The Rowing4confidence project aims to prevent the social exclusion of children and promote the integration of active lifestyles with social services. It targets marginalized children from community-based foster homes and those with mental disabilities in Daugavpils, Liepaja, and Panevėžys. During the project 12 rowing coaches will undergo training in special education and psychology, followed by practical traineeships at each project partner’s location. 75 children will participate in local “Rowing afternoons” to improve their water safety skills and learn rowing in different water bodies (Nevėžis river in Panevėžys, The Baltic Sea in Liepaja and Stropu lake in Daugavpils). Additionally, the boat elings with auxiliary facilities will be established in Panevėžys and all partners will procure necessary equipment for activities, such as different types and sizes of canoes, SUPboards, special accessories for disabled persons, paddles, life jackets and motor boats to provide safe rowing sessions. Furthermore, children will be encouraged to join camp in Liepaja, “Safe Rowing Weekend” in Daugavpils, and the Joint Regatta “Senvagė Cup” in Panevėžys. At the end of the project sports institutions will sign a collaboration agreement to continue providing activities for vulnerable groups. The project focuses on developing a new integrated rowing-swimming training program to be offered annually during the summer. This service will provide an opportunity for young people to train and promote a healthy lifestyle, socialize, raise their self-esteem and gain confidence in their abilities.

Projekta Rowing4confidence mērķis ir novērst bērnu sociālo atstumtību un veicināt aktīva dzīvesveida integrāciju ar sociālajiem pakalpojumiem. Atbalsts ir paredzēts marginalizētiem bērniem no kopienu audžuģimenēm un personām ar garīga rakstura traucējumiem Daugavpilī, Liepājā un Panevēžā. Projekta laikā 12 airēšanas treneri izies apmācības speciālajā izglītībā un speciālajā psiholoģijā, kam sekos praktiskie treniņi katra projekta partnera atrašanās vietā. 75 bērni praktizēsies vietējās “Airēšanas pēcpusdienās”, lai pilnveidotu savas prasmes drošībā uz ūdens un apgūtu airēšanu dažādās ūdenstilpēs (Nevēžas upē Panevēžā, Baltijas jūrā Liepājā un Stropu ezerā Daugavpilī). Turklāt Panevēžā tiks ierīkotas laivu novietnes ar palīgtelpām un visi partneri iegādāsies aktivitātēm nepieciešamo inventāru. Piemēram, dažāda veida un izmēra kajakus, SUP dēļus, speciālās palīgierīces personām ar īpašām vajadzībām, airus, glābšanas vestes un vieglo motorlaivu, lai nodrošinātu drošas airēšanas nodarbības. Turklāt bērni tiks mudināti pievienoties nometnei Liepājā, “Drošas airēšanas brīvdienām” Daugavpilī un kopīgajai regatei “Senvagė kauss” Panevēžā. Projekta noslēgumā sporta iestādes parakstīs sadarbības līgumu, lai turpinātu nodrošināt aktivitātes mazaizsargātajām iedzīvotāju grupām. Projekts fokusējas uz jaunas integrētas airēšanas un peldēšanas treniņu programmas attīstīšanu, kas tiks piedāvāta katru gadu vasarā. Šis pakalpojums sniegs iespēju jauniešiem trenēties un popularizēt veselīgu dzīvesveidu, socializēties, celt pašvērtējumu un gūt pārliecību par saviem spēkiem.

