Description (EN):

The Central European Green Belt (CE EGB) represents a European wide, unique network of ecologically important habitats and protected areas. However, challenging developments such as increasing land use pressure, fragmentation and climate change are having a detrimental effect on, leading to a decline in biodiversity and habitat degradation. For this reason, ReCo aims to provide solutions to improve the protection and conservation of habitats along the CE EGB. A Transnational cooperation is essential, as the EGB extends across several countries and since ecological interconnectivity does not end at national borders. Restoration measures will help to improve ecological connectivity and thus support the biodiversity strategy of the EU. To achieve this goal, innovative measures are needed. Hence, ReCo will make use of innovative geo-information and data processing systems, but also by adopting a community-based development approach advocating for community to leverage funds and activities. ReCo will lead to (a) a Joint Transnatl. Restoration Strategy on disturbed or degraded ecosystems along the CE EGB to foster nature, biodiversity and EU GI by an improved interconnectivity of habitats, (b) 6 Jointly developed Regional Restoration & Connectivity Plans, (c) the consolidation of transnatl. & cross-border cooperation of stakeholders along the CE EGB, (d) 2 jointly developed practitioner guides. 6 pilot regions, local, regional and national public authorities, sectoral agencies, infrastructure and (public) service providers, NGOs & higher education & research orgs. will benefit from project activities and results by gathering competences to promote biodiversity & connectivity of valuable habitats. Work will be divided into 3 work packages: The 1. will mainly deal with the elaboration of a Joint Transnational strategy, the 2. will be dedicated to the practical implementation of pilot actions and the 3rd will focus on political mainstreaming & upscaling of results achieved.

Actual Achievements (EN):

The project started with preparatry activities for the implementation of the restoration measures in terms of Pilot actions, that will take place in more advanced stage of ReCo. The activities consisted in the identification and documentation of examples of good practices on ecological restoration in and outside the CE program area. Furthermore, PPs kicked-off the project with the organisation of study visits in Czech Republic in order to learn from examples of restoration of alpine meadows and pastures as well as wetland and pasture for European bison and wild horses in Czech Republic. The lessons learnt saved as a basis for handbook and (will later in the project be used as a base for following project documents) and will of course work as a base for implementation of Pilot actions. In order to prepare for the implementation of Pilot actions PPs also collected information on their Pilot regions and summarised them in a catalogue. They also built two Joint pilot teams that met several times during the 1st reporting period to work on a Joint implementation and evaluation methodology that all PPs will use to implement Pilot actions. In addition, some of the partners already start organising local stakeholder workshops in order to begin the process of forming alliances with their stakeholders and maximise community-based leverage effects, that in the future potentially will initiate additional funding or other activities for extension of Pilot actions. The Project consortium worked on collecting data for GIS-surveys. PPs submitted the proposal for the boundaries of 6 Pilot regions, in which the Pilot actions will be implemented so that the GIS-survey can be carried out for them in order to identify the spots with highest restoration potential and learn from it during the planning of the implementation of restoration measures in terms of the project as well as so that the partner gain and possibly use this data when they will continue the work on ecological restoration in their Pilot regions after the project lifetime. As the following step in preparation of pilot visits, PPs have worked on the organisation of peer review visits, that will occur later on in order to assess the Pilot actions. So far the methodology for the visits as well as the template for reporting during the peer review trips have been finalised. Finally, PPs who are implementing restoration measures within the project submitted their detailed plan of the development of the part of Joint pilot actions that they will implement. In that way PPs were able to assess the plans and evaluate if they are in harmony with the methodology and possibly identified and minimise the risk of some challenges. The first year of project implementation was complemented by two Partner meetings in person and monthly online partner meeting. PPs also already strengthened the transnational communication by organising the 1st meeting of Project advisory board. In the 2nd year of project implementation significant progress has been made in restoration of ecosystems, enhancement of biodiversity, and strengthening the ecological connectivity along the Central European Green Belt. Partners across six countries have worked collaboratively to identify and prioritize restoration areas using geospatial analysis, historical land cover data, and connectivity assessments. A comprehensive Working paper and accompanying Transnational atlas with map collection were developed, laying the foundation for future restoration planning and stakeholder involvement. One major achievement has been the drafting of a Transnational restoration and connectivity strategy. Led by LP, this strategy was shaped by national workshops, stakeholder consultations, and contributions from all partners, showcasing best practices and integrating feedback from different regions along the European Green Belt. The final version of the strategy is currently under review. Pilot actions across diverse landscapes – from wetlands and alpine pastures to lowland and mountainous habitats – and focussed on Natura 2000 priority species – European bison and wild cat have delivered tangible results. Restoration work has been carried out in Germany, Czechia, Slovenia, Poland, Austria. The work on the restoration measures in Italy had begun. Activities have included water body revitalization, meadow restoration, habitat mapping, and innovative use of VR/AR tools to raise public awareness. Stakeholder engagement was key, with dozens of local and national workshops organized to build partnerships and support long-term conservation goals. A series of peer review visits allowed partners to assess progress on the ground, share lessons learned, and collect valuable insights that will be used during the development of regional restoration plans. In parallel, two well-attended transnational workshops were held to communicate progress and foster dialogue on biodiversity conservation with relevant stakeholders. The second year of project lifetime was complemented by two Partner meetings in person and monthly online Partner meeting. PPs also already strengthened the transitional communication by organising the 2nd meeting of Project advisory board.

