The European Green Deal and the following Circular Economy Action Plan and Renovation Wave Strategy have singled out buildings as key areas for action, as the EU pushes forward with its green transition towards carbon neutrality. With inefficient buildings, lack of internal capacities of stock managers, availability of quality baseline data regarding performances of buildings and comprehensive tools for sustainable data management of buildings, Central Europe is lagging behind with execution of EU renovation targets. MESTRI-CE project aims to develop methodology to support transposition of new EU requirements for each element in the buildings (re)construction investment process: building standards and tools, data management, technical and economic assessment, underwriting processes, forecasting savings potential, measurement, verification and reporting. MESTRI-CE will bring positive changes in 5 CE countries (Croatia, Italy, Austria, Germany and Poland) by addressing both supply and demand side of the renovation market through: - Development of Smart Data Hub for sustainable management of buildings and Evaluation toolbox needed for identification of investments - Enhancement of building methodology for design of new and renovation of existing buildings based on sustainability and climate-neutrality criteria - Development of methodologies for innovative green financing models which will engage citizens as investors, increase transparency and prevent green-washing of investments - Establishment of 5 permanent Advisory hubs for project developers in pilot regions - Adoption of 3 joint Strategies for long-term utilization and financing of buildings Cooperation between 21 regular and associated partners composed of cross-disciplinary experts is needed to ensure the effective transposition of EU tools and initiatives (e.g., Level(s), Digital Building Logbook, Green Bond Standard) and provision of best practice policies from more advanced CE regions.

Actual Achievements (EN):

Most of the project's first-year work was related to implementing activities within WP1 - Smart Data Management. The specific objective of this WP is to improve the overall management of buildings, integration of data on buildings and their interoperability with digital tools in 5 EU regions. To accomplish that, the first set of activities was focused on the establishment of a Joint working group (CE level) for building data, building management and technical standards, Analysis of current systems for management of buildings, as well as Analysis of current renovation strategies and legislative/strategic multi-level planning frameworks. Requirements for the creation for the MESTRI-CE Smart Data Hub were developed (which was also a project milestone) and a Hackathon for the design of the MESTRI-CE Smart Data Hub was organized. Five launch conferences were organized, and Regional Working Groups with Roadmap for engagement of stakeholders were developed. Besides the first milestone, one output was delivered within the first project period: - Organisations cooperating across borders in the form of a signed Partnership Agreement between 10 partners who will work jointly on implementing the project activities and outputs. Within the WP2, the specific objective is to develop methodology and evaluation tools for supporting the transposition of new EU building standards in 5 EU countries. The first step to accomplish this was the activities within A2.1 Status quo analysis on existing building standards and framework for energy efficiency and sustainability in Central Europe. They included a Report on current building standards and framework for energy efficiency and sustainability in CE, a Comparative analysis of current building standards and framework for EE and sustainability in CE and an Assessment of integration of Level(s) indicators/metrics to analyse building standards/ frameworks. Also, Criteria for the creation of the MESTRI-CE Sustainable Building Methodology were developed. The WP3 specific objective is to support, mobilize and standardize investment and monitoring procedures for innovative green financing schemes in five CE countries in order to build trust among capital market stakeholders with citizens and private investors as key investors. Here, the first activities were also related to Status quo analysis on financing models and instruments in Central Europe - Baseline on financing models and instruments, potentials and policy frameworks in partner countries, Case study analysis of successful green financing schemes, standards and investment platforms and Individual gap analyses for innovative energy financing models, standards and investment procedures. It is important to mention that Slovenia, even though not a pilot country, decided to take part in the piloting activities. Most of the project's first-year work was related to implementing activities within WP1 and setting-up the baselines in other work packages, while the project's second year was more focused on the activities related to piloting and dissemination/capacity building through the organisation of numerous events. The specific objective of WP1 is to improve the overall management of buildings, integration of data on buildings and their interoperability with digital tools in 5 EU regions. The activities conducted within WP1 were focused on updating the Requirements for the creation of the MESTRI-CE Smart Data Hub (SDH) and the beginning of the implementation