Description (EN):

The common challenge addressed by the SpinIT project is the significant territorial disparities within the Danube Region (DR). This includes disparities in terms of innovation capacity, knowledge and technological development, as well as isolation of ecosystems in Eastern and Southeastern Europe. The project's impact is threefold: 1. directly impacting supported innovation intermediaries, start-ups, SMEs, and advanced ecosystems; 2. reaching, promoting, and involving a wide range of stakeholders in the program; and 3. raising awareness of the benefits of ecosystem linkages and promoting skills development aligned with Smart Specialization Strategies (S3) through effective communication and the organization of events and workshops. The overall objective of SpinIT is to address the common challenges identified in the DR: 1. Connect less developed hubs with the most advanced ones and build links within the participating regions, ensuring greater interconnectivity of DR 2. Create and engage businesses, academia, policy makers, the public sector and SMEs to connect them with start-ups 3. Network and peer-learning of the participating stakeholders (start-ups, academia, policy makers) 4. Stimulate and connect local public and private stakeholders (regulators, policy makers, governments, innovation agencies). The SpinIT project incorporates several outputs to address the challenges and achieve its objectives in the Danube Region. These outputs include: 1. Enhanced cross-border cooperation among organizations: The project promotes cooperation among 30 organizations across borders. It facilitates knowledge exchange, benchmarking, and capacity building through reports, frameworks, and training programs. 2. Local Action Plans: The project facilitates the joint development of strategies and action plans through stakeholder identification and analysis, activation of Local Discovery Groups, MoU development, workshops, and creation of Local Action Plans. This collaborative approach ensures the active involvement of stakeholders in formulating comprehensive and effective strategies to drive innovation and achieve the project's objectives. 3. Pilot Projects: The project facilitates the joint development and implementation of pilot actions in smart specialization (S3) and the IT sector. This includes defining project requirements, selecting pilot projects based on local action plans and best practices, developing appropriate methodologies, and executing 10 pilot projects focused on ICT, Industry 4.0, and cross-sector collaboration. 4. Validation of Pilot Projects: The project facilitates the joint development and validation of pilot projects as a key output indicator. Implemented projects are replicated across diverse locations, allowing partners to collectively determine the most effective approach. Reports are submitted for analysis by scientific partners, ensuring scalability and identifying best practices. The project takes a transnational approach by operating in 10 locations across 8 countries in the Danube Region. This approach is necessary because the challenges faced by the region are not confined to a single country or locality. By promoting knowledge exchange and transnational implementation of pilot projects, the project aims to support digitalization, smart specialization, and sustainable development in the region as a whole. What is new and original about the SpinIT project is its focus on special niches of three pre-defined clusters: IT, I 4.0 (Industry 4.0), and IT cross-sectoral collaboration. By concentrating on these areas and targeting less developed geographies where the distance to global best practices is greatest (Southern and Eastern Europe), the project aims to maximize its impact. Additionally, the project emphasizes the importance of diversity and transnational cooperation as catalysts for innovation, market growth, resilience, sustainability, and financial performance. Synergies with other relevant projects and initiatives is the decisive key to success, thus key element in SpinIT project: i)Work with results of completed projects to draw information and best practices (DIH4CPS (Horizon 2020), InNOw (Interreg CE), DANUBEPeerChains (Interreg DTP), STARTUP3 (Horizon 2020); ii)Collaborate with ongoing projects to incorporate results, organize common webinars (ESDGs! (Erasmus) MOOC educational program); iii)Utilize existing networks as channels for the dissemination of project material (ARISE network of Digital Innovation Hubs); iv)Avoid the duplication of effort. SpinIT pays special attention to ensure the durability and transferability of its outputs. Through financial sustainability, institutional structures, and political impact, the project aims to have a lasting effect on the territories and population. On boarded ASPs will enhance durability and transferability of the project's outcomes.