European Green Belt Initiative and European Green Belt Association (EN) | The European Green Belt Initiative connects 24 countries. Approx. 150 GOs and NGOs are working together organized in four sections – Fennoscandian, Baltic, Central European and Balkan Green Belt. The European Green Belt Association (EGBA) is responsible for the governance of the Initiative. It is a legal body provided legitimated to coordinate transnational activities. It ensures continuous communication about ReCo achievements, e.g. to different EU bodies, countries, potential donors and in regional and global networks. ReCo results will be rendered into diverse obligations the Green Belt countries have committed themselves to such as Natura 2000, EU 2030 Biodiversity Strategy and Green Infrastructure. (EN), Alpine-Carpathian-Corridor (EN) | The Alpine-Carpathian-Corridor has historically been a major migration route for wildlife (Red deer, Lynx, bear, wolf) between the Alps and the Carpathians crossing the Danube-March-Floodplains, but nowadays disrupted by grey infrastructure. As a part of the EU Strategy for the Danube Region (EUSDR) the Corridor is being restored to be reconnected. The joint Austrian-Slovakian Action Plan for the implementation (spatial planning) handbook will be included into ReCo activities. The Corridor’s structure has created a forum for the managers of these regions to share ideas and develop solutions which will also be integrated into ReCo. The Alpine-Carpathian-Corridor and the Green Belt are two European trans-national ecological networks crossing at the March-Floodplains along the Austrian-Slovakian border. (EN), BESTbelt - More power for the European Green Belt (EN) | BESTbelt (https://www.europeangreenbelt.org/best-belt/) provides funding for small nature conservation implementation projects along the European Green Belt. BESTbelt is funded by the EU Commission, that provided funds to the European Green Belt Association for this purpose and runs until September 2025. Results of ReCo -especially the transnational analysis of WP 1- will be mainstreamed in the BESTbelt target group/possible applicants to enable targeted planning of the aimed measures. Vice versa, the results of ReCo can be a sophisticated foundation to evaluate the impact of meawsures proposed by BESTbelt-applicants. (EN), Interreg DTP project 2014-2020 D2C (EN) | Results of D2C will be integrated and further developed, in particular the established Connectivity Functionality Index (CFI) as basis for the GIS-identification of suitable restoration areas of particular importance and results of pilot actions implemented in particular in Bavaria, Hungary and Austria, here especially the integration and use of GIS-background information for concrete and specific implementation of nature protection measures for specific habitats and species. (EN), Interreg CE project 2014-2020 3Lynx (EN) | Results of the 3Lynx project such as the harmonized lynx monitoring and conservation methods and approaches at population level will be in used in particular for activities in pilot actions at particular protection of pilot Natura 2000 flag-ship species European Wild Cat and European Bison under ReCo. Good practices identified and experiences on how to actively involve key stakeholders into practical species protection issues will be also considered as well as the Lynx conservation strategy produced. (EN), German Federal Program for Biodiversity-project "Cross-linking Green Belt" (10/2019-9/2025) (EN) | Results of the project along the inner-German and Bavarian-Czech Green Belt will be used how to develop and permanently preserve existing landscape elements for an ecological network and to cross-link them in a strategic way with the “linear” structure Green Belt. Experiences of stakeholder work (such as farmers, landscape conservation associations, protected area administrations, authorities and municipalities) will be rolled out on transnational level, as well as experiences with creation of new biotopes like ponds, stone bars or hedges. (EN), Interreg CE project 2007-2013 TransEcoNet (EN) | TransEcoNet assessed overall ecological networks in the CE area regarding transboundary connectivity and gaps, historical land use changes, Ecosystem Services, national planning tools in practice as and elaborated strategies on how to future develop transnational ecological networks. TransEcoNet did also partly cover parts and questions of importance for the future development of the European Green Belt. The Project will consider these results and further based on new available GIS data. (EN), Interreg CE project 2014-2020 Centralparks (EN) | Result of this project such as GIS data on forest and grassland state evaluation and the application of LIDAR and the habitat mapping guidelines will be integrated into the further development of the CFI to identifify suitable restoration areas along the CE EGB. This holds also true for the Carparthian Ecosystem Services Toolkit developed by Centralparks, having been used as supporting tool for spatial analyses. (EN), LIFE for MIRES, funded within LIFE+ Nature and Biodiversity (8/2018-24/2024) (EN) | The ongoing project LIFE for MIRES is implemented trans-boundary at the Green Belt Czech Republic-Germany in the region of Sumava and Bavarian Forest. It is focused on the restoration of mires and wetlands within national park Sumava in Czech Republic and the adjacent German Natura 2000-areas. BUND Department Green Belt is beneficiary in the project and working on the planning and implementation of suitable restoration measures on approx. 30 ha in close cooperation with two municipalities (Philippsreut, Haidmühle). The Administration of national park Sumava is lead partner and working on comprehensive restoration measures (aim: 1600 ha) on Czech side. Results and lessons learned will be transferred to ReCo. Especially in terms of the practical implementation of restoration measures for climate protection, the implementation within Natura2000-areas and the cooperation with municipalities and local stakeholders. (EN), Interreg CE project 2014-2020 Magic Landscapes (EN) | Results of Magic Landscapes will be integrated into the work of the project, here putting strategical concepts developed under Magic Landscapes into concrete practice for the CE Green Belt. This concern in particular the OTs 2-4 on transnational green infrastructure and functionality assessment and recommendations in how to create evidence-based strategies and action plans. Results will be integrated into GIS-analyses and elaboration of a transnational CE-EGB restoration strategy & action plans. (EN)

