Building Social Trust and Inclusion: A Cross-Border Approach to Empower Individuals with Special Needs

Common Challenge: The project addresses the challenge of facilitating cooperation between cross-border regions and the development of joint services in the Baltic Sea region, more specifically, Estonia and Latvia. Overall Objective: The project aims to foster mutual trust through people-to-people actions and enhance social inclusion for people with disabilities. By doing so, it will contribute to the development of more comprehensive and effective services for people with disabilities in the target region. The project will achieve this by implementing activities such as joint training sessions, cross-border networking events, and sharing of best practices between the two municipalities. Through these activities, the project will enhance the expertise of professionals and support networks, leading to more effective service provision and better outcomes for people with disabilities. Focusing on cooperation across borders and learning from each other will help the project create comprehensive services that can be expanded to help more people outside of the immediate project area. Main Outputs and Beneficiaries: The project will produce a range of outputs, including joint training programs and a cross-border network of experts. The primary beneficiaries will be people with disabilities and their support circle, as well as other societal groups in the project area. Approach and Rationale: The project will take a cross-border approach as it aims to address the challenge of societal exclusion that affects not only the Ogre and Haapsalu regions but also other parts of the Baltic Sea region. By pooling resources, expertise, and funding across borders, the project partners aim to develop innovative and effective solutions that can benefit a wider range of societal groups. The TRUST2INTEGRATE project was developed to address the shared challenges of employment and social inclusion for individuals with special needs in the cross-border regions of Latvia and Estonia. Recognizing that people with special needs often face barriers to economic participation, structured training, and social trust, the project aimed to create an inclusive work environment by developing skills, fostering employment opportunities, and increasing public awareness. The project was implemented through the cooperation of Ogre Municipality in Latvia and Haapsalu City Government in Estonia, leveraging expertise and resources from both regions to establish a sustainable support system for individuals with special needs. The project was formulated around three key pillars: capacity-building for service providers, practical skills training for individuals with special needs, and an awareness campaign to change public perceptions. The first phase focused on learning from each other, conducting desk research, and identifying key challenges in accessing safe and accessible workplaces. Stakeholder engagement began early, including consultations with the Estonian Employment Fund to understand best practices in job placement services. In the second phase, structured training sessions were launched in catering and craftsmanship, providing hands-on experience in food service, hospitality, and handicraft production. These sessions were held at "Pie Zelta Liepas" in Ogre and Haapsalu Social House, where individuals with special needs engaged in kitchen work, table setting, food preparation, and craft production to develop employable skills. Cross-border visits were organized, allowing participants to exchange experiences and broaden their skills. The final phase saw the completion of the last workshops, the Joint Action Plan, and the Business Environment & Employment Facilitation Plan. The final joint workshop in Ogre brought together representatives from both municipalities, social service providers, and individuals with special needs to ensure the sustainability of results and discuss future collaboration. Additionally, craftsmanship training in Haapsalu focused on woodworking, ceramics, and handicraft production. Trainers observed improvements in participants’ ability to work independently, reinforcing the importance of practical skill-building in employability. Public awareness activities played a key role. Four awareness videos were produced and widely shared through social media, YouTube, and local news platforms, documenting the impact of training initiatives. Press releases, newspaper articles, and a printed booklet distributed at “Pie Zelta Liepas” further promoted social entrepreneurship and raised awareness. These initiatives helped increase public understanding and create a more inclusive attitude. The added value of cross-border cooperation was a defining strength. Ogre and Haapsalu developed sustainable employment models that could be replicated beyond the project’s duration by combining resources and expertise. The exchange of best practices strengthened local capacities, while joint training improved service provider's ability to support people with special needs. Furthermore, the cooperation allowed for aligning social policies and business support initiatives, ensuring that inclusive economic opportunities remain a priority. As the project concludes, several mechanisms ensure its sustainability. The Business Environment & Employment Facilitation Plan will guide municipalities in job creation, training, and social entrepreneurship. Social service agencies in both municipalities have committed to continuing the training programs. The cross-border partnership established through TRUST2INTEGRATE has laid the groundwork for continued collaboration, reinforcing the commitment to inclusive employment and full participation for people with special needs. Through structured cooperation, skill-building initiatives, and public awareness efforts, TRUST2INTEGRATE has successfully bridged the gap between individuals with special needs and sustainable employment opportunities. The project’s achievements demonstrate that people with special needs can contribute meaningfully to the workforce with the right support, fostering an inclusive and thriving community in Latvia and Estonia.
