Description (EN):

In the area of cross-border cooperation, there is no interest in renewable energy sources in the public sector due to existing legal and sub-legal regulations, as well as ignorance of the benefits of such investments. Although, for example, in Zadar County, more energy is produced from RES than is consumed, this energy was produced by private investments. in Montenegro and Bosnia and Herzegovina the situation is even more special because their energy laws are still in the process of harmonization. For example, in Bosnia and Herzegovina, the Law on Energy, which enables the creation of energy communities, has just been passed, and Montenegro is still waiting for that law. As mentioned, there are a number of administrative barriers that slow down the development of energy communities and the use of RES in public buildings, which vary by location, region and country. Also due to the lack of energy management and the reduced capacity of EE teams, the implementation of RES in public buildings has slowed down. The project is a direct contribution to the achievement of the goals set in the Agreement between the Government of the Republic of Croatia and the Government of Bosnia and Herzegovina in the pre-accession process to the European Union, signed in 2023, by which the Republic of Croatia, in cooperation with the Ministry and regional coordinators, undertook to provide support to Bosnia and Herzegovina in the transfer of knowledge, strengthening of human capacities and the institutional framework for more successful use of European funds and more effective implementation of regional policy. The main objective of the project is to promote energy efficiency and reduce greenhouse gas emissions in CBA through building interconnected up-scaled energy management communities and promoting green investments within implementation off up-scaled interregional renewable & energy efficiency solutions in public sector. Project targets decision makers & energy experts in public sector in SW part of CBA and brings change to public institutions and the way they connect, produce and consume energy. In order to achieve this, the APOLLO project will analyze the current situation in economic and energy terms. As part of the analysis, recommendations for the further development of the use of RES and scenarios for the establishment of energy communities and the application of RES in the public sector with scenarios of interregional cross-border cooperation will be proposed. The County of Zadar (HR) will include the recommendations from the analysis according to the guidelines for the establishment of energy communities and the use of RES in the Energy Efficiency Action Plan during its preparation. The City of Mostar and Tivat will include the recommendations from the analysis in the SECAP during its preparation. The APOLLO project will establish an innovative knowledge base in the form of the EE&RES Tool, which will serve as a learning and knowledge transfer tool. Through the project, for the purpose of establishing energy communities in CBA, new photovoltaic systems will be introduced and installed in the CBA area in various locations (City units, municipalities and small municipalities, underdeveloped areas, islands, public institutions, primary and secondary schools, etc.). these systems will also demonstrate the possibility of new energy sources and ways of reducing operating costs in local institutions. As the building sector is not the only one in which interventions are needed, Project APOLLO will demonstrate in the transport sector how the introduction of EE vehicles such as buses, or electric powered passenger vehicles, can affect the reduction of CO2 emissions with significant savings. The project will educate EE teams as well as stakeholders on the islands and the CBA, with the aim of reducing barriers in legislation and enabling further development of EE and RES projects. For the first time in the CBA area, this project introduces the concept of Energy Communities in the public sector, and also introduces the Learning and Knowledge Exchange System EE&RES Tool. These solutions will significantly contribute to popularizing and increasing the use of RES in public administration in the entire CBA area, where a joint effort is needed to reduce CO2 emissions in the cross-border area. Based on the analyzes that will be made as part of the APOLLO project through the project partnership from all three CBA countries, and in cooperation with experts, Energy experts of EE teams/EE experts will be educated, locations with innovative pilot locations in other countries will be visited, RES systems will be improved by installing new capacities, electric vehicles will be acquired that will promote RES and EE through their use, through the Joint EE&RES Learning Tool in the form of a knowledge base, the capacities of stakeholders will be increased, and energy communities will be established.

