Description (EN):

The project "Clean areas, green and open streets" aims to solve the following common problems and challenges in the transnational region, part of the Black Sea area: - Need to conduct training activities to build institutional capacity at the municipal level for successful implementation and management of activities in the field of mitigation and adaptation to climate change. - The need to increase the knowledge and awareness of public bodies and citizens regarding the green transition, the circular economy and environmental protection. - Need to increase environmental self-awareness, strengthen the skills and desire of young people to protect the environment. - Application of innovative practices and technologies to implement public policies to make cities and regions more socially and environmentally sustainable. Development of a strategic document "Green Transnational Region". - Investing in green infrastructure and promoting sustainable lifestyles by improving common spaces and protecting the environment. - Rehabilitation of existing public green areas and their transformation into attractive park areas to enable different age groups to spend quality and varied time outside. This project is integrated. Partners from each side of the border contribute different elements to achieve the project's goals. Partners: General Toshevo Municipality, territorial administrative unit - Murfatlar, Tarakli District Council, Bolgrad Municipal Council. Each of the four regions, depending on its specificity, will engage with different methods and tools in different activities, but with the same goal: Investing in green infrastructure to reduce air, water and soil pollution. Promoting sustainable lifestyles and providing sustainable, affordable and inclusive products and services. Reducing pollution through education, awareness and implementation of good practices. Increasing the environmental self-awareness, skills and desire of young people to protect the environment. The following investment goals will be realized with the support of the program: Reconstruction of a covered concrete walkway, summer scene and park space in a city park. Development of the territory by investing in green infrastructure to mitigate air, water, soil and degradation pollution. Rehabilitation of two existing public green spaces and their transformation into an attractive park area that will enable different age groups to spend quality and varied time outside. Reconstruction and landscaping of a traffic-free square space and a summer scene in a city park. Development of the territory by investing in green infrastructure and creating recreation areas with modern architectural elements. All investment goals are subordinated to one general decision: "Green areas and cities and increasing the quality of life". The development of the new green spaces will contribute to the creation and provision of sustainable, affordable, inclusive and beautiful products and services in line with the New European Bauhaus initiative. According to the project, 3 seminars will be held, one thematic camp for young people, environmental actions and initiatives. The project meets the general objective of the program and specific objective 7: Enhancing protection and preservation of nature, biodiversity, and green infrastructure, including in urban areas, and reducing all forms of pollution. After the implementation of the project, we expect a transition to green cities and municipalities, oriented towards the environment, economically viable and improved quality of life of the population.

Actual Achievements (EN):

During the reporting period for the implementation of the project, the following was done: Based on the project proposal development team, the project management teams were formed for all partners, as well as the composition of the project steering committee. The advance payment was received from the Managing Authority of the program, which the lead partner promptly distributed among the project partners. Representatives of all partner teams participated in online training for the beneficiaries of the first call for project proposals, held on September 17, 2024 in an online format, organized by the Joint Technical Secretariat. A press conference for the start of the project activities was held on August 30, 2024 by the Lead partner -GTBG. The official representatives and representatives of the project management teams from all partners were present. In addition, representatives of the local administration, representatives of cultural and educational institutions, journalists and representatives of NGOs were present. A total of 34 participants. A working meeting of the project management team was also held on August 29-30. General organizational and technical problems in the implementation of the project activities were discussed, as well as the requirements and criteria for developing updated public procurement plans. The challenges facing Partner 4 related to the war in Ukraine were discussed. It was decided to develop an updated project schedule. Descriptions of the contribution of each of the partners during the first reporting period: LP-GTBG A contract for national co-financing was concluded and advance funds were received from the Ministry of Regional Development - Bulgaria. A media campaign was conducted and a media package implemented /publications in local and regional press, radio spot, video clip, internet publications/. The video channel of "Dobrudzha TV" has over 9,000 subscribers on YouTube and an average daily attendance of about 4,000 people. Links to the publications are attached in the "Project report annexes" section. The visualization of all information and publicity materials was coordinated with the Communications Manager from the Joint Technical