Projektu „Saugūs vandenyje“ siekiama užkirsti kelią vaikų socialinei atskirčiai ir skatinti aktyvaus gyvenimo būdo integraciją su socialinėmis paslaugomis. Projektas skirtas bendruomeninių vaikų globos namų auklėtiniams ir vaikams, turintiems specialiųjų poreikių Daugpilyje, Liepojoje ir Panevėžyje. Projekto metu 12 irklavimo trenerių dalyvaus specialiosios pedagogikos ir psichologijos mokymuose, po kurių vyks praktinės stažuotės kiekvieno projekto partnerio vietovėje. Dalyvaudami Panevėžyje, Liepojoje ir Daugpilyje vyksiančiose „Irklavimo popietėse“ 75 tikslinės grupės vaikai tobulins saugaus elgesio vandenyje įgūdžius ir mokysis irklavimo įvairiuose vandens telkiniuose (Nevėžio upėje Panevėžyje, Baltijos jūroje Liepojoje ir Stropu ežere Daugpilyje). Taip pat šie vaikai bus kviečiami dalyvauti stovykloje Liepojoje, „Saugaus irklavimo savaitgalyje“ Daugpilyje ir jungtinėje regatoje „Senvagės taurė“ Panevėžyje. Siekiant užtikrinti saugų irklavimo užsiėmimų organizavimą, visi partneriai įsigys užsiėmimams reikalingos įrangos: įvairių tipų ir dydžių baidarių, irklenčių, specialių irklavimo priedų neįgaliesiems, irklų, gelbėjimosi liemenių ir motorinių valčių. Be to, Panevėžyje bus įrengtas valčių elingas su pagalbinėmis patalpomis. Projekto pabaigoje sporto įstaigos pasirašys bendradarbiavimo sutartį, pagal kurią toliau vykdys veiklą pažeidžiamoms grupėms. Projekte daugiausia dėmesio skiriama naujos integruotos irklavimo ir plaukimo treniruočių programos kūrimui. Ši programa tikslinei grupei bus prieinama kiekvieną vasarą. Nemokami irklavimo užsiėmimai suteiks galimybę socialinę atskirti dėl socialinės padėties ar psichinės sveikatos būklės patiriantiems jauniems žmonėms treniruotis ir propaguoti sveiką gyvenimo būdą, bendrauti, kelti savivertę ir įgyti pasitikėjimo savo jėgomis.

Actual Achievements (EN):

In the first reporting period, Rowing4confidence project partners have established functioning structures for collaboration and taken first steps in preparing the solution. The kick-off meeting in Panevėžys laid the foundation for the development of all Groups of Activities in Work package 1. Presentations on each key topic ensured that partners had a shared understanding of the project’s objectives, and the presentations of each partner and organisations representing project target groups began the informative partnership and collaborative planning process for project activities. During the kick-off meeting, PPs engaged with coaches from sports organizations to discuss the challenges they face when working with the target group. It was reviewed the project activity plan and agreed on the dates for general theoretical training sessions for coaches, which will take place on October 11-13 in Daugavpils, February 7-9 in Liepaja, and March 19-21 in Panevėžys. 2 weeks after the Kick-off meeting a comprehensive project commnication plan was developed by LP1, laying down detailed communication strategy and timetable to ensure project publicity (added in the LP1's partner report annexes) The project “Rowing4Confidence” is progressing steadily, with significant achievements in infrastructure development, capacity-building for coaches, and cross-border collaboration. During the second reporting period, the main focus was on preparatory actions that lay the groundwork for the inclusion of children from community-based foster homes and children with mental health challenges into water sports activities. One of the most visible accomplishments is the construction progress of the rowing base in Panevėžys, which has reached over 50% completion. This infrastructure will play a central role in ensuring long-term accessibility to rowing activities for both professional athletes and previously excluded children. Capacity-building was also a key focus. The first international theory-based training for rowing and paddling coaches took place on October 10–12, 2024 in Daugavpils. It brought together 12 coaches from all three partner municipalities (Panevėžys, Daugavpils, and Liepāja) to enhance their understanding of how to adapt physical activities for children with special needs. This training significantly strengthened the coaches’ preparedness for upcoming practical activities and supported mutual learning across borders. Although direct work with the target groups has not yet started, all partners have taken concrete steps to prepare for their involvement. This includes initiating cooperation with special schools, foster services, and social institutions, as well as developing training programs and planning equipment procurement. For example, Daugavpils has signed a contract for purchasing specialised equipment, while Liepāja has completed the design and production of project-branded equipment stickers and prepared for their own coach training seminar. Strong communication and coordination among partners have ensured that all activities are aligned and contribute toward the shared project goals. Publicity actions were also carried out by all partners, including press releases, social media updates, and local newspaper articles to raise awareness and reflect transparency. The added value of this cooperation lies in the joint development of inclusive sports models across three municipalities, fostering mutual learning, shared standards, and a stronger social impact. Together, the partners are laying the foundation for future rowing training opportunities that are both inclusive and sustainable.

