TeBiCE tackles to main challenge of removal the barriers in the scenario of bio and circular economies in the CE area, in order to pave the way for the establishment of sustainable market for high-value bio-products, in which actors of the value chain could find a suitable economic and social environment for investments and finally adopt circular economy business models and paradigms. Within this process the value chains of the target countries have been analysed, based on cutting-edge technologies and new business models, generating a more efficient and competitive economy. To this purpose, a detailed methodology has been set up, aiming at identifying the value chains to be addressed by the project, through a set of performance criteria and indicators, keeping as reference the economic and environmental potentialities as well as opportunity, that could arise from strengthening the appointed value chains. The methodology includes the following steps implemented in the first period: identification of the project target value chains and description of the current and potential by-products/waste typology and quantity to be valorised has been the first step, and then the existing technologies that could be used to promote a further valorisation of by-products or a valorisation of waste have been identified, together with the identification of drivers that are affecting the market of by-products and waste of the primary production and agri-food processing sectors, summarised in the Report on readiness of market at transnational level. In addition, the partners collaborated for the extension of the Value Chain Generator Software Tool to Central Europe countries, thank to the collaboration of the partner Chemie-Cluster Bayern GmbH which collected the partners’ information on the companies to be included in the VCG. In addition, a set of initiatives with the SMEs have been realised, promoting the project activities and in view of the pilot actions implementation. The project web site and the social pages have been also created and constantly updated also with experts interview. TeBiCE tackles to main challenge of removal the barriers in the scenario of bio and circular economies in the CE area, in order to pave the way for the establishment of sustainable market for high-value bio-products, in which actors of the value chain could find a suitable economic and social environment for investments and finally adopt circular economy business models and paradigms. In order to identify the main value chains to afford these challenges the partner filled with specific data a matrix for the value and economic assessment of the chains in the target areas. In addition, a data set with the data collected from the partners have been developed, and the most significant production chains for the territorial specificity of each Partner, with the study of the best technologies for the production of by-products and the valorisation of waste streams, through the breakdown of the value generation process are under evaluation. The detections of value chains to be conducted in each project area have been implemented by the partners in strict collaboration. To this purpose, a detailed analysis of the value chains active in the target areas is in progress by the partners and the following value chains from the related agricultural products have been considered: walnut, chicory, olives, oil rapeseed, grape, wine, milk, cheese and out these wine and in each target area value chains have been considered as a priority and the companies have been involved in the pilot action. The VCG main elements have been developed with the inputs of all the partners and suggestions for improvement of the software, which is linked to the project web site. In addition, Terms and conditions for participating in pilot action to be signed by companies have been set up and signed by companies in the Central Europe area, showing the interest towards the subject. In a second step the constraints and bottlenecks preventing the large establishment of value chains at pilot level has been finalised. On February 2025 the partners attended the Mid-term conference with platform, clusters and networks in circular economy organised in Munich by Chemie-Cluster Bayern with high participation from the audience and tackling interesting topics of reuse of by products by different value chains. The study visits are also in progress of planning.

Bio-based Industries Joint Undertaking (BBI JU) (EN) | A public-private partnership between the European Union and the Bio-based Industries Consortium (BIC) aiming to strengthen and structure the bio-based industries sector in Europe. Since its mission is to implement the Strategic Innovation and Research Agenda (SIRA), identifying the main technological and innovation challenges that need to be addressed in Europe’s bio-based economy, TeBiCe project refers to it to verify the strategic and innovative nature of supporting decision tools for companies and policy tools for public institutions it wants to develop. (EN), WORLD bioeconomy FORUM (EN) | It is a global platform for circular bioeconomy stakeholders to share ideas and promote bio-based solutions. They have created a new tool to evaluate the status of the circular bioeconomy – the Four-Pillar Structure. This tool should be capitalized by TeBiCe to evaluate the flagship chains (WP2 (EN), BIOBORD (EN) | Biobord is an online platform for bioeconomy developers. TeBiCe benefits from BIODORD because it is the place where making networking to connect with experts and received from them practical suggestions and recommendations to be used during the Mid Term Conference (Act. 3.4) (EN), BIOVOICES (EN) | It is an H2020 project that promotes the engagement of all relevant stakeholder groups through a platform, that involves a plurality of voices with different perspectives, knowledge, and experiences whilst also animating open dialogue, co-creation and mutual learning between them. The dialogue with these stakeholder groups could help TeBiCe to evaluate if the technologies proposed include marketable features and could guarantee a sustainable performance accepted by society. (EN), Alps4GreenC (EN) | It is an Alpine Space Programme (2021-2027) funded project that sets the scene for transnational utilization of biomass residues through investigation of biomass conversion opportunities in project partner countries and proposal of transnational biochar-based value chains. The approaches implemented by Alps4GreenC will be synergic with the one of TeBiCE and the biochar-based value chains proposed will be considered a useful benchmark for those targeted by TeBiCE. (EN)

