Description (EN):

The GECO 2.2 project is built on the outcomes of the previous GECO2, which had set up the first experimental voluntary market for carbon credits from agriculture. The positive results gathered by the project together with the critical areas that emerged during its implementation led the partners to design a new project that could give continuity to previous experiences and improve methodologies and tools. The environmental emergencies underlying the previous project are now even clearer and more unavoidable, and the need to organize the broadest possible response at all levels is even more crucial and urgent. The regional voluntary carbon credits market in agriculture proposed by GECO 2.2 is one of these possible answers. The proposed agriculture practices belonging to the GECO 2.2 model increase carbon stock in soil and biomass. At the same time, farms become more resilient to flooding and drought with the side effects of reducing disaster risks on the overall hydrographic basin. Furthermore, a significant part of the GECO 2.2 selected practices will be effective in build-up ecosystem services and increasing landscape biodiversity. For these reasons, GECO 2.2's strategies are in line with the main European development and environmental strategies and policies. GECO 2.2 specific objectives can be summarised as follows: to set up an agricultural-based regional voluntary carbon market; to increase farmers' ecological and economic sustainability by CO2e credits production; to support virtuous farmers in implementing practices that enable them to cut emissions and maximize CO2e sinking (in soil and biomass); to explore new methods of adaptation and mitigation inside economic mechanisms; to introduce and promote environmentally friendly farming methods such as soil regeneration and increasing grass diversity in ecotone areas to reduce risk due to climatic changes;. to contribute to a Regional Food Policy in coherence with EU “Farm to fork” strategies. The GECO 2.2 project, in order to improve its market structure, intends to upgrade its operational tools (calculators and market platform) in the following aspects: Introduction of blockchain scheme for increasing the transparency and traceability of the carbon credits produced; Addition of different certification schemes for credits production through a comparative analysis with GECO 2.2 carbon credits; Development of more affordable and easy-to-use and user-friendly tools; Implementation of a geographic-based approach within GIS tools: creation of a decision support system for farmers to help them in choosing more sustainable practices. The project intends from a strategic point of view to intervene through a multilateral approach in order to recover soil capability and increase agriculture's adaptability to climate changes. GECO 2.2’s core innovative idea is to link these urgent actions with the follow-up, at crossborder and interregional level, of a voluntary carbon market, able to self-sustain the adopted environmental measures also from the economical point of view. The project outcomes can be summarised as follows: to increase the awareness of the general public on the problem of climate change and the importance of local and small-scale solutions based on agriculture; to allow companies to offset their carbon footprint through a project linked to the production of regional credits; to create small-scale local solutions without drawing on public funding but by creating a self-sustaining system that increases its effectiveness over time; to create a market model scalable and replicable throughout Europe by building a regional carbon market.

Actual Achievements (EN):

During the first period, partners, coordinated by the lead partner, collaborated to successfully launch the project: - Information and documents were collected to provide the clarifications requested by the Managing Authority during the clearing condition phase. Tasks and outputs were adjusted, and the deliverable time plan was reviewed to account for the actual delay in starting project. The clearing condition phase was completed in agreement with the project manager of the Joint Secretariat, Diana Gracin, and the procedures for signing the Subsidy contract followed. - The partnership agreement was prepared, shared, and signed. Relations with partners were maintained through e-mail communications and a coordination meeting held on 06/05/2024. - Partners identified and activated internal work teams within each organization. - Following the signing of the subsidy contract, partners started procurement procedures for the activation of external expertise within the project, in particular: first-level controllers for Italian partners, technical experts and/or external support for project and financial management activities. - Partners shared a folder containing the main project documents, contact list, Program guidelines, and templates. - Coordination with partners was carried out to organize the project kick-off meeting, which is part of the communication activities of WP4. Specifically, the KoM was organized in collaboration with Ciheam Bari, which hosted the event. The agenda was shared with the partners and discussed during the coordination meeting held on 06/05/2024. Project manager Mauro Novello and representatives of the three associated partners were invited to attend the KoM. The WP leaders prepared presentation materials of their respective Work package. - The KOM took place on the 25th and 26th of June 2024 at the headquarters of Ciheam Bari in Valenzano (Bari). All GECO 2.2 partners and associated partners participated in the KOM. During the KOM, the Steering Committee was appointed, and its first meeting was held. - LP coordinated the activation procedure on Jems and activation of the first semester reporting activities. - The lead partner prepared a draft Project Quality Management Plan. - The Communication manager (PP2) coordinated the project