Secretariat. During this period, 5 contracts for external expertise and services were concluded: Consultancy services in the field of public procurement, translation services, development of a technical project, organization of events and media campaign, development of informational and advertising materials. The contract for the development of a conceptual project for the investment site was concluded in 2023 during the period of preparation and submission of the project proposal. GTBG have completed the development of the technical project for the investment object. We apply the technical project. The increased values of investment costs are due to inflationary processes and the increase in the value of construction services and materials. The possible difference compared to the planned costs in the process of presenting the project proposal will be provided through redistribution in the budget or at the expense of own funds - of the municipality of General Toshevo. PP2 - TAUM Contacts were established with the Ministry of Regional Development and Public Administration regarding national co-financing of the project. During the reporting period, the following contracts were concluded: -Consultancy services in the field of public procurement - Feasability Study - Contract for Design and Technical Assistance - Technical Project - Contract for Media campaign, press releases. - Contract for the organization of press conference. - Contract for Information and promotional materials. PP3 - DCTM On July 1, the members of the working group addressed the State Chancellery of the Republic of Moldova about the VAT exemption procedure. During the reporting period, the following contracts were concluded: - Public procurement consultancy services - Geodetic and geological services - Services to develop a technical project -Verification services of the estimate and technical project documentation - Audit services - Information and promotional materials. PP4 - CCBU The project team approached the Cabinet of Ministers, and received a registration card for the project, which exempts works, supplies and services from VAT. Procedures were carried out through the Prozoro electronic system and the following contracts were concluded: - Consulting services for the preparation and handling of public procurement. - Consulting services for audit and verification of project costs. - Consulting services for technical and economic justification of the investment site, according to a preliminary agreement from 2023. - Consulting services for the development of a technical project for the reconstruction of the square in the city of Bolgrad. The public order for the production of informational and advertising materials has been prepared. During the reporting period for the implementation of the project, the following activities were carried out and the corresponding results were achieved: Constant communication was maintained with the project partners, as well as with the Project Officer from the Technical Secretariat. Representatives of the Lead Partner, Partner 2 and Partner 3 /6 people/ participated in Training Seminars organized by the Joint Technical Secretariat, in the period November-December, in Varna, Constanta and Chisinau. At the request of Partner 4, as well as Partners 2 and 3, the Lead Partner initiated Addendum No.1 to Grant Contract No. MDLPA 119373/11.06.2024 on 17.01.2025. The Addendum 1 was approved by the Managing Authority on 24.02.2025. Through Addendum 1, changes were made to the partners' budget and the schedule of 2 of the planned events was revised. All partners have completed the technical projects for the investment sites and are preparing to launch public procurement for the construction and installation works. Descriptions of the contribution of each of the partners during the second reporting period: LP-GTBG During this period, hats and T-shirts /100 pcs./ were made, according to the requirements for visualization of the program and 1 new procedure for awarding a public procurement contract was carried out - Consulting services for conducting a study, developing a strategic plan, a brochure "Flora and Fauna" and editing a joint strategy "Green Transnational Region". The preparation of 4 more public procurement contracts was completed. Actions were taken to prepare a report and obtain a construction permit for the investment site. The visualization of a permanent panel for the investment site was coordinated with the communications manager from the Joint Technical Secretariat. PP2 - TAUM - On 18 November 2024 the start of the project BSB00108 “Clean areas, green and open streets” was posted on the institution’s official website. - Project advertising and promoting materials have been elaborated and approved for printing. - On November 28, 2024, representatives from the project implementation team participated in the Training for beneficiaries organized in Constanta; - A draft was developed in regard to the public procurement of the Study of the natural resources and environmental protection of the Murfatlar City and the development of the Green Municipality Plan, the development of a project for a Flora and Fauna brochure of the city of Murfatlar within the BSB00108 project. - The design services regarding DTAC, PT, Technical Assistance for the implementation of the project were received, according to contract number 14935 of 29.08.2024. PP3 – DCTM At the end of November 2024, contract No. 03/2024 was certified with the Municipality of Taraclia for the free use of real estate with cadastral number 8701204.145 with an area of 1.6 hectares, located on Mira Street - the object of the investment. On December 4, 2024, the project coordinator, together with the technical assistant, participated in the training session held in Chisinau. At the beginning of