Description (EN):

PopUpUrbanSpaces helps to solve the problems of FUAs resulting from car-oriented mobility: cars take away scarce public spaces from people and important urban functions, while creat congestions, contribute to high GHG emissions and negatively affect environment and the health of residents. To achieve a behavioural change towards sustainable forms of urban mobility, people need to understand its consequences and be ready to abandon their cars in favour of public transport and active modes. However, local authorities in small-medium sized towns in CE don’t have the competences and tools to raise awareness of decision-makers, residents and influence travel behaviour. The PopUpUrbanSpaces approach is based on the concept of “Show and Tell”: a)the project enables cities to apply innovative methods based on tactical urbanism/placemaking practices to SHOW citizens (and decision-makers) through pop-up interventions what it would be like to have streets, public spaces not dominated by cars. b)the project develops innovative digital campaigning tools/methods to TELL (explain) people the risks of car-oriented urban mobility. To meet its objectives, the project takes existing knowledge to design a capacity-building strategy (O 1.2)and train partners in tactical urbanism/digital campaigns. Using this knowledge partners design plans for demonstration actions, implement and assess them (O 2.1). Then, using the lessons from the pilot, the partnership develops and disseminates solution (O 3.1) tailored to the target group.To scale up project results, pilot cities also develop territorial plans that recommend specific interventions as well as policy proposals (O 3.2). Urban-rural partnership networks (O 1.1) facilitate closer interrelation between the main centres and the surrounding communities. Addressing the challenge on a transnational level facilitates sharing knowledge and experience between partners to develop common solutions and gives the results transnational visibility.

Actual Achievements (EN):

