Description (EN):

The project partner regions face many challenges, among them, disposing of waste on illegal landfills, the lack of an organised waste collection, the absence of a viable waste separation and recycling systems, and low public awareness on the importance of waste separation at the household level. Separate waste collection, separation and recycling are far from full capacity in any of the three partner regions, which increases the amount of waste disposed on landfills and thus worsens environmental pollution. In addition, due to growing resource scarcity on a global level, the importance of proper waste management extends to a broader economic development challenge, as the majority of materials are lost through improper disposal. The proposed project aims to, through the development of new waste management infrastructure, contribute to the solution of specific problems and constraints in mentioned area in order to increase opportunities for transitioning to circular economy. Overall project's objective is to contribute to fostering smart, green and inclusive development of the cross-border region through improvements in communal services, facilities and equipment in the cross-border partnership area (Ulcinj, Orašje and Vinkovci). Specific objectives of the project are to improve existing waste management systems of the partner cross-border area, develop new waste management infrastructure and increase awarenes and knowledge of the relevant actors and the general population on the importance of transitioning to circular economy. The project is fully compliant with the specific aim of the programme 2.6. as it contributes to promotion and transition to a circular through delivery of joint trainings, i.e. Output 1.1 Increased knowledge and competences of 15 employees from 3 LGUs, 3 SMEs and 3 waste management companies in the partnership area, a joint solution. i.e Output 1.2 Developed 1 solution in the form of a waste market mobile application for the parnership area, and a pilot project, i.e. Output 2.1 Installed recycling containers with digital acces and measuring. Target groups are private and public waste management service providers, SME's, local and regional public authorities, elementary schools and overall cross-border population. Waste management sector issues, like many others, do not respect state boundaries and the problem of inadequate awareness and infrastructure cannot be viewed solely as a local or regional problem. It is a global problem that requires joint cooperation – networking, and activities that are beneficial for everyone included. Thus, the project plans for a joint approach to solving common problems in the waste management sector, which brings about innovative solutions in our respective regions through creation of a cross border market waste app, installation of digital recycling containers through pilot project and joint trainings: As an added value of the project is a new sustainable partnership for future projects development, established joint cooperation and promotion, created Joint CEAP, exchanged knowledge.

Actual Achievements (EN):

In this reporting period, Project partners focused on the implementation of the following activities: 1.The Joint Project Management Team (PMT) was established by the Mayor's decision with the aim of achieving effective implementation of the project within the proposed time frame, regular and high quality reporting on project progress towards the contracted body, financial management of the project in a professional and transparent manner and ensuring project visibility, 2. The Joint Advisory Board of the Project (PAB) was established by the Mayor, which represents the management structure of the project at the strategic level. Its primary role is to enhance the co-operation between PMT and external stakeholders (citizens, business sector, domestic and int. organizations and institutions) with the aim of raising awareness of joint ownership of project products and results and ensuring their sustainability as well as monitoring project realization through giving tips and active support for project implementation. PAB held 1 meeting in this reporting period. 3. PMT members of worked on preparation of tender documentation for: selection of an expert for educational workshops for relevant CBA waste management actors as well as for transpiration and accommodation services for the workshops, procurement of Recycling containers with digital access and measuring and works on Construction, equipping of local waste management systems, and development of the WasteOutInfo mobile app. The City of Vinkovci organized the kick off Conference, which was held on November 4, 2024, in Vinkovci, with 50 participants attending. The Introductory Conference served as the first media presentation of the project. In addition to the PMT, the conference was attended by the mayors and representatives of the cities of Orašje, Vinkovci, and Ulcinj, the State Secretary, a representative of the Ministry of Regional Development and EU Funds, the Minister of Transport, Communications, and Environmental Protection of Bosnia and Herzegovina, representatives of small and medium-sized enterprises, public companies, the general public, and the media. During the conference, a Memorandum of Understanding was signed between stakeholders from the public and private sectors in the partnership area. PMT members participated in 3 PMT meetings in this period (1 in Ulcinj, 1 in Vinkovci and 1. Online meeting), 1 PAB meeting (in Vikovci) and the kick off conference (in Vinkovci). Also, in this reporting period, Project parners worked intensively on the preparation and implementation of communication activities as follows: 1. Creation of a joint promotional