Project partner Daugavpils has implemented the project "Health promotion and disease prevention measures in the municipality of Daugavpils" with the goal to improve access to health promotion and disease prevention services for all residents of Daugavpils, especially for residents at risk of poverty and social exclusion, by implementing local measures.
The main activities of the project were disease prevention and health promotion measures, which provide informational measures for educating citizens about healthy lifestyles and disease prevention, exercise classes for children and residents over 54 years of age. Organization of modern dance, orienteering classes, nordic walking and mental health educational events for the target groups of the project. Swimming and skating training, folk sports events. Organized training of primary school-age children and pedagogues for dynamic breaks during the lesson. Significant attention was devoted to new families during the period of waiting and birth of a baby, providing informative lectures and exercise classes for couples. The townspeople participated in exercise groups. Large health promotion and disease prevention seminars are organized every year, where specialists are invited to talk about current problems and encourage people to change their habits in order to take care of their health more effectively. (EN) | The experience gained helped to realize different groups of people by sports activities. We were able to define those people who have a very small offer of sports activities in the city.
During the project, data was also obtained on how many classes are needed for a person to understand whether he likes these classes, will continue to do them, or will change his daily habits.
The implementation of the project showed how important it is to provide citizens with free sports activities, as they helped people to socialize more, acquire new skills and change their everyday life. Residents are now aware of how important it is to think about and take care of their own health and that of their family members in order to prevent the spread of diseases.
People with mental retardation had the opportunity to attend group classes with professional trainers, which had been denied to them until now. Continuing the project's sustainability, residents will be offered periodic free classes with trainers, as well as free use of sports equipment to continue incorporating activities into their daily lives.
The experience of forming and organizing groups will be used for the implementation of the "Rowing4confidence" project, the possible participants have been identified. The optimal duration of activities, which is sufficient to acquire new skills and strengthen them, will be offered. (EN), PP3 Daugavpils has implemented the project "Sports for Social Inclusion of At-risk Teenagers" funded in Interreg Latvia-Lithuania programme. The overall objective: to promote social inclusion of at-risk children and youth through sports by improving the public sports infrastructure and accessibility to organized sports activities, as well as establishment of the necessary social partnerships of organizations as the support mechanism for creating street sports culture in the Latvia-Lithuania cross-border area as an instrument for social inclusion.
Improvement of public outdoor sports infrastructure in 15 local municipalities, including Daugavpils, to ensure accessibility to organized sports activities to vulnerable groups, especially at-risk teenagers at no cost thus contributing to creating street sports culture in the Latvia-Lithuania cross-border area that will serve as an instrument for social inclusion.
New sports fields have been created in 3 different neighbourhoods of Daugavpils city, multifunctional outdoor trainers have been installed, designed for muscle training as well as for functional training.
(EN) | In the project " Rowing4confidence", we will use the acquired sports fields, which will be able to organize land training, as well as the experience of working with "street" young people and cooperation partners will be used to continue to attract "invisible" children and young people to the project. (EN), PP2 Liepāja City Council Sports Administration has participated in URBACT programme project "Vital cities" as a partner and expert in one person. The project aim was give expert suggestions from different points of view for local municipality to improving one municipality district sports to connection with other city parts. The one part of expertises was to find out the best decisions how to deal with street youth and vandalism. During the project there were found out different ways how to work with problematic part of youth. Other Rowing4confidence is in line with the goals of the Strategy for the Rights of Persons with Disabilities 2021-2030. It aims to ensure equal opportunities in and access to justice, education, culture, sport and tourism. Project contributes to this goal by enabling partner countries to include children with disabilities in rowing on an equal basis with other children. To achieve this, an important contribution will be made by improving coaches' professional skills in working with children with disabilities and reducing their fears of " uncomfortable work".
