- Horizon2020 - Digital Urban European Twins for smarter decision making (DUET, 2019-2022)
- The DUET project provided virtual city replicas which make it easier to understand the complex interrelations between traffic, air quality, noise, and other urban factors. Powerful analytics modelled the expected impacts of potential change to help city authorities make better evidence-based operational decisions and longer term policy choices. Thus, DUET developed and validated the use of Digital Twins for better policy making.
- Three city test beds covered a range of scales for testing different scenarios related to mobility, health, and environment, which were chosen due to immediate policy needs and the fact that these issues often intersect and impact each other. Which provided a perfect opportunity for robustly testing the Digital Twins with multidisciplinary input and multi-sectoral output.
- DUET was an award winning project on the "Smart city EXPO world congress" in Barcelona in 2021.
- The DUET Consortium is working on a book providing an introduction to Local Digital Twins for data-supported decision making, outlining the technology and standards involved in creating twin instances, as well as exploring potential benefits. The open access book is due for publication in 2023.
- In the implementation of the EC DG CONNECT tender to collect functional and performance requirements for a Local Digital Twin toolbox (May-August 2023), members of the DUET consortium, including T4R project partner DF, will be interviewed as the DUET Digital Twin architecture is an important example.
- (EN) | The DUET Digital Twin Maturity Model provides an easy-to-understand pathway for the LDT implementation journey. The maturity level depends on the level of the LDT solution itself, the involved sponsors and the users involved in a specific policy question. Once the ‘As Is’ state is identified, cities can discuss and explore where they want ‘to be’ so they can better plan and prepare how to achieve their vision and create their strategy and roadmap for change.
- Technologically, the DUET Digital Twins enabled the prototyping of urban service changes and/or new ideas quickly and effectively. Improvement was achieved by simulating and experimenting with what-if scenarios involving policy-ready-data, cloud and advanced analytics. Predictive simulations created a better understanding of how a service can meet the needs of its target audience, enabling teams from across an organisation (e.g. engineering, customer service) to make more informed choices together.
- DUET promoted data-driven decision making by building a comprehensive, virtual representation of a city's processes, that can be used to measure, analyse and predict operational impact across an entire city or region. This was to enable cities to understand what is happening across its multi-disciplinary domains and services. With this knowledge, cities could react quickly to events and simulate alternative policy and operational approaches based on real data, as opposed to making assumptions based on generalized expectations.
- DUET Digital Twin open architecture will serve as an important design example in T4R. T4R also builds on the DUET Digital Twin Maturity Model by using and refining the DUET co-design and co-creation approach, bringing data providers and policy questions and owners together. And T4R builds on DUET’s technical experiments by linking with EU dataspaces in support of multiple policy scenarios. As well as DUET’s pilot action design and implementation, cross-border cooperation, and overall learnings.
- (EN), Digital Europe Program - Data Space for Sustainable Smart Cities and Communities (DS4SSCC, 2022-2023), which is followed-up by calls for its deployment
- Cities and communities can be both providers and consumers of data and services. Hence, they have the potential to bring together a wide range of information in a harmonised manner to provide intelligence, and ultimately improve the delivery of services and quality of life for citizens and communities. However, this is hindered by the silos of cities and communities, the lack of interoperability and ability to securely and efficiently share data, and the absence of effective business models. Data spaces, as infrastructure that enables data transactions between different data ecosystem parties, bring together a variety of data from different sources on local, regional, or national levels and act as an enabler of data-driven innovations like local digital twins. The DS4SSCC initiative was launched by six pan-European organisations representing governance, technical, and civil society expertise (a.o. Open and Agile Smart Cities network, Eurocities, European Network of Living Labs, FIWARE Foundation). DS4SSCC works with piloting organisations, among which are the T4R partners AMS, DF, and LIST.
- (EN) | T4R will build on the results of DS4SSCC, mostly its Reference Architecture Model and Cookbook, Catalogue of specifications, and data space governance schemes.
- The Catalogue of specifications developed by the DS4SSCC partners provides an overview of building blocks (technical and non-technical) required to set up and operate a data space for smart and sustainable cities and communities. The building blocks are mechanisms to implement the Minimum Interoperability Mechanisms (MIMs) Plus that are promoted by the Living-in.EU initiative.