Six months into the project, the consortium has already managed to register some basic but essential progress starting with the establishment of a knowledge base following both desktop and field research, as well as a direction for future work based on the assessment of the research outcomes. We finalize all the deliverables in the Activity 1.1 under Work Package 1. With the finalizing the Baseline study and Good practises catalogue we are preparing the public sector actores to get a common understanding of the current state of the art about the use of innovative tactical urbanism, placemaking and digital campaigning methods to raise awareness and influence travel behaviour requires a In addition to this documents, the key findings, conclusions, benefits are also be presented in other formats, more specifically, a strongly visual presentation slide deck and a set of infographics. These tools will be used for multiple purposes: partners and other interested cities can use them to present the findings to local stakeholders, and the partnership can also use these tools to support the dissemination process Also, the partnership finalizes the first deliverables in Activity 1.2. establishing the urban-rural partnership (developing closer interrelations between the main centres and their surrounding communities and jointly tackling mobility challenges) The Lead partner have provided a clear methodology to build the urban-rural partnership and all partners have established their own and also transnational networks. The main start of workshops will be done in the next periods. In the first period the partnership also conclude with Training Needs Analysis.This activity was done to understand the existing competencies and knowledge of public actors. All this information are important to develop the first main output Capacity Building Strategy which will be finalize in period 2 and will lay the foundations of knowledge transfer and the development of competencies of urban actors. In addition, the project PopUpUrbanSpace started to contribute ( exchange of the first information, and agreeing on participation on their meetings) to the capitalization of the results and sharing synergies with other projects from CE and also other EU programs ( Urbact). The project partnership has already managed to register some important progress starting with the establishment of a knowledge base following both desktop and field research, as well as a direction for future work based on the Capacity Building strategy. Based on the inputs from A1, A2, D1.3.1 and D1.3.2, the PopUpUrbanSpaces Capacity Building Strategy was developed. The strategy presents the needs, goals, competencies and knowledge that enable public sector (mainly local authority) staff members to use tactical urbanism/ and digital campaigning methods effectively to trigger a shift towards more sustainable forms of urban mobility and influence the travel behaviour of citizens. The strategy aims at preparing urban actors, local authority staff and other stakeholders to use tactical urbanism and placemaking methods, as well as digital campaigning tools to trigger a shift towards more sustainable forms of urban mobility and influence citizens’ travel behaviour. The added value of the strategy: -Comprehensive cover WHAY, the HOW and WHAT OF tactical urbanism/tactical transit and digital campaign -Practical_ it provides a roadmap for preparing the training, local plans, also taking in account the limitations of small-medium cities -User friendly-accessible not only for professionals but also for city official and also for decision-makers -Part of a complete solution of tactical urbanism that builds on each other and if applied on concert manner can make a major local impact -Contain various read-made adaptable scenarios, practical solutions, training, that can be applied by cities. The strategy follows a practical universal approach and has a lot of transferability potential (which we will do in the perio 3). Though the inputs are derived from the knowledge and territorial partner countries, its content can be applied to other target groups in other European countries. Planned measures to support such a transfer of knowledge will be applied during project implementation and beyond mainly by the cooperation network of trained and empowered local mobility ambassadors who support municipalities, local administrations and citizens in designing and implementing ambitious community actions and local policies contributing to the shift towards sustainable urban mobility. It is presented in a format that is easy to use and adapted by other beneficiaries is a easy user friendly practical strategy, completed with specific methodologies which can be easily applied by other urban areas in interested in capacity building on the tactical/transit urbanism. The final part of activities in this period was preparing the training program (detailed training script with a slide deck and descriptions) for the 2-day training for territorial partners to use tactical urbanism/digital campaigning methods to raise awareness/influence and travel behaviour. The training was conducted together with partner meetings and at the end of the training, the TP had an exam for receiving the title “PopUP mobility ambassadors”. All partners have participated on this training and passed the exam and received the title PopUpmobiltiy ambassadors. All partners and associated partners have signed the Letter of Commitment (LoC) for the uptake of the PopUpUrbanSpaces Capacity Building Strategy and with this, we have delivered the change in the capacity building which will be applied through or by the local administration (planners) when working on city mobility and spatial development actions. In addition, the project contributes to the capitalisation of the results and sharing synergies with other projects. The second important task was establishing the cooperation network (1) of trained and empowered local mobility ambassadors (15) who can support municipalities, local administrations, and citizens in designing and implementing ambitious community actions and local policies contributing to the shift towards sustainable urban mobility. In addition, the project contributes to the capitalisation of the results and sharing synergies with other projects. We attend the meeting of the project U-R-NTL (URBACT) and present the project there and also invite on our partner meetings project from the Interreg Central community ( GINERVA and GRETA). Six months of the third period into the project, the consortium has managed to register some important progress necessary to start the pilot activity. The consortium started with activities with WP 2 ( WP 1 was finished at the end of the second period). The first activity was Transnational planning workshops for pilot cities to deliver action plans for demonstration actions (1) which was organised on the start of the period as part of the Partner meeting in Varaždin. The second most important activity was delivering the three Transnational action plans to deliver demonstrations. These action plans serve as roadmaps for the relevant cities/pilot cases to implement the territorial demonstrations. Each action plan is focus on own group of pilot activity: A tactical urbanism action plan, Tactical transit action plan and Digital campaigning to raise awareness. All partners cooperate with knowledge providers to deliver action plans. The action plans now serve as a guideline to implement pilot actions. In the third period we also start to prepare the Assessment methodology which will serve as a detailed methodology and guide (1)covering the approach, specific steps, and methods of assessing pilot actions. All activities were done as planned in AF. During the fourth period of the project, the team has achieved important progress, particularly in the implementation of pilot activities. All city-level partner organizations have been actively involved in these pilots. Some partners have even reached the final stages of their pilot work, demonstrating tangible outcomes and insights. The partners who provide the knowledge to the project partnership overseeing the pilot activities have played a key role in ensuring quality and consistency. They regularly monitor progress, gather feedback from participating partners, and organize online meetings to exchange knowledge and provide support. This collaborative approach has strengthened the delivery of the pilots and helped partners learn from one another’s experiences. In parallel, the partner organization EMFIE has prepared an assessment methodology, a document that outlines how to evaluate the results of the pilot activities in a consistent and transparent way. This assessment tool helps partners reflect on the successes and challenges of their pilot work. Building on this, the partnership also organized a peer review session focused on sharing experiences from pilot delivery. This session allowed participants to review information, share their experiences, and offer constructive feedback to one another. Two online meetings, held on October 14 and December 4, 2025, provided valuable opportunities for partners to discuss the final steps of their work. Beyond the pilot activities, the project has made significant efforts to build synergies with other related initiatives, thereby amplifying the impact of our work. For example, the lead partner City of Kamnink participated in an international event in Varaždin, where partners from the “InterAct Green” project—closely aligned with the themes of the New European Bauhaus—gathered to discuss sustainable urban development. By presenting the project at this event, we expanded our network and shared knowledge that supports the broader objectives of sustainable cities and communities. Additionally, we invited representatives from another Interreg Central Europe project, known as “ParKingXXl,” to participate in our Steering Committee meeting. Although this meeting had to be held online due to unexpected floods in the Krems area, the exchange of ideas and experiences was still very productive. This cooperation not only enriched our project by bringing in fresh perspectives but also allowed us to contribute our own lessons learned to others in the Interreg community. In the fourth period of the project, the consortium has already managed to register important progress, starting with implementing pilot activities - activity 2.2 (all city level partner work on it). Some partners are already on the end of their pilots as example PP2 and PP8. The leaders of the pilot groups monitor improvement, receive feedback and organize a online calls to exchange knowledge and to be support to the pilot partners. The leader of the activity A2.3 prepere the Assessment methodology (D2.3.1) and the partnership deliver the Peer review session on transnational demonstration actions (D2.3.2). Participants review information from the assessments, share their experiences from pilot delivery and provide feedback to each other for final part of their work (online meetings on the 14.10 and 04.12.2025. In addition, the project contributes to the capitalization of the results and sharing synergies with other projects. LP has also worked on international promotion of the project in Varaždin, where a meeting of the partners of the "InterAct Green" project, thematically linked to the New European Bauhaus (NEB) took place on 4th and 5th February 2024- the LP presented the project there. We also invite the project from Community of Interreg Central ( ParKingXXl) to our SC meeting (which was online, because it was plannned to be life meeting in Krems-but because of the floods we canceled).

