Deliverables:
- User experience & people-centricity: Mapping as-is user behaviour / Mapping the current user behaviour AS-IS, based on the current situation and without piloted logistics service innovations at the mobility hubs of HP regions (5). This activity will be crucial for the identification of project impact, changed use patterns and effects caused by the project pilots. The activity will be led by TRA, involving all project partners.
- Pilot set-up workshops / Conduct pilot set-up workshops for all 5 HP regions. The workshops will function as the key status exchange format for the set-up of each HP region pilot. The stakeholders & enablers identified in WP1 will be actively involved. The Pilot Execution Roadmaps for Host Partners (Output WP1) will be the baseline and Guide for this activity. Workshops will be hosted by the respective HP. At least 3 workshops per HP (initiation of pilot set-up, midterm status, finalisation of pilot set-up).
- GAP workshops on implementation & Permanent Adoption of Pilot Use Cases / Conduct workshops at all HP regions (5) to identify the gaps & co-create a feasible pathway from successful pilot deployment to permanent adoption & implementation of solutions into mobility hubs. Each workshop will include the involved project partners & external stakeholders (mobility hub operators, logistcs service operators) as well as representatives of end users (people-centricity). Workshops will be hosted by one HP each.
- User experience & people-centricity: Mapping user needs based on existing research and previous projects / Mapping the user needs for all envisaged pilot areas (5) & use cases based on desk research, existing research experience & previous projects. This includes specific stakeholder mapping to identify all relevant stakeholders per HP and use case. The activity will be led by TRA, involving all project partners.
- Installation and structural implementation of the pilot set-ups, including permits / Five HP regions conduct the implementation of the pilot set-up, including necessary permits, approvals, tenders of services or equipment, hardware & digital solutions installations & agreements with stakeholders. Executed in each HP region, supported by all project partners.
- User experience & people-centricity: Implementation & Scale-Up Whitepaper / Elaboration of a whitepaper report, focussing on the identified steps and needs towards implementation and scale-up of the piloted solutions in the HP regions with a focus to the cross-cutting focus topic user experience & people-centricity. How can people-centricity be ensured and most efficiently be used in last mile logistics and mobility hubs? The report aims to function as an inspiring guideline for project partners as well as further cities & regions. Led by TRA.
- Socio-economic & environmental impact: As-is situation analysis / Identifying and analysing the AS-IS situation in terms of socio-economic and environmental KPIs of logistics services, without their integration into mobility hubs of HP regions (5). This activity is crucial for the measurement of impact and effects, specifically in terms of emissions (CO2, particulate etc.) & induced urban traffic. This activity is led by UAN, involving all project partners.
- Socio-economic & environmental impact: Continuous monitoring of emissions & urban traffic during the pilot phase / Monitoring data of all HP regions (5) with regard to socio-economic KPIs, such as but not limited to: emissions reduction (CO2, particulate) based on urban traffic reduced & changed logistical processes of operators during the pilot phase. This activity will require the elaboration of a modelling & sensitivity analysis, closely aligned to the data collected for user behaviour and operator view within this WP and results from WP1. This activity will be led by UAN, involving all HP regions.
- Spatial planning & city design: Implementation & Scale-Up Whitepaper / Elaboration of a whitepaper report, focussing on the identified steps and needs towards implementation and scale-up of the piloted solutions in the HP regions with a focus to the cross-cutting focus topic Spatial planning & city design aspects. How can good city design aspects be ensured and most efficiently be used in last mile logistics solutions for mobility hubs? The report aims to function as an inspiring guideline for project partners as well as further cities & regions. Led by AUA.
- Operator view: Mapping as-is logistical processes & supply chain / Mapping the current operational logistics processes & supply chain AS-IS for each of the innovative logistics services (parcel/retail delivery, service logistics, recycling/waste management) planned to be implemented in the mobility hubs of HP regions (5). This activity will be crucial for the identification of project impact, changed logistics operations and effects caused by the project pilots. The activity will be led by LIH, involving all project partners.
- Pilot set-up Learning Journey workshops / Conducting internal workshops with all HP regions involved. Those workshops will function as a learning journey during the set-up up of the pilots through transnational exchange, focussing on the success factors in each HP region but also the challenges occurring. This exchange aims at improving all pilot set-ups through interdisciplinary knowledge sharing and commonly learning from mistakes or obstacles occured. This activity will by led by LIH, involving all project partners.
