Description (EN):

Jointly tackling the common challenges to improve sea-mobility solutions by linking to and pivoting on a strategic cycle route at cross-border level, and the challenge of the “green transition”, contributing to making mobility more sustainable and in boosting multimodality at local, regional and cross-border level, increasing the options of multimodal connections. This is what CYROS project is about. Its overall objective is contributing to define the cycling route running along the coast of the Adriatic Sea in Italy and Croatia (coastal network), including its main connections to the hinterland (inland network), embedding the EUSAIR flagship and cross pillar project idea ADRIONCYCLETOUR, promoting the development of sustainable mobility and tourism and boosting multimodality at national, regional and local level, improving the availability of cross-border and sea-mobility solutions. This is because the Adriatic – Ionian cycling route is to be considered the backbone of a network of sustainable mobility solutions, with the dual function of tourist cycle path and infrastructure for sustainable urban-interurban mobility, integrated with the local and regional public transport system by sea, rail and road. The project pushes for a stronger cross-border cooperation also in the maritime transport domain, implementing integrated passengers’ mobility, particularly in connection with the tourism sector based on sustainable mobility. The expected changes to the current situation are an increased sustainability and quality of transport services and the availability of more attractive alternative and multimodal solutions to substitute private cars in regional and cross-border mobility. A wider offer of regional and cross-border intermodal connections (bike&train, bike&bus, bike&boat) are some of the most important envisaged outputs to the benefit of the local population and tourists. While public administrations and stakeholders will benefit from outputs like cross-border strategies for a permanent institutional cooperation on sustainable mobility and tourism, and on maritime passenger transport, as well as of outputs like joint training schemes on sustainable mobility and tourism. Moreover, a package of ICT tools will be developed supporting planning and management by stakeholders as well as information provisions for users of the multimodal network. Following a result-oriented approach and an integrated approach to the main project themes, sustainable mobility and multimodality, the project invests in developing alternative and multimodal solutions that could contribute to an improvement in cross-border connections, so that the two countries and the programme area could benefit from improved routes and services. That cannot be done without involving both countries in solving the gaps that are still present and concretely hinder stronger cooperation, in spite of proximity. What is new about CYROS is that, for the first time, a project is focused on carrying out the embedding of a flagship and a cross-pillar project idea approved at the EUSAIR level, ADRIONCYCLETOUR, thus directly contributing to the implementation of the EUSAIR action plan while implementing a territorial cross-border cooperation project, in making more sustainable the mobility and in boosting multimodality in the programme area itself.

Actual Achievements (EN):

CYROS Project started on March 1st, 2024. The first months of the first Project Period have been interested, by the Condition Clearing Process; under the constant monitoring of the Joint Secretariat the partnership worked on the review of content and structure of the Application Form, also in terms of activities, Deliverables, Outputs, investments and results to be achieved through the project. The Process ended by the end of April with the final approval of the JS. On JEMS, new updated versions of the Application Form and of the project’s budget have released. Then, the Partnership Agreement has been signed, the Project Management structure (Project Manager/Financial Manager/Communication Manager) has been identified, the Steering Committee’s members have been appointed, in particular the Communication Manager has been appointed and his specific tasks have been formalized. On the Italian side, project partners obtained the CUP (Codice Unico di Progetto), required by Italian national law to trace all financial operations, end activated, wherever possible, the procedures for selecting national controllers. Finally, the Subsidy Contract has been released and the signature process by both the Managing Authority of the IT-HR Programme and the Lead Partner, Friuli Venezia Giulia Region, has been completed on May 30th 2024. On June 4th, 2024, the Kick-Off Meeting of the project, together with the first Steering Committee Meeting, took place by the premises of the Lead Partner, FVG Region, in Trieste. The KoM has been attended also by the Project Manager of the Joint Secretariat assigned to CYROS project, Mr. Hrvoje Grancarić, who informed the partnership on main Project and Programme rules to respect all along the project’s lifetime. During all the first project Period the Lead Partner anyway supported the partnership for any administrative, financial and technical aspect, also with reference to the updated project implementation documents uploaded on the Programme website. From the communication point of view, the Region of Istria, as partner responsible for general communication tasks, worked on the Communication Strategy, envisaged also by Deliverable D.1.3.1. It has been provided also by the following annexes: 1) Editorial plan; 2) Communication plan with communication task division; 3) Target groups monitoring file; 4) Communication report template. A dedicated tool to collect all press releases concerning CYROS will be soon built. Still in terms of communication, all project partner prepared a dedicated page on CYROS Project on its own institutional website. Also, the Project’s poster (A3 format) has been prepared, shared, and exposed by each partner’s office premises. Concerning the thematic activities envisaged by the project, the partnership started working on the activities at the basis of the development of the WP1 and WP2. In particular, the FVG Region guided the partners in trying mapping the already existing Adriatic-Ionian cycle route in the Programma Area by considering and analyzing the characteristics of the main points of interests (POI) of the IT and HR territories. Between