Description (EN):

In the green and digital transition, local and regional public authorities face increasingly complex issues in territorial planning. To achieve resilience and good livelihood, local and regional public authorities need systemic innovation in decision-making processes. Local Digital Twins (LDTs) are virtual 2D/3D representations of a territory, e.g. a city, created by modelling and simulation technology, based on datasets and -models. LDTs are building blocks of systemic innovation. LDTs can visualize, analyse and simulate territories in a way that could not be done before, integrating datasets from multiple stakeholders simultaneously in a single 2D/3D virtual environment. Today, LDT technology and high-value data sets are available even for communities with smaller budgets. Many cities experiment already with LDTs. But characteristics and maturity of experiments differ widely. Development and deployment is usually hindered by lack of understanding of what a LDT is, and how it can help in territorial planning. Resulting in lack of proof of impact, hence lack of local political support, and of opportunities to increase innovation capacity, notably among public authorities. Twin4Resilience (T4R) aims for: - Increased understanding, skills, and competences among civil servants, territorial planning companies, and citizens on opportunities and limitations of using LDTs. - LDTs deployed inclusively, democratically, affordably, and sustainably in territorial decision-making processes in many more local and regional public authorities, increasing resilience and improving livelihood. - Narrowed gap between cities implementing LDTs (frontrunners), those trying to (followers), and those not (yet) aware of the potential of LDTs. T4R Outputs (as schematized in Attachment 'T4R intervention and cooperation logic') are: - 1 Joint Strategy and Action Plan, resulting from joint implementation of 4 jointly developed Frameworks covering LDT technical design, governance, ethical/inclusion/democratization, and training. The Frameworks will be co-created by the Transnational Framework Groups, and with stakeholders outside the T4R consortium (including local stakeholders). The Frameworks serve as an implementation handbook for cities and communities starting with LDTs, enabling all frontrunners and followers to benefit from WP2 and WP3. - 8 Pilot Actions jointly developed and implemented by 8 local and regional authorities - CITYUTR, AMS, DCC, RM, BXLCITY, ICL, SCHUTT, and VMM - in 4Transnational Framework Groups and 4 Transnational territorial planning Thematic Clusters (Energy, Mobility, Environment, Integrated Territorial Planning) in which all partners – frontrunner and followers - participate, in cooperation with stakeholders outside T4R, including local stakeholders groups, resulting in a jointly developed Solution. - 300 Participants in Joint Training scheme. T4R will create a collective train-the-trainer program, based on the European lifelong learning framework European Skills, Competences, and Occupations, in close cooperation with local and regional authority territorial planners, local stakeholders, T4R innovation support partners, as well as the Transnational Community of Practice of 130+ stakeholders outside T4R. Beneficiaries are Local, regional, and national public authorities, General Public Higher education and research organisations, Interest groups and NGOs, Small and Medium Enterprises. Approach and need for transnational cooperation: T4R brings together 7 local and 2 regional public authorities, 3 higher education and research organizations, 1 SME, and 1 NGO, from 6 different NWE countries. In the project, 8 local and regional authorities will jointly implement 8 Pilot Actions. They encompass frontrunner and follower cities and communities already working with Local Digital Twins as data-driven decision support tools in territorial planning. They range in size from 6,000 to 919,000 inhabitants, and differ in cultural and political characteristics. This diversity in many respects ensures that T4R Outputs and Results will be of use and value for all public authorities in NWE and beyond, which is further strengthened by collaboration throughout the project with the Transnational Community of Practice of stakeholders outside the T4R consortium, including local stakeholders and relevant ongoing European projects and networks. New/original: T4R is not about developing technology, but about increasing people’s capacity (hence also policies and governments) to deal with change.T4R will dramatically enhance the research and innovation capacities of 130+ organizations to better deal with complex challenges in territorial planning using LDT as data-driven decision support tools – ethically, inclusively, democratically, affordably, effectively, and sustainably - through joint action on technical design, governance, ethics, and skilling.

Expected Achievements (EN):

Improve innovation capacity by developing a Joint Implementation Strategy for broader uptake of Local Digital Twins as data-driven decision support tools in territorial planning, based on exchange and evaluation of existing experience, expertise and needs in development, deployment, governance (a.o. financing practices), and ethical aspects of local digital twins, involving all partners, enabling all (frontrunners and followers) to take steps in the project. T4R aims to enhance democratic and inclusive policy and decision-making among 8 local/regional authorities: CITYUTR, AMS, DCC, RM, BXLCITY, ICL, SCHUTT, and VMM. This will be achieved through development and testing of Local Digital Twins (LDTs) as decision support tools in territorial planning. Pilot actions will be based on the 4 Frameworks jointly developed in WP1 (technical design, governance, ethics/ inclusion/ democratization, training), and jointly implemented in 4 transnational territorial planning Thematic clusters (energy, mobility, environment, integrated territorial planning). Each T4R partner needs Framework and/or Thematic expertise from at least one other T4R partner to be successful in piloting, therefore frontrunners and followers cooperate in the transnational Framework groups as well as the transnational territorial planning Thematic clusters, embedding transnational collaboration firmly in Pilot Action planning and implementation (see Attachment with application). Joint development and implementation of a Training scheme, empowering at least 300 technical and non-technical stakeholders at local/regional authorities and other local stakeholders to use Local Digital Twins as decision support tool in territorial planning. Increased institutional capacity by establishing a transnational Community of Practice of 130+ local/regional authorities, higher education and research organizations, SMEs, and NGOs outside T4R that will be actively involved in project activities.