- Socio-economic & environmental impact: Implementation & Scale-Up Whitepaper / Elaboration of a whitepaper report, focussing on the identified steps and needs towards implementation and scale-up of the piloted solutions in the HP regions with a focus to the cross-cutting focus topic Socio-economic & environmental impact. How can a maximised impact be ensured & most efficiently be made visible in cities? The report aims to function as an inspiring guideline for project partners as well as further cities & regions. Led by UAN.
- Spatial planning & city design: Defining consinderations & good practices for spatial planning & city design aspects / Identifying, defining & describing considerations for the set-up of logistics services in mobility hubs of the HP regions based on desk research, existing research & previous projects. This activity will result in a Guideline report to support HP in the set-up of their pilots. This will be crucial for the acceptance & scaling of such services in mobility hubs & will take into account input from Mapping user needs activity. This activity will by led by AUA, involving all project partners.
- User experience & people-centricity: Continuous monitoring of user behaviour during the pilot phase / Conducting data collection of actual user behaviour through appropriate procedures, such as structured surveys, censuses etc., as far as possible supported by digital data collection/monitoring tools for all HP regions (5). This includes, but is not limited to: amount of users of the innovative logistics services, (change in) amount of users of the mobility hubs, user experience, user satisfaction & behavioural patterns. This activity will be co-led by TRA & UAN, involving all HP regions.
- Multi-stakeholder business cases: Implementation & Scale-Up Whitepaper / Elaboration of a whitepaper report, focussing on the identified steps and needs towards implementation and scale-up of the piloted solutions in the HP regions with a focus to the cross-cutting focus topic multi-stakeholder business cases. How can economic viability be ensured & made resilient for integrated logistics solutions at mobility hubs? The report aims to function as an inspiring guideline for project partners as well as further cities & regions. Led by TRA.
- Multi-stakeholder business cases: Mapping existing business cases of conventional logistics services / Mapping business cases for logistics services AS-IS, based on the current situation and without their implementation into pilots at the mobility hubs of HP regions (5). This activity will be crucial for the identification suitable multi-stakeholder business cases under the framework of their integration into mobility hubs and to prove their economic viability. The activity will be led by TRA, involving all project partners.
- Operator view: Continuous monitoring of logistical processes & supply chain during the pilot phase / Conducting data collection of the new logistics processes & supply chains during the pilot phase. Integrating the logistics services into mobility hubs will alter their processes, affecting the workflows of logistics operators (parcel delivery), public service providers (waste management) or craftsmen (service logistics) etc. Thus, process related data will be measured, allowing a comparison with as-is data from WP1. This activity will be led by LIH, involving all HP regions.
- Operator view - logistical processes & supply chain: Implementation & Scale-Up Whitepaper / Elaboration of a whitepaper report, focussing on the identified steps & needs towards implementation and scale-up of the piloted solutions in the HP regions with a focus to the cross-cutting focus topic operator view - logistical processes & supply chain. How can optimal logistics processes be ensured & most effciently be used by operators in last mile logistics and mobility hubs? The report aims to function as an inspiring guide for project partners & further cities & regions. Led by LIH.
- Socio-economic & environmental impact: Identifying SUMP key objectives / Researching & identifying key objectives & mobility transition goals of all involved HP regions. Working towards the specific goals of local/regional Sustainable Urban Mobility Plans (SUMPs) will be crucial to measure the impact of the pilots towards those policy goals & will support their implementation at project end. This activity will result in a joint report comparing the SUMP goals and maturity levels of all HP regions. This activity will be led by POL, involving all project partners.
- Spatial planning & city design: Collecting feedback on design aspects, spatial quality & replication potential during the pilot phase / Collecting data from users, the surrounding community & city planners on: 1) the hub design, 2) spatial quality around the hub and 3) scaling potential. This is done for all HP regions (5). It provides feedback on the attractiveness of MoLo Hubs in terms of its appearance, the synergies with other spatial ambitions (greening, social cohesion, etc) & the potential to establish hubs in different neighborhoods of the city. This activity will be led by AUA, involving all HP regions.
- Joint Policy & Smart Governance Workshops (Policy learning journey) / 2 workshops will be hosted, integrated into European level events of POL, showcasing HP regions as good practices. They will enable a transnational knowledge exchange for project partners, but also cities & regions outside the partnership in form of learning journeys. Also, the workshops allow dissemination of project results with interested external stakeholders. 1 workshop will be dedicated to cities, 1 to specific needs of rural areas, addressing the spotlight theme of rural-urban linkages.