(EN), SUNRISE – Sustainable Urban Neighbourhoods – Research and Implementation Support in Europe (Horizon 2020 (EN) | SUNRISE is a closed project that developed, implemented, assessed and facilitated learning about new, collaborative ways to address common mobility challenges at the neighbourhood level. This connects to our project from the point of view that it also actively involved citizens and worked with and for them – just like we are planning to do in order to reach our sustainable mobility objectives.

(EN), EN-UAC – Urban Accessibility and Connectivity (Horizon 2020) (EN) | EN-UAC is an on-going project that is pooling resources from 22 research and innovation funding organizations of 16 countries to implement joint actions in the area of urban mobility, accessibility and connectivity. It aims to create and consolidate a transnational ecosystem for inter- and transdisciplinary research and innovation and enhanced science-policy cooperation to drive transitions towards such sustainable, inclusive models for urban accessibility and connectivity. Our project will be able to capitalize its results into our work, when building on already existing knowledge to tailor-make to the needs of CE towns.

(EN), FLOW – Furthering Less Congestion by creating Opportunities for more Walking and cycling (Horizon 2020 (EN) | FLOW is a closed project that created a link between walking and cycling and congestion by developing a user-friendly methodology for evaluating the ability of walking and cycling measures to reduce congestion. The project intended to achieve that walking and cycling are put on equal footing with other modes of transport. The results of this project can serve as an input to PopUpUrbanSpaces, supporting their activities and awareness-raising activities about the importance of the active modes of transport in the mobility mix of cities.

(EN), CIVITAS SATELLITE – Support Action Towards Evaluation, Learning, Local Innovation, Transfer and Excellence (Horizon 2020) (EN) | CIVITAS ELEVATE is an on-going project that aims to increase the Europe-wide impact of the CIVITAS (R)IA’s on urban mobility policy making. PopUpUrbanSpaces
could build on the results of the project, intending to achieve a paradigm shift in mobility, leading to a greener solution. MOBILITY4EU project put an emphasis on inter-stakeholder dialogue and collaboration that is also of key importance in our project.

(EN), MIND-SETS - Mobility Innovations for a New Dawn in Sustainable (European) Transport Systems (Horizon 2020) (EN) | MIND-SETS is a closed project that provided a new approach to understanding mobility as part of the overall changing lifestyles of different population groups across Europe. The project applied a new approach that brought mainstream sociologists, environmental psychologists, health and lifestyle specialists and economists together with sustainable mobility and travel behaviour specialists. Thus their results can be useful during our activities aiming to achieve behavioural change of citizens, resulting in a more sustainable mobility.

(EN) | RECIPROCITY is an on-going project that provides answer to the following question: how the results of mobility pilot projects can be used in order to implement smart city strategies, community initiatives and innovative mobility solutions more efficiently and faster, in order to tackle the challenges of urbanisation, climate change and digitalisation. The findings of this approach can be useful during the pilot actions of the PopUpUrbanSpaces project.

