- (FR), LIBECCIO DMSS will be able to support the Data Science and Digital Twins DMS, integrating it with valuable information and adding further completeness to future Digital Twin of the regional tourism system, supporting, so, the entire complex of decision-making processes related to the promotion and management of the regional tourism heritage inherent in Sustainable Tourism.
- The synergy will allow the Emilia Romagna region to:
- 1) develop sustainable tourism strategies consistent with the more general objectives of the Green Deal, meets the interest of national and international tourists who are looking for a holiday that allows them to live unique experiences and respect the territory in all its expressions

- EUStrategyAdriaticIonianRegion - Administrative and institutional issues – upskilling of policy maker stakeholders through ETIP enhancing informed data driven decision making in tourism and coordinating with relevant regional strategies.
- LIBECCIO directly addresses EUSAIR Sustainable Tourism pillar. ETIP and its supporting DMSS can enhance “sustainable and responsible tourism management” through provision of informed data driven decision making in tourism building on top of analysis of big data, and sustainable indicator datasets for the partner territories. ETIP can also strongly contribute towards a “diversified tourism offer”, being a Q-Helix innovation platform involving academia, the business sector and public administration.
- It directly addresses EUSAIR cross-cutting aspects of “Strengthening R&D, Innovation and SMEs” via the ETIP and its focus on innovative digital technologies including Big Data analysis, management and visualization, and of “Capacity Building, including communication” focusing on overall Quadruple Helix upskilling as well as wide awareness.
- Finally, it addresses EUSAIR pillars of Blue Growth, through its strong association with Tourism, and Environmental Quality, through the sustainability indicator framework datasets integrated in the DMSS
- EUStrategyAlpineRegion LIBECCIO engages 1 partner territory that participates in EUSALP in Slovenia.
- It addresses EUSALP Thematic Policy Area on “Economic Growth and Innovation”. It aligns with action group 1 on Research and Innovation as LIBECCIO Euro Med Tourism Innovation Platform – ETIP addresses the need for an “effective innovation ecosystem” in the thematic domain of tourism, “bringing together existing potentials to better exploit synergies”. It is in line with action group 2 on Economic Development dealing with the Tourism sector that is also identified as a thematic priority for EUSALP in the specificity of Health Tourism. Finally, through its upskilling and capacity building activities LIBECCIO addresses the mission of action group 3 on Labor Market, Education and Training “to improve adequacy of labor market, education and training in strategic sectors”.

It indirectly aligns with action groups 6 on Resources, 7 on Green Infrastructure, and 8 on Risk Governance, integrating in its Big Data analysis vision and data driven decision support sustainability indicator frameworks that can present the current situation on environmental resources, and help towards their preservation, management, valorization, and mitigation of risks.
- It finally addresses cross-cutting policy area of “Governance, including Institutional Capacity”, having a clear focus on the upskilling of tourism policy stakeholders, increasing their efficiency and capacity to offer informed data driven decision making related to the tourism thematic domain.
- MediterraneanSeaBasin LIBECCIO engages as partners 2 countries that are involved in the initiative: Italy and Spain, and as an associated partner 1 more country: Tunisia.
- LIBECCIO is in line with goal 2 for a Smart and Resilient Blue Economy, and more specifically priority 2.4 on Sustainable consumption and production related to maritime and coastal tourism. Envisaged initiative action on development of new theme-based tourist products and services is served by LIBECCIO, offering highly innovative Destination Management Support System – DMSS, that presents an informed data driven decision support mechanism for potential tourism solutions and investments related to tourism in general, and maritime and coastal tourism in particular. The approach is also highly correlated with sustainability aspects, dealing with the current state and carrying capacity of a territory.
- The project also indirectly addresses goal 3 for better governance of the sea and more specifically priorities 3.1 on spatial planning and coastal management, and 3.2 on marine and maritime knowledge. DMSS collects data regarding selected subsets of sustainability indicator frameworks, making possible the depiction of the current state of a territory, while it deals with the collection, maintenance and storage of data. Both these elements are in line with specific actions envisaged in the context of goal 3.
