Marine Litter (ML) is recognized as a global issue threatening coastal and marine ecosystems around the world. Fishing activities represent an important source of marine litter releasing various forms of debris, directly or indirectly, into the sea but can also be an important resource for reducing litter both through their ordinary activities and specifically targeted initiatives such as ‘Fishing for Litter’. The Northern-Central Adriatic Sea, due to its partially enclosed nature, the socio-economic importance of its fisheries, and the abundance of fishing ports along its coasts, is particularly vulnerable to ML, of which it is considered a hotspot. Here a coordinated, synergistic strategy covering both Adriatic coasts and involving the fishery sector, aiming to reduce the generation and release of waste and facilitate litter collection and disposal would be crucial to preserve the marine environment and its biodiversity under siege by multiple local human pressures and climate change. The FishNoWaste project aims at enhancing the protocols for waste reduction (with a special focus on plastic), collection and management, including reuse and recycling, in northern Adriatic fishing ports through the development and implementation of good practices and innovative techniques and materials, with the involvement of key fishery related stakeholders including fishers themsevels. The project will connect research institutions, fisher associations, fish market and port authorities, municipalities and scientific communication NGOs from Italy and Croatia with the specific aims of comprehensively monitoring the debris caught during fishing activities and generated in fishing ports, replacing plastics in fishing vessels and ports with eco-compatible and reusable materials, implementing a novel, more circular waste management model, performing a widespread communication and dissemination campaign on the importance of a correct waste management, and providing strategic management and policy advice on these issues. The network of partners and stakeholders of this project will represent the foundation for an effective basin-wide strategy to reduce marine litter.

Actual Achievements (EN):

The FishNoWaste project was officially launched in Chioggia on the 9-10th of May 2024: more than 35 representatives of project partners and stakeholders participated to the public event organized during the Kickoff meeting of the project. Representatives of the municipality of Chioggia and University of Padova welcomed the participants at the Palazzo Grassi and wished the partners a good start to the project. During the first six months of the project, a comprehensive review of the local, Italian, Croatian and international legislation on waste management in fishing ports has been developed for the targeted projet area, and all the future monitoring activities on waste produced by fishing ports have been discussed, prepared and planned. The involvement of National, Regional and, especially, local stakeholders and their active participation is creating a strong and important synergy in achieving project objectives. Information collected with the involvement of the fishermen in the pilot fishing ports is providing an overview of the wastes delivered (quantity and type), the methods of delivery, and the facilities to manage and dispose the different types of waste. LP is making efforts, including networking, to include an additional fishing port - Porto Garibaldi - in the project, even if not initially planned, given the regional importance of the local fishery activities and, so, in order to achieve a larger project positive impact on the marine litter issue working in synergy with other ports. The information gathered so far has shown great interest in the project and sensitivity to the subject matter, shown great openness to dialogue, deep sensitivity to the project issues, and excellent willingness to collaborate. This first working period was characterized by a continuous and excellent communication across the partnership, leading to a fruitful exchange of ideas, with four deliverables already written: in addition to the ones on legislation, two other documents outlined the Communication Plan/Strategy and the educational program of the project with future activities with students. Partners planned for the autumn all the education and communication activities that will start with the organization of a round table dedicated to the FishNoWaste project at the Ecomondo fair on the 7-8th of November 2024. This second working period was characterized by a continuous and excellent communication across the partnership, leading to a fruitful exchange of ideas through email exchanges and online and in-person meetings, which allowed forongoing communication and provided regular project updates. UNIPD organized and coordinated the Technical Board and Public Event on November 7-8, 2024, in Rimini at Ecomondo fair. During this period, in the four fishing ports selected (Chioggia and Rimini in Italy; Brižine and Tribunj in Croatia) regular in situ monitoring of waste collected by the fishers during the Fishing for Litter activities started, also including data collection on produced and collected waste quantities and types within ports. It was also recorded the quantities of used and disposed polystyrene boxes. In collaboration with SST, a specific area within the port in Chioggia was identified for the installation of the pilot solution. Both Italian and Croatian partners carried out initial market research on solutions adopted in fishing ports to reduce/better manage waste; they include washable plastic boxes for fish, washing machines used to clean them, separate collection areas (ecological