Contribution to wider strategies and policies:
- EuropeanGreenDeal The EU Green Deal deals with e-mobility and sustainable transport in section 2.1.5. “Accelerating the shift to sustainable and smart mobility”. Our proposal deals with some of the points mentioned by the Green Deal:
- 1- We will boost multimodal transport in underserved areas, by integrating shared EV and EV charge networks in multimodal on-demand transport services that will be provided in some of the pilot areas.
- 2. We will digitalise and automate all the processes needed to charge, book the charging, book a place in a shared EV, calculate routes, etc.
- 3. The use of shared EV will have an impact in the reduction of CO2 in any given transport route.
- TerritorialAgenda2030 Territorial Agenda 2030 specifically mentions many of the points and activities to be developed by our proposal: “Reliable secondary and local transport networks which link to transnational networks and urban centres are essential for quality of life and for business opportunities. This especially concerns towns, rural, peripheral and sparsely populated areas, islands, mountain areas and outermost regions. We invite spatial and transport planners to explore new socially and environmentally progressive models for local and regional mobility-as-a-service and to cooperate on multimodal and environmentally friendly accessibility of and within urban centres. Instruments of EU Cohesion Policy, sustainable urban mobility plans or any other tools enhancing integrated territorial or local development are important for this and may already be effectively present in the territory”.
- Indeed our proposal deals with all the above points of interest:
- 1- We consider rural spaces as necessary buffer areas for EV charging among urban centers and among countries and regions. Not only that, we will concentrate in some areas that are among the most periphery in the MED area (Southwest of the Iberian peninsula and the ex-Yugoslavian/Balkan area).
- 2- We will develop innovative MaaS and multimodal services, such as: shared electromobility schemes, integration of shared EV with intermodal transport services, on-demand transport services, and booking of charging stations.
- 3- When developing SUMPs and regional strategies we will take into account the available EU support measures.
- EUStrategyAdriaticIonianRegion EUSAIR contains one specific pillar devoted to sustainable transport and territorial transport networks: “CONNECTING THE REGION”, within this pillar it also contains the topic 2 “Intermodal connections to the hinterland”, which is fully devoted to the development of multimodal sustainable transport in peripheral areas of the Adriatic and Balkan spaces, fully coinciding with the aims of our proposal, as can be seen from the text included in the EUSAIR action plan:
- “Intermodality goes beyond technical aspects and infrastructure. It includes organizational issues, meeting overall transport demand and seasonal/daily traffic peaks, spatial planning, life-styles, innovations, etc. Together with inland waterways, road and rail provide important international connections within the Region (…) An appropriate transport policy must take into account all these considerations, promoting multimodality, while also taking into account environmental aspects (e.g. air emission, etc.), economic growth and social development”.
- This strategy includes the partners in Italy (COM), Slovenia, Croatia, Bosnia, Greece but not Bulgaria, Spain or Portugal.
- EUStrategyAlpineRegion This strategy concerns only the Slovenian and Italian partners of the partnership. EUSALP contains one action group devoted to promoting inter-modality and interoperability in passenger and freight transport, with the following specific objective directly in relation with our proposal:
- “To promote inter-modality and interoperability in passenger and freight transport by supporting and fostering the removal of infrastructure bottlenecks, by bridging missing links, coordinating planning and timetables of public transport, modernizing infrastructure and enhancing cooperation”
- We will indeed support the enhancement of EV charge infrastructure, the creation of shared EV schemes and its integration with other means of transport, effectively reinforcing intermodality and the green use of the means of transport.

- Political Objective 2 of the POCTEP programme asks for a "greener, low-carbon Europe in transition to a net-zero carbon and resilient economy, promoting a clean and fair energy transition, green and blue investment, the circular economy, climate change mitigation and adaptation, risk prevention and management and sustainable urban mobility”.
- Although it does not tackle directly rural mobility or integration of e-mobility in multimodal transport it does deal with some important concepts included in our proposal (enhancement of sustainable mobility solutions).
- Political Objective 2 asks for “A more social and inclusive Europe, through the application of the European Pillar of Social Rights”.
- This objective includes in its definition the importance of boosting mobility in low demographic density areas, which is something that our project also deals with.
- This strategy fully concerns the Portuguese partners and AGENEX (Extremadura, Spain).