video, 2. Kick off conference, 3. Creation of “Joint CEAP”, 4. Creation and printing of the educational materials for workshops in elementary schools and 5. Media presentation of the project. We did not deviate from the planned activities. JTS has been duly notified with requests for small modifications, which were implemented, apart from which there were no significant deviations from the planned activities. In this reporting period, Project partners focused on the implementation of the following activities: 1.The Joint Project Management Team (PMT) which was established by the Mayor's decision held a total of 3 meetings with the aim of achieving effective implementation of the project within the proposed time frame, regular and high quality reporting on project progress towards the contracted body, financial management of the project in a professional and transparent manner and ensuring project visibility, 2. PMT members of City of Orašje and City of Vinkovci conducted procurement procedures and signed contracts with the selected bidders for the Transportation and accommodation services for joint workshops for LGUs, SMEs and waste management companies in the partnership area, 4. City of Orašje has completed the Creation and printing of the educational materials for workshops in elementary schools, 5. PMT members of City of Orašje worked on preparation of tender documentation for procurement of Recycling containers with digital access and measuring and works on Construction and equipping of local waste management system in Orasje, 6. PMT members of the City of Vinkovci worked on activitiey A2.1. Procurement and installation of recycling containers with digital access and measuring 7. PMT members of City of Orašje worked on preparation of tender documentation for procurement Construction and equipping of local waste management system in Orasje, the public call will be published at the beginning of the next reporting period, 8. Municipality of Ulcinj conducted the procurement procedure for a combined backhoe-loader machine.The official handover ceremony of the equipment was held on June 24, 2025. PMT members have participated in 3 PMT meetings in this period (1 in Ulcinj, and 2. Online meetings) and 1 PAB meeting (in Ulcinj). Also, in this reporting period, partners worked intensively on the preparation and implementation of communication activities as follows: 1. Creation of a joint promotional video, 2. Creation of “Joint CEAP”, 3. Creation and printing of the educational materials for workshops in elementary schools and 4. Media presentation of the project. The 2nd PUB meeting was held in Ulcinj on February 5, 2025, with representatives of the City of Vinkovci in attendance. The primary role of the PUB is to enhance cooperation between the PMT and external stakeholders (citizens, the business sector, domestic and international organizations and institutions) with the aim of raising awareness about shared ownership of project outputs and results and ensuring their sustainability, as well as monitoring the implementation of the project by providing advice and active support for project activities. The only expenses incurred in this period were the cost of Activity 1.3. Creation and printing of the educational materials for workshops in elementary schools for the amount of 4.934,48 EUR (LP1 Orasje) and the cost of Activity A2.2 – Construction and equipping of local waste management systems, specifically the procurement of a combined backhoe-loader with additional equipment in the amount of 149.225,00.(PP3 Ulcinj), but no concrete contribution was made towards project outputs. All project partners did slightly deviate from the planned activities and JTS has been notified with requests for small modifications, which were implemented, apart from which there were no significant deviations from the planned activities.

"Construction of the recycling yard of the Municipality of Orašje - Phase I - 2021 - 2022. waste in the territory of the municipality of Orašje through the construction of communal facilities adapted to the concept of waste disposal - as part of this project, a fence and gatehouse of the belonging complex of the city landfill were built. The value of the project is 68,232,72 euros, and it was co-financed by the City of Orašje and the Environmental Protection Fund of the Federation of Bosnia and Herzegovina. (EN) | The implemented project is in synergy with the proposed joint project proposal, primarily in terms of the topic, that is, the problem it deals with, that is, the goal of the project. Aware of the fact that poor waste management in the city area, i.e. the extremely unacceptable state of the existing landfill according to all legal standards and EU policy, which results in the irrational use of natural resources and harmful effects on the life and health of people and the environment as a whole, the City of Orašje decided to implement and develop a comprehensive waste management system. The main synergy lies in the fact that, in the next few years, City of Orašje plans to implement the "Dusine city landfill construction project" and build accompanying communal facilities in it, which will increase the rate of separate collection of municipal waste and contribute to the reduction of the amount of waste disposed of in illegal landfills in the city area, as well as improve the waste management system in the area of the city of Orašje. (EN), "Rehabilitation of illegal landfills in the territory of the municipality of Orašje, the results of which are the sanctioning of two illegal landfills on landfills in the territory of the municipality of Orašje. . The value of the project is 15,672,44 euros, and it was co-financed by the City of Orašje and the Government of Posavina