- The Data governance scheme, developed together with European cities and their local stakeholders, aims to guide the practices and interactions with various stakeholders (e.g., cities, industry, academia, civil society, etc.) in cities and communities. This multi-stakeholder governance scheme: (1) considers roles and responsibilities of different stakeholders in the data space; (2) identifies standardised access rights and business models for the management of the data ecosystem; (3) determines conditions for access, sharing, processing, and using data within (local) data ecosystems; explore mechanisms for identity management and trust; and (4) establishes data quality assurance guidelines and standards; while taking into consideration existing European policy, legislation, and regulations. The DS4SSCC Data governance scheme can help T4R to overcome local challenges related to data sharing with different types of stakeholders (including private sector).
- T4R builds on DS4SSCC by aligning T4R with the DS4SSCC recommendations, which serve as a foundation for T4R's Frameworks, notably on LDT Technical design and Governance (WP1), as well as for the T4R Pilot Actions (WP2), guiding technical and non-technical building blocks, including data governance practices, to overcome local data sharing challenges.
- (EN), Erasmus+ - CYANOTYPES (2022-2026)
- CYANOTYPES develops and tests a methodological framework on how people “learn how to learn”, resulting in upskilling and reskilling processes for different stakeholder groups leading to change and innovation in education and training.
- CYANOTYPES is a member of the Pact for Skills for the Cultural and Creative Industry, a five year plan formulated by the European Commission to define new skill sets for the Cultural Creative Sectors and Industries.
- The Pact is firmly anchored in the principles of the European Pillar of Social Rights and supports the goals of the Green Deal and the digital transformation, as set out in the Commission communication “A strong Social Europe for Just Transitions”. The Pact aims to mobilise and incentivise private and public stakeholders to take concrete action for the upskilling and reskilling of people of working age, and, when relevant, pool efforts in the partnerships.
- This effort is based on the European Skills Agenda which aims to help individuals and businesses develop a wider range of more effective skills. The goal of this European Skills Agenda is not only to up-skill and re-skill European citizens in a framework of lifelong learning, but also to strengthen creative and entrepreneurial competences, to put these newly acquired and much needed skill sets into practice.
- CYANOTYPES is part of Alliances for Sectoral Cooperation on Skills, which is funded by the European Commission Erasmus+ Programme.
- T4R partner HKU coordinates CYANOTYPES, while T4R partners K8 and ALL DIGITAL are also partners of the CYANOTYPES Consortium. (EN) | T4R builds on the CYANOTYPES project’s methodological framework on ‘(re)learning how to learn’. To address the complex challenges of territorial planning in the face of the green and digital transition, we need to employ all the competences and disciplines we have to meet viable solutions. The arts can perform extremely well by providing part of the cultural and social cohesion but also helping people to understand different scenarios, explaining things in different and more collaborative ways. T4R capitalizes on the CYANOTYPES learning framework of needed competences that will encourage people to work together. This methodological conceptual framework, called ‘Triple Loop Learning, is a framework to affect changes in the way people learn. Think about spirals: the first loop is essentially what we do every day. Second loop learning is the phase of realization that the categories we are using are no longer enough and we need to support new ways of reasoning. The third loop is relearning how to learn, rethinking how to think. This methodological framework addresses the need of T4R partners for a new learning framework to facilitate innovation, leaving the primacy of disciplines that often decontextualize the problem and instead begin a process of mutual learning and recontextualization, facilitating T4R partners to train-their-trainers to develop and deploy advanced technologies such as LDTs as decision support solution in territorial planning.
- (EN), EC DG CONNECT – 2022-2023 Tenders to build a Local Digital Twins Toolbox
- Lack of awareness and readiness of EU communities that are at an early stage, or have not started yet their digital transformation, affects European capacity to deploy and scale-up AI-powered digital twins and enable local data platforms in a large number of urban and rural communities. Therefore EC DG CONNECT has published tenders from end 2022 onwards to build and deploy a Local Digital Twins Toolbox.
- One of the objectives of the 1st tender (to be implemented May-August 2023) is to collect - through a wide and open consultation - functional and performance requirements to form a complete and consistent set of technical requirements from which a Local Digital Twin toolbox will be technically architected and designed.