Contribution to wider strategies and policies:

EuropeanGreenDeal The topic of circular economy is preeminent in the EU political agenda. As foreseen by the Green Deal, the project promotes economic growth by creating new businesses and job opportunities, saving materials’ cost, improving security of supply while at the same time reducing environmental pressures and impacts. It, in fact, envisages the transition to a circular economy with the valorisation of carbon-based waste streams from the dairy and fruit and vegetable sectors. This valorisation will make possible to identify high added value vectors in the waste streams, both from the point of view of energy and the recovery of secondary raw materials, in order to build longer value chains with the production of bio-products.
TerritorialAgenda2030 By providing for the valorisation of carbon-based waste streams from the dairy and fruit sectors, the project promotes the market for secondary raw materials and reduces waste. In the Agenda 2030 the circular economy has been highlighted as holding particular promise for achieving many of the economic and environmental focused SDGs: including SDG 7 on energy, SDG 8 on economic growth, SDG 11 on sustainable cities, SDG 12 on sustainable consumption and production, SDG 13 on climate change, SDG 14 on oceans, and SDG 15 on life on land.
Other The actions envisaged by TeBiCe are consistent with the strategy outlined in the European Circular Economy Action Plan (CEAP) which would like Europe to become less dependent on raw materials. The plan promotes circular economy processes as able to provide high-quality, functional and safe products and encourages sustainable consumption, and aims to ensure that waste is prevented and the resources used are kept in the EU economy for as long as possible.
EUStrategyDanubeRegion TeBiCE responds to Pillar 1 “Innovative and socially responsible Danube region” and Pillar 4 “Well-governed Danube region” of the EUSDR, by tackling several challenges this European macro region faces. Moreover, the European Commission communication regarding the added value of the macro regional strategy highlights the need to work for “better enforcement of EU environmental legislation” in the Danube region. The TeBiCe project fully addresses this need by paving the way for a standardization of the various existing legislations concerning the EoW criteria in the very heterogeneous area of Danube region.
EUStrategyAdriaticIonianRegion TeBiCe responds to the one of the EUSAIR specific objectives of Pillar 3 - Environmental Quality that aims to improve waste management by reducing waste flows to the sea and to reduce nutrient flows and other pollutants to the rivers and the sea. In particular, Circular Economy was one of the main topics of the 6th Forum of EUSAIR: “From linear to circular economy”. In this occasion Circular Economy was presented, according to key findings of the research study conducted by ENEL and the European House Ambrosetti, as something that can ensure a structural competitive advantage. Most of the companies interviewed in this research said that the Circular Economy was an opportunity to diversify, attract new investment and reduce costs
EUStrategyAlpineRegion TeBiCE is coherent with the 1st Thematic Policy Area "Economic Growth and Innovation" of EUSALP since it fosters to develop better value chains inside dairy and fruit sectors, strategic in the Alpine Region which show potential with distinctive conditions in the region. Moreover, the project contributes to move higher up value chains or adjusting products and services to the green economy
EUStrategyBalticSeaRegion TeBiCE responds to the Policy Area ‘Bioeconomy’ that aims at reinforcing sustainability of agriculture, in particular, recycling of nutrients in agriculture