- Project partner GAP workshops on cross-cutting topics / Conduct project partner workshops on all 5 cross-work package focus topics (user experience & people-centricity, operator view, spatial planning & city design, socio-economic & environmental impact, multi-stakeholder business cases). The result of each workshop should be a target-performance comparison (mapping GAPS between current status and envisaged pilots). Joint workshops ensure an effective transnational exchange and a joint, comparable target system. Workshops will be hosted by one HP each.
- Multi-stakeholder business cases: Modelling of adapted/new business cases / Joint workshops make use of the sustainable & multi-stakeholder business model canvas tools. Key focus is the ideation & mapping of specific business cases for all HPs based on the experiences from pilots conducted. This creates a joint understanding of adapted/new business models for the logistics services integrated into mobility hubs, with more complex business models due to higher complexity of stakeholders involved, changed user behaviour & logistics processes. Activity co-led by TRA & UAN.
- Project Final Conference / A Project Final Conference will be organized as the main dissemination event for the project. It will allow high level policy & municipality stakeholder involvement of HP regions as well as European stakeholders. The conference will be a crucial milestone for the dissemination of key project learnings & results, also focussing on the achievements made possible through transnational cooperation. Also see C.7.3. The activity will be led by LIH, involving all project partners.
- Stakeholder & user involvement workshops / All HP regions (5) will host workshops to activate and actively involve users and stakeholders (public authorities, mobility hub operators etc.) in order to discuss user & stakeholder needs. This will ensure people-centricity and needs-oriented pilot set-up. Results of the workshops will be taken into account for activity Mapping user needs based on existing research and previous projects, too. Workshops will be hosted by one HP each.
- Comprehensive Pilot Assessment / A Comprehensive Pilot Assessment Report will be elaborated based on all data collection activities & pilot phase monitoring of this WP for the HP regions. The compilation of all 5 pilots in one sound, comparative analysis enables specific insights into effectiveness, acceptance, success factors and economic viability of each individual pilot. The as-is data of WP1 will be used for a multi-layered comparative effects/impact assessment. The activity will be led by HIC, involving all partners.
- Dissemination campaign of Implementation & Scale-Up Whitepapers for all 5 cross-cutting focus topics / News will be shared on all 5 cross-work package focus topics with regard to the publication of the Implementation & Scale-Up Whitepapers. The aim of this dissemination campaign will be to share the results and experiences made throughout the project lifetime, reach out to cities & regions outside the project partnership & inspire a discussion of results and the consideration of results for take-up in further regions. Led by LIH, involving all project partners.
- Share news on pilot visions, user needs, enabler challenges & stakeholders of the HP regions / HPs regularly share news & produce explanatory content and visuals, introducing the visions of their pilots, identified user needs that will be satisfied through the pilots as well as the envisaged impact of the pilots. The aim is to raise awareness & receive a constructive dialogue with users and stakeholders involved in and affected by the pilots of each HP region. At least two shared news items per HP region will be published through the different project communication channels. Led by LIH.
- Share news on insights and experiences from the pilot phase / HPs share news & produce visuals, including video content, showcasing the pilots in all HP regions. This will include first-hand feedback, impressions, look & feel content aiming to further engage with interested stakeholders & the public. Communication is carried out through all available project communication channels & will be designed to foster target group specific dialogue, e.g. through suitable stakeholder engagement methods. At least 2 news items per HP region will be shared. Led by LIH.
- Communication campaigns towards citizens with regard to implementation of solutions and project legacy in all HP regions / All HP regions (5) will actively communicate their project key learnings with regard to implementation & scale-up of the piloted solutions to their citizens with creative & suitable communication methods. Best-fitting methods will be selected based on results from the cross-cutting topic of people-centricity. This aims to pro-actively inform the citizens affected about project legacy & results & establish lasting communication channels after project end. Led by LIH, involving all HP regions.
- Share news on cross-cutting focus topics / News will be shared on all 5 cross-work package focus topics (user experience & people-centricity, operator view, spatial planning & city design, socio-economic & environmental impact, multi-stakeholder business cases). The aim of those communication initiatives will be to communicate the potentials and vision of the project specifically related to each of the aforementioned topics, e.g. with regard to their benefits and impact in each HP region. Led by LIH.
- On-site information campaigns / The 5 HP regions will establish effective on-site information campaigns at the actual sites of the pilot deployment. Depending on the pilot & identified specific communication needs, sufficient tools, such as info points, info boards, flyers etc., will be used. The activity will significantly contribute to raising awareness of the piloting activities among the local public, to sensitise them to the new logistics services and to encourage them to try them out. Led by LIH, involving all HP regions.