County. (EN) | The implemented project is in synergy with the proposed Project proposal, primarily in terms of the topic, that is, the problem that it deals with, that is, the goal of the project. The realization of these projects once again demonstrated and confirmed the crucial role of waste landfills in the overall system of integral waste management, because they serve as a link through which local self-government units ensure the connection between citizens and persons authorized to manage a particular type of waste. Therefore, in the area of the city of Orašje, it is necessary to continue to work more intensively on the establishment of an integral waste management system, especially the selective collection and disposal of that type of waste for which there are authorized system operators in FBiH. It is necessary to work on expanding the infrastructure so that citizens are more satisfied with waste collection and removal services and the acquisition of modern equipment for providing environmentally acceptable services, because the existing one is outdated and amortized. Also, the results of this project points to the necessity of continuing educational-informative and inclusive campaigns to strengthen awareness about the selection and proper disposal of municipal waste. (EN), Project: "Rehabilitation of the non-hazardous waste disposal site Papuk in the town of Vinkovci" - it was successfully completed, and it was financed by EU funds 85% and 15% by the Environmental Protection and Energy Efficiency Fund. As part of the aforementioned project, the abandoned Papuk landfill was rehabilitated and finally closed with environmental protection measures, and biological recultivation or greening of the area was carried out. The total value of the project is 5,958,483.76 euros. The implementation of the landfill rehabilitation procedure continuously reduces the negative impact of waste on the environment and natural resources. The goal is to reduce the harmful effects on the environment, especially the pollution of surface water, underground water, soil and air, including the effect of greenhouse gases, and to reduce the risks to human health that could occur as a result of waste disposal and the lifetime of the landfill, that is, the goal was to bring the waste disposal site to an environmentally acceptable state. The activities that were carried out relate to the excavation of dumped waste from part of the site, leveling with a layer of inert material, arrangement and greening of the site in accordance with the horticulture project. (EN) | The implemented project is in synergy with the proposed Project Proposal, primarily in terms of the topic or the problem it is dealing with, but also with the donor who financed the implementation of this Project for the most part, i.e. the EU. Therefore, the problem that the project solved is identical to the proposed joint Project Proposal, which basically boils down to bringing the waste disposal site to an environmentally acceptable state and reducing the harmful impact on the environment and risks to human health. Furthermore, the Project Proposal is in synergy with the strategic policies and legal framework relevant to this Project Proposal: it is in accordance with the Waste Management Plan of the Republic of Croatia for the period 2017-2022. and the Instruction on Implementation of Amendments to the Waste Management Plan of the Republic of Croatia for the period 2017-2022. in sustainable waste management projects, in such a way that they are harmonized with the Ordinance on waste disposal methods and conditions, categories and operating conditions for waste disposal sites (Official Gazette 114/15, 103/18, 56/19) and the provisions of Directive 1999/31/EC , in order to reduce greenhouse gas emissions and prevent contamination of underground and surface water with harmful substances that were created during the operation of the landfill (EN), Eco-education project: the purpose and goal of the project was to raise the awareness of the target group about the importance of responsible handling of municipal waste, with a special emphasis on the prevention of waste generation and the proper separation of waste in the household, home composting and reuse of items through the implementation of educational and informative activities. with the aim of reducing the amount of waste disposed of at the landfills of the city of Vinkovci and two neighboring municipalities. The project was reported and implemented in 2018. The value of the project is 144,569.25 euros. (EN) | The implemented project is in synergy with the proposed Project Proposal, primarily in terms of the topic, i.e. the problem it deal with, primarily the activities of conducting educational and informative activities to raise the awareness of the target group about the importance of responsible handling of municipal waste, which is also part of the community Project Proposal. but also to the donor who mostly financed the implementation of this Project, i.e. the EU. Also, in synergy with the strategic policies and legal framework relevant to this Project Proposal: in accordance with the Draft Waste Management Plan of the City of Vinkovci, which is the basic document on waste management for the period 2017-2023, the Law on Sustainable Waste Management (Official Gazette 94/13 , NN 73/17). (EN), Project: Procurement of containers for separate waste collection - the city of Vinkovci successfully implemented 3 projects of procurement of containers for separate waste collection. The first is the establishment of a high-quality and economically efficient municipal waste collection system in local self-government units, and the second public call for direct financing of the procurement of municipal equipment from 2018-2021. 