30 % de la population de l'UE vit dans des zones rurales, mais ils représentent le 83 % de la superficie de l'UE. Dans la vision à long termeet le plan d'action rural de l'UE, l'une des initiatives phares est la mobilité rurale et la capacité de relever le défi de la mobilité durablemultimodale. La mobilité électrique a déjà connu une adoption importante dans les zones urbaines. Les infrastructures de recharge se sont aussi développées rapidement, mais surtout dans les villes et le long des routes principales, car elles sont assez plus rentables. L'infrastructure reflète cela dans les zones rurales, où les conducteurs peuvent ressentir une «anxiété d'autonomie», la crainte que les batteries ne soient pas capables de parcourir la distance. Cette anxiété d'autonomie peut entraîner dans de nombreux cas le choix d'autres options conventionnelles. Les autorités locales (AL) rurales installent généralement des points de recharge (subventionnées) principalement à des fins de sensibilisation, mais ces actions sont mal coordonnées et manquent d'une stratégie claire sur la manière de développer et d'exploiter le réseau. En général, les AL sont confrontés à des défis importants liés à trois domaines: financement, expertise technique et coordination avec les entreprises du réseau; une partie d’eux pourrait être atténuée en améliorant la sensibilisation, les capacités et le cadre politique. Il est donc nécessaire d'aider les municipalités rurales à développer leur cadre politique et leurs capacités, ce qui incitera leurs voisins à utiliser les VE et l’infrastructure. Cette proposition permettra: -Réduire l'impact des transports dans les zones rurales, permettant réduire les émissions -Soutenir la planification et le financement de l'infrastructure de recharge et du programme de location de VE partagés -Soutenir et promouvoir la mobilité bas carbone, en atteignant les objectifs énergétiques de l’UE -Améliorer la connexion des zones urbaines et zones rurales reculés

Description (EN):

30% of the EU’s population live in rural areas, but rural areas account for 83% of the total EU area. In the long-term vision for the EU’s rural areas and the EU Rural Action Plan, one of the flagship initiatives is related to rural mobility and to overcoming the challenge of sustainable multimodal mobility. Electric mobility has seen an important uptake in urban areas. EV charging infrastructure has also developed rapidly but only in cities and along main roads because they build better business cases for commercial operators. The electric charging infrastructure reflects this in rural areas, where drivers may experience a level of “range anxiety”, the concern that vehicles will not be able to travel the distance needed, due to a lack of EV charging points. This range anxiety might result in many cases in choosing other conventional transport options. Rural local authorities usually install (subsidized) EV charging points primarily for awareness raising purposes but very often these actions are poorly coordinated and lack a clear strategy on how to systematically develop and operate the network both on local and regional level. In general, LAs are facing significant challenges related to three key areas: funding, technical expertise and coordination with network companies, part of which could be alleviated by improving the awareness, capacities and policy framework. To address this, there is a clear need to help rural and remote local authorities in Mediterranean Europe develop their policy framework and capacities that will help their communities to use EV technology. This proposal will allow to: -Reduce the impact of transport in rural areas, allowing the involved municipalities to reduce their CO2 emissions -Support the integrated planning and financing of EV charging infrastructure and public shared EV rental scheme -Support and promote low carbon mobility, meeting energy goals and carbon neutrality -Improve the connection of urban and remote rural areas

Actual Achievements (EN):

RuralMED Mobility project has started his activities from the very beginning. First of all, project partners agreed the collaboration rules and procedures. In addition, the programme tools, such as JEMS, Basecamp, project’s website and others like project’s cloud (OneDrive) made available to partners. Other documents that contribute to the good project development have been made available, such as the “Rules of Procedure” document and the “Exchange and Transnational Cooperation Strategy” (D1.4.1.). Once these tools were available or close to be, we get down to business and looked for good practices on the sustainable mobility field in other European and national initiatives. Our objective is this task was to capitalize these good practices in our project. All the RuralMED Mobility’s partners contributed to this task and their efforts fructified in the “MED guide of good practices on sustainable mobility (D1.1.1)”. In parallel, RuralMED Mobility has analysed local and national frameworks, needs and potential for all the regions where investments on sustainable mobility will be developed. This analysis can be located in the document “Analysis of local frameworks, needs and potential (D1.2.1.)”. This document not only shows the state of arts of the sustainability field in the RuralMED Mobility’s regions, but also analysis several funding sources for activities in this field. One added-value for this document is that can be used to replicate, fully or partially, these frameworks in other EU regions. In addition, RuralMED has established an expert network that is being involved in the project through the key actors’ local groups. These experts and stakeholders are informed by the partners on the project activities, especially those related to investments. In this way, experts and stakeholders can make contributions to the deliverables, activities and investments. During this first semester, partners have also started to disseminate the project. For this essential activity, RuralMED has developed a first draft for the “Communication and Dissemination Strategy” (D1.6.1.) that set the main task and objectives addressing to the dissemination of the project. Some successful activities in this field are the publishment of the RuralMED Mobility’s website and social media (facebook and twitter/X). Finally, RuralMED has also checked the tools provided by the Programme addressed to the Carbon Footprint Monitoring.