- The second tender (to be implemented August 2023 – July 2025) is to assess the general digital maturity of cities with the Lordimas tool. Based on this assessment a suitable offering will be made to help cities gain awareness on digital possibilities, create a digital strategy, and support them in buying solutions from the market (based on ready to use technical descriptions in procurement and a helpdesk with services).
- A third tender (publication expected end 2023) will focus more on the digitally most mature cities and regions.
- (EN) | T4R will build on the methodologies and results of the EC DG CONNECT tenders aimed at development of a LDT Toolbox.

- - The winner of the first tender, which will be implemented May-August 2023, will interview T4R project partner DF on their results, together with others, in the T4R related Horizon2020-project DUET (2019-2022). Through DF, T4R will be fed with the insights and results that will be delivered by this first tender, which will be integrated in WP1 if of use to T4R.

- - T4R project partner DF is Digital Flanders works as expert in all three tenders, and is one of the partners which was granted the 2022-2023 Local Digital Twins Toolbox tender 2 lot 2: “Advancing initial stages for the transformation of Smart Communities” which involves training, dissemination, procurement, creation of digital transformation strategies and a roadmap for gaining maturity towards a digital twin, from which T4R will benefit, notably in WP1. - The technology sector sees LDTs as a tool for efficiency and optimization. Governmental agencies see Local Digital Twins as a means to improve decision-making related to e.g. climate change, city planning, and democratic participation. The authors of this article propose to see LDTs as steering techniques. Which comes with a number of considerations to take into account when deploying LDTs:
- (1) LDTs are inherently normative: any digital representation is the result of human choices and interpretations. One cannot correct or optimize anything without an idea of what is good. LDTs are shaped by the purposes and interests of those that create the representation. Therefore, there is never ‘the’ digital twin of a physical area or entity, only ‘a’ digital twin of it.
- (2) LDTs are inevitably incomplete: as collecting data on qualitative experiences differences is more difficult than collecting data on quantitative experiences and differences, qualitative experiences and differences may end up being underrepresented.
- (3) LDTs may affect the distribution of power, based on control of resources like the hardware, software, and data, and who has the skills to understand and work with it.
- The article advises to explore the Local Digital Twin’s potential for participatory governance and self-empowerment, for example by including a wide group of stakeholders and allowing them to explore different future scenarios in order to find a balance between the interests involved.
- (EN) | T4R builds on this article by aiming to design and deploy Local Digital Twins wisely, affordably, effectively and sustainably as decision support tools in territorial planning.
- The considerations in the article concern a wider societal debate on government use of new technology (including for example AI), which, if not addressed properly, may lead to underuse or wrong use of new technology such as Local Digital Twins, eventually undermining legitimacy of and/or trust in government.
- The considerations in the article are therefore at the heart of T4R from the start and in every Work Package:
- - In the Technical design, Governance, Ethics/inclusion, Democratization, and Training Frameworks in WP1,
- - In the monitoring and evaluation of the activities, notably in WP2, and
- - in the implementation of the training scheme (WP3).
- Also, the article’s recommendation to work with Local Stakeholder Groups is integrated in T4R from the start, and throughout the implementation of the project.

- Community on Local Digital Twins
- Living-in.eu is an initiative by the European Commission to connect all levels of government in the EU to join forces to scale up digital solutions so that at least 300 million Europeans can enjoy a better quality of life by 2025. Living-in.eu aims for an inclusive, digital Europe so that every community can enjoy economic and social benefits through digital services, technologies, infrastructures and skills.
- The Living-in.eu Declaration is signed by 152 representatives of a public administration at local, regional, national or European level. Living-in.eu is supported by Eurocities (network of and for European cities), ERRIN (network of and for European regions), CCRE-CEMR (local and regional Europe), Open and Agile Smart Cities network, European Network of Living Labs, and the European Committee of the Regions.
- The work of Living-in.eu focuses on standards and technical specifications to achieve interoperability of data, systems, and platforms among cities and communities, education and capacity building, developing and validating local key performance indicators and data collection procedures for common and transparent monitoring and evaluation, financing, and removing legal barriers.
- Living-in.eu works in Communities of Practice around specific Solutions. One of those Communities of Practice / Solutions is Local Digital Twins. The Living-in.eu Community of Practice on Local Digital Twins has 34 members from 13 countries, among which 26 cities.