Actual Achievements (EN):

Each project partner has specific knowledge from their field of work that contributes to the efficiency of the implementation of project activities, which is particularly emphasized in partnership cooperation and mutual consultation. During the first reporting period, establishing a framework for the partnership's work was essential, with the coordination of activities and exchange of experiences being crucial. Regular communication was maintained throughout the period for the purpose of smooth running of the process, whether in the form of partner meetings, daily communication or contact with the competent program bodies. The first reporting period was a crucial period for studying programme rules, project manuals, guidelines and other documentation to ensure quality project implementation. Some of the key things that happened during the first period were the signing of the Partnership Agreement, the development of the Communication Strategy, the organization of the kick-off conference, and the establishment of the Steering Committee. Project visuals were created and, together with instructions for their application, were made available to all project partners. For the purpose of visibility and promotion of the project, partners were active on their official websites and social networks. Two promotional events were held in Zadar County by LP - a kick-off conference and an info day, at which the project objectives, activities and expected results were presented to the public. On these occasions feedback from participants was obtained through discussions. The events were accompanied by media announcements on the partners' official websites and their social media profiles, as well as on the project's LinkedIn profile (https://www.linkedin.com/company/apollo-interreg-project/?viewAsMember=true). The implementation of promotional activities had a positive impact on the visibility of the project and on the level of awareness of local and regional stakeholders and the general public, as foreseen by the specific objective of Work Package 2. Market research was conducted for the implementation of planned public procurement procedures, and by the end of the period, some procurements had been implemented, while others were in various stages of implementation. Partners consulted each other on similar procurements (IT equipment, promotional materials), which facilitated the process of preparing documentation and implementing procurement. In the second reporting period, project partners made notable progress by conducting market research, launching and partially completing several public procurement processes. These efforts were focused on securing the equipment and services required to carry out key project activities. During this reporting period, the contact person for partner PP4 was changed. Evidence of the change is available within partner PP4’s report, under the “Report annexes” section, in the “General documentation” folder. Frequent communication was maintained between partners with the aim of coordinating activities and supporting them during their implementation. A total of two partnership online meetings and one Project Steering Committee were held during this reporting period. Online meetings were convened as needed to coordinate the implementation schedule, establish priorities, and support partners in identifying risks and developing optimal solutions. At the 2nd Project Steering Committee meeting, held online, the decision was made to submit a Request for Modification for the 2nd reporting period. Request for Modification for the 2nd reporting period was approved. As part of Work Package 1, two deliverables were successfully achieved: D 1.2.1 – 1 questionnaire for EE teams created, and D 1.3.1 – 1 questionnaire for EE teams delivered and data collected. The Questionnaire was completed by the EE team members via the Google Forms platform, and its design enabled systematic data collection, analysis and statistical processing. PP2 was responsible for creation of the questionnaire, while LP, PP3, PP4 and PP5 were responsible for distributing the questionnaire to the relevant EE teams in their country, in order to ensure relevant and comprehensive feedback for all three programme areas: Croatia, Bosnia and Herzegovina and Montenegro. The questionnaire enabled further precise planning of educational activities and the design of support that is aligned with the specific challenges and requirements that EE teams face in the field. As part of Work Package 2, one deliverable was achieved: D 2.4.8 Creation and printing of 10 project posters and 5 roll ups. In order to improve the visibility of the project and the program, informational posters were placed in publicly accessible places, and throughout the entire implementation of the project, the partners will display roll-up banners at project events. As part of the project’s outreach and awareness-raising efforts, 2nd info day was organised in Zadar to mark the celebration of Europe Day. During the event, local project partners introduced the APOLLO project to attendees and highlighted upcoming activities and planned investments within the Zadar County. The event also served as an opportunity to engage directly with the public - through discussions and the exchange of experiences, participants received practical insights into how RES can be applied in everyday life. This direct engagement helped to strengthen community awareness and support for the project’s goals. Regular communication was maintained with the public via the project profile on LinkedIn about project activities, deliverables and topics concerning energy efficiency and RES. The promotional activities had a positive effect on the project’s visibility in the public, as well as on the awareness of local and regional stakeholders. This progress supports the specific objective of Work Package 2, which focuses on keeping stakeholders well informed throughout the project.