December 2024, the prepared advertising and promotional materials were received, in accordance with the requirements for the visual identity of the program. In accordance with previously concluded contracts, reports on engineering-geological and geodetic surveys were received, along with the final development of the design and estimate documentation. Within the reporting period, two service contracts were signed: - Contract No. 9 with NGO TARSMI for conducting the media campaign, organizing a press conference and briefings on the project. - Contract No. 10 with NGO Ecological Society “BIOTICA” for developing a study “Natural Resources of Taraclia Region and Environmental Protection”, a “Green Region” plan and a brochure “Flora and Fauna of Taraclia Region”. PP4 - CCBU During the reporting period, deliveries and services under contracts were performed: Consulting services for conducting public procurement ( сontract No. 008632 dated 11.02.2025 ) Technical project for a summer scene ( contract No. 64 dated 29.10.2024 ). Services related to the printing of information and advertising materials (contract No. 65 dated 04.11.2024). Event organization services (сontract No. 3 dated 24.01.2025). Advertising services (сontract No. 4 dated 24.01.2025). In October - November 2024, active work continued on the formation of volunteer groups within the project. The work plan of volunteer groups for 2025 was approved. In January 2025, a briefing was held on the implementation of the project BSB 00108. The briefing was attended by 17 people. Among them were representatives of the Bolgrad City Council, representatives of the media (Bolgrad, Izmail, Reni), representatives of the entrepreneurs of the Bolgrad district, volunteers of the project, citizens. During the reporting period for the implementation of the project, the following was carried out: Constant communication was maintained with the project partners, as well as with the project officer from the Technical Secretariat. On June 3, a monitoring visit was conducted to the lead partner by a team from the Technical Secretariat. The report with the findings and recommendations from the monitoring is attached. On April 11, a press conference was held on the progress of the project implementation, as well as a working meeting of the project implementation team at Partner 2 - Murfatlar. The teams of all partners were present. During the press conference, an ecological action was held - planting of ornamental shrubs by representatives of all partners. The ecological event was held under the motto "Green Alley of Cooperation". From May 29 to 30, a press conference was held on the progress of the project implementation, as well as a working meeting of the project implementation team at Partner 3 - Taraclia. The teams of all partners were present, who also attended a seminar session at the ""The European BAUHAUS and the work with children and youth on the initiative" seminar held from May 29 to 31 in Molodova. During the press conference and working meeting, a cooperation agreement was signed between two secondary schools from Bulgaria and Moldova. The Lead Partner, Partner 3 and Partner 4 have completed the preparation of a Natural Resources Study and a Green Municipality/Region Strategic Plan, while Partner 2 is in the process of finalizing this activity.A common strategic document is in the process of being prepared. All partners launched the production of an information film to promote and preserve the natural heritage of the region. LP During this period, 3 public procurement procedures were carried out and 3 contracts for external expertise and services were concluded. The production of an information film to promote and preserve the natural heritage of the region has started. The lead partner has also begun preparations for a thematic youth camp "For the beauty, cleanliness and future of our regions", which will be held in the next reporting period. Two brochures "Study and Strategic Plan" - A4, and "Flora and Fauna" - A5 were printed. The procedure for selecting a contractor for the construction works at the investment site through a public invitation was launched. The permanent panels have been installed on the territory of the investment site. PP2 With the active participation of the non-governmental organization "Asociatia Centrul de resurse pentru tineret SPARK" - Youth Resource Center SPARK Associaton, work has begun on the development of a "Guide to Good Practices for Students in Combating Pollution and Protecting the Environment". During this period, 4 contracts for supplies, services and construction and installation works were signed. Preparations have been made for the conduct of public procurement for construction and installation works. PP3 A briefing for journalists and stakeholders was held in Taraclia on 20 February 2025. It brought together 18 participants, including mayors and representatives from the region. The project concept was presented, along with a 3D visualization of the planned park, highlighting its environmental importance and expected benefits. Work continued on the development of the study "Natural Resources of Taraclia District", the "Green Region" plan and the "Flora and Fauna" brochure. Three events were held from 29 to 31 May: a press conference, a seminar and a study visit to the Cahul Nature Reserve. The press conference was attended by 30 people from all partners, as well as representatives of local authorities and guests, including the project auditor and a representative of the European Delegation to Moldova. During this period, 6 contracts for supplies, services and construction and installation works were signed. PP4 Partner 4 held the following initiatives and events within the framework of the project: - In March 2025, the project volunteers held an environmental