- Transnational study visits to pilot areas / To foster transnational learning, study visits are being organised, allowing partner BER to gain onsite & first-hand insights into 2 of 5 existing pilot areas in MoLo Hubs, most likely being MEC & AMS. A 3rd study visit will be coordinated in 2026 for all project partners to visit BER, their existing 14 mobility hubs & their MDS/CDS data management framework. The activity will be led by BER.
- Webinar series on dynamic data management for micro & shared mobility / A series of 2 webinars on the topic of data management (MDS & CDS) is being designed and organised. In particular, it will build on BER's experience and convey the advantages of using it on municipal level to manage shared & micro mobility as well as fleets (e.g. delivery) & infrastructure, including governance aspects. This will also involve aspects of data management of the MoLo Hubs pilot areas, such as app-based solutions. The activity will be led by BER.
- Share news & knowledge from MoLo Hubs pilots with Norwegian stakeholders / BER will create a communication initiative specifically targeted towards local, regional & national Norwegian stakeholders, disseminating key findings, good practices & experiences from the 5 MoLo Hubs pilots & the whitepapers elaborated within WP3. This will foster further awareness of opportunities arising from integrating mobility & logistics solutions into shared hubs. The activity will be led by BER.
- European level dissemination event: ICLEI European Conference on Sustainable Cities and Towns (ESCT) 2024 in Aalborg / AAL has been awarded to be host city for the 2024 European Conference on Sustainable Cities and Towns (ESCT) of ICLEI. ICLEI (Local Governments for Sustainability Europe) is the world’s leading network of local governments committed to sustainable development. AAL will set a thematic focus of the European level conference to the challenges tackled by & solutions piloted in MoLo Hubs, creating 1st class dissemination of interim project results and showcasing MoLo Hubs' pilots. Led by AAL.
- Pilot Execution Roadmaps for Host Partners / In-depth pilot execution roadmaps for the set-up and piloting on innovative logistics solutions in the mobility hubs of all HP regions (5) will define the milestones and action plan for the further project. The roadmaps will be created in a pragmatic, user-oriented structure and methodology supporting the HP in later project stages. A joint structure and methodolody (template-based) will ensure efficient and best possible transnational cooperation. Led by TRA, involving all HPs.

Contribution to wider strategies and policies:
- The proposed project focus on reducing GHG by & greening of (urban) freight transport through offering sustainable logistics & service offers. The project aims to implement efficient zero-emission urban logistics & last mile deliveries & addresses and integrates the needs of people and businesses who access cities for work etc.. The project thus makes a significant contribution to achieving the goals of the Paris Agreement in order to achieve a transition to 0-emission mobility in urban areas.
- This project contributes to the key objectives of the Sustainable and Smart Mobility Strategy and thus to the green & digital transformation of the transport sector in the EU. By linking innovative logistics services to mobility hubs, a reduction of empty and unnecessary runs is achieved & increases the use of zero-emission solutions already available. The project supports the greening of urban cargo operations.
- HPs such as AAL, BOR & SRH are addressing the increase in occupancy rates of transports along the disposal chain as part of their pilots. Another factor, for example in AAL & SRH, is the increase in the degree of recycling and thus the return of recyclable materials to the product cycle. In this context the project forms an interface between the Sustainable and Smart Mobility Strategy and the Circular Economy Action Plan.
- European level joint guide, developed within a European cooperation framework, including high-level industry and research stakeholders as well as municipalities from the North Sea Region and beyond. The Guideline will function as an important reverence for the project, including first-hand knowledge and methods transfer through project partner POL.
- Several countries have anchored strategic measures for transition in the mobility and transport sector within national framework plans. For example in GER, the Masterplan Güterverkehr und Logistik considers maximum efficiency in traffic handling, optimised process control in logistics & the elimination of traffic bottlenecks to be essential. The aim is to further develop logistics concepts in such a way that transports are bundled wherever possible (e.g. also in city logistics).
- The priority A connected North Sea Region addresses the implementation of smart transport solutions with the purpose that regional and local authorities have the capacity to manage new transport solutions and benefit from new transport solutions. The project contributes to improving the efficiency of logistics chains and opens up new possibilities for the combined transport of goods at mobility hubs.
- In addition to the national strategies, many regions & municipalities of the partners involved in the project have their own strategies & plans at regional and municipal level to implement measures to increase energy-efficient & sustainable transport. For example, the AMS has the Implementation plan Pleasant neighbourhoods, liveable city, in HAM the Strategy for the last mile, the Flemish action plan to establish sharing infrastructure with the clean power for transport plan.
