DIOL concretely responds to the Directive 2018/2001 by addressing THE ESBJERG DECLARATION on The North Sea as a Green Power Plant of Europe (NS GPPoE) signed by the Prime Ministers of Denmark, Germany, Belgium and the Netherlands at the North Sea Summit in Esbjerg on 18/05/ 2022. DIOL helps set in motion the logistics required to develop the foreseen offshore Renewable Energy (RE) system connecting the 4 Countries and France through concrete measures in concerned ports and airports. In order to construct and maintain the expected multiple interlinked offshore RE projects and hubs, it is URGENT as well as crucial to support the core infrastructure providers that are most affected by the objective of delivering at least 65GW offshore wind power by 2030 & 150GW by 2050 and installing a 20GW production capacity of green hydrogen by 2030. To speed up such expansion process via a forward-looking and resilient logistic chain, DIOL stimulates the innovation capacity under the framework of a TRANSNATIONAL COORDINATED EFFORT. The collaboration focuses on testing sustainable and efficient logistics (offshore transfer & service) solutions sustaining the preparation and O&M of the GPPoE and planned artificial energy islands, i.e.: DK: Ørsted/ATP North Sea Energy Island - 3GW-10GW BE: Elia Princess Elisabeth Island - 3.5GW NL: IJmuiden Ver (IJVER) energy island - 4GW DE: CIP-AIM Energy Island - 10GW wind+H2 DIOL: prioritises green adaptation of logistics hubs´ facilities, equipment and data management systems to accommodate new generation offshore vessels/structures; defines technical/legal/standard/business requisites to ensure that ports/airports´ integrated upgrade accelerates the setting up of the GPPoE; enables SECURITY of RE supply & infrastructure (e.g. via smart drones/fences/robots/AI). 8 multi-deliverable pilot actions, 11 solutions and 3 Roadmaps will be developed allowing about 195 organisations to strengthen their readiness for green energy transition in the NS basin.

Actual Achievements (EN):

The 09/07/2025 extension request to include ÅKP in DIOL was approved after the end of this reporting period. In terms of spending, incl. claim#4, DIOL is relatively on track: so far it claimed 84% of the forecast and 50,32% of the budget after 29/48 months. As for work on the equipment, infrastructure and stakeholder engagement to support NS RE developments in logistics hubs, WP1-2 activities´progress stressed the potential of unmanned aerial/surface/underwater vehicles for inspection/maintenance of turbines, components transport to the OWF/energy islands, surveillance of ports/airports areas allocated to RE industries. From the Cuxhaven drone campus IFAM/NPorts organised a long distance 1.180 km Cuxhafen-Heligoland drone test. Vives developed+tested an autonomous ground robot. Esbjerg Airport set up a robot demo along the fencing. AquaSmart enhanced their USV/UUV/ROV; H2X designed a USV battery+H2 powered drone for windfarms applications. Esbjerg Port customised its control room & launched the Esbjerg Cooperation. DHA upgraded the grid in the hangar for UAV ops. Both cooperated with Skeydrone & Esbjerg Airport to arrange a Heligoland-Esbjerg drone flight in June 2026. This has taken a lot of effort and certifications from multiple authorities. The process underlined a major issue in introducing drones, i.e. the lack of specific standards to enable mixed use of air space for manned/unmanned vehicles. This is where DIOL aims to play a key role: a workshop with the national CAA has been planned for next year to address the challenge. Ostend finished its fencing investment with cameras & drone detection system. Brittany Aviation updated the Novendro software to monitor OWF. Brest finalised 3 studies to adapt the offshore terminal and provide alternative energy: Etude de faisabilite theme 2 Amenagement du Terminal, Risques aeronautiques inflow and LNG. DIOL was promoted extensively via articles, 4 videos, presentation at conferences, presence at trade fairs, on-site events.

Deliverables:

