Description (EN):

Common challenges: - Poor technical (vehicles for collecting and transport of separated waste, equipment for sorting of waste within households and institutions, etc.) and personnel capacity of utility companies. - Financial problems- charging for the service cannot cover the costs of waste disposal, procurement and renovation of the fleet and infrastructure - Level of separation waste collection (0 % Mostar and Tuzi, Konavle 18,4 % in 2022) and recycling of (MO 4.45% separated for recycling at the waste separation plant). In EU 60% plan. - Landfill disposal capacities are limited, and low level of recycling in all region, therefore is necessary to decrease amount of mixed waste disposed on landfill in , Podgorica, Dubrovnk and Mostar - Poor coordination of different levels of government in the waste management sector - illegal landfills - large number of illegal landfills, 27 smaller illegal landfills have been identified in MO, and 10 in TZ, and a few in KO, which are cleaned every year, but are formed again in the same locations. - lack of information and generally low general publics awareness of the importance of proper waste disposal and waste separation. Project overall objective: transition to a circular and resource efficient economy through joint reduction of the amount of waste to landfill with increasing the collection of separated waste and reducing illegal landfills in Municipality of Tuzi, Municipality of Konavle and City of Mostar. It contributes directly to the Programme SO 2.6.The expected change of project TO 0 WASTE will be improvement of waste management, with increased % of separated waste collection until the end of project. Outputs: 1.1 2 jointly developed pilot actions in relation to waste separation and illegal landfills in Tuzi, Mostar and upgraded in Konavle 1.2 jointly developed and improved 2 solutions: 1. separate waste collection 2.prevention and remediation of illegal landfills Direct benefit from these outputs will have project partners, utilities companies, population, companies, institutions, stakeholders participants of joint workshop and study visit to Slovenia, of TZ, KO, MO. approach: MoK, which has the most advanced waste management system compared to the other 2 partners, through the transfer of knowledge and experience and CBC, helps to improve waste management systems in the MoT and CoM. In the project will, be established thematic team TO 0 WASTE, consisting of members from UCs from TZ, KO and MO, and PMT, regarding waste management and transfer of practice and experience of separated waste collection applied by UC Konavle. Joint promo campaigns promoting waste recycling and raising citizens' awareness of smart resource management will be conducted in project cross border area. CB approach is needed to strengthen the technical capacities of utility companies, through the acquisition of specialized equipment for the collection of sorted waste. Also, through the cleaning of illegal landfills, an improvement in waste management and a reduction in the disposal of mixed waste in landfills are achieved through the exchange of experience and knowledge. The approach of the CB project is to create the basis for future cooperation through the creation of joint action plans and the signing of cooperation agreements between project partners and utility companies, with the aim of joint improvement of waste management. New and original: - The media campaign will inform citizens on which days and at what time what type of waste is collected in Tuzi, Mostar and Konavle from the doorstep, including bulky, construction material, Citizens will be able to report illegal landfills or overfilled containers by sending a picture and location via free number and schedule the removal of bulky waste from their doorstep. Media campaign through promo educative video on TV, web portals, will inform and raise awareness promoting waste recycling and raising citizens' awareness of smart resource management - creation of a register of local major waste producers. All of them will be invited to offer row material on waste e market created by NERA project, - mobile recycling yards in MO and TZ for separate waste collection of special types of waste like : 1. batteries and accumulators, 2. expired medicines, 3. Paint buckets etc.

Actual Achievements (EN):