islands), oil recycling, management of mussel nets deriving from aquaculture and used batteries. In Italy meetings were held with several stakeholder companies like DuWo (plastic fish boxes), CONOU (waste oil), LIFE Muscles (mussels’ nets) and Re -Bat (used batteries). Synergies were created with the Life Muscles project team and CONOU for the disposal of mussel nets and waste oil respectively. UNIPD also prepared and sent a questionnaire for the ports and fish market managers along the Adriatic coast. Participatory activities with fishers and fishing institutions and Education dedicated to high schools and university have been ongoing and have been mainly coordinated by SUNCE and RERA. Italian PPs started to contact stakeholders (e.g. fishermen, trade associations) to recruite fishers to be involved in participatory activities and carried out a survey and analysis to verify which educational institutions to involve. The Croatian side gave shape at the training for fishermen, provided suggestions to the partner in charge on how to design training for fishermen and a round table on project activities was organised and attended. All PPs participated in discussions with selected stakeholders to establish the National Advisory Boards and address the board development. The identification of the members of the Italian board has been ongoing but the final decision was slightly postponed due to the time needed to get in contact with relevant institutional stakeholders, but it will be completed in the next reporting period; this minor change actually allows a better alignment between Activity 4.1 and 1.3, which are related. This third working period was characterized by a continuous communication across the partnership, leading to a fruitful exchange of ideas through email exchanges and online and in-person meetings, to ensure that everyone is aware of their obligations and to arrange the best possible implementation of the activities. During this period, in the four fishing ports selected (Chioggia and Rimini in Italy; Brižine and Tribunj in Croatia) regular in situ monitoring of waste collected by the fishers during the Fishing for Litter activities continued, also including data collection on produced and collected waste quantities and types within ports. In collaboration with SST, a specific area within the port in Chioggia was identified for the installation of the most likely pilot solution which is a green island for waste storage, recycling and recovery. In collaboration with UNIPD and IOR, M.A.R.E team developed an online questionnaire for municipalities, port authorities, and fishing cooperatives in main Adriatic ports, to assesses awareness and implementation of Directive 2019/883, with focus on waste management plans. Both Italian and Croatian partners started to plan the pilot solutions to be implemented in each of four pilot ports. Participatory activities with fishers and fishing institutions and Education dedicated to high schools and university have been ongoing both in Croatia and in Italy. All PPs participated in discussions with selected stakeholders to address the development of the National Advisory Boards. The identification of the members of the Italian board has been finalized. From 27th to 29th of May, all the project partners attended the FishNoWaste Project Meeting in Split, hosted by Croatian partners. On 28 May, 2025, an Advisory Board meeting was held in Tribunj. At the end of this period, three Deliverables were finalized: D 1.3.1, D 2.2.1 and D 4.1.1.

Italy-Croatia INTERREG project ML-REPAIR (EN) | ML-REPAIR and FishNoWaste share many partners, allowing to maintain long-term trust-based relationships between fishers and project partners, which is a precondition for successful participation activities. Furthermore, activities of FishNoWaste will update or build on outputs of ML-REPAIR and on its network of stakeholders for optmizing participatory and communication purposes.The overall goal of the ML-REPAIR project was to prevent and reduce the incineration and spraying of waste in the Adriatic Sea. Some of the activities of this project were researching educational tools to encourage positive changes in attitudes and behaviour towards marine litter and pollution in general, among future generations in the local community (younger population). Also, the goal was to reduce marine litter through a participatory approach, improving cooperation between all stakeholders while raising the awareness of the local community and tourists, and providing data and innovative tools to decision makers. Through the proposed project, we will use the knowledge and experience gained by these activities. We will use the scientific facts that we obtained in this project and the methods that proved to be effective to bring the involved students and fishery community closer to the challenges posed by marine litter as an environmental problem.
(EN), DEFISHGEAR (EN) | FishNoWaste directly builds on the results, experiences, recommendations and momentum created by the DeFishGear project. The most important synergy would be potentially realized if FishNoWaste would succeed in mainstreaming and institutionalizing ML monitoring and management
practices successfully developed and piloted within DeFishGear.
Namely, without FishNoWaste, the great capital accumulated within the DeFishGear results, recommendations and partnerships would not be capitalized at its best.
The participatory approach experimented in DEFISHGEAR will also represent a starting model for FishNoWaste, which will also build on the huge amount of data and experiences collected in that context regarding monitoring techniques, protocols, relationships and cooperation with stakeholders.