Actual Achievements (EN):

The SpinIT project has made significant progress towards achieving its objectives, marked by successful collaboration, extensive research, and cross-border knowledge sharing. The consortium's collective efforts have strengthened the IT and digitalization capabilities across the Danube region while promoting Smart Specialization Strategies (S3) and fostering cross-sectoral cooperation. The project began with a highly engaging Kick-Off Meeting in January 2024, attended by all partners. This virtual meeting provided an opportunity for partners to introduce themselves and align on communication strategies, setting a strong foundation for future collaboration. One of the first key deliverables was the comprehensive D1.1.1 Guidance on Operational Analysis developed by the University of Montenegro (UoM). This guideline enabled partners to gather and report consistent data across different regions, ensuring a structured and collaborative approach to analyzing digitalization efforts. Partners successfully conducted a thorough D1.1.2 Analysis of Current Digitalization at business support organizations (BSOs) and territorial partners. By using the structured template, partners reported on their governance frameworks, stakeholder involvement, and digitalization progress. These reports were then integrated into a D1.1.3 Cross-Analysis Report, which benchmarked the consortium’s progress against the wider Danube region. This deliverable highlighted both regional strengths and areas for improvement, driving targeted interventions to promote equitable digital transformation. Despite minor delays from some partners, the collective effort ensured a comprehensive understanding of the digital landscape. The consortium also advanced knowledge sharing and benchmarking efforts. D1.2.1 Framework for Knowledge Exchange facilitated the collection of valuable insights and best practices from across the consortium. The resulting D1.2.2 Best Practice Report presented over 160 pages of categorized good practices in ICT, Industry 4.0, and cross-sectoral collaboration. This extensive resource allows partners to adopt and adapt relevant practices within their own contexts, enhancing their capabilities. In addition, the D1.2.3 Benchmarking Report provided a clear roadmap for future cooperation, identifying potential areas for collaboration among partners to drive smart specialization and digitalization initiatives forward. Capacity-building activities were central to the project’s objectives. A notable achievement was the development of the D1.3.1 Training and Expertise Mission Programme, which offered detailed guidelines on SpinIT focuses, including Smart Specialization Strategies (S3) and digitalization action plans. This programme was rolled out during live events in Zagreb, where partners participated in workshops designed to equip them with practical skills related to Industry 4.0 and cross-sectoral collaboration. The programme’s impact was further enhanced by the D1.3.4 Online Partner Training Seminar on S3, held in June 2024, which saw participation from over 50 representatives across nine EU countries. This event not only deepened participants’ understanding of S3 but also fostered cross-border cooperation and knowledge exchange. To facilitate efficient communication among the partners, D1.3.2 SpinIT Communication Platform was successfully established. This platform includes email, Slack for real-time messaging, and a shared Google Drive for document storage and collaboration. The platform has been instrumental in ensuring smooth information flow and timely updates across the consortium, contributing to the overall success of the project’s collaborative efforts. Another key achievement is the organization of D1.3.3 Peer2Peer Learning and Thematic Expertise Missions, with two live events that promoted hands-on learning and expertise exchange among partners. The first event, held in Zagreb in March 2024, provided participants with in-depth knowledge of the SpinIT focuses, while the second event, scheduled for September 2024, aims to support territorial partners in developing their action plans and pilot projects. The transnational cooperation within the SpinIT project has enabled partners from diverse regions and sectors to work together toward a common goal of digitalization and smart specialization. The sharing of knowledge, best practices, and strategic insights has strengthened the consortium’s collective ability to address regional challenges. Moreover, the alignment of partners' efforts with S3 strategies at both national and regional levels has ensured that their initiatives contribute meaningfully to regional development. By focusing on digitalization, Industry 4.0, and ICT cross-sectoral collaboration, the SpinIT project is driving innovation, fostering inclusive growth, and promoting sustainable development across the Danube region. The SpinIT project has made substantial progress in achieving its objectives, marked by cross-border cooperation, strategic capacity building, and inclusive stakeholder engagement. With 16 project partners from 10 Danube countries, SpinIT has advanced digital transformation by aligning territorial innovation efforts with Smart Specialization