Description (EN):

Hazards linked to climate change, particularly extreme events, pose risks to the physical conservation requirements of Cultural Natural Heritage (CNH), the safety of occupants and users, and to local economies in CE area. The inappropriateness of emergency and post-disaster actions, ill-conceived restoration and recovery phases, and lack of specific management plans contribute to vulnerability increase. INACO aims at improving the resilience of the CE regions in facing climate change impacts on CNH within river basin districts, which face similar challenges (imposed by the effects of hydro-meteorological hazards) depending also on the environmental and geomorphological context (transitional river/sea shore, lakeshore and inland river basin). INACO logical chain of activities is based on the evidence of the vulnerabilities of CNH exposed to climate extreme events in river basin districts, which urgently require joint strategies and cooperation actions for preparedness and safeguarding. The emerging needs at territorial level are concretely faced by gap analysis, set up of tools for improved management, testing and solutions at different pilot sites in CE (HR, IT, AT, HU, DE, PL,CZ, SK). Thus, INACO Tools will be tested within different sites according to their geomorphological/environmental context to bridging the gap between theoretical analysis and practical application and directing research to concrete solutions addressed to meet the requirements of stakeholders as well as to solve the existing challenges in the field: A. SEA/RIVER SHORE: Natural reserve, historic villages and gardens in transitional river/sea shore environment (Po Delta River – IT, Dubrovnik River - HR). B. LAKE SHORE: Natural reserve, historic buildings and archaeological sites in a lakeshore environment (Lake Neusiedl - AT, Fonyód town – HU). C. INLAND: Monumental complexes, historic parks and gardens in inland river basin (Valley of Wiesent and Rednitz – DE, Jelenia Gorà Valley - PL, Kosice Region - SK and Central Bohemia Vltava River Valley - CZ). Transnational strategies and integrated web based solutions as well as risk management plans will be developed to support local authorities in setting up and adopting measures to protect CNH sites exposed to climate change risks. This is because, the integration of CNH within climate change risk management plans at CE is still not exhaustively tackled, both in the assessment of the impacts and mitigation measures. To deal with this shortcoming, INACO will develop, a Joined Strategy for enhancing the resilience of CNH sites exposed to climate risks in CE river basin districts by promoting the mainstreaming of CNH sites as a priority sector to be protected in National Plans of Adaptation to Climate Change. Thus, integrated web-based tools supporting technicians, citizens and public authorities will be developed and tested providing solutions for monitoring and protect CNH, in river basin districts, from climate changes. Moreover, an open online course for risk managers, with a practical test based on a climate hazard scenario, will improve their capacity to manage climate-induced risks on CNH sites and a Risk management plan will provide recommendations to heritage managers and decision makers of CE river basin districts for prioritizing and making decision about the best use of available resources to protect CNH. The transnational cooperation will be essential for strengthening response capacities to climate change risks of interested parties and in fostering alignment in the various processes from policy making to practical application with a more conscious awareness of the responsibilities of the involved actors.

Actual Achievements (EN):