DESIGN POTENTIAL APPLICATION OF LONG DISTANCE DRONES FOR OFFSHORE OPERATIONS FROM LOGISTIC HUBS / DIOL logistic hubs, technology providers, transport operators and research centers will design and validate specifications and feasibility of demo locations for the adoption of unmanned emission-free long-distance (heavy-load cargo) drones in support of RE projects, e.g. transport of material/spare parts/equipment to offshore windfarms/energy islands. Each site will target definite innovative objectives of common transnational interest.
PREPARE LOGISTICS HUBS´ SPATIAL PLANNING/ADAPTATION TO SERVE OFFSHORE RE DEVELOPMENTS (NS GPPoE & ENERGY ISLANDS) / Partners will draft technical requirements and design for resilient adaptability and reconfiguration of 2 logistic hub spaces to support the construction and O&M of the future RE offhore windfarms and energy islands. Spatial planning and feasibility will focus on the need to handle new generation vessels, new types of transport modes (incl. unmanned) and much larger offshore installations.
STAKEHOLDERS ENGAGEMENT & MATCHMAKING OPPORTUNITIES / At least 1 event in each Country with key stakeholders (incl. members of the NS Energy Cooperation, NS Cluster Collaboration Agreement, national and European federations, RE industry) in the development of the Esbjerg Declaration´s Plan and developers of the green energy islands off the coasts of DK, BE, DE and NL. This DIOL-led activity is meant to find solutions for technical challenges and create links for constructive transnational business and continuative collaboration opportunities.
PREPARE FEASIBILITY OF GREEN-POWERED HANDLING EQUIPMENT/CRANES IN ASSEMBLY/OPERATION OF RENEWABLE ENERGY INSTALLATIONS´ COMPONENTS / As construction site for RE assets components, DIOL logistic hubs will prepare ground activities to verify how specific tools used in the production and O&M of offshore installations (e.g. cranes, handling & lifting of ultra heavy cargos) could be optimized by introducing green power such as H2/bio-LGN. Focus will be on feasibility and efficiency definition, considering time/cost, human risk, environmental impact (Co2/toxic gas emissions).
DEFINE SPECIFICATIONS FOR SAFETY/SECURITY/SURVEILLANCE OF ENERGY INFRASTRUCTURE & PERIMETERS / DIOL will prepare the ground for introducing, piloting and validating use of surveillance, monitoring/inspection drones, robots and AI technology for security and maintenance of offshore Renewable Energy space/installations and connected logistic hubs´ areas specifically reserved for construction and O&M: design demo site, define requirements, allocate tasks, engage relevant stakeholders (e.g. RE operators).
ESBJERT DECLARATION´S NETWORK CONSOLIDATION / A working group will be setup, with the partners, expert networks and public authorities to consolidate the knowledge based required to implement the NS GPPoE and later devise recommendations of policy and regulatory measures to accelerate adoption of green energy in MRE logistic chains (see activity 4). Other relevant groups (e.g. NS Cluster Collaboration Agreement) will be kept informed.
DESIGN SMART OPERATIONS DATA MANAGEMENT AND FEASIBILITY / DIOL partners will assess the challenge to air/sea traffic safety/security posed by increased operations due to larger scale offshore projects with manned/unmanned vehicles operating concurrently in the same space. Partners will analyse viability and mix balance of drones, CTV and (eletrically/bio-fuel/hybrid powered) helicopters that may be handled sustainably in the future with counterparts in the energy islands and prepare technical specifications for tests.
DESIGN FEASIBILITY OF GREEN FUEL STORAGE/SUPPLY IN LOGISTICS HUBS FOR SEA-LAND TRANSHIPMENT (electricity, bio-fuel, green hydrogen, ammonia) / Together with the RE industry, partners will draft economic/technological pre-operational feasibility of storage/supply chain of alternative fuel/propulsion systems (bio-fuel/electricity/H2/ammonia/hybrid) in logistic hubs for CTV/helicopters/drones for transfer to/from windfarms/e-islands, establishing cross-over synergies and complementarities between the maritime, port and aviation sectors.
MONITORING, EVALUATION AND CAPITALISATION OF DIOL PILOTS / Following the methodology of the monitoring and evaluation framework, lessons learned per pilot activity (incl. feasibility and business case) will be identified in terms of added value, successes, best practices and possible failures, too. Recommendations/conditions of success and solutions upscaling will be defined to feed into the Roadmaps.
PREPARE SMART ENVIRONMENT DATA MANAGEMENT FOR OPERATIONS QUALITY AND SAFETY (real time info) / DIOL will define demo sites and technical details for the design of an innovative meteo&ocean conditions´ tool that facilitates the production, setting-up, exploitation, maintenance of offshore RE installations. Partners will agree on environmental parameters and data (e.g. wind, currents, tides,..) to analyse in real time or via forecast/historical modes to increase quality/safety of operations (loading, transport, handling…) for surface/underwater/aerial vehicles & logistic hubs.
PREPARE GROUND FOR MARITIME STORAGE FACILITIES (BARGES & FLOATERS) / Within the complex system of offshore energy projects to be further expanded in the NS, DIOL will design spatial planning scenarios and define feasible technical solutions for (temporary) storage options at sea (e.g. floaters, barges,...) of floating wind turbines´ components and equipment, freeing up space on quaysides and inner-harbours.
INFRASTRUCTURE, LEGAL & TECHNOLOGY DEVELOPMENT CHALLENGES & INCENTIVES / The partners will jointly assess the infrastructural/legal/technology challenges that the development of energy islands and other offshore interconnected projects envisaged by the Esbjerg Declaration may imply for logistics hubs such as the DIOL ports/airports. Opportunities for growth, business feasibility and incentives will also be looked at to verify their applicability with respect to the project´s pilots. 1 WORKSHOP Challenges/incentives for aqua drones organised by AquaSmart Engineering
WORKSHOP "UAVs FOR OFFSHORE CARGO TRANSPORT" / A workshop will be organised by VIVES/Fraunhofer to gain knowledge from technology providers of long-distance autonomous drones to be used as green, more flexible alternative to transfer light/high payloads to/from existing windparks and future foreseen artificial energy islands up to 40km offshore. Specific infrastructure/skills needs at the airports/ports will be debated. A feedback report from the workshop´s learning on the issue will feed into the WP3 Roadmap.
WORKSHOP "UAVs, UUVs, Robots, fencing and AI for surveillance and security of renewable energy projects in common offshore aerial/marine spaces" / The workshop in Cuxhaven will identify key transnational challenges related to multi-use, monitoring and securing the common offshore aerial and sea space in the context of multiple offshore energy projects and hubs at massive scale. Solutions with Airtificial Intelligence, Robots, fencing and Unmanned Aerial and Underwater Vehicles/drones (UAV/UUV) will be analised with industry stakeholders and the solutions tested by DIOL partners jointly assessed.
3 ROADMAPS FOR LOGISTICS HUBS SERVICING THE OFFSHORE NS GPPoE AND ENERGY ISLANDS / Joint transnational set of clear guidelines for logistic hubs on how to interact with policy/customers/technologies/market and producers of relevant offshore assets and be fully integrated in the process of developing and maintaining the North Sea Green Power Plant of Europe and energy islands in the North Sea: Roadmap for Drone Ports/Airports Roadmap for Renwable Energy Ports/Airports Roadmap for Ports serving Offshore Wind Floating Systems.
DIOL DISSEMINATION & IMPACT MAXIMISATION TO SECURE PROJECT LEGACY / Production of a series of communication initiatives that maximise the DIOL impact/benefits at regional and transnational level and enable pilots´ transferrability/legacy, e.g.: 1 movie (min.) to present the specific DIOL logistics hubs needs, solutions (equipment, facilities, services) and pilots results, DIOL showcasing at high profile RE/maritime/aviation related events (e.g. ESPO & ACI Europe annual congress), at least 1 event/partner See detailed list and tools in the Communication Plan Annex.
WORKING VISIT AT NORWEGIAN SITE (Mongstad – Troll) OPERATING OPERATING CARGO DRONES / An exchange and knowledge gathering visit event will be organised to visit a Norwegian site where cargo drones have been used from the onshore Mongstad base to the Troll field offshore. This will be a very useful opportunity to learn about real-life requirements to be taken into account when deploying cargo UAVs to transport material or equipment and devise the best possible strategy for their future use by the DIOL partners.
WORKSHOP "SPATIAL PLANNING CHALLENGES FOR LOGISTICS HUBS SERVICING NEW ARTIFICIAL ENERGY ISLANDS" / 4 Artificial energy islands are planned to be developed in the next years (North Sea Energy Island - 3GW 10GW+Princess Elisabeth Island - 3.5GW+NL: Avalon Energy Island - ca. 2000 MW wind+400MW solar+DE: CIP-AIM Energy Island - 10 GW offshore wind+H2). The workshop will assess opportunities and infrastructural requirements for logistics hubs along the coast to be ready to serve as contraction an*r O&M sites.
WORKSHOP "PLANNING U-SPACE AND INTERACTION WITH MANNED AVIATION" / The workshop led by Skeydrone will bring together stakeholders to debate the challenges posed by the introduction of unmanned aerial vehicles to traffic management in heliports servicing wind farms. Solutions will be sought as this challenge will increase even more with the planned offshore energy islands when Unmanned aircraft system Traffic Management and its associated services to drone operators, namely “U-SPACE”, will have to be better integrated to existing helicopters flights schedules.

