The territory surrounding the Black Sea is susceptible to wildfires due to its diverse climatic conditions, topography, and vegetation types. Wildfires have always been a part of the natural ecosystem dynamics in the region, playing essential roles in shaping landscapes and promoting ecosystem health. However, in recent years, the occurrence and severity of wildfires have increased, posing significant challenges to the communities, economies, and natural resources of the region. Climate change, characterized by rising temperatures, changing precipitation patterns, and more frequent extreme weather events, has been identified as a key driver of the intensification of wildfires in the BSB. The project "Cooperation for Wildfires Community Resilience Capacity Building and Early Warning in the Black Sea Basin" aims to address the increasing threat of wildfires in the area by enhancing community resilience and improving coordination capacity between the relevant institutions for disaster risk prevention and quick and adequate reaction in Cross-border emergency. Through transnational cooperation, the project partners seek to mitigate the impacts of wildfires, protect communities and ecosystems, and promote sustainable wildfire management practices. The overall objective of the project is to improve community resilience and disaster risk prevention in the BSB to mitigate wildfires, reduce vulnerability, and promote climate change adaptation, ensuring protection of the environment in especially in rural regions. The project aims to bring a significant change in the current situation by reducing the vulnerability of communities and ecosystems to wildfires. Through capacity building, knowledge exchange, and the establishment infrastructural and operational structures, the project seeks to improve preparedness, response, and mitigation efforts, ultimately reducing the impact of wildfires on human lives, property, and the environment. The project will develop several key outputs and results: Joint Action Plans: Building on the capitalization of the Co-PREVENT project, joint action plans will be developed between the bordering target countries: Bulgaria and Türkiye, Moldova and Ukraine. These plans will be combined in one Joint operational plan for efficient and effective handling of forest fires at cross-border level in the BSB and will outline coordinated strategies and policies for wildfire prevention, response, and mitigation. Increased Capacity for Reaction: The project will enhance the joint capacity for cross-border response in wildfire disaster situations. Stakeholders and relevant organizations will share expertise and knowledge, fostering collaboration and facilitating the implementation of innovative solutions for climate change mitigation and community resilience. Building local capacity: The project will build local capacity for fire resilience especially in rural communities. Through training programs and workshops, communities will gain knowledge and skills to effectively prevent, prepare for and respond to wildfires. The project will also focus on engaging the younger generation through the development of volunteering to ensure sustainable fire resilience practices. Forest School for Children: A 'Forest School' program will be implemented, targeting children and promoting environmental stewardship and fire safety. The program will provide hands-on learning experiences in forests, fostering a culture of responsible behavior and environmental protection. Joint tool for communication and registration of the volunteers in the BSB and increasing the number of the trained people will be elaborated. The beneficiaries of the project include communities in the Black Sea Basin, local authorities, relevant organizations, and stakeholders involved in wildfire prevention, response, and management. The project outcomes will enhance their capacity to address the challenges posed by wildfires effectively. At the same time the project will have a strong effect to the increasing awareness capacity of the local population living in the rural, forests and peripherals, border areas in the target project territories. More than 200 settlements will be involved and covered by the project activities and locals will take a part in the awareness activities and trainings for fire risk prevention. Planned Approach and Transnational Cooperation: Transnational cooperation is vital for the success of the project due to the shared nature of the wildfire challenges in the Black Sea Basin. The project will facilitate collaboration among bordering countries, allowing for the exchange of knowledge, experiences, and best practices. By working together, the project partners can pool resources, share expertise, and develop joint strategies to address the common challenge of wildfires effectively. Transnational cooperation will foster synergy, maximize impact, and ensure that efforts are coordinated and aligned across the Black Sea Basin.