More specifically, the practices and methodologies developed, piloted and proven within the DFG project (in particular Fishing for Litter, end-of-life fishing gear management, ML monitoring) will be mainstreamed and institutionalized within the FishNoWaste project. (EN), Investment in the Brižine Fishing Port (EN) | The investment project in the fishing port of Brižine represents an innovation for the entire area of Split-Dalmatia County since there was no adequate fishing port with such services in such County, while the entire infrastructure is equipped with modern and innovative equipment. The Brižine Fishing Port offers the complete service of a special-purpose port that is used for the reception and accommodation of fishing vessels and is a landing place for fishing vessels. The project improved the port infrastructure in order to increase the quality of the catch, control its quality and ensure the traceability of fishery products. The supply of energy sources to ships was improved with more rational use of energy and reduction of gas emissions into the environment. Until now, an adequate system for managing marine waste was not implemented in the County, which will change with the implementation of the FishNoWaste Project. The Brižine will in fact be one of the potential target ports chosen to design, test and implement the pilot activities of the project and will contribute to the suggestion of policies to increase the sustainability of its fishing activities even more.
(EN), MARLISCO project (EN) | The main objective of the MARLISCO project (FP7) was to provide and evaluate mechanisms to enable society to perceive the impact of litter on the marine environment, to identify the land-based activities that are involved and collectively arrive at solutions to reduce that impact. The list of best practices collected by a huge number of MARLISCO project partners coming from fifteen European countries will be an important contribution to FishNoWaste representing an invaluable source of information and experience both about previously implemented measures and potential future policies and solutions to be applied. (EN), FAIRSEA – Fisheries in the Adriatic Region – a Shared Ecosystem Approach (EN) | The central focus of the FAIRSEA project (Interreg Italy-Croatia) was the fisheries sector, an important economic activity in the Adriatic Sea with a strong cultural, social and economic role in regional coastal communities. The overall project goal was to enhance the conditions for implementing innovative approaches for the sustainable management of the Adriatic Sea fisheries. This is achieved thanks to the exchange of knowledge and the sharing of good practices between partners and beyond. One of the activities was the design of a series of seminars related to fisheries for secondary schools and students. We will use this knowledge for organization of educational activities in this project.
(EN), Rijeke znanja (Rivers of knowledge) - Strengthening the capacity of civil society organizations for the Promotion of STEM (EN) | The overall goal of the project “Rijeke znanja” is to build the capacity of civil-society organizations to implement science promotion activities, especially in the field of physics, chemistry and environmental protection. In this project, educators from Sunce participated in education for the popularization of science (STEM) and improved their management skills. We will use the knowledge we have acquired during that project in the training sessions for the popularization of science, the methods we have learned and the skills we have acquired in education with young people and in designing an educational program.
(EN), Preserving the Adriatic Sea Ecosystems by Active Participation of CitizenS – SEAS (EN) | The project contributed to the preservation of the biodiversity of the ecosystem of our Adriatic Sea. The project focused on improving the existing legislative framework governing this matter and on strengthening low practice, that is, encouraging administrative and low bodies to think and act more intensively in the protection of the marine environment. Furthermore, the project encouraged the adoption of new laws and policies and the implementation of additional research and analysis, in order to strengthen knowledge that will be used for better protection of the marine environment. Partner associations and other associations and civil initiatives for environmental protection in the Republic of Croatia played an important role in the project. The project enabled them to improve in the thematic areas of the project related to the protection of the marine environment and the use of legal tools. We will use this experience for communication activities and for advocacy for sustainable waste management and reduce principle in fishery sector.
(EN), For Plastic Free Croatian Islands (EN) | The overall goal of the project was to contribute to the reduction of the use of single-use plastics, as well as to reduction of plastic pollution in the Adriatic and therefore the Mediterranean Sea. This has been achieved by implementing sustainable waste management measures based on the principles of reducing, reusing, recycling in the municipality of Sali on the island Dugi otok and Stari Grad on the island Hvar. As a result of this project, two plastic-free plans were created and adopted by the city and municipality that participated as partners in the project. Along with the implementation of this plan, the project educated tourists and the local communities through public events and forums. Also, it organized the first conference on the topic of marine litter in Croatia, where it gathered the international scientific community, educational institutions, utility companies, private companies and organizations who works in the environmental and nature protection. The knowledge and skills gained will be used for the organization of the training and for communicational campaign. In addition, the contacts we made, and the experience gained in advocating with decision makers will be used.