- EuropeanGreenDeal LIBECCIO project is in line with the European Green Deal and its growth strategy to transform the EU into a fair and prosperous society with a modern efficient economy, dealing effectively with environmental constraints.
- It focuses on the quite important tourism industry that contributes about 10% to the EU GDP and employment, and which has an impact on the sustainability of a territory. LIBECCIO approach involves the tourism Quadruple Helix in a Euro Med Tourism Innovation Platform – ETIP equipped with a Destination Management Support System – DMSS to allow tourism destination benchmarking and informed tourism destination decision making, taking into account sustainability indicators and leading to a more sustainable and resilient tourism paradigm.
- LIBECCIO is in line with European Green Deal target of transforming the EU economy for a Sustainable Future. Its DMSS offers a tool for data driven decision making that can be used for rethinking policies in the tourism sector. Its strong focus on sustainability is in line with Green Deal ecosystem protection, and sustainable use of resources. DMSS represents a web enabled semantically enriched tool promoting the digital transformation that is expected to act as enabler for Green Deal implementation.
- LIBECCIO integration of sustainable indicator frameworks and their utilization for informed decision making in tourism directly or indirectly positively influences Green Deal related aspects, such as climate ambition, circularity, energy and resource efficiency, ecosystem protection, zero pollution. ETIP networking of Quadruple Helix stakeholders in Euro Med area serves towards the Green Deal purpose of mobilizing research and innovation, while envisaged capacity building and upskilling of tourism stakeholders is in line with training and education needed for the Green Deal transition.
- TerritorialAgenda2030 LIBECCIO project comprises a consortium of different territories in the Euro Med area characterized by heterogeneity and diversity. Developed regions, converging regions, developing regions and accession countries take part in the project consortium with different levels of maturity and development needs, falling into the Territorial Agenda 2030 territorial development policies, and addressing a common thematic sector of interest: sustainable tourism. The need for territorial cohesion is addressed by the project through DMSS, a system for informed data driven decision support, to be tested in the partner territories. The evaluation and assessment of the pilot testing and relevant lessons learned will lead to a capitalization plan, detailing the weaknesses, barriers and gaps witnessed in less mature area, and offering solutions out of best practices in more mature areas to be followed for closing the gap between Euro Med territories. This plan will address wider transferability of the project solutions.
- LIBECCIO ETIP offers horizontal and vertical coordination among transnational Quadruple Helix stakeholders, evidence informed policy making and integrated territorial development as mandated by the Agenda. Its Living Lab approach and associated capacity building and upskilling at the level of policy makers are expected to increase the quality of governance in Euro Med territories. Overall LIBECCIO data driven decision support is expected to facilitate reducing imbalances and inequalities providing digital services for a more sustainable tourism paradigm, reducing tourism impact and increasing quality of life, promoting digitalization, maintaining tourism related economic development and employment. LIBECCIO directly or indirectly positively influences sustainable development, balanced European development, convergent development, integration beyond borders, Greener and more Circular Europe
- Other EU Strategy for Sustainable Tourism (P9_TA(2021)0109)
- The European Parliament recognizing the impact of the COVID19 pandemic to tourism has issued this resolution calling for a Strategy for Sustainable Tourism. A main element of the strategy is to refocus government policy within the EU framework, proposing the establishment of a European Agency for Tourism that will be responsible among others to provide “the EU and its member states with factual overview and data for policymakers, enabling them to devise informed strategies based on collected and analyzed tourism data”, and to support “the tourism ecosystem by sharing good practices to make informed decisions about improved tourism policies”. LIBECCIO proposed DMSS drives towards this direction enabling data driven informed decision making. A second element of the strategy is its targeting the transition to sustainable, responsible and smart tourism, specifically calling the EC to bring ETIS into operation, “to equip it with a permanent governance structure and introduce it to tourism destinations, with static indicators and real-time data for their management and evaluation”. LIBECCIO addresses this element through its sustainability indicator framework based on ETIS and the utilization of both static indicators and real time Big Data analysis for informed decision making.