and development of the SDH for pilot countries. Beside this, the document which is the integral part of SDH, containing explained and justified vision for long-term utilization of individual buildings in regard to their functionality, energy consumption, operation costs, resulting with defined plan for maintenance, renovation or annexing of building was developed - D1.4.1 Vision for long-term utilization of individual buildings. The Training Curriculum (D1.5.1), which serves as guidance for performing training for stakeholders during workshops, was developed with input from all partners. A handbook, in the form of a step-by-step guide for building owners from the public and private sectors, was made, explaining the general importance of effective management of buildings and the MESTRI Smart Data Hub functionalities. Five Bilateral Master Classes for internal knowledge transfer in preparation for pilot actions were organized. Partners also identified their implementation groups from various stakeholders and created plans for the market roll-out of the Smart Data Hub solution. Within WP2, the specific objective is to develop methodology and evaluation tools for supporting the transposition of new EU building standards in 5 EU countries. Here, four deliverables were finished during second year of the project. National round-table sessions with building specialists were organized (2 per piloting country + Slovenia). Evaluation Toolbox Demo Event was organized within the framework of the PM in Bolzano (Italy) in an interactive form/workshop for all pilot partners and beneficiaries as a demonstration of the toolboxes' functionalities. Step-by-step guide on MESTRI-CE Sustainable Building Methodology explaining the whole MESTRI-CE SB Methodology upgrade of existing standards and transposition and integration of the EU sustainable buildings framework, providing guidance on the use of the Evaluation toolbox was developed. Advisory Hubs for project and policy developers were established in each pilot region as a general support for project developers willing to use MESTRI-CE technical and financial tools and methodologies. Within WP2, the second project milestone was accomplished - Setting up of national Advisory Hubs. The WP3 specific objective is to support, mobilize and standardize investment and monitoring procedures for innovative green financing schemes in five CE countries in order to build trust among capital market stakeholders with citizens and private investors as key investors. Among other activities, during the second year of the project, two guidelines were developed - Guideline for financing with innovative models and support schemes and Becoming investors and prosumers – a set of communication materials for citizens. Expert missions to other Central European regions were conducted as a form of knowledge transfer and capacity building. Implementation groups with plans for the realization of financing actions and schemes were identified for each pilot country, giving them support in the planned market uptake actions. The activities mentioned here are just those for which the deliverables were finalized within the second year of the project. Besides them, numerous other activities were conducted such as organisation of roundtables within WP1, WP2 and WP3, development of MESTRI-CE Sustainable Building Methodology, Bilateral consultations, etc.

INCORPORATEE - Incorporate sustainable structures for Energy Efficiency projects in Austrian Smart Cities (Horizon 2020) (EN) | IncorporatEE project aims to realise EUR 60 million of total investments (EUR 32 million in energy-related measures) in major renovations, improvement of building services and installation of renewable energy sources in public buildings in Austria.
Synergies on two key project outputs could be foreseen:
- Development of sustainability standards for Austrian cities Salzburg and Villach - Results could be used as inputs and baseline for discussion on development of MESTRI-CE sustainable building methodology
- Development of internal financing models within the two cities in order to be able to finance investments in energy-efficient renovations in the long term – Green financing models for energy renovation of buildings could be developed jointly with MESTRI-CE (EN), SMAFIN - Supporting smart financing implementation for energy efficient Balkan Buildings (Horizon 2020) (EN) | SMAFIN is an ongoing project which aims to organize national round-table events about smart financing for energy efficiency projects. The round-table events bring together EU policy makers, national and local authorities, financial, enterprise, construction and academic sector and facilitate thoroughly energy efficiency investments in renovation.
MESTRI-CE project has a more specialized topic (buildings only) but joint events could be organized for achieving a synergistic effect, considering that SMAFIN has already managed to engage key stakeholders of MESTRI-CE project. (EN), SCCALE 20-30-50 - Sustainable Collective Citizen Action for a Local Europe 20-30-50 (Horizon 2020) (EN) | SCCALE 20-30-50, a Horizon 2020 project that aims to develop a set of tools, resources and coaching techniques to support the set-up and operation of energy communities. The project aims to strengthen the collaboration between energy cooperatives and local authorities including cities and municipalities on various types of energy efficiency projects including the renovation of buildings.