The work carried out during the first year of the project -June 2024 to May 2025- has been mainly focused on the activities focused on enhancing strategies for increasing resilience of sensitive Cultural and Natural Heritage (CNH) assets in Central Europe (CE) river basin districts and the identification of solutions for safeguarding CNH sites in river basin districts from climate change risks. The first steps have been taken with an analysis of the stock of EU Directives/Strategies/Plans for increasing resilience to climate change risks in each target country and the appraisal of CNH assets sensitive to climate changes risk in CE river basin district, has been completed at the end of 2024 and also the analysis of EU Water Directive adoption in relation to the cultural /natural heritage site protection as well as the inventory of existing tools for mapping CNH assets in CE river basin district. In the second step the identification of the risk prone areas and tagging of the most sensitive CNH objectives have been performed. Whereas the activities related to the Joined integrated strategies for enhancing the resilience of CNH sites in CE river basin districts and the dissemination activities for the protection of CNH assets in CE river basin districts have been completed at the end of the second period (05/25) thanks to a strict collaboration among the partners. In addition, the partners collaborated for the definition of the strategy to promote the integration of CNH sites in the Plans of Adaptation to Climate Change. The communication activities started with a set of Local online digital meetings, organised by each partner, in order to increase the know-how of local stakeholders and followed by Local seminars on CNH assets in CE river basin district to be protected, addressed to local decision makers. In May 2025 the International conference has been held in Prague, with a wider participation of decision makers, technical experts, civil protection representatives, etc. The agenda was focused both on presenting the INACO Transnational joined strategy and also synergies and collaboration with other initiatives. To reach the first project objectives, the Lead Partner CNR-ISAC strictly collaborated with Institute of Theoretical and Applied Mechanics (ITAM) from Prague, to actively involve all the project partners in the different steps of the work. This was necessary to ensure their involvement since the beginning of the project and throughout the duration of the first period. The collaboration between CNR-ISAC and ITAM had a pivotal role in creating a very collaborative group of work among the project partnership, focusing on the main aim of the project and on the objective to reach with a common language and vision. The same approach was adopted starting the activities focused on the definition of. It started only in the second period of the project, from November 2024, and it will be completed by the end of the project. This is the most technical activities of the project, and the coordination is in Solutions for safeguarding CNH sites in river basin districts from climate change risks charge of the Lead Partner with the support of the partners ITAM and SISTEMA. During this period of work, we put in place the basements for the scientific work that will be carried out throughout the duration of the solutions setting-up period by the identification of physical, social and economic criticalities at the local level and to identify the most appropriate climate dataset to exploit for the elaboration of additional climate extreme indices. Of course, for this work, the outputs from the Activities of the first period were preliminary and crucial to better understand how to set future tools that better fit with the environmental challenge to tackle at the INACO case studies and to include in the Risk Mapping Tool for Cultural Heritage Protection. Although the activities focused on the elaboration of Risk Management Plans for CNH sites in river basin districts start in the third period, from June 2026, the coordinator University for Continuing Education Krems in Austria already set up the bases and plans the work for the next months, in collaboration with CNR ISAC and ITAM. All the partners have already been involved in the collection of the key information, requirements, and end-user needs for the creation of the curricula of the CNH risk manager and for the content of the IMOOC course for their training. People involved from each project partner work together as a compact team and as part of the same family. The team has demonstrated empathy and a desire to achieve project objectives, exploiting the multidisciplinary knowledge of the entire group.

For Heritage, Interreg CE 2014 - 2020. (EN) | As capitalisation project, For Heritage developed a set of tools capitalising the results from other project and these will be enhanced and exploited by INACO project. In particular the toolset treats the following heritage-related topics: participatory/good governance; public-private cooperation; financial instruments for heritage; training for heritage; experiences from pilots; and impact assessment of cultural heritage projects. (EN), SOPHIA, Horizon 2020 (EN) | One of the interesting results of the project is the Platform for Holistic Impact Heritage Assessment that will be taken into consideration in the methodology for vulnerability ranking. In SOPHIA platform the safeguarding against environmental risks is considered as priority and the evaluation methods and the results will be analysed also by INACO. With the development of a Massive Open Online Course (MOOC) as e-learning module CHePiCC puts clear focus on the priority of innovative practices in a digital era for livelong and continuing education and to enable future generations to protect cultural heritage and to facilitate a behavioral change concerning cultural heritage protection & climate change. INACO will take advantage by the CHePiCC online course for the integration and harmonization of the iMoox training course for Risk Mangers and collaborating for the realization of joint multipliers events for cultural landscape protection to climate change (EN), SCORE, Horizon 2020 MSCA RISE (EN) | In SCORE “Sustainable COnservation and REstoration of built cultural heritage” CNR-ISAC is partner. INACO will develop synergies with SCORE in the creation of international partnership and exchange highly qualified expertise in order to propose solutions for green restoration and rehabilitation works in a changing climate. At the same time SCORE will take advantage by the INACO tools to put in place the correct measures for heritage management including valorization of built cultural heritage. (EN) | INACO intends to capitalize the experiences and technologies adopted for the implementation of ProteCHt2save, especially concerning the development of the web GIS Tool for risk mapping, preparation of measures and evacuation plans, aimed at improving the capacities of the public and private sectors to mitigate the impacts of climate change and natural hazards on cultural heritage sites, including monumental complexes, historic buildings and archaeological sites in urban and coastal areas. (EN) | INACO is in synergy with STRENCHT, the Interreg CE project, capitalising 9 EU Project outputs and specifically implemented in order to produce strategies for CH protection to be integrated into plans for Disasters Risk Reduction in line with the 4 Priorities of the Sendai Framework for Disaster Risk Reduction 2015-2030. (EN), Living Danube Limes, Interreg Danube Transnational Programme 2014-2020 (EN) | INACO is in synergy with the Interreg Transnational Danube Programme project Living Danube Limes the results of which will be capitalized in preparation of risk management standards, namely the Conservation standard for archaeological sites. (EN), European Flood Awareness System (EFAS) - Copernicus Emergency Management Service (CEMS) (EN) | EFAS is the first operational European system monitoring and forecasting floods across Europe. In this framework, INACO inteds to exploit tools and products developed by EFAS in order to better define preparatory measures to put in place before major flood events, particularly in the large trans-national river basins and throughout Europe in general. In additon to forecasting where and when large riverine and flash floods will likely occur, the service will be also exploited to estimates the potential socio-economic impact of those events condidering in particular the impacts at INACO Pilot sites. EFAS will be also strategic for INACO in the identification of the most appropriate flood and flash flood indices to include in the INACO Risk MApping Tool for Cultural Heritage Protection. (EN)