Actual Achievements (EN):

During his first project implementation period the project partners worked mainly on the establishing good management conditions and development of effective communication and joint work area between them. The main activities realized were: Management, Communication and starting the work on the first project Act. 1.1. The LP has the main responsibility to develop project implementation plan and to share its knowledge and expertise in project management with the partners. All partners have established project management teams in their organizations. The PP4 Kameno Mun. ensured the project communication manager of the project and joint visualization design. All partners started their joint work on time and are in a good dialogue and cooperation ensured with joint work area - online cloud folder, joint phone group and email group. They come together online three times and one time in -person in Istanbul, Türkiye during the organized kick-off meeting. Online team meetings were organized during this first implementation period between all partners - on 12/07/2024, on 23/08/2024 and on 30.10.2024. The kick -off meeting was organized on 2-4 September 2024. During the kick-off meeting the partners made detailed planning for joint implementation of all project activities till the end of the project, joint events, joint deliverables and cross-border cooperation approach for achievement of the expected results. In the scope of the first project activity the LP presented achieved results of the project Co-Prevent and proposed a Joint Methodology for Risk Analysis in Target Areas of the Project. The LP also presented Quality Control and Monitoring Strategy for the project. Two small notifications for modifications have been done during this reporting period. The Communication manager of the project appointed by PP4 has developed the Dissemination and Communications Strategy as well as logo, templates for documents and presentations and joint design packet that has been supplied to all partners for the print of their promotional materials. For timely communicating of the project with the local target groups the project partners have organized their launching press conferences at local level. During the conferences the project aims and expected results, project partnership structure and funding program were presented. Press releases after these local press-conferences were issued and shared at the local and social media channels. Five organizations started their work on review of the achievements from the Co-Prevent project and based on a joint methodology to work on the new analyses for the fire-risk at the target border areas. They implemented their selection procedures for the selecting external experts /except PP4/ who will work on this analyses. Also tender procedures relating to the main infrastructural investments in Bulgaria has been launched by the both Bulgarian partners - PP2 and PP4. The project progress in its second implementation period is as follows: Project Management and implementation of planning team meetings between the partners: on 22.01.2025 and 26.02.2025 where mainly the joint project steps were discussed. Under Act 1.1. the project partners came together in Kishinev on 9-11 December 2024 in Moldova for discussing the project progress and joint action plans that they have to develop with the online and in-person participating of their external experts. Additionally under this act 1.1. the LP has established joint viber groups of the external experts who are working The main activities of the LP during this reporting period were relating to the implementation of tender procedures for achieving all needed services, equipment and work activities on time. Four experts from the four target countries working on the analyses have provided a joint report with the made findings and risk analyses. The work of the experts are continue under the elaboration of a actions plans for the target areas. Under Act 1.2. the partners start to work on the organization of the two events: Joint exercise for experts in Bulgarian that is plan to be done at the end of April 2025 and the International Conference in Türkiye on 19-20 June 2025. For this purpose the partners organized online meetings on 20.02.2025 and 26.02.2025. Under act. 1.5. the LP launched its tender procedure for the infrastructural works and supply of mobile pool for the establishing of International training center in Elbasan, Camlica, Istanbul. The mobile pool was delivered to the LP, and the evaluation of the received offers under the tender procedure for the works is still ongoing. PP2 under this activity organized an Open public procurement procedure with subject "Delivery of a specialized water truck with equipment" and documents for concluding a contract are currently being collected. The PP3 -GIES Moldova has successfully delivered 2 Fiat Ulysse automobiles, which were equipped with specialized equipment for the implementation of prevention measures. The vehicles will be used as mobile training centers for firefighting and prevention of the fires. Foe construction of firefighting center in Kameno, PP4 has finalized the open tender procedure for the investment and concluded a contract on 27.11.2024. The contract start from the date of assignment letter on 10.12.2024. The contractor had seventy days for project design and 236 days for completing the construction. PP5 are working at the same time for the development of specialized firefighting station in village of Nestota - the center of the Starosty district of the Kuyalnyk rural territorial community. During the reporting period, the partner actively prepared all required documentation and initiated the procurement for infrastructure works. Management: Joint work and coordination of the work between the project partners are continue. The joint online project team meeting was realized on 24/04/2025 for discussing the project progress and realization of the planning of further joint activities under the project. Act 