POI we can mention cultural and natural heritage, touristic attractions, info points (tourist boards), restaurants. Also existing services for cyclist are important in the analysis, i.e. Bike & Bed specialized accommodation, bike repair shops, bike rental, bike shuttle, e-bike chargers, rest stops, public drink water taps. This will be useful for the overall future upgrading of the cross-border cycling network that will be developed also in the framework of the project. To do this, also digital data may be elaborated, and for this reason the analysis will be also functional to the development and upgrading of the technological and ICT tools serving bikes and sustainable mobility in general in the area of the project. Partner ITL, in particular, already started the methodological setup of the analysis also in digital terms. The CYROS project has made solid and strategic progress in its mission to promote sustainable mobility and tourism across the Adriatic-Ionian area. Building on the foundations laid during the first reporting period, the project has now reached several key milestones and is gaining visibility and impact both locally and internationally. One of the most important achievements is the joint mapping of the Adriatic-Ionian Cycle Route, including both the coastal and inland connections (Deliverable D.1.1.1). All project partners contributed data and insights to this harmonised mapping, which now serves as a shared knowledge base to support planning, investments, and policy-making. This result also supports integration with broader European networks such as EuroVelo. In the field of intermodality, the Lead Partner (Friuli Venezia Giulia Region) designed a pilot seasonal BIKE & BUS service between Trieste (IT) and Poreč (HR), offering tourists and residents an innovative cross-border travel option that combines cycling with public transport (Deliverable D.1.2.1). Additional intermodal services are being prepared by other partners and will follow shortly. The project also made a strong push on digitalisation and ICT tools: a standardised methodology was defined to collect data on Points of Interest and services along the route (Deliverable D.2.1.1). These data will feed into the future WebGIS platform and CYROS mobile app, currently under development. This digital ecosystem will empower users to plan multimodal, sustainable journeys across borders. Knowledge exchange is a key element of CYROS: a training programme was designed with modules on mobility planning, digital tools, and tourism management. Training materials are ready (Deliverable 2.3.3), and study visits are planned, involving at least 55 participants from various institutions (Output 2.1). In terms of governance and cooperation, CYROS successfully completed a stakeholder database (Deliverable D.3.3.1), which will support future cross-border strategies and institutional coordination on sustainable mobility and tourism. The project’s visibility and engagement also expanded significantly: the “General States on Cycling Mobility” held in Udine (October 2024) gathered over 200 participants, while the project was showcased at key events in both Italy and Croatia, including the Italian Bike Festival and the National Cycling Conference in Osijek. These results contribute to the partial achievement of the project’s Specific Objectives across all thematic Work Packages. Under WP1, the Adriatic–Ionian Cycle Route has been successfully mapped and the design of intermodal services initiated, marking solid progress towards the development of a cross-border and multimodal cycling network. In WP2, key steps were completed to promote ICT-enabled sustainable mobility, including the creation of a shared methodology for data collection and the finalisation of training materials. For WP3, the stakeholder database was completed, setting the foundation for cross-border governance and long-term cooperation. The added value of cooperation is evident across several activities where joint planning and harmonised implementation were essential — from the co-design of the Bike & Bus pilot service to the development of shared training schemes and data standards. These results highlight how cross-border collaboration has enabled solutions that go beyond the capacity or mandate of individual regions, ensuring alignment, interoperability and lasting impact across the Programme area. Over the past months, the CYROS project has started to show its impact on the ground. One of the most visible results has been the launch of the Bike & Bus line between Trieste and Poreč, a cross-border service that allows passengers and bicycles to travel together along the coast. This new connection encourages people to leave their cars behind and explore the area in a more sustainable way. It’s already attracting both tourists and locals. In the meantime, several regions involved in the project have been working to improve and extend their sections of the Adriatic–Ionian Cycle Route. Some have focused on planning new connections between existing paths and transport hubs, others on defining where new infrastructure is needed. The aim is to make the entire route safer, more continuous, and easier to use. At the same time, the project is getting ready to train public authorities and local stakeholders. The training programme will cover key topics such as sustainable mobility, digital tools for cycling routes, and how to promote year-round tourism along the coast. The first study visits, which will take place in Italy in September, are being prepared as hands-on learning experiences and are also expected to generate visibility for the project at local and regional level. On the digital side, work has started on mapping the most relevant services and points of interest along the route – from bike repair stations to accommodation and cultural sites. This information will feed into a new digital platform and mobile app designed to help cyclists plan their trips more easily. Another important step has been the preparation of 16 stakeholder round tables, which will be held in all the participating regions. These meetings are meant to bring together municipalities, transport operators, tourism boards and other actors to discuss how to make sustainable mobility and tourism a permanent part of regional strategies. In short, CYROS is gaining speed: local actions are connecting into a bigger vision, and partners on both sides of the Adriatic are working together to make sustainable travel an easy and attractive choice.