Contribution to wider strategies and policies:

EuropeanGreenDeal The project aims to enhance biodiversity and ecosystems as well as to fight climate change, by putting the EU 2030 Biodiversity strategy in particular with its Nature Restoration Targets into practice. The project will serve to develop the CE EGB as EU GI to an EU-wide network of protected areas on land and at sea and to implement EU nature restoration targets. This will enhance biodiversity and interconnectivity, in particular by identification and offering of suitable restoration areas.
TerritorialAgenda2030 TA 2030 supports nature-based solutions linking habitats and protected areas of all types, making them well-functioning and resilient. Mitigating climate change, combating loss of biodiversity & ensuring provision of ESS is demanded. This includes promoting sustainable land-use, restoring degraded areas and preserving water bodies. The TA invites actors to use Interreg for the development of strategies, policies & pilot actions. Actors are encouraged to cooperate with neighbouring territories.
EUStrategyDanubeRegion The project will support the implementation of Priority Area 6 of the Danube Region to preserve biodiversity and landscapes as well as to enhance the work on establishing green infrastructure and ecosystems and their services by 2020 in the Danube Region. PAC 6 support the project proposal.
EUStrategyAdriaticIonianRegion The project will support the implementation of pillar 3 “Environmental Quality” with its 2 topics for the development of Adriatic-Ionian Region. There is a contribution both to ensure a good environmental and ecological status of the marine and coastal environment and halt the loss of biodiversity and the degradation of ecosystem services and restore them in so far as feasible, by addressing threats to marine and terrestrial biodiversity.
EUStrategyBalticSeaRegion The EU BSR does not foresee a specific policy area for the topic of “biodiversity” and “environment” but sees these topics as cross-cutting issues. However, the project contributes in particular to the implementation of PA spatial planning with its aim for a sustainable development of the BSR region as well as to PAs Bioeconomy, Nutri and Tourism for supporting green and sustainable development and growth.
EUStrategyAlpineRegion The project will support the implementation of action group 7 “Green Infrastructure” focussing on ecological connectivity and thus to strengthen, improve and restore biodiversity, as well as ecosystem services. It contributes to increase the degree of connection between natural and semi-natural landscapes and to a dialogue including stakeholders from all relevant sectors. Hence, the project contributes to the fulfilment of all five specific objectives stated.
Other The United Nation´s Convention on Biological Diversity (CBD) highlights the importance of conservation and sustainable use of biological diversity as a common concern of humankind and stresses the importance of international cooperation between GOs and NGOs in this aspect. Among others, the project will contribute to the stated points of the CBD as well as it aims to contribute to the expansion of friendly relations between states.
Other The UN Decade on Ecosystem Restoration is an initiative for the protection and revival of ecosystems on a global scale. The project will contribute to various statements of the Decade by increaseing awareness of the issue, providing guidance for future restoration efforts and on site restoration measures.
Other The "Bundeskonzept Grüne Infrastruktur" is an example for strategies on national level, the project aims to contribute to. The Green Belt is here explicitly named as an ecological corridor of national importance, that is to be considered in spatial planning processes on all levels. With the focus of the project to the European Green Belt sophisticated information on the ecological network and development potentials are provided to cope with the accompanying challenges.