launch communication activities: Ciheam Bari provided the poster templates that were displayed by the partners at their respective offices (attached photos), and a communication kit. During the KOM, Ciheam Bari recorded video interviews with project partners that will be used for dissemination activities. - Following the kickoff meeting, a press release about the event was published on the project's social networks along with photos of the event. Partners published information on the project on their institutional websites and the news of the KoM. - A first press review of the event was collected. - As leader partner of WP1, DNR started analysing European and national regulations on carbon credits market. The partners have started organizing the fundamental activities to provide a strategic framework for the project that is aligned with the ongoing evolution of European carbon credit regulations, the European certification framework, and incentive measures for the agricultural sector to increase its carbon sequestration capacity. In particular, the activities consist of a comparative analysis between the methodology developed through the first GECO 2 project and European regulations, as well as an analysis of further projects developed in Europe with the aim of finding synergies. With the aim of ensuring that the experimentation of GECO 2.2 is as effective as possible in demonstrating the applicability of a carbon credit market in agriculture in line with the evolution of European legislation and practices, the partners consider the collaboration and sharing of objectives with relevant stakeholders to be fundamental: first and foremost experts from DG AGRI and DG Climate, the EU CAP Network, and also other public (regional and national) and private stakeholders (associations, companies). For this reason, the partners have begun to: 1) identify relevant stakeholders to be involved in the Expert Panel; 2) define a methodology for involving stakeholders and collecting their indications and opinions - for example through interviews - which will be integrated into the comparative analysis; 3) plan an international event in the first months of 2025 in which to present and discuss the comparative analysis and the development line of the project tools. At this stage, the cooperation of all partners is fundamental, both to support research and analysis activities and to engage a wide range of stakeholders. In particular, the role of the associated partners is crucial to involving key actors at the national and European level in the discussion. The GECO2.2 project has made significant progress in this semester of activities. Comparative studies between GECO2 model and the new European legislation and research related to similar projects on carbon markets have been carried on. At the same time, strategic partnerships with academic and governmental institutions have been set up. One of the main achievements concerns the preparation of the comparative study between the GECO2 model and the new European Regulation 2024/3012, published on November 27, 2024. The new law inevitably led to a review of project strategy and activities. In particular, for what that concern WP 1.1 contents, the GECO 2.2 project management, with the approval of all the partners, decided to include in the study a detailed analysis of the new EU Regulation Framework. This regulatory evolution has therefore led to an update of the document, whose completion has been postponed to incorporate academic and institutional insights. The alignment of the project with the new European Framework for voluntary carbon markets, is of fundamental importance in giving the project a reliable and long-lasting experimental structure. In this context, contacts, meetings, and partnerships have been organized with the following stakeholders: CREA (Italian Council for Research in Agriculture), the University of Bologna (Faculty of Agriculture), the Italian Ministry of Agriculture, and the GECO2.2 associated partners (Region Emilia Romagna, Region Apulia, Croatian Ministry of Agriculture). A final draft version of the study will be presented and discussed in March 2025, during the Intermediate Meeting in Dubrovnik on March 26. This meeting will be a key moment to share results and define the project's future strategies. Another significant activity has been research on major international projects related to carbon calculation markets (WP 1.2.). All the PPs worked on selecting and gathering a group of interesting projects. The first draft of the report was completed in January 2025, while the final version will be finalized by March and presented during the event in Dubrovnik. Also, the comparative analysis between the GECO2 calculation system and international standards (WP2.1) has identified Regulation (EU) 2024/3012 as a key reference for experimental testing and methodological development. Collaboration with universities and research centres will be thus crucial in interpreting future evolutions of the European regulatory framework and in defining a correct project methodology. This activity is planned to be finalised within the next semester. With reference to WP 3.1 activities, PPs discussed to extend the analysis to include, not only the main international certification standards, but also the founding certification principles established by the new EU Regulation Framework. The test, that will identify 5 sample projects, is planned to be concluded within the next semester. Relating to certification of project process and tools (WP3.2), the PPs initiated contacts with certification experts for certifying GECO2.2 procedures and tools. In this frame, contacts have been established with the Croatian Ministry for Environmental Protection and in Italy, with CREA (Italian Agency of the Ministry of Agriculture). At the light of the new EU regulation framework, PPs discussed about the need of an enlargement of the WP3.2 content and scope: the