JETforCE will contact coordinators of approved projects/partners in CE area and invite them to share knowledge (particularly in A1.2) and form part of transnational engagement activities (A3.1). (EN), LIFE Clean Energy Transition sub-programme – projects funded under annual calls (EN) | The LIFE Clean Energy Transition sub-programme support the delivery of EU policies in the field of sustainable energy. Projects can cover priorities such as national, regional and local policy frameworks and involving and empowering citizens in the clean energy transition. One topic focuses on coal regions. JETforCE will contact coordinators/CE partners of projects approved on annual calls and invite them to share knowledge (A1.2) and form part of transnational activities (A3.1). (EN), Interreg Central Europe – projects funded on SO2.1 and other SO (particularly SO1.1 for digitalisation and SO2.5 for mobility) (EN) | JETforCE seeks peer exchange with projects funded on energy transition under Interreg Central Europe (SO2.1). EuropeanGreenDeal With our energy transition focus, JETforCE is in line with the Green Deal aim to transform the EU into modern, resource-efficient and competitive economy.
Transnational cooperation supports local authorities in moving towards an inclusive energy transition that prioritises energy efficiency, renewable energy sources and use of digital technologies.
We strive towards just transition, ensuring that no person or place in Central Europe is left behind and tackling inequality and energy poverty.
TerritorialAgenda2030 JETforCE is coherent with the Just Europe priority that offers future perspectives for all places and people. We set energy transition in this framework, ensuring that all citizens (even the most vulnerable) benefit from energy transition and that all territories (even those dependent on fossil fuels) limit negative socio-economic impact.
Within the Green Europe priority, we are in line with the aim to protect common livelihoods and shape societal transition and to empower local communities.
EUStrategyDanubeRegion JETforCE includes partner organisations from EUSDR participating countries.
Submitted under SO 2.1 (Supporting the energy transition to a climate-neutral central Europe), JETforCE contributes directly to the Energy Priority Area (PA2).
PA2 has a range of actions related to technological development in energy efficiency and renewables, including cutting edge digitalisation. Moreover, PA2 has the target to elaborate an Energy Poverty Reduction Action Plan for the Danube Region.
EUStrategyAdriaticIonianRegion JETforCE includes partner organisations from EUSAIR participating countries.
However, the project does not contribute directly to any of the specific objectives of the 4 pillars of the strategy (sustainable tourism, environmental quality, connecting the region, blue growth).
EUStrategyBalticSeaRegion JETforCE includes one partner organisation from the Baltic sea region, the Polish partner representing Lodzkie region.
JETforCE is relevant to EUSBSR Policy Area on Climate neutral societies, in relation to the energy transition objective (3.2), particularly regarding the measures to strengthen the involvement of citizens.
EUStrategyAlpineRegion JETforCE includes partner organisations from EUSALP participating countries and regions.
JETforCE is in line with the 3rd Thematic Policy Area: Environment and Energy. In addition to overall coherence, this area looks to support a more inclusive framework for environmental and energy related initiatives, in line with our focus on a just transition based around citizen engagement.
Other JETforCE contributes to the European digital transformation strategy, with our focus on how digitalisation can support a just energy transition.
We are in line with the strategy’s focus on digital inclusion, to ensure that everybody can contribute to and benefit from the digital world, in our case in terms of participation and of energy measures. We are also fully coherent with the necessary push to ensure that digital transition and green transition go hand in hand.
Other JETforCE contributes to the European skills agenda for sustainable competitiveness, social fairness and resilience, thanks to our focus on citizens and on bridging the digital gap within communities.
The project is particularly in line with item 2.5 Skills to accompany the green and digital transitions in jobs and beyond, enhancing the capacities of public authorities and other stakeholders to use technologies for engagement and digitalisation of the energy sector in a Just Transition framework.