Strategies (S3), focusing on ICT, Industry 4.0, and cross-sectoral collaboration. In the first reporting period, the project laid the groundwork for common understanding and partner alignment. It began with the development of the Guidance on Operational Analysis (D1.1.1), followed by the Analysis of Current Digitalization (D1.1.2) and the Cross-Analysis Report (D1.1.3), offering a detailed picture of governance frameworks, digital readiness, and strategic positioning of each region. Knowledge-sharing was supported by the Framework for Knowledge Exchange (D1.2.1) and the Best Practice Report (D1.2.2), compiling over 160 pages of good practices. The Benchmarking Report (D1.2.3) helped identify collaboration opportunities. Capacity building was reinforced through the Training and Expertise Mission Programme (D1.3.1), the Peer2Peer Learning Event in Zagreb (March 2024), and the Online Training Seminar on S3 (June 2024). The SpinIT Communication Platform (D1.3.2) ensured smooth coordination across borders. In the second reporting period, all 10 territorial partners completed Stakeholder Analyses (D2.1.1) and activated Local Discovery Groups (D2.1.2), involving over 230 stakeholders. Memorandums of Understanding (D2.1.3) were signed across regions, formalizing commitment. Through three follow-up LDG workshops (D2.1.4), partners collected, refined, and aligned pilot project ideas with S3 priorities. As a result, 10 Local Action Plans (D2.1.5) were developed, each outlining regional priorities and pilot frameworks. Pilots include cybersecurity for SMEs (LP1 ZEDA), funding literacy (PP4 INM DIH), AI incubation (PP5 OPTIM), digital education (PP9 EUDA), TTO development (PP10 INOSENS), and podcasting for digital skills (PP17 ZRS Bistra Ptuj), among others. A key milestone was the SpinIT Live Event in Zenica (September 18–20, 2024), which brought together 124 participants. The event featured a Local Action Plan workshop, SpinIT Conference, IT Fair, and HammerIT Conference, facilitating transnational dialogue and showcasing regional innovation. The project’s communication activities were also strengthened, with over 200 social media posts and more than 100,000 online impressions. A SpinIT Project Newsletter was developed and distributed to stakeholder networks to enhance visibility of achievements and planned pilot actions. SpinIT’s added value lies in its capacity to jointly shape strategic responses to digital challenges, align regional efforts with EU priorities, and build sustainable structures for innovation. The cooperative approach has fostered long-term partnerships, ensured active engagement, and delivered strategic tools that will guide regional digital transformation beyond the project lifetime.

The main goal of the ESDGs! Is to expand the teaching of entrepreneurship that implements the current issues in the form of SDGs goals. The project ESDGs! focuses on implementing the principles of sustainable development and the SDGs in teaching in terms of creating new entrepreneurial solutions and business models (linked to national development priorities and trends) or in terms of modifying strategies in existing entrepreneurial solutions and business models. This learning module will heavily incorporate and utilize digital trends and modern distance learning tools. The use of these tools reflects not only the needs that have arisen due to the current and ongoing pandemic, but also the overall growing trend of actively incorporating these tools into education.
The project results are: (i) R1: Library of educational lectures and practical assignments, and (ii) R2: Open/online/digital education – Massive Open Online Course. MOOC will be open to general public during and after the project ending. SpinIT will participate in the implementation of the result of ESDGs! Project R2. Open/online/digital education – Massive Open Online Course, which is being developed as an online learning platform to foster IT entrepreneurship, taking into account SDGs. During the development of methodologies and curriculum for pilot projects PPs in SpinIT project partners will have the opportunity to use MOOC in order to effectively disseminate developed curricula/methodology. In that way SpinIT will promote responsible and environmentally friendly approaches in Danube region by using MOOC course. The ARISE project will support European SMEs in the uptake of Artificial Intelligence applied to manufacturing, with a specific focus on the use of AI-enabled applications at the edge. The consortium will create an eco-system where the project’s AI experts will support experimenting SMEs and connect them to Digital Innovation Hubs and commercial companies to achieve real-world applications. The ambition of the project is to support more than 500 cases from SMEs and mid-caps on key AI applications at the edge. Support from the consortium will be complemented on security and connectivity by involving external resources in cybersecurity and IoT and on smart working environments by offerings on operator interfaces and collaborative robots.
The ARISE project's focus on supporting SMEs in AI adoption in manufacturing, waste reduction, carbon footprint, and real-world applications aligns closely with Spin-IT's objectives.