The project will gather develop technical tools and financing models suitable for citizen collective actions. Synergy with MESTRI-CE can be foreseen in the aspect of joint assessment and development of citizen financing models for energy renovation of buildings and creation of materials for engagement of citizens as investors. (EN), Build-In-Wood - The eco-benefits of building with wood (Horizon 2020) (EN) | Build-in-Wood project addresses the challenge of climate neutral (re)construction of buildings with innovative testing of materials and components as well as structural systems and façade elements for multi-storey wood buildings fit for both new construction and retrofitting. The project will make life-cycle, socio-economic and safety assessments tools whose results and methodology could be used for MESTRI-CE Evaluation toolbox of potential EE intervention measures for reaching climate-neutrality of buildings. (EN), re-MODULEES - An umbrella framework for a low carbon building stock (Horizon 2020) (EN) | The EU-funded re-MODULEES project will develop an EU-wide umbrella platform for the renovation of existing EU residential buildings and will join and combine knowledge, approaches and tools already available within its clear modular framework, so to optimize their uptake on local markets. MESTRI-CE project will initiate the cooperation with the platform in order to learn about existing tools and standards developed by re-MODULEES which could be further developed during the MESTRI-CE project. (EN), ManagEnergy initiative (European Commission) (EN) | ManagEnergy is a European Commission initiative dedicated to regional and local energy agencies with the objectives of assisting them in becoming leaders in the energy transition and of increasing sustainable energy investments in regions and cities. ManagEnergy organised many capacity building workshops in different Member States. MESTRI-CE will develop its own training curriculum and trainings for project developers which could be integrated with the official ManagEnergy masterclasses, or held on their own. (EN), NetZeroCities (Horizon 2020) (EN) | NetZeroCities supports the implementation of the EU 100 climate neutral cities by 2030 Mission. The approach to the engagement of cities and the portfolio of solutions and tools for climate neutrality will be utilized and linked to in the implementation of the project activities in WP1. REGEA is part of the NetZeroCities consortium. (EN), Life for LCA LCC Level(s) (LIFE programme) (EN) | LIFE Level(s) project is directed towards mainstreaming sustainable buildings in Europe through greater awareness and use of the specified indicators within the framework of Level(s), a set of common European Union indicators to address life cycle environmental performance of buildings. Synergy with this project will be initiated by MESTRI-CE Joint working group for tools and standards who will explore LIFE Level(s) solutions for integration of Level(s) methodology for assessment of environmental performance of buildings into MESTRI-CE sustainable methodology and Evaluation tool (WP2). Joint organization of capacity building activities and publicity events will also be explored. (EN), C-Track 50 (Horizon 2020) (EN) | C-Track 50 aims to mobilise and guide public authorities at a local and regional level, in order to achieve climate resilience and carbon neutrality by 2050. Public authorities as largest individual building stock owners and managers represent MESTRI-CE's primary target group. Joint cooperation with C-Track 50 project could be established with: organization of round-tables and bilateral exchanges on the topics of improving technical competencies of regions and local authorities in integrated energy planning and management of buildings and by inclusion of MESTRI-CE tools and materials (Smart Data Hub, Evaluation toolbox, Green financing methodology with documentation) into C-Track 50's knowledge repository. (EN), New European Bauhaus (NEB) (EN) | The New European Bauhaus initiative supports transformation of buildings and places that we live in based on three inseparable values: sustainability, aesthetics, and inclusion. Synergy foreseen with MESTRI-CE project is with NEB’s thematic axe #4: fostering long term, life cycle and integrated thinking in the industrial ecosystem; related in this case to buildings - fostering re-use, renovation, circular economy, use of natural materials, lower energy demand, renewable energy sources and digital tools that can improve the sustainability performance of buildings.
REGEA and CasaClima are Official Partners of NEB and will work proactively on implementation of NEB values into project activities and deliverables in MESTRI-CE's WP1 and WP2. (EN), RenoWave (Interreg Baltic Sea Region) (EN) | The RenoWave project will pilot a renovation support services in form of a one-stop-shop: virtual and/or physical place where building owners can find all information and services they need to implement an ambitious global energy renovation project. This concept is similar to MESTRI-CE's Advisory hub and synergies and cooperation on this topic will be established to exchange expertise and experiences on the best approach/concept for foundation of OSS/Hubs, especially in the region common to both projects (Poland). Contribution to wider strategies and policies:

EUStrategyAdriaticIonianRegion The MESTRI-CE project outputs will have a positive contribution to one pillar of the EUSAIR within the area of Central Europe which covers the Adriatic region:
1. Pilar 3: Environmental quality – MESTRI-CE promotes the transition towards climate neutral buildings and its results will contribute to the goal of the EU Biodiversity Strategy to halt the loss of biodiversity and the degradation of ecosystem services by ensuring a minimal impact on environment and waste flows caused by (re)construction of buildings. By performing a life cycle assessment of different technical solutions to (re)construction optimal combinations of technology and building materials will be deemed as acceptable.