This means that any user who makes use of this network will be able to access the network's public chargers without restrictions, regardless of who operates/manages the charging point. Contribution to wider strategies and policies:

EuropeanGreenDeal The EU Green Deal deals with e-mobility and sustainable transport in section 2.1.5. “Accelerating the shift to sustainable and smart mobility”. Our proposal deals with some of the points mentioned by the Green Deal:
1- We will boost multimodal transport in underserved areas, by integrating shared EV and EV charge networks in multimodal on-demand transport services that will be provided in some of the pilot areas.
2. We will digitalise and automate all the processes needed to charge, book the charging, book a place in a shared EV, calculate routes, etc.
3. The use of shared EV will have an impact in the reduction of CO2 in any given transport route.
TerritorialAgenda2030 Territorial Agenda 2030 specifically mentions many of the points and activities to be developed by our proposal: “Reliable secondary and local transport networks which link to transnational networks and urban centres are essential for quality of life and for business opportunities. This especially concerns towns, rural, peripheral and sparsely populated areas, islands, mountain areas and outermost regions. We invite spatial and transport planners to explore new socially and environmentally progressive models for local and regional mobility-as-a-service and to cooperate on multimodal and environmentally friendly accessibility of and within urban centres. Instruments of EU Cohesion Policy, sustainable urban mobility plans or any other tools enhancing integrated territorial or local development are important for this and may already be effectively present in the territory”.
Indeed our proposal deals with all the above points of interest:
1- We consider rural spaces as necessary buffer areas for EV charging among urban centers and among countries and regions. Not only that, we will concentrate in some areas that are among the most periphery in the MED area (Southwest of the Iberian peninsula and the ex-Yugoslavian/Balkan area).
2- We will develop innovative MaaS and multimodal services, such as: shared electromobility schemes, integration of shared EV with intermodal transport services, on-demand transport services, and booking of charging stations.
3- When developing SUMPs and regional strategies we will take into account the available EU support measures.
EUStrategyAdriaticIonianRegion EUSAIR contains one specific pillar devoted to sustainable transport and territorial transport networks: “CONNECTING THE REGION”, within this pillar it also contains the topic 2 “Intermodal connections to the hinterland”, which is fully devoted to the development of multimodal sustainable transport in peripheral areas of the Adriatic and Balkan spaces, fully coinciding with the aims of our proposal, as can be seen from the text included in the EUSAIR action plan:
“Intermodality goes beyond technical aspects and infrastructure. It includes organizational issues, meeting overall transport demand and seasonal/daily traffic peaks, spatial planning, life-styles, innovations, etc. Together with inland waterways, road and rail provide important international connections within the Region (…) An appropriate transport policy must take into account all these considerations, promoting multimodality, while also taking into account environmental aspects (e.g. air emission, etc.), economic growth and social development”.
This strategy includes the partners in Italy (COM), Slovenia, Croatia, Bosnia, Greece but not Bulgaria, Spain or Portugal.
EUStrategyAlpineRegion This strategy concerns only the Slovenian and Italian partners of the partnership. EUSALP contains one action group devoted to promoting inter-modality and interoperability in passenger and freight transport, with the following specific objective directly in relation with our proposal:
“To promote inter-modality and interoperability in passenger and freight transport by supporting and fostering the removal of infrastructure bottlenecks, by bridging missing links, coordinating planning and timetables of public transport, modernizing infrastructure and enhancing cooperation”
We will indeed support the enhancement of EV charge infrastructure, the creation of shared EV schemes and its integration with other means of transport, effectively reinforcing intermodality and the green use of the means of transport.
Other Spain-Portugal Cooperation programme 2021-2027 (POCTEP)
Political Objective 2 of the POCTEP programme asks for a "greener, low-carbon Europe in transition to a net-zero carbon and resilient economy, promoting a clean and fair energy transition, green and blue investment, the circular economy, climate change mitigation and adaptation, risk prevention and management and sustainable urban mobility”.
Although it does not tackle directly rural mobility or integration of e-mobility in multimodal transport it does deal with some important concepts included in our proposal (enhancement of sustainable mobility solutions).
Political Objective 2 asks for “A more social and inclusive Europe, through the application of the European Pillar of Social Rights”.
This objective includes in its definition the importance of boosting mobility in low demographic density areas, which is something that our project also deals with.
This strategy fully concerns the Portuguese partners and AGENEX (Extremadura, Spain).