(EN), Plastic smart cities Croatia (EN) | The overall goal of the project was to reduce own plastic footprint (by stopping the use of single-use plastics and improving the waste plastic management system) in accordance with WWF’s Plastic Smart City initiative. This project was a part of Mediterranean Marine Initiative (MMI) actions plan to improve protection and environmental conservation of the Mediterranean area. In Croatia, the cities of Trogir and Dubrovnik participated, joining other cities from this global initiative, one of which is Venice. As a result of this project, two plastic-free plans for cities of Dubrovnik and Trogir were created. This project also collected and analyzed the best practices for plastic litter reduction from all over the world providing an important database of experiences. (EN)

EUStrategyAdriaticIonianRegion The FishNoWaste Project contributes to the EU Strategy for the Adriatic and Ionian Region through connecting Italy and Croatia in a strategic partnership aimed at developing a synergistic strategy for the environment in an economically and culturally key area of the EU.
The economies of eastern Italy and Croatia coasts are strictly dependent on the ecosystem services provided by the Northern-Central Adriatic Sea and its coasts. Fishing and tourism are among the main businesses related to those areas and will be directly or indirectly affected by the project actions and strategies aiming at making the sea cleaner and its fisheries more sustainable. FishNoWaste will reduce plastic waste flows to the Northern Adriatic Sea and, so, prevent the biodiversity loss associated to plastic pollution and contribute to ecological restoration through fishing for litter activities: this will result in protecting plastic-impacted natural marine and terrestrial habitats and ecosystems where nature and humans co-exist (including coastal habitats like dunes and estuaries which are key sources of ecological connectivity) in agreement with EUSAIR pillar 3. The development and promotion of a strict collaboration between the two countries can lead to the creation of a region-wide policy for fisheries-related waste management benefitting all the countries interested by the EU Strategy for the Adriatic and Ionian Region both from an environmental and consequently a socio-economic point of view. FishNoWaste will contribute to implement a more integrated coastal zone management by decreasing marine plastic pollution through the promotion of public (fisher’s) participation, again in agreement with EUSAIR’s pillar 3.
EuropeanGreenDeal The FishNoWaste Project will contribute to the European Green Deal strategy because of its direct effects on the preservation of the European marine ecosystems and of the rich biodiversity they host. The reduction of plastic used in fisheries and the implementation of innovative waste management policies and strategies based on circular economy will directly and indirectly reduce the pollution of the Adriatic Sea, one of the most impacted basins in Europe. FishNoWaste will improve the sustainability of fishing activities in the Northern-Central Adriatic Sea, reducing their impacts, and will also implement strategies such as Fishing for Litter initiatives that will directly involve fishers in the removal of debris from the environment.
An improved and inter-regional waste management strategy will also allow to introduce the litter produced or caught by fishing vessels into a circular economy model that can extend also to the general public and to other business sectors of the community. The substitution of polystyrene boxes used in fisheries with reusable materials and the correct disposal of currently used boxes is only one of the important steps towards a more sustainable future that the FishNoWaste project will contribute to.
The multiple communication initiatives linked to the project will also extend it effects to the general public raising awareness about good practices in waste management relevant also in daily domestic activities.
Other FishNoWaste contributes to the EU's Marine Strategy Framework Directive, in particular to descriptor 10 of Good Environmental Status ("Properties and quantities of marine litter do not cause harm to the coastal and marine environment") by contributing updated and comprehensive data, knowedge, strategies, and policy and management advice on marine litter reduction, as well as concrete actions of litter reduction and circular economy.
Other The strategic approach of FishNoWaste contributes to the EU's Maritime Spatial Planning Directive. Marine Spatial Planning (MSP) is a marine policy that aims to organize and distribute human activities along the coast and ocean spaces, in a sustainable way meant to achieve ecological, economic and social objectives. MSP is a participatory process and to be successfully
implemented, it depends on the compliance of all maritime sectors, including fisheries, which should design or adapt sectoral plans and strategies in line with marine spatial plans.
Other With its focus on sustainability in ports, FishNoWaste contributes FAO’s Blue Ports Initiative, which intends to leverage the strategic position of fishing ports – considered development hubs due to their capacity of influencing their hinterland - in the promotion of a sustainable blue economy. The initiative aims to contribute to poverty alleviation and food security by food quality reinforcement, natural resources
conservation through effective marine policies, value chain reinforcement, labor rights compliance and gender equality within maritime sectors.