campaign "Bolgrad Community - Green Community", which was held in the area adjacent to the Summer Pavilion of Malevinsky - restored in the previous project BSB1010, under the Black Sea Basin 2014-2020 programme. Residents of the city of Bolgrad joined the campaign. The total number of participants was 53 people. - On April 26, 2025, a meeting of volunteers actively participating in the project was held in the city of Bolgrad under the motto "Together we build the city of Bolgrad". The participants of the event worked on ideas, drew and created concepts in the spirit of the European Bauhaus initiative, aimed at sustainable community development. - A competition was announced for the best mural in the city of Bolgrad under the motto: "Let the sky be peaceful, and Ukraine clean." During this period, 9 contracts for supplies, services and construction and installation works were signed. During the reporting period for the implementation of the project, the following was carried out: - A summer thematic youth camp “For the beauty, cleanliness and future of our regions” was held from July 1 to 5, in the town of Balchik. Duration – 5 days. Number of participants: 68 (64 participants + support staff). The following activities were carried out during the camp: Holding a seminar: “Marine and coastal ecosystems. Marine litter – a transboundary environmental problem”; Visit to the unique natural area “Botanical Garden” – the town of Balchik; Holding a youth round table “Shared values” with the presentation of pre-prepared presentations on the topic “The nature of the region in which we live” – by each partner; Creative workshops and organizing exhibitions of drawings and works made from natural materials with an ecological focus, including an ecological calendar; An excursion to the city of Dobrich was held, with a visit to the Ethnographic Complex "Old Dobrich". - On July 3 and 4, a working meeting of the project team was held in the town of Balchik. An analysis of the project implementation after the third reporting period was made. The project schedule and the possibilities for budget adjustments were discussed. It was decided to request a change in travel and accommodation costs during the current period, and for larger changes in the budget based on realized savings to be requested after the start of period 5. -The work on developing a joint strategy and printing a brochure has been completed. Based on the studies and plans of the four partners, the lead partner edited and developed a common strategic document "Green Transnational Region". LP - The production of an information film "The Nature of the General Toshevo Region" with an emphasis on the development of "green tourism" has also been completed. The film has been distributed on 200 flash drives - 16 GB. The film has also been uploaded to youtube.com. - During this period, 4 contracts were concluded through public procurement procedures, in accordance with the Public Procurement Act. - Construction work on the investment site started at the end of August 2025. PP2 During this period, a simplified public procurement procedure for the award of a contract for construction and installation works was finalized and a contract was signed with the contractor. The procedures for direct award of printing services and construction supervision were also completed. During this period, several payments were made, initially planned for the third reporting period, namely: - information film "Nature and Biodiversity in the Murfatlar Region"; - distribution of the information film on USB sticks; - consulting services for the preparation of the study "Natural Resources of the Murfatlar Region and Environmental Protection"; - preparation of a Green Municipality Plan; - development of a brochure "Flora and Fauna"; - permanent information panels - 2 pcs. In addition, an advance payment was made related to infrastructure works. PP3 Public procurements were carried out and contracts were awarded for: - printing services for the brochures "Study - Green Plan" and "Flora and Fauna"; - an information film on the natural heritage of Taraclia region. The produced film and the promotional video were published on the Facebook page. In addition, the promotional video was presented during the ETNO FEST in Taraclia region on September 20, 2025. The event was attended by over 3,500 people, including officials and representatives of diplomatic embassies in Moldova. During this period, several payments were made for activities implemented during period 3: - Lecturer services for holding a seminar; -Partial payment for construction and installation works performed. Construction works on the investment site are at an advanced stage. Technical supervision has checked the volumes and quality of the work performed. Work on the site continues and we expect construction to be completed in May 2026. PP4 Public initiatives and events within the project: - On September 4, 2025, the second environmental action of the year was held to clean up and improve the area around the Malevinsky House - a restored site under the previous project BSB1010. The total number of participants was 26 people. - In September 2025, a new section was launched on the project's Facebook page: "Meet the volunteer under the international project BSB00108". - On September 12, 2025, a briefing was held on the progress of the project implementation and the results achieved, for representatives of the media, NGOs and residents of the Bolgrad community. The event was attended by 24 participants. During the reporting period, a film "The Nature of the Municipality of Bolgrad" was produced and two brochures were published: "Research and Analysis of the Natural Resources of the Municipality of Bolgrad and Green Plan", as well as "Flora and Fauna of the Municipality of Bolgrad".