IRENE: Interregional Renewable & ENEergy efficiency network (EN) | INTERREG IPA CBC HR-BA-ME 2014-2020; Total value: 1.915.820,00 EUR; Implementation period: 01.07.2017 – 31.12.2019. The main objective of the project IRENE was to protect and preserve environment and encourage sustainable use of natural resources in border regions through joint development and networking of local energy management systems in CBA for fostering energy efficiency and renewable energy system utilization in public sector. The cross-border added value was given through development of joint EE&RES project database network and new initiatives, as well as through investments in total 11 lighting systems and 1 solar system in more than dozen various locations, covering total 2 cities (Zadar and Mostar) and 11 small towns/villages (Smilčić, Korlat, Lisičić, Bibinje, Vinjerac, Gajine, Galovac, Privlaka, Neum, Jablanica and Tivat). The APOLLO project directly builds upon project IRENE as it up-takes its “demonstration methods” & “learning by doing approach” as it proved to be very successful. The institutions in which pilot actions were implemented and tested continued to invest in energy efficiency of public lighting systems after the projects ended. However, APOLLO project scales-up from basic energy efficiency (public lighting systems) to various EE&RES solutions in public building & mobility still underused in public sector (such as photovoltaic systems, electric vehicles and charging stations). Furthermore, the initiatives for pilot actions derived from project database tool (EE-RES-NET) within project IRENE. However, the developed tool is insufficient as it lacks knowledge database needed for the energy experts/EE teams. Therefore, the APOLLO project steps beyond the existing practices and develops joint model of support to initiatives for en. communities & RES in public sector within Joint EE&RES digital tool to serve as management & educational support solution for strengthening managing capacities of TGs in implementation process of EE&RES. (EN), CB-GREEN: Cross-Border-Green, Renewable & Energy Efficiency Network (EN) | IPA CBC programme Croatia-Bosnia and Herzegovina 2007-2013. Total value: 499.066,54 EUR; Implementation period: 01.04.2015 – 31.03.2017. The goal of the CB-GREEN project was to protect and preserve the environment and encourage the sustainable use of natural resources in border regions of Zadar County and Herzegovina-Neretva County through joint actions and awareness rising campaigns on energy efficiency and renewable energy system utilization in public sector. Within CB-GREEN project EE teams in Zadar, Neum & Mostar was established as expert support for energy management within the public governments. Within APOLLO project EE teams and other energy experts within area covered by the project will be educated & informed on the various relevant cutting edge topics concerning EE & RES along with obtaining access to Joint EE&RES tool for education & management purposes. They will also have an opportunity to connect, exchange experience and to visit demonstration locations within selected pilot actions. (EN), IMPULSE: Integrated Management Support for Energy efficiency in Mediterranean PUblic buildings (EN) | Mediterranean Area Program Interreg MED 2014-2020. Total value: 2.222.863,00 EUR; Implementation period: 01.06.2016 – 30.04.2019. The IMPULSE project’s main objective was to introduce an integrated management support system for planning reliable and affordable energy renovation projects for public buildings, with the aim of supporting public administrations in developing their energy efficiency action plans for their building stock, in line with the requirements of Directives 2010/31/EU and 2012/27/EU. The approach built on testing of previous methods and protocols, in 6 MED cities. Facilities owned by the City of Mostar, 75 of them, for which basic energy was collected data, are classified into 12 typological units, a one was chosen on behalf of each typological unit representative – ambassador. The APOLLO project builds further from the findings of the IMPULSE project by promoting step forward from basic energy efficiency of buildings to application of RES solutions in public buildings. It further promotes a way of its connecting through energy communities. (EN), SMART COMMUTING (EN) | Interreg Central Europe 2014. -2020. Total value: 1.555.337,00 EUR; Implementation period: 01.06.2017 - 30.11.2020. Main objective of the project was reduction of air pollution, CO2 emissions, noise, and accidents through a coordination structure at the level of functional urban areas. SMART COMMUTING fostered a coordination structure at functional urban area level and involved municipalities of surrounding territories and public transport companies. This coordination structure helped to achieve sustainable planning and more internal coordination. Various joint actions - SWOT analysis, institutional platform at functional urban area level, training and capacity building process, pilot actions - supported the expected change, since consisted in the enhancement of public sector's capacity of sustainable mobility planning, and were combined with some concrete solutions to make central European functional urban areas more liveable, free-carbon and attractive. The focused pilot action in the Zadar’s FUA consisted of an extensive Feasibility study and online timetable of tariff and ticket integration and integrated on-line timetable (bus, boat) for residents, commuters and tourists. The Study included short-term and long-term projections of the possibility of aligning the ticket tariffs and timetables in boat/ferry and bus traffic to provide the incentives to citizens and tourists to use the public transport system. The APOLLO project builds upon this project concerning public mobility, however in different kind of public mobility – it focuses on greening transport means used by officials going on business trips. Currently, all the vehicles of the project partners are powered by diesel or gasoline engines, and the APOLLO project makes a step forward in the use and promotion of electric vehicles as official vehicles of the public sector. (EN), MOBILITAS: MOBIlity for nearLy-zero CO2 in medITerranean tourism destinAtionS (EN) | Interreg MED 2014 – 2020. Total value: 2,1 M.EUR; Implementation period: 11/2016 – 07/2019. The project MOBILITAS tends to reduce negative impact on environment and traffic of tourism flows in seaside resorts by elaboration of mobility scenarios, documents on sustainable tourism mobility, using IT tools, introducing electrical and sharing mobility solutions and issuing sustainable mobility handbook. The main results of the project are the creation of the Study of bicycle traffic and infrastructure in the City of Zadar and the improvement of the Zadar Bike Magic mobile application. During the duration of the project, the project partners carried out a dozen pilot activities aimed at achieving the highest possible level of sustainable urban mobility, of which the Zadar County Development Agency ZADRA NOVA implemented two. Along with the preparation of the "Study of Bicycle Traffic and Infrastructure in the City of Zadar", which analyzed the comprehensive issue of the development of bicycle traffic and infrastructure and laid the foundation for the development of the bicycle network in the City of Zadar through eight planned measures. In addition to the mentioned pilot activities, the success of the project is also well illustrated by the "Manual on sustainable urban mobility", created by 42 experts from ten different countries of the European Union, which summarizes on more than two hundred pages all the knowledge related to environmental protection and sustainable transport obtained through the Interreg MED program. The APOLLO project builds upon this project concerning public mobility, however in different kind of public mobility – it focuses on greening transport means used by officials going on business trips. (EN), BLUENE: BLUe Energy for the Mediterranean (EN) | Programme 2007 - 2013 Programme MED; Total value: 587.200,00 EUR; Implementation period: 01.05.2014 – 30.04.2015. The BLUENE project deals with the research of the potential for exploiting sea energy, so-called blue energy, in the Mediterranean area. The main goals of the BLUENE project was the identification of key stakeholders capable of launching projects for the exploitation of blue energy in the Mediterranean area, mapping existing initiatives related to growth and development in the area of exploitation of blue energy and defining guidelines for the next program period. The BLUENE project represents the basis for future investments in the field of alternative renewable energy sources such as the use of sea energy, in the Mediterranean and in Croatia as well. The studies created within BLUENE project for Zadar County will be used for creating a broader comprehensive analysis of the potential and optimal use of renewable energy sources with smart solutions on the Croatian islands. (EN), Clean energy for EU islands (EN) | The Clean energy for EU islands is an initiative of the European Commission that provides a long-term framework to help EU islands generate their own sustainable, low-cost energy. Despite having access to renewable sources of energy, such as wind and wave energy, many of them depend on expensive fossil fuel imports for their energy supply. The Clean energy for EU islands secretariat is the central platform for the clean energy transition of the more than 2,200 inhabited European islands. It informs about policy and regulatory issues for Europe’s island communities and provides dedicated advice for capacity building and clean energy transitioning. In Croatia only 6 island areas are covered by CETAs (Clean Energy Transition Agenda) and have developed their transition plans. The knowledge collected within existing CETAs will support activities within the APOLLO project for creating a broader comprehensive analysis of the potential and optimal use of renewable energy sources with smart solutions on the Croatian islands, and vice versa, this analysis will support and facilitate preparation of CETAs for other island areas thus contributing to further development and support of the Clean energy for EU islands initiative. EuropeanGreenDeal The European Green Deal is a growth strategy that seeks to transform the EU into a fair and prosperous society with a modern, resource-efficient and competitive economy, with an emphasis on the transition to clean energy where renewable energy sources play a central role, as well as the achievement of a climate-neutral and circular economy and digital technologies that will enable sustainability. The project is in full cohesion with European Green Deal, mostly with the initiatives "Fit for 55%" and "Clean, affordable and safe energy" since all project activities contribute to the goals of the initiatives.