(EN), Cities-4-People - New approaches for community-driven sustainable mobility innovations at neighbourhood and urban district level (Horizon 2020) (EN) | Cities-4-People is a closed project that introduced a community-driven People Oriented Transport and Mobility (POTM) framework based on participatory, inclusive and transparent innovation processes. Involving citizens and local stakeholders in an interactive and innovative way during our work is also top priority. To ensure coordination and avoid overlaps, our partnership will get in touch with the partnership of Cities-4-People project and consult with them about their results.
(EN), MUV – Mobility Urban Values (Horizon 2020) (EN) | MUV is a closed project, which some similar to PopUpUrbanSpaces, aimed at reaching the behaviour change of communities to reduce urban traffic, focusing on raising awareness rather than investing in infrastructure. Their methods included gamification, new forms of communication, and co-creation. PopUpUrbanSpaces
will also concentrate on soft measures and behavioural change of citizens but put more emphasis on urban acupuncture, urban DNS, guerrilla urbanism, pop-up urbanism, city repair, D.I.Y. urbanism, planning-by-doing, urban prototyping.

EuropeanGreenDeal Our project can contribute to the Sustainable and Smart Mobility Strategy of the Green Deal. With implementing our project, we aim to encourage citizens to change their behaviour and increase their commitment to address sustainable urban mobility systems, using innovative green approaches and digital technologies. The combination of different modes of transport will result in a significant cut in emission, due to smart, accessible and affordable tactical urbanism solutions.
TerritorialAgenda2030 PopUpUrbanSpaces contributes to A GREEN EUROPE, offering sustainable green solutions to urban mobility challenges of Central Europe. Our project is in coherence with the ‘sustainable connections’ aim of the Agenda. Good practices of new socially and environmentally progressive models will be included into the project implementation in order to cooperate on multimodal and environmentally friendly accessibility of urban areas. We aim to use the already existing knowledge of experts and with tailor-make them to support the societal transitions in towns of Central Europe.
EUStrategyDanubeRegion PopUpUrbanSpaces project includes partners from the participating countries of this Strategy. The project is submitted under Priority 2. Cooperating for a greener central Europe. PopUpUrbanSpaces aims to make urban mobility systems in CE more sustainable with changing people’s behaviour and encouraging them to use the combination of public transport and active forms of transport instead of cars, using innovative approaches.
EUStrategyAdriaticIonianRegion PopUpUrbanSpaces the project includes partners from the participating countries of this Strategy (SI, I,HR). Although, PopUpUrbanSpaces doesn’t contribute directly to any of the main pillars of this strategy.
EUStrategyBalticSeaRegion PopUpUrbanSpaces project includes partners from the participating countries of this Strategy (PL). PopUpUrbanSpaces contributes to the Policy Area Transport in case of this Strategy. Our project will implement its actions in order to facilitate the functioning of a sustainable and efficient urban mobility system – using the knowledge and experience of its transnational partnership.
EUStrategyAlpineRegion PopUpUrbanSpaces project includes partners from the participating countries of this Strategy. Our project contributes to the 2nd Thematic Policy Area: Mobility and Connectivity (with the objective of providing sustainable internal and external accessibility to all). PopUpUrbanSpaces will provide solutions to the challenges of the region, with developing sustainable and smart solutions for urban mobility, that can be used not only in the partner countries.
Other PopUpUrbanSpaces contributes to the European Sustainable and Smart Mobility Strategy about transforming the EU transport system to become greener and more digital with developing sustainable mobility solutions, taking the characteristics of Central European towns into consideration.
Other THE NEW EUROPEAN Urban Mobility Framework (2021) tactical urbanism solution are appointed as one of new intervention in public space, aiming to discourage car use and encourage greater sustainable mobility by all citizens which are the main objective of project PopUpUrbanSpaces. Strategy, territorial plans and position paper will be in line with the EU “Urban Mobility Package”.
Other The New European Bauhaus is a creative and interdisciplinary initiative that connects the European Green Deal to our living spaces and experiences. The New European Bauhaus initiative calls on all of us to imagine and build together a sustainable and inclusive future that is beautiful for our eyes, minds, and souls. With the project, we will tackle principles of sustainability, inclusiveness and aesthetics into climate-neutral urban transformation.