EuropeanGreenDeal Out of the main objectives of the EU Green Deal strategies there are protecting the biodiversity and ecosystems and improve economic development preserving natural resources. Europe’s seas, oceans, and environment are a source of natural and economic wealth for Europe. The EU citizens must preserve and protect them to ensure that they continue sustaining us in the future. This aim is in line with the INACO main objectives and will contribute to reaching the EU Green Deal strategy. In addition INACO will contribute of the priority of protection territorial areas from extreme events and involving technicians and citizens will pay a pivotal role since they are the main stakeholders engaged to the preservation of cultural and natural heritage

In addition, INACO will contribute to the priority of development of new crisis management tools to increase places’ safety and resilience and respect the natural limits of Europe’s common livelihoods and increase the resilience of all places impacted by climate change.
EUStrategyDanubeRegion The project is in line with the Priority Area 05 of the EUSDR "To manage environmental risks" and will be in line with the results of the 2021 Updates to Danube Flood Risk Management & River Basin Plans. The partner countries will be particularly active in contributing to the EUSDR strategy, but also thanks to the overall INACO partnership and project implementation the strategy could enhance its effectiveness.
EUStrategyAdriaticIonianRegion Pillar 4 of EUSAIR is devoted to sustainable tourism and then INACO will contribute indirectly to the development of sustainable tourism policies development in the target countries, addressing also the objective of innovative and qualified management of the cultural heritage. The project will contribute to the definition of innovative strategies and action plans in directly affecting also the management of tourism resources –in particular the cultural heritage characterizing the target area - affected by environmental risks. Natural and cultural heritage preservation are pivotal for the tourism sustainable development and INACO will support them.
EUStrategyBalticSeaRegion The project is in line with the Policy Area ‘Spatial Planning’ focuses on encouraging the use of maritime and land-based spatial planning in all Member States around the Baltic Sea and developing a common approach for cross-border cooperation and also with the PA Hazards, since the extreme events can have effect of hazards problems in the area.
EUStrategyAlpineRegion Within the objective 3 of the EUSLAP strategy is considered as one of the main features of the Alpine Region is its outstanding natural and cultural heritage. Natural resources and strong and diverse cultural life are major assets of this region. One of the priority of this objective is: Alpine risk management including risk dialogue, to tackle potential threats, such as those of climate change, which is in line with the project proposal INACO.
Other Next Generation EU funds are planning a set of interventions according also National priorities and different set of projects and investments. The partners’ countries identified a set of interventions – also in infrastructures for the improvement of the risk managements and preservation of cultural and natural assets. Furthermore, since some of the INACO pilot sites (Italy, Austria and Hungary) have wetlands seriously at risk due to increased droughts due to climate change, the project outputs can successfully contribute to highlight still existing gaps in the wetlands protection and to suggest recommendations for integration of the RAMSAR convention.