EUStrategyAlpineRegion The MESTRI-CE project outputs will have a positive contribution to several priorities of EUSALP within the area of Central Europe which covers the Alpine region:
1. Thematic Policy Area: Economic Growth and Innovation:
- Priority: Improving and developing support for enterprises: MESTRI-CE will perform continuous capacity building and technical support for enterprises interested in development and securing financing sources for their sustainable energy projects. Crowdinvesting, as an innovative digital financing platform will be intensively promoted within the project, including a support for adaptation of platforms to the Regulation 2020/1503 on European Crowdfunding Service Providers for business.
2. Thematic Policy Area: Environment and Energy:
- Priority: Building further on the position of the Alpine Region as world-class in terms of energy efficiency and sustainable production of renewable energy: the focus of MESTRI-CE is on optimal management of private and public buildings and ways of improving their energy characteristics towards climate neutrality through development of state-of-the-art tools, policy recommendations and innovative financing models.
EUStrategyBalticSeaRegion The MESTRI-CE project outputs will have a positive contribution to several policy areas of EUSBSR within the area of Central Europe which covers the Baltic region:
1.Policy Area: Energy
- The focus of MESTRI-CE project is on optimal management of private and public buildings and ways of improving their energy characteristics towards climate neutrality which will contribute to overall energy independence and, with increased use of local renewable energy sources, to higher security of energy supply.
2.Policy Area: Innovation
- MESTRI-CE project will perform continuous capacity building and technical support for enterprises interested in development and securing financing sources for their sustainable energy projects. Crowdinvesting, as an innovative financing model will be one of the main models promoted within the project, including a support for adaptation of platforms to the Regulation 2020/1503 on European Crowdfunding Service Providers for business.
EUStrategyDanubeRegion The MESTRI-CE project outputs will have a positive contribution to several priorities of EUSDR within the area of Central Europe which covers the Danube region:
1. Priority Area 2: Sustainable energy:
- Action 2: Promotion of energy efficiency and use of renewable energy in buildings and heating systems – Climate neutral buildings which are promoted by the project will require exceptional energy efficiency levels and high amount of locally produced renewable energy
2. Priority Area 6: Biodiversity and landscapes, quality of air and soils:
- Action 9: Take measures to gradually reduce air pollution, with as a minimum step to respect the limit values for pollutants according to the Air Quality Directive – Increased utilization of renewable energy sources which is one of the main components of transformation to climate neutral buildings will result in improved local air quality and higher energy efficiency with lower energy demand.
EuropeanGreenDeal The MESTRI-CE project outputs will have a positive contribution to a large number of EU Green Deal key elements:
1. Increasing the EU’s climate ambition for 2030 and 2050 – MESTRI-CE targets decarbonization of both public and private buildings who have been identified as largest energy consumers and sources of GHG emissions. Plans for long-term utilization of buildings developed within the project will be aligned with Green Deal’s 2030 and 2050 energy targets.
2. Supplying clean, affordable and secure energy – Climate neutral building rely on locally produced renewable energy sources which increases overall energy security and resilience towards changes of energy prices.
3. Building and renovating in an energy and resource efficient way – The project primarily aims to support the Renovation wave of public and private buildings by providing concrete technical and financial solutions for increasing renovation rates in pilot CE countries. It will also ensure that the design of new and renovated buildings at all stages is in line with the needs of the circular economy and leads to increased digitalisation and climate-proofing of the building stock.
4. Financing the transition – MESTRI-CE project will provide different financing solutions in order to unlock the needed public and private finance sources and fill the energy efficiency investment gap. This will be done with intervention towards both supply and demand side of the market through standardization of the investment process, intensive capacity building of both project developers and financing institutions and piloting of a pipeline of green investments.
TerritorialAgenda2030 The MESTRI-CE project outputs will have a positive contribution to a key priority of the Territorial Agenda 2030 within the area of Central Europe region: Green Europe that protects common livelihoods and shapes societal transition, especially in the following sub-priorities:
1. Healthy environment - Climate neutral buildings promoted by the project will result in increased resilience of pilot regions impacted by climate change
2. Circular economy - Criteria for selection of optimal energy renovation measures for buildings which will be developed within the project will be based on the life-cycle assessment methodology and will require minimum long-term environmental impact and carbon footprint. Such requirements will result in maximum resource efficiency of the whole buildings (re)construction process.
