Description (EN):

The main challenge of the programme area, at international level, is to reduce carbon emission and to improve energy efficiency in public sector through innovative practices and tools (Key targets for 2030: At least 40% cuts in greenhouse gas emissions (from 1990 levels), At least 32% share for renewable energy, at least 32.5% improvement in energy efficiency, 2030 climate & energy framework). The aim of the project LEC + is to capitalize the main results obtained in the previous project LEC financed by IPA CBC Italy Albania Montenegro programme. The overall objective of LEC project was to contribute to improve energy efficiency and renewable energy usage through the development of “local community of active energy consumers” (LEC) made by citizens, SMEs, research organizations and municipalities (public-private partnerships), by promoting the creation of sustainable Municipalities models based on local actions inspired by the change in the everyday behaviour of the citizens. With LEC + we intend to capitalize the innovative model for the creation of the local renewable energy community (LECs) developed by the Municipality of Mirabello Sannitico in order to spread the LEC approach at cross border level. LEC + will continue the focusing on the development of sustainable municipalities models from an energy point of view through a change in the consumers daily behaviour and an active role in promoting and managing the energy efficiency in the cities. In fact, by considering the continuous reduction of public spending, it is hard to promote energy savings and increase the consumption of renewable sources without locally implementing models that provide for an active users participation, organized in LEC which cooperates with municipalities by establishing public-private partnerships. The main output produced will be a Joint Local Energy Community Action Plan that will include a series of actions to spread and promote the creation of new LEC in the programme area. The project start date according to the partnership 's decision will be 01/02/2024

Expected Achievements (EN): The specific objective of the project is the creation of a joint cross border action plan between the various project partner territories with the aim of disseminate and expand the LEC cross border model created in the previous LEC project.

Following Kyoto, the EU has issued the "20-20-20 climate-energy package" (Directive 2009/29/EC), valid from January 2013 until 2020.In 2014, the European Council re-determined the EU 2030 Climate-Energy objectives: reduction of greenhouse gas emissions and up to 40% the share of renewables, energy efficiency target of 27%. The Directive (EU) on the energy efficiency 2018/844 of 30 May confirms that all citizens have the right to consume, store and sell self-produced energy, by becoming active consumers.