1.1. was finalized successfully by the partners in the planned period. Definition of the action plans for the identified risk areas were prepared. The plans are two and covers Joint Action plan for Southeastern region of Bulgaria and Thrace region of TR, and between the Southern part of the Ukraine with the border with Moldova. Four external experts worked on the elaboration of these plans - per one per country. Act 1.2. Two important joint events were organized with the participating of all partners and stakeholders during this reporting period. In April 28-30 in Burgas, Bulgaria under the coordination of PP2 - RDFSCP Burgas and with more than 50 participants was organized joint international training for experts. The joint training aimed implementation of preventive and intervention measures emphasized at better coordination between organizations in the event of cross-border blaze. The training brought together firefighters and civil protection experts from Bulgaria, Turkey, Moldova and Ukraine – 10 experts per country, and the program included presenting the existing capacity of the firefighting teams in the target areas and implementation of joint exercise for joint action in case of cross-border blaze. During the joint training – 3 days programme the partners applied the main principles and instructions, regulations embedded in the Action Plans. For the elaboration of the joint scenario the partners implemented three online meetings for discussing the main features of the training and elaborate joint scenario. During the training a press conference for the media was organized on site and information for the project shared with local and online media. Under this activity the LP was responsible for organization of the International Conference in Türkiye with participating of many speakers and project partners including stakeholders. The conference was organized on 19-20 June 2025 in Istanbul, Türkiye. The purpose of the conference was knowledge sharing and exchange of information for the existing methods for observation, prevention and mitigation the climate change and more specifically the wild and field fire cases for the protection of the nature and ensuring greener basin. Brochure with the good EU practices and cooperation mechanisms for prevention and reaction in case of emergency in TR and English was printed. Representatives of national media were invited to the conference - Anadolu Ajansı/ Anatolian Agency and publications in the social and online media was made before and after the conference. Act 1.3. The LP start to work on the elaboration of a joint training program for the one-day events in the local communities at the project target areas. The LP has signed a service contract for the video preparation activities and will elaborate them in the next reporting period to be used during the local activities with school children and local communities in the villages. The LP also is working on the elaboration of the Mobile Application for the firefighting volunteers that will be shared soon with the other project partners and their IT specialist for the integration of the system in their activities. Act 1.4. PP4 is implemented 5 schools events with children in the period 16–20 June 2025. Act 1.5. Project partners are working on the investment activities in their countries. The LP made an investment in Istanbul, Türkiye - Establishing first international training center in Catalca/Istanbul especially for wildfire fighting training. The construction works were finalized at the center successfully. PP2 - During the reporting period, contract for "Delivery of a specialized water truck with equipment" was implemented. A full check of the completeness, compliance with the contractor's technical proposal and testing of the delivered specialized water truck with equipment was carried out. PP4 has started the construction of the building for fire brigade in Kameno as the opening ceremony was held on 08.05.2025 on site. It was attended by 30 guests from the District administration of Burgas, RDFSCP - Burgas, Road Agency RD Burgas, Ministry of interior, local mayors etc. PP5 - Regarding infrastructure works, during the second reporting period, the partner prepared the necessary documentation and initiated the procurement procedure. However, due to identified violations of public procurement legislation by the State Audit Service of Ukraine, the partner made the decision to cancel the initial tender. Following consultations and thorough discussions, a revised set of tender documents was prepared, and a new procurement procedure was officially launched.

The Sendai Framework for Disaster Risk Reduction, adopted by the United Nations in 2015, provides a global blueprint for disaster risk reduction efforts. It emphasizes the importance of understanding and managing disaster risks, enhancing resilience, and promoting sustainable development. The project supports this framework by focusing on wildfire prevention, mitigation, and early warning systems. It contributes to the reduction of disaster risks, strengthens resilience, and aligns with the framework's objectives of understanding and managing disaster risks. (EN), The European Civil Protection Mechanism: The European Civil Protection Mechanism facilitates cooperation and coordination among EU member states during emergencies and disasters. It aims to strengthen cooperation between the 27 EU countries and 9 participating states (Iceland, Norway, Serbia, North Macedonia, Montenegro, Türkiye, Bosnia and Herzegovina, Albania, and most recently Ukraine) on civil protection to improve prevention, preparedness, and response to disasters. The project's emphasis on cooperation, capacity building, and early warning systems aligns with the goals of the EU Civil Protection Mechanism. By enhancing cross-border collaboration and strengthening the capacity of authorities and emergency responders, the project contributes to improving the EU's overall preparedness and response to disasters, including wildfires.