new goal must no longer be only the certification of the tools but the validation of the complete Operational Plan inside the certification scheme, foreseen in the EU Regulation. With reference to WP 4.4 activities the General training modules (targeted to farmers, project partners, relevant stakeholders, media, universities & research centers, public authorities & agencies, general public) have been planned to be realised within the next semester. The project’s communication strategy has taken a further step forward with the final approval of the Communication Plan during the Steering Committee meeting on January 21, 2025. The project organized several project meetings, ensuring smooth collaboration among partners. Throughout the period, three remote general project meetings were organized, which have been essential in monitoring progress, addressing challenges, and refining project strategies. Other meetings have been carried on among PPs, on thematic subjects (technical matters, strategy, communication, etc) Additionally, the Quality Management Plan has been completed and approved. This deliverable outlines the project’s quality assurance measures and implementation guidelines. The plan was finalized and approved during the Steering Committee meeting on January 21, 2025. This document will serve as a reference to ensure high standards in all project activities and outputs. The GECO 2.2 project has entered a pivotal phase, aligning its innovative model for voluntary carbon markets with the newly adopted EU Regulation 2024/3012 which aims to establish a Union certification framework for permanent carbon removals, carbon farming and carbon storage in products. In the light of the new European Regulation the main objectives of the project is to experiment a new operational model for the voluntary carbon markets in agriculture and could represent a first example on how to work in the new European law frame. The new EU regulation greatly impacts on design and timing of project tools. For instance, project carbon calculation and of market working rules must be in line with it to be recognized and validated as an operative actor in the new EU carbon market framework. During PR3, the consortium finalized key deliverables, including a comparative analysis of the GECO2 methodology against European standards (D1.1.1) and a comprehensive review of similar initiatives (D1.2.1). These outputs not only validate the scientific robustness of the project but also lay the groundwork for the pilot phase. The establishment of an Expert-Stakeholder Panel has evolved into a participatory platform for shaping certification schemes, while targeted meetings with ministries, universities, and regional authorities have strengthened institutional engagement. Dissemination efforts—ranging from international conference (D1.4.1) to strategic media campaigns (D1.4.3)—have amplified public awareness and stakeholder involvement. Activities related to WPs 2, 3, and 4 have now begun. Specifically, the draft version of D 2.1.1 is underway, focusing on a comparative study between the GECO2 calculation method and major international standards. At the same time, D 3.1.1 Draft has also started, involving pilot experimental tests and a technical-scientific evaluation of GECO2 procedures in comparison with key European and international certification standards. Furthermore, D 4.4.2 is in progress, which includes the development of general training modules—two of which have already been organized in Croatia and Molise. All partners have given their contributions and the final deliverables took into account the inputs coming from each partner. Actions related to all the project WPs have been discussed with the AP and deliverables and development strategies shared. The AP partners directly supported the realization of the WP4 general training events. The involvement of the AP in the project activities witness the will of the APs to use the results of GECO2.2 and participate in the working scheme promoted by the project. It should be noted that some activities have been slightly modified to update them with the changes that have occurred at a legislative level. However, we have tried to include these changes within each specific activity without making changes to the financial structure of the project. Despite a complex regulatory landscape, over the last reporting period, GECO 2.2 has continued to move forward with determination. The partnership completed the project’s core studies, delivered crucial updates to its operational tools, and made major strides towards the creation of one of the first certification schemes aligned with the brand‑new EU Regulation 2024/3012 (CRCF) on carbon removal and carbon farming. This regulation introduced new rules for the certification of carbon removals which required partners to make minor adjustments to the project certification process. While this caused some delays, it will ultimately enable farmers and end users to benefit from a certification system that is already compliant with the emerging EU regulatory framework. The project’s analytical backbone is now complete. The key preliminary studies—D.1.1.1 Comparative Analysis, D.1.1.2 Expert–Stakeholder Panel and Cooperation Strategy, D.1.2.1 Research on Similar Projects, D.2.1.1 Comparative test study, and the scientific assessment under D.3.1.1 Technical and Scientific Paper—offer a comprehensive picture of carbon markets, certification systems, and emerging EU requirements. These deliverables collectively map existing methodologies, identify gaps and opportunities, and ensure that GECO 2.2’s approach is scientifically rigorous and fully aligned with the EU’s new climate governance framework. They also establish a broad and active network of stakeholders, from ministries and research bodies to farmers’ groups and private actors, who will be essential to the functioning of future voluntary carbon markets. One of the project’s headline