ADRIONCYCLETOUR Strategic project (Interreg IT-SL 2021-2027) (EN) | The ADRIONCYCLETOUR strategic project’s main objective is contributing to define the cycling route running along the coast of the Adriatic Sea in Italy (Friuli Venezia Giulia and Veneto Regions) and in Slovenia (coastal network), including its main cycle connections to the hinterland areas, and in contributing to develop, at EUSAIR level, an innovative and attractive cross-border/transnational tourism product on the ADRIATIC-IONIAN Cycle Route. The project addresses the topics of sustainable tourism and mobility, through the "embedding" process of an EUSAIR flagship project idea, crosscutting between the tourism and transport sectors, pursuing in a cross-border context, as planned in CYROS project, objectives on a macro-regional scale. The project is being implemented as project Lead partner by Friuli Venezia Giulia Region and it is to be considered complementary to CYROS. (EN), IstraConnect project (Interreg SI-HR 14-20) (EN) | The project aims to improve cross-border cooperation in the field of sustainable mobility in Istria (Croatia) by testing a pilot cross-border bus line, that could also be connected to Slovenian-Italian cross-border bus lines in the future. A line is also planned among the running pilot actions of ADRIONCYCLETOUR project (Interreg Italy-Slovenia). Through e-bike promotion, environmentally friendly behaviour will also be promoted, as planned in CYROS project. The project has been implemented as project partner by Istria Region. (EN), MIMOSA Strategic project (Interreg IT-HR 2014-2020) (EN) | The synergies with the CYROS project derive from the circumstance that the MIMOSA Strategic project has been contributing to the improvement of passenger mobility in the programme area, including maritime transport, services in ports and multimodal links, promoting sustainable mobility at local, regional and cross-border level. MIMOSA focuses also on cross-border connectivity, developing concrete outputs, reaching also multimodal solutions as innovative smart tools, technologies and IT solutions. Friuli Venezia Giulia Region, ITL- Institute for Transport and Logistics, Apulia Region, Abruzzo Region and Dubrovnik Neretva Region are partners in the project. Thus, as MIMOSA tackles the common challenge of increasing multimodality and reducing the impact of transport on the environment, strong synergies with CYROS project could be found, in particular in improving the offer of multimodal sustainable mobility options in the programme area. (EN), ICARUS project (Interreg IT-HR 2014-2020) (EN) | Several synergies between CYROS and ICARUS Standard project and additional follow up could be identified thanks to the participation to the partnership of common project partners Friuli Venezia Giulia Region and ITL- Institute for Transport and Logistics. Thus, there will be also development and modernisation of bike/train solutions already developed by IDA (regional agency partly owned by Istria Region) within ICARUS. (EN), MOSES project (Interreg IT-HR 2014-2020) (EN) | MOSES Standard+ project pilot’s results (intermodal maritime passenger line in cross–border Friuli Venezia Giulia– Istria Regions) will be used as an input for CYROS sustainable mobility solutions development and implementation between Italy and Croatia. The project has been implemented as project partners by Friuli Venezia Giulia Region (LP), ITL- Institute for Transport and Logistics, Istria Region and by the Primorje-Gorski Kotar County. (EN), EA SEA-WAY strategic project (IPA Adriatic 2007-2014) (EN) | CYROS will use the experience coming from EA SEA-WAY project where regions (i.e. Friuli Venezia Giulia Region, Istria Region, Primorje-Gorski Kotar County) worked on sustainable mobility services and infrastructure development (i.e. in ports of Rovinj and Pula) identifying also existing and new maritime routes in Adriatic as an input for new tailor made multimodal solutions in the cross–border area. The project was implemented as project partners by Friuli Venezia Giulia Region (LP), Istria Region, Primorje-Gorski Kotar County and by the Dubrovnik Neretva Region, and it represents the starting point of the cooperation among those partners, kept alive in jointly setting up CYROS project proposal. (EN), TAKE IT SLOW project (Interreg IT-HR 2014-2020) (EN) | TAKE IT SLOW managed and promoted the Adriatic region as an integrated, sustainable, accessible, green and slow destination based on enhancing the tangible and intangible natural and cultural heritage of the Adriatic coast, its islands, inland and rural areas. The synergies with CYROS are related to the project focus on the promotion of smart and slow tourism, in order to achieve