EUStrategyAdriaticIonianRegion By implementing its activities and achieving the project's goal, the APOLLO project will strongly contribute to the EU Strategy for the Adriatic-Ionian region. The installation of photovoltaic panels, charging stations for electric vehicles and the establishment of public sector energy communities in the three countries will create strong teamwork. This agrees extremely well with the EU Strategy for the Adriatic-Ionian region - "Pillar 2 - Connecting the Region"; specific objectives for this pillar: to achieve a well-interconnected and well-functioning internal energy market that supports the three objectives of EU energy policy – competitiveness, security of supply and sustainability and corresponds to its theme 3 – Energy networks.
The project contributes to the interest of all EUSAIR member states to interconnect their energy networks, as a means to optimize the development of low-carbon energy production, to maintain grid stability and security while expanding the use of intermittent and diverse energy sources.
EUStrategyDanubeRegion The project directly contributes to the strategy through Priority Area 2 - sustainable energy. The project will contribute to the objectives of PA2 - coordination of regional energy policy and integration of energy markets of countries outside the EU, and support them in the implementation of the EU energy acquis. The project will contribute to PA2 actions as follows: promote energy efficiency and the use of renewable energy in buildings by installing photovoltaic systems on public sector buildings; contribute to the reduction of air pollution in the transport sector by purchasing an electric bus and electric cars; consumers will be empowered to join the energy market by organizing educational workshops with the aim of raising awareness of the importance of renewable energy sources.
Other REPowerEU is a plan for saving energy, producing clean energy and diversifying the energy supply. The project works intensively on the measure of the Investing in renewables plan in a way that promotes investments in renewable energy sources through the installation of photovoltaic systems and by educating the population about the importance of renewable energy sources.
Other In the past few years, BiH has started to adopt renewables legislations, from which are to be emphasized are; National emission reduction plan of BiH , Action plan for using renewable energy in BiH, Action plan for energy efficiency in BiH for period 2016-2018, and Energy framework strategy of BiH until 2035, as well as for the electricity sector. The action plans prescribe the measures for increasing the use of renewable energy sources in order to achieve renewable energy consumption targets. These measures include: continuous development and improvement of action plans at the state and entities’ level; promotion of possibilities locally, regionally and worldwide; reporting on the promotion and use of renewables to relevant bodies; changes in the activities of BiH’s energy sector.
Within the Framework Energy Strategy of Bosnia and Herzegovina by 2035, the project activities (electric bus and solar panels) are coordinated with the goal Effective use of resources (focus areas; 1,2 & 3) ,Energy efficiency (all areas), Energy transition and environmental responsibility (13), and Development and harmonization of regulatory and institutional framework (all areas).
Other As this project includes investments in a total of 22 photovoltaic systems in more than 15 different locations, among of which two locations of investments are on islands of Ugljan and Pašman (municipality of Preko and municipality of Pašman), it is in accordance with the National plan for island development 2021- 2027. More specificaly, activity 2.1 (Implementation of green RES solutions in public buildings) of WP2 and activity 1.4. with the aim of the activity to go further and create a comprehensive analysis of the potential and optimal use of RES with smart solutions on the HR islands is tightly bound to the Priority 3. (Smart and sustainable management of island resources and environment); special objective 3.2. (Development and encouragement of the construction of a system of renewable energy sources, use of clean energy and energy efficiency), all within an Environment and surroundings program, as one of the three main development domains of the strategic document.
Other Activities 2.2 (Implementation of green EE&RES solutions in public mobility) and 2.1 (Implementation of green RES solutions in public buildings), all within WP2, contribute to the Energy policy of energy policy of montenegro until 2030. More precisely to the Key strategic commitment of the Montenegrin Energy Policy; c. Rational use of energy in transport and promotion of EE measures (improved public transportation including the railway transport, promotion of energy efficient and low-emission vehicles, and integration of EE criteria in the transport infrastructure projects); as well as to the Improved heating and/or cooling systems in buildings by: (i) substitution of direct transformation of electricity into heat and (ii) use of new technologies acceptable from 5 the environmental aspect, which implies increased use of RES and use of high-efficient cogeneration.
