Description (EN):

Climate change has different impacts on EU countries causing consequence of extreme climate events, such as droughts, heat waves, flash and coastal floods. Water stock management is crucial to address and mitigate extreme phenomena that determine an overabundance or scarcity of water resources, whose availability substantially impacts on local production systems, citizens well-being and land management, with increasing soil erosion and forest fire risks. To tackle this challenge, bePrePAred project aims to coordinate and integrate risk management tools, systems and policies aimed at improving the resilience of vulnerable ecosystems and landscapes historically man-managed on both sides of the Adriatic Sea. This is to create new high competence skills and practices for an ecosystem-based governance of water, transferring tools, system and policies in the Italy - Croatia areas, adapting them to a sustainable use of water resources in rural-urban landscapes, raising awareness of institutions and civil society on the risks related to water scarcity and the need for water saving and adaptation policies. The project is based on a cross-border cooperation of public institutions, university foundations and development agencies from different regions of the Italy – Croatia Programme area, supporting natural and cultural landscapes with 1. climate-resilient water ecosystems management solutions; 2. a cross-border regeneration and governance Strategy and tailored Action Plans on water landscapes, supporting adaptation to/mitigation of climate change effects; 3. multi-functions material Nature-Based Solutions (NBS) for recovering ecological/landscape networks and non-material Nature-Based Solutions aimed at improving site resilience towards risks; 4. Capacity building paths supporting policy makers and institutional stakeholders. Outputs will improve public institutions capacities in water and forest landscapes management, introducing a multilevel mitigation risk approach, and positively impact citizens, businesses and the economic and social system, getting more protected from extreme phenomena.

Actual Achievements (EN):

The bePrepARed project was launched officially by the LP with the organization of the Kick-off-meeting, held online on May 9th, 2024. During the kick-off meeting, the Project Management Unit was established, the Internal Quality Plan, a quick-reference guide supporting partners during implementation was presented, and PP2 CMCC established the first criteria for the implementation of A1.1, in terms of geographical dimension of the project target areas, depending on the needs of all partners involved. On 18th of September 2024 the first Steering Committee was organized by the LP in a mixed modality online and in presence in Ferrara, where project partners formally appointed the Steering Committee and the Quality Management Board Members, also assessing the state of the art and the re-scheduling of WP1 deliverable deadlines (due to the approx. 2 months and PP5 Zadra Nova responsible of communication outlined the details of the Communication Plan and the use of the different communication tools foreseen (website, FB, Instagram, etc.). During the first reporting period, the PP2 firstly drafted an Excel template for the policy review, including guidelines/criteria to select relevant policies, that all partners can use to collect and assess the policies at different levels addressing this topic (European, national, regional and local). The template was indeed the baseline for A.1.1 Review of the existing policies/practices for water landscapes governance in targeted natural and cultural landscapes, ensuring consistency in the review of policies, providing a common framework to all partners and facilitating the analysis of data which will be included in the report on solutions in policies/tools for water landscapes management, in the next period. Indeed, all partners will fill it, in the Period 2. Secondly, the PP2 suggested to the consortium a few climate indicators to define climate scenarios related to targeted areas (based on previous CMCC activity and local partner information). The suggested list of indicators was discussed with the partners and finalised considering the needs of each target area. Indicators will be crucial to PP6 and the rest of the partnership, in the Period 2 to define scenarios of climate change related effects on targeted areas, focusing risks and impacts on water landscapes, foreseen under A1.2. Both preparatory works are essential for A1.1 and A1.2 and for the initial sharing of information related to the management of governance landscape in the target areas and in the identification of scenarios arising from climate change, as foreseen by Specific Objective 1 of the bePrepARed project. During the second reporting period of the BePrePAred project, partners completed a comprehensive review of how water landscapes are currently managed across the targeted natural and cultural areas. This work – part of Activity A1.1 – helped shed light on the policies and tools being used in different regions to govern rivers, lakes, wetlands, and other water-related environments. Understanding these existing approaches is crucial, as it lays the groundwork for the next steps: predicting how climate change might affect these landscapes and identifying the most at-risk areas (Activity A1.2). Looking ahead, this knowledge will be essential for improving how communities and policy-makers respond to water and climate challenges. It will also help project partners to propose better ways to manage landscapes in changing climate conditions – and to bring these ideas to the attention of local authorities, institutions, and civil society organizations. Another important step was taken with Activity A1.3, where project partners identified and involved key stakeholders – such as local governments, economic actors, and community groups – from the regions involved. This early engagement was aimed at understanding how aware these groups are of the risks facing their water environments and what kind of support or information they need to take action. These activities, along with upcoming regional workshops, to be implemented in the third period, and presentations of the climate risk analysis, are helping to raise awareness among policymakers and communities. The goal is to ensure that the future of water landscapes is better protected – not only by stronger policies but also by a shared commitment to sustainable, climate-resilient management.

Contribution to wider strategies and policies:

EUStrategyAdriaticIonianRegion The project reflects part of the specific’s objectives established by the third Pillar “Environmental Quality”, with its two Topic about Marine environment and transnationals habitats and biodiversity, that supports every action which contributes to minimizing climate change’s effects on marine and terrestrial ecosystems. Through the elaboration of water management strategies, action plans and solutions in targeted areas, bePrePAred will contribute concretely to the achievement of specific objectives predetermined by the EUSAIR Strategy, in order to make the region more resilient.
EuropeanGreenDeal The achievement of bePrepARed main results and objectives is in line with two Climate’s Action Plan of the European Green Deal: the EU Strategy on Adaptation to Climate Change and the EU Climate Pact. As for the Adaptation Strategy, the project is coherent, supporting policy development in different level and sectors, also to give a systemic response to the climate change. The project is also in line with the EU Climate Pact, supporting its objectives in terms of awareness raising about climate issues, encouraging and implementing climate solutions, though engagement and connection of organisations working in the environmental field through mutual learning and exchange of experience.
Other The project with its activities and objectives concerning good practices exchange and the creation of locally-based strategies and action plans to mitigate effects of scarcity and excess of water within project partner’s territories is coherent with the Territorial Agenda 20230, and its general objective Green Europe” with its priority number 4 “Healthy Environment” contain a bunch of purposes and recommendations, in line with the scope of this project. In this priority, indeed, is underlined the importance of risk and disaster management, as well as prevention measures, considering different geographical characteristic are important to build resilient communities. Into Territorial Agenda is also emphasized that the actions should reinforce locally-based approach and territorial cooperation.
Other One of the partners of bePrepARed is the Public institution RERA SD for coordination and development of the Split-Dalmatia County, in Croatia, which is one of the countries participating in the Danube Region strategy. The involvement of this partner is important to make project coherent with the EUSDR Strategy, more precisely, with its second pillar “Protecting the environment in the Danube Region” and its Priority Area 2 “To manage environmental risks”. PA2 concentrate its attention to protect inhabitants of the Region from disastrous event, such as floods, by preventive and disaster management measures jointly implemented. The bePrepARed project, with its activities concerning the exchange of best practices between all the partners will contribute, thanks to RERA SD participation, to face this challenge reinforcing regional cooperation and learning from previous events for the benefit of whole Danube region, as the EUSDR strategy suggests.