ON-SITE EVENTS to share results and exchange insights / Partners´ stakeholders (from own+Esbjerg Declaration networks) incl. e.g. offhore/blue clusters, CCI, the energy industry, ports/airports and related national/EU associations will be invited to on site events where the WP2 solutions will be demonstrated to get feedbacks/ideas for improvements and facilitate their wider uptake

Contribution to wider strategies and policies:

Fully meeting the Esbjerg Declaration´s objectives will be a long term, extremely complex process involving multiple stakeholders. Although DIOL alone cannot realise the NS Green Power Plan of Europe, it will create some of the urgent needed conditions in key logistical hubs to be ready for the large scheme, by testing green solutions that guarantee that specifc seaports/airports can support developments in the race toward achieving 150 GW offshore wind power by 2050 and 20 GW green H2 by 2030.
DIOL aims at preparing the ground for the realisation of the North sea Green Power Plant of Europe. The objective of concretely and transnationally testing solutions in logistics hubs that support renewable energy developments meets the Grean Deal´s aspiration of making the EU climate neutral by 2050.
By proposing sustainabity-oriented demonstrators in logistics hubs already serving offhore wind parks and future green energy islands and offshore projects, DIOL supports the promotion of the use of energy from renewable sources.
By investigating best possible alternative fuel solutions for offhore crew transfer vessels and air cargo/crew transfers (e.g. electricty, bio-fuel. hybrid systems, green H2, cargo drones) to/from wind parks/energy islands, DIOL partner ports/airports address the AFID Directive´s objective of setting up the right frameworks for developing available refuelling and recharging points for alternative fuel vehicles and vessels.
By piloting the value of updating Renewable Energy supporting facilities and introducing alternative fuels via seaports and airports DIOL addresses the Integrated Maritime Policy´s objective of maximising the sustainable use of the seas. By bringing together logistical actors paving the way for the Esbjerg Declaration´s Plan implementation, DIOL will also improve the coordination of RE activities affecting the North Sea basin.