7,500 plastic separation containers and 1,700 biowaste separation containers were purchased and distributed, and composters were purchased. The total value of the projects is 314,851.68 euros, and it is co-financed with the funds of the Environmental Protection and Energy Efficiency Fund. A project worth 128,965.06 euros was also carried out, in which 30 educational children's sets of three containers each for separating plastic, paper and glass/bio waste, adapted to their age, and 1,500 composters of 350 liters for separating bio waste were acquired. The goals of these two projects are to separate waste at the point of origin, to increase separate collection and recycling, to reduce the disposal of mixed municipal waste, to reduce the amount of biodegradable waste disposed of in landfills, and to increase the rate of separate collection of municipal waste. The third project for the procurement of containers for separate waste collection has been reported. is 2022 and is still being implemented, and the total value of the project is 124,925.34 euros. Through the implementation of the projects, 350 l composters, 120 l and 10 l biowaste containers were acquired, in order to cover the demand for containers and enable citizens to separate waste at their doorstep. Through the implementation of the project, educational and promotional activities were held. (EN), Project: Implementation of adaptation measures to climate change "Green oases for Vinkovci" – The project was approved and is being implemented as part of the Public Call for direct co-financing of the implementation of adaptation measures to climate change published by the Environmental Protection and Energy Efficiency Fund. The aim of this project is to increase the resilience of the city of Vinkovci to climate change, i.e. to reduce the vulnerability of natural systems and society to the negative impacts of climate change, and consequently to contribute to the construction of a green and climate-neutral Croatia. in green infrastructure, and the installation of canopies at 14 locations in the city as shelter from heat waves, planting trees and building footpaths, all for the purpose of investing in strengthening the resistance of urban areas to anthropogenic pressures caused by climate change. The value of the project is 191,392.01 euros. (EN) | Synergy with the proposed project proposal is reflected in the connection with the project axis to which we are applying: Green investments in environmental protection and effective risk management, because the goal of this project is to increase the resistance of the city of Vinkovci to climate change, that is, to reduce vulnerability natural systems and society to the negative impacts of climate change and consequently contribute to the construction of a green and climate-neutral Croatia, which is in line with the specific goal of the joint project: promoting the transition to a circular and resource-efficient economy. (EN), Project for the removal of waste dumped into the environment in the area of the city of Vinkovci (removal of illegal landfills) - The project was co-financed by the Fund for Environmental Protection and Energy Efficiency, and the total value of the project is 45,779.41 euros, while the FZOU co-financed the project with 40%. EuropeanGreenDeal The described project results and objectives contribute to the achievement of the European Green Plan which is a package of initiatives in the field of policies aimed at ensuring the green transition of the EU, with the ultimate goal of achieving climate neutrality by 2050. One of the goals of the European Green Plan is the fight against pollution from all sources and the transition to a non-toxic environment. To create a non-toxic environment, more action should be taken to prevent pollution and to introduce measures for cleaning and removing pollution. In order to protect European citizens and ecosystems, the EU needs to better monitor, report, prevent and remove pollution of air, water, soil and consumer products. The European Union Green Plan for the Western Balkans is part of the EU Green Plan and a new development strategy that supports the transition of traditional economic models to a sustainable economy. It was established in the EU's Economic and Investment Plan for the Western Balkans, which aims to stimulate the region's long-term economic recovery and harmonization with EU practices. The strategy includes five priority areas: decarbonization (climate, energy, mobility), circular economy, reduction of water, air and soil pollution, sustainable production of food and rural areas, and protection and recovery of biodiversity.
EUStrategyAdriaticIonianRegion EUSAIR is the EU's macro-regional strategy for the Adriatic and Ionian region, home to 70 million people, who will benefit from increased cooperation in 4 key areas: blue growth, transport, environmental quality and sustainable tourism. It includes 4 priority pillars coordinated by one EU member state and one non-member state. SG3 – environmental quality coordinated by Slovenia and BiH is relevant to the project. The quality of the environment is key to ensuring the economic and social well-being of the region's residents. This pillar deals with the quality of the environment through cooperation at the regional level. Specifically, it will: ensure a good environmental and ecological condition of the marine and coastal environment; help stop the decline of biodiversity and the degradation of ecosystem services in the EU; improve waste management by reducing the flow of waste and nutrients into the sea and rivers. The focus is on three themes to achieve these goals: the marine environment, marine pollution, transnational terrestrial habitats and biodiversity.