economic, social and territorial cohesion of joint Adriatic cross-border tourist destinations, enabling regional and local stakeholders to exchange knowledge, develop and implement pilot actions and test new policies, products and services, generating innovation in tourism in the field of accessibility, models of sustainability and cultural and creative heritage. Dubrovnik Neretva Region and Abruzzo Region were partners in the project, whilst Apulia Region took part as associated partner. The experiences and lessons learned will be used in CYROS project. (EN), FRAMESPORT project (Interreg IT-HR 2014-2020) (EN) | The project supported the comprehensive and sustainable growth of smaller ports in the Adriatic Sea through a long-term Strategy, enhancing their socio-economic role in the development of coastal areas. The project initiatives included the involvement of local and national stakeholders to establish a strong link between the project activities and the territorial realities, and the development of a common ICT platform among the partners for the collection and systematization of data. Experiences and lessons learned by ITL as project partner will be used in CYROS project. (EN), INTERBIKE strategic project (Interreg IT-SLO 2007-2013) (EN) | Within INTERBIKE the main goal was creating a sustainable cycle route network on the cross-border territory along with dedicated infrastructure and intermodal services. Project activities included the development of main cycling tracks between Ravenna and Kranjska Gora, with links to local roads and intermodal networks and infrastructural works for the construction of individual sections of the missing cycle tracks together with the preparation of a digital database for the geographic information system dedicated to users. Friuli Venezia Giulia Region took part to the project as associated partner and the lessons learned will be used in CYROS project. (EN), MEDCYCLETOUR project (Interreg MED 2014-2020) (EN) | MEDCYCLETOUR project was based on the development EuroVelo 8 – MEDITERRANEAN ROUTE and aimed to develop cycle tourism in the Mediterranean regions by providing transnational tools to attract tourist and visitors. At the end of the project a Charter for Sustainable and Responsible Cycling Tourism in the MED Area was signed by main stakeholders as further development of cycling tourism and of the EuroVelo 8 – MEDITERRANEAN ROUTE. Friuli Venezia Giulia Region took part to the project as project partner. Synergies with CYROS are to be seen in expected permanent dialogue with EUROVELO network in view of contributing to include in such network the Adriatic –Ionian cycle route. (EN), WINTER MED project (Interreg MED 2014-2020) (EN) | WINTER MED promoted the transition from the overexploitation of insular tourist destinations during the summer to an alternative, sustainable, all-year round use of territories, by delivering a transnational strategy and the tools for changing and upgrading key sectors of the Mediterranean area. As project partner Dubrovnik Neretva Region contributed in particular in the development of the operational action plan for the development of cycle tourism in Croatia and to the implementation plan of Dubrovnik-Neretva County for period until 2025. Experiences and lessons learned by DNR will be used in CYROS project. (EN), SUMPORT project (Interreg MED 2014-2020) (EN) | The project challenged congestion and air pollution, aggravated by traffic generated by ports, through improved sustainable mobility planning and the testing of tailored alternative mobility solutions in the Mediterranean area. As project partner ITL collected several experiences that could be widely applied on CYROS key topics too. (EN), INTERCONNECT project (Interreg Adrion 2014-2020) (EN) | The project included the identification of key players in mobility planning and the creation of a cooperation environment for exchange of knowledge and experience, the development of common understanding of area’s needs, challenges, opportunities and treats and the formulation of a strategic framework for enhancing intermodality in the area. Experiences and lessons learned by ITL as project partner will be used in CYROS project. (EN), SUSTOURISMO project (Interreg Adrion 2014-2020) (EN) | The project aimed at preserving the environment and at highlighting the natural and cultural heritage elements within the Adriatic Ionian Region through the reduction of environmental pollutions caused by tourists’ private vehicles travelling around the Adriatic countries. To do this, a targeted Dissemination Strategy was implemented, whilst pilot initiatives have been launched promoting the use of sustainable means of transport to visit the cultural and