Other The United Nations Convention on the Rights of Persons with Disabilities is an international human rights treaty, which exists to promote, protect and ensure the full and equal enjoyment of all human rights and fundamental freedoms by all disabled persons. The project focuses on children with intellectual disabilities, with the aim of integrating them into society and giving them the full enjoyment of leisure activities such as rowing in outdoor waters.
EUStrategyBalticSeaRegion Project directly contributes to EU Strategy for the Baltic Sea Region Policy Area Heath, Action 3: Increasing stakeholder and institutional capacity to tackle regional health challenges. During the project Rowing4confidence project partners will implement capacity building and shared learning through networking, knowledge-brokering and
training activities. Regarding to this action cross-border region sport institutions will enhance their skills and knowledge and this will be important part of contribution to the social well-being of 2 specific vulnerable project target groups- foster children and children with mental dissabilities or special needs.
Other United Nations Sustainable Development Goal 10 aims at reducing inequality within and among countries. This SDG calls for reducing inequalities in income as well as those based on age, sex, disability, race, ethnicity, origin, religion or economic or other status within a country. Project Rowing4confidence contributes directly to reducing inequalities based on disability and social status. The project will integrate vulnerable children from the target group on an equal basis with the rest of society in easily accessible sporting activities, and change the attitudes of their families and social workers, with the aim of getting them to finally believe, that these children are not inferior or less capable than the rest of society, that they also need full-fledged sporting activities and, in particular, that they have the potential to acquire the necessary water safety skills and to become responsible for themselves, which will contribute to their independence in other aspects of their lives in future.
Other Rowing4confidence will directly implement recommendations for health promotion for persons with disabilities, indicated in The Latvian health promotion plan, which are:
- make available infrastructure promoting physical activity (incl. gyms), classes in the afternoons and evenings with sports instructor/coach;
- adapted physical activities (under the guidance of a specialist such as an occupational therapist or physiotherapist);
- interactive classes to promote physical activities for persons with disability;
- exercise classes for persons with disabilities;
- health days and sports games for persons with disabilities;
- swimming lessons accompanied by a coach, adjusting the lesson for persons with special needs;
- educational and health-promoting physical activity camps for children and young people.
Other Project contributes to the Principle of equality indicated in Latvian National Sports development plan 2023- 2027 which is: Everyone has the right to engage in sports and physical activity. It is necessary to create opportunities for each individual to engage in physical activity and sport without any discrimination, so that everyone with an interest and ability is given the opportunity to improve their achievement in the field of physical activity, both with a view to improving their health and achieving high-class results.
Other The Strategic Development Plan 2021-2027 of Panevėžys City sets out the vision of Panevėžys City until 2030.
The 2 focus areas envisaged in this vision will be directly reflected in the project-
Social protection and inclusion of the population - will contribute to the problem "In Panevėžys, socially vulnerable people avoid seeking help due to the negative image formed in society about social services and the people who receive them.", as well as the "social activity of the population"- the strategy assesses that in Panevėžys the opportunities for inter-institutional and international cooperation are poorly used. The problem is partly caused by weak, insufficiently inclusive and constructive relations between the local self-government sector and communities. There is a lack of institutional cooperation, dialogue and openness of city institutions, as well as a lack of citizen involvement.
Other Project contributes to implementation of Daugavpils development program 2022 - 2027, where were indicated goals:

It is crucial to work towards this goal through inclusive sport activities and by enabling all groups in society to participate in the activities.

The application of this principle ensures that all persons, regardless of their sex, nationality, racial or ethnic origin, citizenship, language, religion, belief, faith or opinion, disability, health, social status, age, sexual orientation or any other characteristic, enjoy the same rights and equal access to services, infrastructure, transport and other facilities, and to participate fully in public life.
The National Progress Plan targets must take into account the needs of persons with disabilities, women and men, different age groups, national minorities and other groups likely to be discriminated against, and must include measures and indicators to implement the principle of equal opportunities.