EUStrategyDanubeRegion The described project results and objectives contribute to the achievement of the EU Strategy for the Danube Region (EUSDR), which is a macro-regional strategy whose aim is to create synergies and coordinate existing policies and initiatives across the Danube region. The strategy deals with the main challenges, especially the environment and the problem of reducing human impact that leads to damage to the environment, establishing international cooperation and harmonizing documentation in the areas of protection of river systems, building the capacity of national and local authorities, non-governmental organizations and the professional and scientific community in related issues with the environment.

Other The described project results and objectives contribute to the achievement of the Development Strategy of the FBiH 2021-2027 - Strategic goal 3: Resource-efficient and sustainable development, according to which special attention will be paid to aligning the waste management model with the principles of modern waste management and EU goals in terms of reducing the amount of waste for disposal, and increasing the amount of waste for recycling, reuse, energy recovery, in a way that minimizes the risk to the environment and human health. The focus will be on the recycling industry as a driver of the development of the waste management system, and new green jobs will be created through the circular economy; Measure 3.1.7. Improve integral waste management and the circular economy system, where one of the goals is to stop dumping waste in unsanitary local landfills, minimize the amount of waste dumped in existing landfills, and increase the number of local landfills, increase the amount of waste that is recycled, reused and used for energy. It also supports the strengthening of professional capacities in the environmental sector (inspection authorities, policy makers), as well as the revision of existing regulations and the introduction of new regulations that will regulate the harmonization of existing regulations with EU legislation.
Other The described project results and objectives contribute to the achievement of the Development Strategy of the Posavina county 2021 - 2027 (BiH) - strategic goal 3: Establish a spatial planning and environmentally acceptable environmental management system, along with balanced territorial development of infrastructure; Priority 3.1.: Establishing and strengthening an integral system of spatial management and environmental protection, which will be achieved by establishing functional-institutional capacities for integrated spatial and environmental management and creating a sustainable waste management system with support for optimizing and rationalizing the coverage of communal services; Measure 3.1.2. Creation of a sustainable waste management system with support for the optimization and rationalization of the coverage of communal services, which refers to the establishment of an integral system and infrastructure for the collection of all categories of waste, which will function on the principles of prevention, recycling and the polluter pays principle. On the other hand, the measure is aimed at reducing amount of waste for final disposal with more efficient use of resources in order to create conditions for separate waste collection and utilization of all categories of waste for which there is a market, and also includes an awareness campaign for the necessity of separate waste collection and recycling.
Other The described project results and objectives contribute to the achievement of the Waste management plan of Posavina County 2020 – 2025 (BiH), the goal of which is to create technical prerequisites for the introduction of an adequate waste management system in the area, based on the principles of integral waste management. They are cited as an infrastructural problem. Absence of sanitary landfills in all municipalities, accompanying facilities and infrastructure for waste collection and disposal, sorting plant, network of local points - green islands, transfer stations, construction waste disposal site, centers for bulky waste, etc.); Unsanitary character of existing local landfills; There is no systematically organized and planned selection and recycling of waste, so it is not possible to determine the degree of recycling. The current municipal waste management system does not support the separation of hazardous waste from the remaining municipal waste at the point of origin in households, and as a result this waste is still disposed of together with municipal waste at local landfills; Obsolescence and inadequacy of the equipment and vehicle fleet used for collection and removal services waste; There are no Communication Plans with citizens and the public regarding environmental protection and waste management. Anticipated measures: Public awareness campaign (necessity of recycling, separate collection, technological changes to reduce and prevent waste generation); Construction of green islands (in parallel with procurement of equipment for separate collection); Construction of recycling yards in cities/municipalities; Creation of municipal waste management plans; Construction of inert waste landfills.

Other 1. Strategic development plan of the municipality of Bar 2020 - 2025 - Waste and wastewater management is one of the most important issues in the municipality of Bar. In order to permanently solve the issue of solid waste disposal, in cooperation with the municipality of Ulcinj, the Regional Sanitary Landfill on Možura was built, which was financed by a loan from the World Bank and officially started operating in July 2012. Specific strategic objective 4. Improvement of the environmental protection system in the municipality of Bar is relevant for the project; Priority 4.2. Improvement of the waste management system.