tourist destination in Friuli Venezia Giulia and Emilia Romagna Regions. ITL took part to the project as project partner, whilst Friuli Venezia Giulia Region was one of the associated partner. Experiences and lessons learned will be used in CYROS project. (EN), SMACKER project (Interreg Central Europe 2014-2020) (EN) | The project aimed at addressing disparities in mobility in peripheral and rural areas, designing and promoting public demand-responsive transport and mobility sustainable services in order to connect local and regional systems to main corridors and transport nodes. SMACKER assessed main barriers and addressed them by providing solutions drawing on the best international know-how. As project partner ITL collected several experiences that could be widely applied on CYROS key topics too. (EN), Crowd4Roads / C4Rs Project (Horizon 2020) (EN) | Within the C4Rs project Marche Region experimented with the SRS (SmartRoadSense) app, used on smartphones to collect accurate data on road conditions. One of the component of the SRS app user workflow is the WOM (worth One Minute) rewarding platform. It is an interoperable application, based on a voucher exchange system, that can convert user actions, with a socially valuable contribution to a common goal, into a kind of digital reward for the time that has been dedicated to them. The WOM Platform could also be used also to reward the contributions of cyclists who interact with the CYROS app, providing feedbacks and suggestions (https://www.regione.marche.it/Regione-Utile/Agenda-Digitale/Crowd4Roads). (EN), Digital Hub Marche DHM (POR FESR Marche 14-20) (EN) | Marche Region has developed a platform capable of collecting, from local actors and organizations, tourist information and content related to the promotion and enhancement of the territory, in order to make them available to front-end systems with a more extensive geographical scale and a wider visibility, through an interoperability gateway based on TDH022 ontologies defined by the Italian Ministry of Tourism, according to an open logic. Marche Region will draw inspiration from that experience, to build a system capable of collecting uniform data from different partners of different regions and nationalities in CYROS (https://www.regione.marche.it/Regione-Utile/Agenda-Digitale/Digital-Hub-Marche) (EN), PREPAIR project (LIFE15 IPE) (EN) | CYROS has strong synergies with PREPAIR project (01.02.2017-31.01.2024), in particular with the Air Quality and Transport action, which includes a sub-action "Actions to promote cycling," dealing with various aspects of cycling mobility, complementary with what it is foreseen in the three WPs of CYROS. Friuli Venezia Giulia Region takes part to PREPAIR as project partner. (EN), SIMPLA project (H2020) (EN) | Based on experience where it was confirmed that SEAPs (Sustainable Energy Action Plans) and SUMPs (Sustainable Urban Mobility Plans) have a potential for harmonization, Istria Region used ongoing and existing plans in the region for sustainable mobility development. Experiences and lessons learned will be used in CYROS project. (EN), PARENZANA MAGIC project (IPA SLO-HR 2007-2013) (EN) | As a continuation of REVITAS project, the main objectives of PARENZANA MAGIC project were the creation of Parenzana tourist destinations by integrating the existing natural, cultural and technical heritage into an overall tourist product and improvement of cycling infrastructure for the development of Parenzana as a cultural and sports destination. The third part of revitalization and revaluation of the former narrow-gauge railway Parenzana was also foreseen. In the framework of CYROS project new synergies and additional valorisation based on Parenzana route could be created. (EN)

EUStrategyAdriaticIonianRegion Representing the embedding of the flagship and cross-cutting project idea “Adrioncycletour”, the CYROS project contributes directly to the implementation of the EUSAIR macro-strategy and action plan related to priorities 2) Connecting the Region and 4) Sustainable Tourism, supporting the work of TSG2 and TSG4 of EUSAIR. The outputs and results will also be transferable to other EUSAIR regions and countries of reference for further embedding processes in the field.
EuropeanGreenDeal In line with the EU's Green Deal, there is a need to provide sustainable transport solutions, also to support tourist flows. CYROS project is particularly concerned with sustainable solutions in a cross-border dimension, to support also the transition to a cleaner, greener and smarter mobility. All these aspects will be addressed in the project's three WPs to help increasing connectivity and the provision of multimodal transport services and mobility.