In contribution to Activity A 1.4 (Promotional campaign promoting the circular economy through improved waste management) the Kick-off Conference was held in Tuzi on September 16, 2024, with all partners' representatives from attendance. This was followed by a Partner Meeting on the same day. Additional meetings included a partner meeting in Konavle on November 21, 2024, and two Thematic Committee meetings—one online on October 22, 2024 and another one in person on November 21, 2024 (as back-to-back with partner meeting in Konavle). These meetings ensured smooth implementation and timely execution of procurement related activities. Lead Partner and partners successfully finished public procurement related to educational and promotional campaign. The Facebook, Instagram, TikTok social media has been created, and promotional material produced, where all partners contributed to project visibility and outreach by publishing news about the Kick-off Conference and procurement activities on its website and Facebook page. In this reporting period two procurement procedures were performed, i.e. for MoT and CoM engaging public procurement officers were completed. In contribution to the A 1.1 (Increasing technical capacity of utility companies for separate waste collection) MoT invested significant effort to prepare/launch international open tender procedure that has been launched related to “Supply of waste removal trucks and mobile recycling yard” on December 19, 2024, while contracting is planned at the beginning of April, 2025. MoK successfully launched the open public procurement process (JNV 3/24) that was conducted in compliance with the project timeline and technical specifications. The tender was published on November 4, 2024, and the decision on contract awards was issued on December 30, 2024. Contracts for Group 1 and 3 were signed in January 2025, and Group 2 is still in the process of contract signing. CoM , according to the advice of the expert and in line with the instructions from the implementation workshop, it was decided that all the equipment needed for the establishment of a separate waste collection system will be procured through an international open call. The procedure was started by registering on the eNotice portal and publishing the Prior information notice and Contract notice (A1.1 and A1.2). On 23.12.2024. a prior notice for the procurement of Equipment for separate waste collection was published. Subsequently, on 10.1.2025. a call for tenders for the procurement of Equipment for separate waste collection was published. Procurement of the waste removal vehicles is the first step toward the achievement of the outputs 1.1 and 1.2. Delivery of the key project related equipment is expected in 2025, representing a critical step toward increasing the technical capacities of utility companies in Tuzi, Mostar, and Konavle. During the 2nd Reporting Period, all partners continued to make strong contributions to the implementation of the “TO 0 WASTE” project, with a particular focus on activities A 1.1 and A 1.2 related to increasing technical capacities of Utility Companies through procurement of needed equipment, as well as activities A 1.4 and A 1.6 related to public outreach. In regard to activities A 1.1 and A 1.2, which related to purchasing equipment, all three the project partners (MoT, MoK and CoM) successfully completed the procurement procedures for the equipment, while the MoT has to relaunch tender for mobile recycle yard in the following Reporting Period since there were bidders for supplying mobile recycling yard for Tuzi. The equipment is expected to be delivered in period of September - December 2025. A 1.6 Cooperation with Eco-school pupils from local primary schools began earlier this year and remains highly active. Pupils have shown strong motivation to contribute to the project’s goals and to act as multipliers of the Zero Waste Concept among their families and peers. Together with the project team, they created a powerful video message: “Be the Change with Zero Waste” for MoT, As added value, we have promoted the project within the Europe Day, event organised jointly by the Delegation of the European Union to Montenegro and the Municipality of Tuzi, that was organised in Tuzi on 28 May 2025 and the TO0WASTE project goals. Schools in action for recycling is implemented within the BioVal - biological diversity project, financed by the European Union (EU), and co-financed by the Government of Montenegro and the Ministry of Public Administration, Digital Society and Media. (EN) | Continuation of this action in 3 secondary schools, 1 in Tuzi, 1 in Mostar and one in Konavle. A one-day event will be organized. In the introduction to the theoretical part of the one-hour lecture, 3 representatives of utility companies from all three cities will talk about the practice of collecting sorted waste, with the support of experts in this field, who will lead the workshops. In the second competitive part, a practical exercise of separating waste into containers and theoretically completing a quiz. The third part is the presentation of students' creative works, art, music, slogans on the topic of separation and recycling of waste and prevention of illegal landfills. The same events will be held in all 3 schools around the date of March 18, World Recycling Day. 3 prizes will be awarded for the students of this school, olive seedlings and ornamental trees, and the best works will be published during the promotional campaign within the TO 0 WASTE project. (EN), New Environment Revitalization Approach – NERA, Cross-Border Cooperation Programme Montenegro - Kosovo* 2014-2020 under the Instrument for Pre-accession Assistance (IPA II), (EN) | beneficiaries MoT and Municipality of Peje, Kosovo, budget 399,937.23 EUR.
The project TO 0 WASTE will have synergies with NERA project ending on December 2024 on territory od MoT related to its activities:
1 Training programme on the concept of zero waste management for employees of UCs
2.2 Development and utilisation of effective communication e-tools and systems in solid waste management
2.3 Procurement and installation of adequate equipment for collecting/recycling solid waste
2.4 Selection, cleaning and greening of illegal landfills (EN), Operational Program "Competitiveness and Cohesion" in Croatia (EN) | The Municipality of Konavle, together with the European Union, financed the project: "Construction and equipping of a recycling yard in Konavle" in the settlement of Popovići. The project was completed in the middle of 2020 and the Municipality of Konavle obtained a use permit and handed over the facility for use by Čistoći i Zelenilo Konavle d.o.o. The total value of the project is HRK 5,797,122.50, the amount co-financed by the EU is HRK 600,000 EUR, and the project implementation period is from January 8, 2019.
Until 21.04.2020. reciklazno-dvoriste_Popovici_velika With this, the company Čistoća i Zelenilo Konavle got an additional option for receiving recycling waste, which it does in such a way that every user of the household is allowed to bring waste and hand it over to Reciklazno free of charge, while there is a price list for waste disposal for legal entities.
(EN), At the 122nd session held on November 4, 2009, the Government of the Federation of Bosnia and Herzegovina adopted CONCLUSIONS approving the list of approved IPA funds projects in 2010, among which the project Public Company "Deponija" d.o.o. Mostar (No. 855/2009). (EN) | The project TO 0 WATE will learn from the results achieved by the IPA project envisages the construction of a recycling center, which consists of two parts: a) construction - construction of a recycling hall b) procurement and installation of recycling equipment.
The IPA Grant Agreement EC TF011456 was signed between the Government of the Federation of Bosnia and Herzegovina and P.C. "Deponija" d.o.o. Mostar on September 7, 2012, in the amount of EUR 2,345,142.00, and was implemented through the World Bank. The projects were managed by the PMU Team formed within the Federal Ministry of Environment and Tourism, and the implementer was the PIT TEAM formed within P.C. "Deponija" d.o.o. Mostar.
