Description (EN):

All over the EU, various institutions gather data that is or should be openly available, which we call Public Open Data (POD). Currently, it is mostly available as static files (e.g. Excel or CSV) on local and national data portals. The related challenge we are facing, especially in Central Europe (CE), is that this data is often hard to access by society (citizens, SMEs). POD is truly useful only when it can be easily accessed through different digital services, like mobile apps. For instance, various open-data-related applications should be as easy to access as weather forecasts on a mobile phone. To develop such apps, innovative companies (esp. SMEs) require POD to be of good quality and dynamically available in real time. Unfortunately, according to EU reports, only a small fraction of citizens benefits from such digital services due to a lack of access to relevant data. Furthermore, even if such data exists, innovative companies (SMEs) cannot use it due to insufficient quality or lack of real-time (instant) updates. This has a significant negative impact on the innovation capacities to develop novel digital services for the society of Central Europe. DoorCE aims to tackle the current challenges related to POD in Central Europe by creating local Open Data Hubs providing high-quality, real-time data based on an easy-to-apply strategy and software tools. We take into account that regions and cities in CE have very varying knowledge and skills in opening and using public data. There are "newcomers" looking for good examples and "trendsetters" that also still face the need for increased innovation. Here, the transnational exchange in DoorCE can be the key to creating a "critical mass" required to equalise innovation opportunities between the CE countries. To address the challenges described above, DoorCE will focus on the following overall approaches: 1) transferring know-how (strategy and tools) to provide good quality real-time open data (e.g. by public authorities of various sizes), and 2) providing no/low-code tools for innovators (e.g. SMEs, citizen developers) to use this data effectively, even with limited IT skills. To implement these two approaches, DoorCE gathers a team of public institutions, business support organisations, SMEs and technology providers. This team will work together across borders to exchange experience and unify methods, considering the specific needs of stakeholders in Central Europe. This will involve developing a common and highly usable Data Opening and Security Strategy and making it widely available. The strategy will include models for managing, governance, provisioning and facilitating innovation capacities using open data. A novel Public Open Data Toolbox will accompany this. It will contain tools for data digitalisation, management, sharing and accessing. To make it accessible even to non-professionals, we will use the novel no/low-code approach. Thanks to this, it will be possible to quickly and easily publish dynamic data (via so-called APIs) and use this data in developing innovative digital services through local Open Data Hubs. The project activities start with developing the strategy for secure data provisioning and tools for creating web-based portals to access open data. In this, we will use gathered experience and existing background knowledge. We will use the strategy and tools to conduct the first pilot and initiate Open Data Hubs for partner public institutions. These hubs will become central points for each city or region to provide their data and promote innovation in using this data. After evaluating the first results, we will make improvements and add a strategy for facilitating POD innovation. We will also develop new easy-to-use tools for data digitalisation and real-time provisioning and usage, creating a comprehensive toolbox for open data providers and innovators. This will be validated in the second pilot, where Open Data Hubs will be extended with the new and improved strategies and tools. In parallel, we will develop and conduct relevant courses to transfer knowledge to parties in and outside the consortium. As a result, we will increase the number of public institutions providing good-quality real-time data, thus increasing the innovation capacities of SMEs to use this data in developing digital services. In the course of cooperation, we expect that public institutions of all sizes will use the outputs to increase and harmonise data provisioning and app development across borders, within Central Europe and beyond.

Actual Achievements (EN):

Since the beginning of the DoorCE project, significant progress has been made in both Strategy development and Toolbox technical implementation, resulting in the successful delivery of all planned Deliverables. In WP1, the major accomplishments have been the development of the initial Public Data Opening Strategy, coordinated and delivered by aconium and TREXIMA with help and input from other partners. This document outlines a clear and practical approach for public administrations across Central Europe to securely open and manage their datasets to stimulate innovation and increase transparency. Another significant achievement has been the delivery of the first version of the Public Open Data Toolbox, a core result of the project developed by Warsaw University of Technology in collaboration with Liguria Digitale, the City of Warsaw and FOS. The Toolbox includes two integrated components: the Open Data Panel, which allows public institutions to manage and publish open data, and the Open Data Portal, which makes this data easily accessible to users. This milestone was accompanied by the Internal Evaluation Report, which gathered feedback from all the partners, focusing on public local authorities: Linz, Zadar, Velenje, Sopot, Liguria Region (Liguria Digitale) and Warsaw. The evaluation confirmed that the Toolbox meets its core objectives and identified valuable areas for improvement, particularly in usability, user guidance, and interface design. These insights are already shaping the next phase of development. At the same time, the pilot activities have also made significant progress. Besides providing invaluable real-case input for actions in both WP1 and WP2, all pilot partners work on implementing their Open Data Hubs, which are planned to be delivered in the next period. In some cases, this requires new or updated information processing infrastructure, or finding people to fulfil new roles within the organisation. The partners have delivered initial concept reports (coordinated and edited together by FOS) documenting the identified data sources and specific requirements of each partner for further pilot actions, both in the fields of "Tourism and Climate" and "Smart City"

Data for All, Interreg North Sea Region (EN) | Both projects have similar objectives for their respective regions (NSR vs. CE), with DoorCE concentrating on providing easy-to-use, visually-oriented tools for the provisioning and usage of open data. Our pilot actions strive towards providing compatible Open Data Hubs, thus increasing capacities to develop innovative digital services based on open data. Despite these differences, the two projects should benefit from cooperation. Within DoorCE we thus plan to exchange information with the Data for All project. We will use their initial results and also provide them with our strategy and toolset for cross-referencing and evaluation. (EN), data.europa.eu Academy (EN) | This initiative offers several courses related to opening data presented in the English language (sometimes in Western European languages). In DoorCE we will use these materials as the starting point for developing our course materials. However, our courses will concentrate on providing guidance not only regarding the data provisioning (data producer) side but will put stress on the data usage (consumer) side to strengthen innovation capacities in developing new digital services for citizens. Our courses will also concentrate on explaining the usage of the POD Toolbox with visual easy-to-use features and POD Strategy, tailored to institutions in Central Europe and usable by people in respective countries. Contribution to wider strategies and policies:

Other European Data Act (adopted by the EC on 23.02.2022) calls for setting clear and fair rules on access and re-use of data and investing in relevant next-generation tools. It also calls for joining forces in pooling European data in key sectors, with common and interoperable data spaces. This should be facilitated by giving users rights, tools and skills to stay in full control of their data. Our project directly implements this strategy in relation to open data offered by public institutions.
Other European Strategy for Data - COM(2020)66, defines a major goal of creating a unified European data space, with the free flow of data. All citizens and enterprises (big or small) should be able to benefit from access and usage of non-personal data. The strategy calls for cross-sectoral (horizontal) measures for data access and usage, avoiding harmful fragmentation between sectors and countries. Our project directly implements this strategy in relation to open data offered by public institutions.
Other Data Opening Programme for 2021-2027 (Polish Ministry of Digitisation) plans to increase the volume and quality of data available through the central data portal and develop an ecosystem to create new e-services and products and business models causing economic and social benefits. One of the key priorities is the increased availability of data through APIs. Our project directly responds to this strategy by providing tools facilitating access to open data through APIs.
EUStrategyBalticSeaRegion The project contributes to Action 2: "Digital innovation and transformation". It directly responds to one of the main challenges under this action which is to "develop common standards for interoperable public and private solutions", and to "harmonise data" that will "support transfer of solutions across Baltic Sea region, new market opportunities and globally more competitive digital ecosystems". It also directly responds to one of the planned areas of activity which is the "Baltic Sea region open data initiative".