achievements is the successful upgrade of its operational tools. The release of the new GECO 2.2 calculator and the updated digital platform marks a turning point in the project’s technical readiness (A2.2-A2.3). The new tools developed by the WP2 leader Ciheam Bari feature a harmonised 107‑question farm audit questionnaire, a more robust data‑collection environment ready for certification procedures, preparatory work for blockchain‑based traceability. Already tested in beta form by all partners, these tools will underpin the pilot phase. Within WP2, the project delivered two intermediate events (D2.4.2) —one in Ancona and one in Trilj—that brought farmers, cooperatives, public authorities, and technical experts together to stimulate dialogue on the evolving EU framework for carbon‑credit certification and explore the updated GECO 2.2 calculator and digital platform. These events played a pivotal role in strengthening stakeholder engagement and validating the upgraded tools before the pilot phase. Following the formal adoption of Implementing Regulation (EU) 2025/2358 in November 2025, GECO 2.2 took a strategic turn: instead of simply certifying its tools, it began designing a complete Certification Scheme capable of functioning within the EU’s brand‑new carbon‑removal certification system. This work has required the partnership to rethink processes, governance, and institutional alignment (A3.2). The draft Scheme—developed under the leadership of WP3 leader AGRRA— will undergo a national validation process with the Croatian Ministry of Environmental Protection and Green Transition, a mandatory step before submitting any scheme to the European Commission. In parallel with regulatory and technical work, the partnership has laid the groundwork for the pilot phase. The revision of the D.4.1.1 Operational Plan of Pilot Phase, now expanded to define the governance and operational components of the Certification Scheme itself, ensures full compliance with EU requirements. Preliminary activities under A 4.2 have progressed with farm selection, creating the conditions for the pilot launch in the next reporting period. Under activity A4.4, the general training sessions, detailed in the D.4.4.2 General Training Modules Report, have introduced a wide community of stakeholders to the fundamentals of carbon farming, the new EU regulatory framework, and the functioning of voluntary carbon markets—laying the groundwork for informed participation. Technical training activities (part of D4.4.3) enabled partners and their technical staff to test and validate the upgraded GECO 2.2 tools—an essential step to confidently manage the operational tasks of the upcoming pilot phase. Technical sessions were also delivered to farmers in all territories serving as a strategic entry point: introducing them to the project, illustrating the opportunities offered by voluntary carbon markets, and guiding them through the practical use of the GECO 2.2 calculator, platform, and updated protocols.

Contribution to wider strategies and policies:

EUStrategyAdriaticIonianRegion The GECO2.2 project objectives and activities fully comply with the Pillar 3 (Environmental quality) of EUSAIR strategy. Given that the main contents of GECO2.2 are the creation of a voluntary carbon market based on a participatory approach, on sustainability of production and services sectors and mitigation of climate change for economic sectors, the project, under the perspective of EU Green Deal concepts, will strongly address sustainable growth in terms of supporting efficient and sustainable use of natural resources in agriculture including preservation of biodiversity and agro-ecosystems.
Moreover, these themes are crosscutting for the whole 4 pillars as GECO2.2 not only has fostered the support of low-carbon development and helped to limit the ecological footprint of economic process but it will give attention to how environmental quality can ultimately enhance prospects for smart and inclusive growth under the three other pillars.
Other Climate-smart agriculture (CSA) is an approach, a system, promoted by FAO that helps to guide actions needed to transform and reorient agricultural systems to effectively support
development and ensure food security in a changing climate. CSA aims to tackle three main
objectives: sustainably increasing agricultural productivity and incomes; adapting and building
resilience to climate change; and reducing and/or removing greenhouse gas emissions, where
possible.
Other The 4 per 1000 initiative, defined during COP 21 in Paris, aims at increasing the organic matter content of soils, with a special focus on agricultural land, in order to contribute to food security, adaptation to climate change, and mitigation of climate change (http://4p1000.org). Its aim is to demonstrate that agriculture, and in particular agricultural soils can play a crucial role where food
security and climate change are concerned. This initiative invites all partners to state or implement some practical actions on soil carbon storage and the type of practices to achieve this (e.g. agroecology, agroforestry, conservation agriculture, landscape management, etc.)
EuropeanGreenDeal The European Green Deal puts the transition to a sustainable food system at the core. It also includes the "Farm to Fork strategy for sustainable food" deals with how European countries will reduce greenhouse gas emissions, protect biodiversity, reduce food waste and chemical pesticide use, and contribute to a circular economy. Innovative agricultural practices and technologies, investigated by GECO2.2, can play a role in climate
change mitigation and adaptation

framework for achieving climate neutrality and amending Regulations (EC) No 401/2009 and (EU) 2018/1999
(‘European Climate Law’). It sets out how it intends to achieve climate neutrality in the EU by 2050, including the intermediate target of an at least 55% net reduction in greenhouse gas emissions by 2030