All investment project proposals emphasize the possibility of "happening" a variety of activities that encourage different age groups to spend quality and varied time outside and stay in the park and square space by stimulating an active lifestyle and environmental protection.
The proposed solutions will contribute to the creation and provision of sustainable, affordable, inclusive and beautiful products and services in line with the New European Bauhaus initiative.
In connection with the New European Bauhaus initiative, the following events and initiatives are planned:
-Seminar to increase the capacity of university professors, specialists in education and culture, teachers and representatives of NGOs in the thematic area "The European BAUHAUS and the work with children and youth on the initiative".
-Transnational online photo contest "European Bauhaus". (EN)

Contribution to wider strategies and policies:

SeaBasinStrategyBlackSea The project contributes to the realization of the main priorities and initiatives of the Common Maritime Program for the Black Sea and specifically to the following actions: Education for the marine ecosystem. Promoting common marine conservation projects at all educational levels, including early childhood education. Raising awareness among public authorities and citizens of marine environmental issues and the impact of human activities on the marine ecosystem. Raising awareness among public authorities about the possibilities of the circular economy. Promotion of marine waste collection and recycling practices.
The project contributes to: Protecting the environment and promoting the efficient use of resources. A seminar for public administration on the green transition and the circular economy is planned. During a summer youth thematic camp, a seminar will be held on the topic: "Marine and coastal ecosystems. Marine waste – a transboundary ecological problem". Environmental action to clean up a section of the Black Sea coast. Recycled shipping containers will be used in the construction of new green park spaces.
EUStrategyDanubeRegion The project contributes to the realization of the priorities and initiatives of the Danube Strategy and the accompanying Action Plan. The project is related to: protecting the environment and promoting the efficient use of resources; investing in sustainable quality products, services, innovative forms and infrastructure; investing in people and skills; promoting the exchange of information and best practices to improve cooperation and to initiate joint projects; promotion of culture and tourism, contacts between people. The main activities envisaged by the project are aimed at the construction of green infrastructure and renovation of green areas. The other activities included in the project /thematic seminars, studies, plans/ foresee the building of institutional capacity at the transnational and municipal level for the successful implementation and management of the activities and measures in the field of climate change mitigation and adaptation and developing strategic documents that provide a synergistic approach to environmental policies. Special attention is paid to young people and their environmental education.
Other The project concerns topics related to the recovery and sustainability plans of Bulgaria and Romania of the European Union.
The project is synchronized with the strategic goals and priorities based on the regional development strategies of the districts of Dobrich and Constanta, Taraklia and Bolgrad, as well as with the Strategic Plans of the municipalities of General Toshevo and Murfatlar, Taraklia and Bolgrad. The project also affects the policies and priorities of the Interreg VI-A Romania-Bulgaria and Interreg NEXT Romania-Republic of Moldova 2021-2027 programs.