Other Project activities from WP2 will contribute to 2.2 Dimension: energy efficiency targets of The Integrated National Energy and Climate Plan for the Republic of Croatia for the period 2021-2030, as well as for WP1 will contribute to 2.4.3 Market integration, more precisely by strengthening of cross-border cooperation in order to ensure satisfactory adequacy of EES in conditions of growing intermittent production from RES is expected during 2023. Pursuant to Article 2a of Directive 2018/844 amending Directive 2010/31/EU on the energy performance of buildings, the Republic of Croatia has adopted a new Long-term strategy for renovation of the national building stock until 2050 (29th session of the Government of the Republic of Croatia, 14th December 020), with a plan of measures and indicators for 2030, 2040 and 2050. Furthermore, all activities will contribute to achieving given policies and measures, more precisely to:

Other Increasing energy efficiency is the most important mechanism for reducing energy consumption and is one of the fundamental principles of the energy transition. The energy transition implies an increase in the energy efficiency of the entire energy chain, including production, transmission, distribution and direct consumption of energy. At the same time, the strongest effects are expected in buildings and traffic. An increase in electricity consumption is expected due to the electrification of the transport sector, an increase in the use of heat pumps for heating, an increase in the use of air conditioning devices and economic development in the industry and service sectors. Basic measures of Low-carbon development strategy of the Republic of Croatia until 2030 with a view to 2050 include the use of renewable energy sources and cogeneration, the use of fuels with lower specific CO2 emissions. The project will contribute to measures and policies such as 6.3. TRAFFIC (6.3.2. Policies and measures for low-carbon development) with the focus on sustainable transport systems in cities, low-carbon public urban transport as a priority. Moreover, it will contribute to 6.4. general consumption sector (6.4.2. Policies and measures for low-carbon development), as well as to 9. Education and active involvement of citizens in low-carbon development.

Other In the energy policy of the EU and the Energy Union, one of the main goals is to increase the share of RES, which has a positive effect on, among other things, the reduction of dependence on the import of energy and energy sources, and the reduction of greenhouse gas emissions. The strategic goals of the development of the energy sector of the Republic of Croatia are based on ensuring a high-quality, safe and affordable energy supply with a gradual reduction of greenhouse gas emissions in accordance with EU goals. The porject will ocntribute to Strategic goals of the energy development of the Republic of CroatiaEnergy efficiency - In the building industry, the intensification of the good practice of energy renovation of all buildings (residential and non-residential) is foreseen with the orientation of the renovation according to the nZEB standard (almost zero energy buildings), which also implies a stronger use of RES (photovoltaic systems, thermal solar collectors, biomass boilers, heat pumps). The energy transition implies an increase in the energy efficiency of the entire energy chain, including production, transmission, distribution and direct consumption of energy. According to key indicators and target values for the implementation of strategic goals (The Energy Development Strategy of the Republic of Croatia until 2030. with an outlook to 2050) the strongest effects are expected in buildings and traffic, which are covered with the project WP2 activities.

Its goal measures: “Measure 14.1.: Improvement, modernization and development of the energy infrastructure and energy supply system”, “Measure 14.2: Increasing the energy efficiency of infrastructure and buildings in the public and private sector”, “Measure 14.3.: Encouraging and increasing the use of renewable energy sources in the public and private sector”, “Measure 14.4.: Encouraging innovation in the energy sector and the transition to clean technologies” through reducing GHG (Green house gas) emissions, introducing new EE and RES solutions and promoting energy efficiency and Renewable sources through all its activities.
Other Action plan of sustainable energy management and adaptation to climate changes of the city of Mostar (SECAP) for the period until 2030, Its goal measures: Z-9: “Installation of photovoltaic panels on the roofs of public buildings”; Measure P-1 "Procurement of 44 electric vehicles for the fleet owned by the City” through reducing GHG (Green house gas) emissions, introducing new EE and RES solutions and promoting energy efficiency and Renewable sources through all its activities.