This year Moldova received its pathway document for joining the EU Civil Protection Mechanism. Within the project the partner will establish first Information and Prevention Center of the GIES, that will support the Moldova's efforts for the implementation of the pathway for accessing to the EU mechanism. (EN), The European Monitoring and Information Centre (MIC): The MIC collects and disseminates information on emergencies and disasters, including natural and man-made disasters, across Europe. It serves as a central information hub, facilitating the exchange of data and situational awareness among member states. (EN) | The MIC plays a crucial role in monitoring ongoing emergencies and providing situational awareness to support decision-making. The project partners will collaborate with the MIC, especially in the joint international events and trainings, also for sharing information about the forecast and measuring system that they are using, and by this way will leverage its monitoring capabilities and access real-time or near-real-time data on wildfires. This information will help improve the accuracy of wildfire detection, monitoring, and response efforts within the project's target regions.
At the same time the MIC serves as a platform for knowledge sharing and exchange of best practices in disaster management. The project will act in a synergy with the MIC to share its experiences, lessons learned, and innovative approaches in preventing and mitigating wildfires. Likewise, the project will benefit from the knowledge and expertise available through the MIC, accessing best practices from other regions and countries in Europe. (EN), Continuation of the Co-PREVENT project and its established cross-border institutional partnership (EN) | Three of the partners - Istanbul Regional Directorate of Forestry (Turkey), General Inspectorate for Emergency Situations of the Ministry of Internal Affairs (Moldova) and Kameno Municipality (Bulgaria) have already established a strong partnership during the project Co-PREVENT, BSB-802, which serves as a sold base for the new project Co-Resilience to ensure sustainability of the results so far and extend its coverage. Building on the capitalization of the Co-PREVENT project, a joint action plan will be developed between the bordering countries. This plan will outline coordinated strategies and policies for wildfire prevention, response and mitigation, using the collected data, established connections and information systems from the Co-Prevent project and creating strong synergy between the results. SeaBasinStrategyBlackSea The project will foster collaboration among the countries in the Black Sea Basin, promoting joint efforts to address the common challenge of wildfires. By bringing together relevant stakeholders from different target countries, such as firefighting agencies, environmental organizations, and local institutions, the project will facilitate the exchange of knowledge, expertise, and best practices in wildfire prevention and mitigation. By establishing early warning systems for wildfires, the project will contribute to risk reduction and enhanced resilience in the Black Sea Basin. The project also aligns with the objectives of the Common Maritime Agenda, which emphasizes sustainable development in the Black Sea Basin. By preventing and mitigating wildfires, it will help protect and preserve the region's natural resources, including forests, biodiversity, and coastal areas. This contributes to maintaining the ecological balance and promoting sustainable economic activities such as tourism and fisheries. It is sure that by reducing the occurrence and severity of wildfires, it will help preserve the region's natural heritage and support conservation efforts and support the environmental protection in the basin in line with the objectives of the CMA for the BSB.
The project also will have a strong effect on the crisis management capacity building: The project's establishment of early warning systems, capacity building activities and collaboration mechanisms will strengthen crisis management and emergency response capabilities in the Black Sea Basin. It will improve the preparedness and coordination of relevant authorities, enabling a more effective and coordinated response in case of wildfires or other emergencies including cross-border disasters.
EUStrategyDanubeRegion The Republic of Bulgaria and the Republic of Moldova are taking part in the EU Strategy for he Danube Region.
